Man rams car into tempo in Thane, dies He allegedly lost control of his car and rammed into a stationary tempo near a hotel along the road Updated: Sep 30, 2018 23:50 IST A 45-year-old man died in a road accident between the Katai junction in Dombivli and Badlapur Highway on Sunday afternoon after he allegedly lost control of his car and rammed into a stationary tempo near a hotel along the road. Jimmy Jones suffered injuries on his head and was declared death on arrival at the Ulhasnagar Central Hospital. Following the accident, Nevali junction witnessed traffic snarls. Jones, who was a resident of Thakurli, Dombivli, was going towards Badlapur from Dombivli at around 1.55pm. “Jones allegedly lost control of his car and rammed into the stationary tempo that was parked near a hotel at Katai Juntion. The impact of the accident was so huge that the bonnet of the car was completely damaged while Jones suffered major injuries on his head and chest. He was lying unconscious on the spot,” said an officer from the Hill Line Police station in Ulhasnagar. The accident attracted a lot of crowd leading to traffic jam at the Nevali Phata. “We took Jones to Ulhasnagar Central Hospital. The doctor declared him dead on arrival. We have alerted his family and sent the body for post mortem,” the officer added.

शिवसेनेचा डाव फसला, उल्हासनगरमध्ये भाजपाच्या पंचम कलानी महापौरपदी उल्हासनगर महापालिकेच्या महापौरपदासाठी शुक्रवारी निवडणूक झाली. साई पक्षाच्या पाठिंब्यावर महापौरपद मिळालेल्या भाजपाच्या अडचणी साई पक्षाच्याच सात बंडखोर नगरसेवकांनी वाढवल्या होत्या. September 28, 2018 01:50 pm उल्हासनगर महापालिकेतील महापौरपदाच्या निवडणुकीत भाजपाच्या पंचम कलानी यांचा विजय झाला आहे. कलानी यांचा पराभव करण्याचे विरोधकांचे मनसुबे उधळून लावण्यात भाजपाला यश आले आहे. १९९०च्या दशकात राजकारणाच्या गुन्हेगारीकरणावरून पप्पू कलानीच्या विरोधात भाजपा नेत्यांनी आकाश-पाताळ एक केले होते. त्याच कलानीच्या सुनेला भाजपाने आता महापौरपदी बसवले. उल्हासनगर महापालिकेच्या महापौरपदासाठी शुक्रवारी निवडणूक झाली. साई पक्षाच्या पाठिंब्यावर महापौरपद मिळालेल्या भाजपाच्या अडचणी साई पक्षाच्याच सात बंडखोर नगरसेवकांनी वाढवल्या होत्या. या बंडखोर नगरसेवकांनी भाजपाच्या उमेदवाराविरुद्ध आपला उमेदवार उभा करत शिवसेनेसह इतर विरोधी पक्षांची मते मिळवण्याचा प्रयत्न केला होता. त्यामुळे महापौरपदाच्या दावेदार असलेल्या कलानी कुटुंबाच्या आणि भाजपच्या पायाखालची वाळू सरकली होती. महापौरपद हे भाजप आणि त्यातही राज्यमंत्री रवींद्र चव्हाण यांच्यासाठी प्रतिष्ठेचे बनले होते. शिवसेना, राष्ट्रवादी काँग्रेस, रिपाइं आणि इतर विरोधी पक्षांच्या मदतीने विरोधी गटाच्या नगरसेवकांची संख्याही ३८ पर्यंत पोहोचत असल्याने भाजपच्या चिंतेत वाढ झाली. अखेर शुक्रवारी या पदासाठी निवडणूक झाली. साईच्या बंडखोर नगरसेविकेने उमेदवारी अर्ज मागे घेतल्याने पंचम कलानी यांची महापौरपदी निवड होण्याचा मार्ग मोकळा झाला. ही निवडणूक बिनविरोध पार पडल्याने शिवसेनेला हादरा बसला. भाजपाला शह देण्याचा शिवसेनेचा डाव फसला असून शिवसेना नगरसेवकांनी सभात्याग केला. राष्ट्रवादी काँग्रेसच्या तीन नगरसेवकांची दांडी मारली असून साई पक्षात सारे काही आलबेल होते.

Updated: September 28, 2018 06:12 PM भारतीय जनता पार्टीने उल्हासनगरातील डॉन पप्पू कलानी याची सून पंचम यांच्या विजयाकरिता लावलेली फिल्डींग यशस्वी झाली आणि पंचम या उल्हासनगराच्या महापौर झाल्या. वरकरणी ही अत्यंत साधी, सोपी घटना वाटत असली तरी, राज्यातील सत्ताधारी भाजपा सत्तेमुळे आणि सत्तेसाठी काहीही करू शकतो, त्याचा हा ढळढळीत पुरावा आहे. भाजपाचे दिवंगत नेते गोपीनाथ मुंडे यांनी १९९० च्या दशकात 'राजकारणाच्या गुन्हेगारीकरणा'चा मुद्दा उपस्थित करुन शरद पवार यांना लक्ष्य केले होते. त्यावेळी पवार काँग्रेसमध्ये होते व केंद्रात संरक्षणमंत्री होते. त्यांनी आपले वारस म्हणून सुधाकरराव नाईक यांना मुख्यमंत्रीपदी बसवले होते. मात्र 'घार हिंडते आकाशी चित्त तिचे पिलापाशी', उक्तीप्रमाणे पंतप्रधानपदाची स्वप्ने पाहणाऱ्या पवारांचा जीव महाराष्ट्रात आणि बारामतीत घुटमळत होता. उल्हासनगरात पप्पू कलानी आणि वसई-विरारमध्ये डॉन भाई ठाकूर हे दोन पवार यांचे विश्वासू चेले होते. त्याच सुमारास जे. जे. इस्पितळात घुसून गोळीबाराची घटना घडली होती. त्याचे धागेदोरे भिवंडीपर्यंत जोडले गेले होते. या कटातील आरोपींचा मुक्काम उल्हासनगरातील एका रिसॉर्टमध्ये होता, अशी चर्चा होती. कलानी उल्हासनगरचे १९९० मध्ये महापौर झाले. दीर्घकाळ तेच या पदावर होते. या काळात उल्हासनगरात कलानी यांचा शब्द अंतिम होता. या काळात कलानी विरुद्ध अन्य पक्षांमध्ये झालेल्या संघर्षात घनश्याम भतिजा, इंदर भतिजा, रिपाइंचे मारुती जाधव, शिवसेनेचे गोपाळ राजवानी, दीपक वाधवानी, अशोक बोकळे, माधव ठाणगे, रमेश चव्हाण, बाला सुर्वे, महेंद्र सिंग, अण्णा शेट्टी, सेंच्युरी कंपनीचे कामगार नेते यादव अशा अनेकांच्या हत्या झाल्या. त्यामुळे मुंडे यांनी उचललेला राजकारणाच्या गुन्हेगारीकरणाचा मुद्दा चांगलाच तापला. त्याचवेळी दाऊद इब्राहिमच्या बेकायदा इमारतींविरुद्ध तत्कालीन महापालिका उपायुक्त गो. रा. खैरनार यांनी कारवाईचा हातोडा उचलला. मात्र ही कारवाई रोखण्यात आली. त्यामुळे खैरनार यांनी पवार यांच्या विरोधात रणशिंग फुंकले. खैरनार हे तमाम महाराष्ट्राचे हिरो झाले होते. मुंबईसह महाराष्ट्रात ठिकठिकाणी खैरनार यांच्या जाहीर सभा होत होत्या. त्यामध्ये खैरनार बोलायला उभे राहिले की, खच्चून भरलेली सभागृह शेम शेमच्या घोषणांनी दुमदुमून जायची. कोपरा न् कोपरा माणसांनी भरलेला असायचा. खैरनार यांच्या आरोपांनी मुंडे यांच्या संघर्षाला बळ लाभले. त्याच सुमारास पवार व सुधाकरराव नाईक यांच्यात कमालीचे वितुष्ट निर्माण झाले. त्यामुळे महाराष्ट्राच्या दौऱ्यावर असताना नाईक यांनी भर पत्रकार परिषदेत पप्पू कलानीला तुरुंगात मारु नका, असा आदेश पवार यांनी दिल्लीला जाण्यापूर्वी विमानतळावर दिल्याचा गौप्यस्फोट केला. पवार यांच्या उरल्यासुरल्या विश्वासार्हतेच्या ठिकऱ्या नाईक यांनी उडवल्या. हे कमी म्हणून की काय त्यावेळी संरक्षण दलाच्या विमानातून कुख्यात गुंड शर्मा बंधूंनी केलेल्या प्रवासाचे प्रकरण मुंडे यांनी उघड केले. हे शर्मा बंधू मुंबईचे तत्कालीन महापौर रा. रा. सिंह यांचे खास असल्याचा दावा केला गेला. मात्र ते आपले कुणी नसून तत्कालीन आमदार रमेश दुबे यांचे विश्वासू असल्याचा दावा सिंह यांनी केला. परस्परांवरील चिखलफेकीत शर्मा बंधूंच्या प्रवासाला पुष्टी मिळाली. विलासराव देशमुख, बॅ. ए. आर. अंतुले, रामराव आदिक वगैरे मंडळींनी पवार यांच्या विरोधात उघड बंड केले होतेच. पण पवार यांचे विश्वासू सुधाकरराव नाईक हेही त्यांच्या विरोधात उभे ठाकले होते. या साऱ्या राजकारणामुळेच १९९५ साली राज्यात शिवसेना-भाजपा युतीची सत्ता आली. शिवसेनाप्रमुख बाळासाहेब ठाकरे व शरद पवार हे वरकरणी परस्परांचे विरोधक असल्याचे दाखवत आले, पण त्यांच्यातील मैत्रीचे संदर्भ आजही दिले जातात. भाजपामधील प्रमोद महाजन हेही पवार यांचे चांगले मित्र होते. मात्र मुंडे यांनी पवार यांच्याशी खराखुरा संघर्ष केला. (इंदर भतिजा खून प्रकरणात पप्पूला शिक्षा झाली आहे.) त्यांचे पुत्र ओमी यांचा पाठिंबा घेऊन दीड-दोन वर्षांपूर्वी भाजपाने सत्ता स्थापन केली. महापौरपदाची पहिली टर्म भाजपाच्या मीना आयलानी यांनी उपभोगली. त्यानंतर पंचम कलानी यांना महापौरपद देण्याचा वादा भाजपाने केला होता. मात्र साई पक्षाच्या फुटीर गटाच्या ज्योती भतिजा (घनश्याम भतिजा यांच्या सून) यांना शिवसेनेनी पुढे करून भाजपाला खिंडीत गाठण्याचा प्रयत्न केला. अर्थात तो फसला. खुद्द ओमी यांच्यावरही भाजपाचे पदाधिकारी शुक्रमणी यांच्या भाच्यावर हल्ला केल्याचा गुन्हा होता. मात्र भाजपाने त्यांना आपल्या छत्रछायेखाली घेताना हे गुन्हे मागे घेतले गेले. उल्हासनगर महापालिका ही आजही गुन्हेगारी व सर्व अनैतिक गोष्टींचा अड्डा आहे. या महापालिकेत नगररचनाकार असलेले संजीव करपे हे गेली दोन वर्षे बेपत्ता असून त्यांचा तपास लागलेला नाही. अनेक अधिकाऱ्यांवर लाचलुचपतीसह अनेक गंभीर आरोप आहेत. काही निलंबित आहेत. गुन्हेगारी पार्श्वभूमीच्या राजकीय नेत्यांच्या कब्जात ही महापालिका आहे. म्हणजे गोपीनाथ मुंडे यांची राजकारणाच्या गुन्हेगारीकरणाची लढाई लढण्याकरिता उल्हासनगरात वाव आहे. मात्र ते दूरच राहिले आता भाजपाने पप्पू कलानी यांचा वारसा चालवणाऱ्यांना पोटाशी घेतले आहे. मुख्यमंत्री देवेंद्र फडणवीस हे मुंडे गटाचे म्हणून ओळखले गेले. उल्हासनगरात भाजपाच्यावतीने जुळवाजुळवी करीत असलेले राज्यमंत्री रवींद्र चव्हाण हे सध्या फडणवीस यांच्या गोतावळ्यात आहेत. चव्हाण यांनी मुंडे यांचा संघर्ष जवळून पाहिला नसेल पण फडणवीस यांनी तो नक्की पाहिला आहे. त्यामुळे एका महापालिकेतील सत्ता गेली तरी बेहत्तर, पण ज्या संघर्षाच्या पायावर पक्ष उभा राहिला तो पाय उखडून टाकणार नाही, अशी भूमिका फडणवीस यांनी घ्यायला हवी होती. मात्र या साऱ्यांनीच मुंडे यांचे चांगले पांग फेडले. मुंडे आज हयात असते तर त्यांनी कलानी यांच्या विजयावर कोणती प्रतिक्रिया दिली असती? त्यामुळे उल्हासनगरात गोपीनाथ मुंडे मृत्यूपश्चात पराभूत झाले आणि भाजपा जिंकला, असेच या निकालाचे वर्णन करावे लागेल.

उल्हासनगर महापौर का चुनाव आज Updated:Sep 28, 2018, 09:59AM IST उल्हासनगर के महापौर पद के लिए शुक्रवार को चुनाव है। उल्हासनगर की स्थानीय राजनीति में इन चुनावों को लेकर काफी राजनीतिक उठापटक हो रही है। उल्हासनगर महानगर पालिका में अपना महापौर लाने के लिए बीजेपी और शिवसेना दोनों एक-दूसरे के सामने आ गई हैं। बीजेपी की तरफ से टीम ओमी कालानी की नेता पंचम ओमी कालानी ने नामांकन भरा है। उन्हें चुनौती देने के लिए साईं पार्टी से बगावत कर नामांकन भरने वाली ज्योति भठीजा को शिवसेना ने अपना समर्थन दे दिया है। इसके बाद साईं पार्टी ने कोकण आयुक्त को पत्र लिख कर सूचित किया है कि उल्हासनगर मनपा में उनकी पार्टी के ग्रुप लीडर दीपक टोनी सिरवानी होंगे। शह-मात के इस खेल का फैसला शुक्रवार उल्हासनगर मनपा की महासभा में ठाणे जिला कलेक्टर के समक्ष होने वाली वोटिंग के बाद ही होगा। वैसे पलड़ा बीजेपी का भारी दिख रहा है, क्योंकि उल्हासनगर एनसीपी की जिला अध्यक्ष ज्योति कालानी ने एनसीपी नगरसेवकों के नाम महापौर चुनाव में तटस्थ रहने का व्हिप जारी करवा दिया है। साईं पार्टी में पड़ी फूट का फायदा भी बीजेपी को मिलने की संभावना है।

September 28, 2018 02:58 am उल्हासनगर महापालिकेच्या महापौरपदी कोण विराजमान होणार याचा निकाल शुक्रवारी लागणार आहे. गेल्या चार दिवसांपासून सुरू असलेल्या राजकीय घडामोडींमुळे तिढा जरी वाढला असला, तरी भाजपच्या पंचम कलानींची बाजू भक्कम झाल्याचे चित्र आहे. तर दुसरीकडे साई पक्षाच्या फुटीर नगरसेवकांना शिवसेनेने साथ दिल्याने निवडणुकीतील रंगत वाढली आहे. भाजपच्या पंचम कलानी यांच्यासमोर साई पक्षाच्या फुटीर ज्योती बठिजा यांचे आव्हान आहे. सव्वा वर्षांपूर्वी साई पक्षाच्या मदतीने सत्ता स्थापन करणाऱ्या भाजपला साई पक्षाच्याच फुटीर नगरसेवकांनी नाकी नऊ आणले आहेत. महापौरपद हे भाजप आणि त्यातही राज्यमंत्री रवींद्र चव्हाण यांच्यासाठी प्रतिष्ठेचे बनले आहे. शिवसेना, राष्ट्रवादी कॉंग्रेस, रिपाइं आणि इतर विरोधी पक्षांच्या मदतीने विरोधी गटाच्या नगरसेवकांची संख्याही ३८ पर्यंत पोहोचत असल्याने भाजपच्या चिंतेत वाढ झाली आहे. त्यात भाजपच्या एका सदस्याचे पद रद्द झाल्यानंतर दुसऱ्या एका नगरसेवकाचेही पद रद्द झाल्याचेही सांगण्यात येते. भाजपचा गट गोव्यात तर शिवसेनेचा गट पालघर येथे तळ ठोकून असल्याचे कळते. या सत्तेच्या खेळात आकडे समसमान झाल्याने पीआरपी, कॉंग्रेस आणि भारिपच्या एक एक सदस्याला मोठे महत्त्व प्राप्त झाले आहे. हे नगरसेवक कुणाच्या पारडय़ात मत टाकतात यावरून महापौरपदाचा निकाल लागणार आहे. सध्या तरी भाजपच्या पंचम कलानी यांचे पारडे जड वाटत असले, तरी सभागृहात कोणता पक्ष काय भूमिका घेतो यावरून सत्तेचे गणित जुळणार आहे.

‘Criminal to dump sewage in drinking water zone of Ulhas river’ Updated: Sep 27, 2018 00:07 IST It has come to the fore that untreated sewage is being released into the drinking water zone of Ulhas river. The river provides potable water to neighbouring towns and cities. “This is a criminal act which endangers the health of innocent citizens who drink the water. It is also a breach of the promises made to the Apex Court. Neither is the sewage being diverted, nor is the STP is operational,” said Stalin D, director, Vanashakti. A sewage treatment plant (STP) that was supposed to come up along the river, as per Supreme Court order in November 2017, is still under-construction, said Vanashakti. The group had filed a petition in the Bombay high court to draw attention to untreated sewage being released into the river. The high court had ordered the state to allot ₹100 crore to set up the STP and restore the river. On Monday, Vanashakti apprised Maharashtra Pollution Control Board (MPCB) and the environment department about the pollution. A team from Vanashakti visited the site on Sunday and said the sewage flows into the river through Khemani nullah in Ulhasnagar. “That zone of the river provides drinking water to Ulhasnagar, Thane, Kalyan, Badlapur and Dombivli. While there are pumping stations to purify the water further along the course of the river, the amount of waste dumped in the river can cause health issues,” said Ashwin Aghor, project officer, Vanashakti’s Save Ulhas Project. A senior official from Ulhasnagar Municipal Corporation (UMC) said the process to divert nullah water from the drinking zone is underway. “Quantity of domestic waste dumped in the zone is less. But sewage will be diverted to the creek directly until the STP becomes operational. No health issues have been reported from the areas where river water is being supplied post-treatment,” he added. MPCB said an inspection team recently visited the site. “We don’t know the developments before our site visit. But during inspection, we found the sewage was not entering the drinking water zone,” said DB Patil, regional officer, Kalyan MPCB. YB Sontakke, joint director, water quality, MPCB, said there could be a possibility about issues at the site before the team’s visit, but everything seems okay now. “UMC has been directed to improve water quality by building STPs along the problem areas of the river and ensure polluted river stretches are guided to creeks. They are working on restoring the river,” he added. In December, HT had reported that water treatment unit of Maharashtra Industrial Development Corporation (MIDC) told MPCB that Ulhas river’s water was contaminated with industrial chemicals and domestic sewage from factories in the area. MIDC urged MPCB to take immediate measures to fix the problem.

उल्हासनगरात कुत्र्याचा चिमुकलीवर हल्ला Updated:Sep 27, 2018, 02:23AM IST उल्हासनगर येथील प्रेमनगर परिसरात एका कुत्र्याने घराबाहेर खेळणाऱ्या एका चिमुकलीवर जीवघेणा हल्ला करत तिच्या नाकाला चावा घेतला आहे. यावेळी परिसरातीलच एका सतर्क महिलेने धाडस दाखवत या मुलीची सुटका केली. या लहानगीवर उल्हासनगर मध्यवर्ती रुग्णालयामध्ये उपचार सुरू आहेत. उल्हासनगर शहरातील प्रेमनगर भागात किरण बागल यांचे कुटुंब राहते. बुधवारी त्यांची अडीच वर्षांची मुलगी प्रांजल घराच्या अंगणात खेळत असताना, एका भटक्या कुत्र्याने अचानक तिच्या नाकाचा चावा घेतला. कुत्र्याने तिचे नाक दातात पकडत तिला खेचून नेण्याचा प्रयत्न केला. यावेळी रस्त्यावरून जाणाऱ्या एका महिलेने सतर्कता दाखवत तिची कुत्र्याच्या तावडीतून सुटका केली. मात्र या कुत्र्याच्या हल्यात प्रांजलच्या नाकाचा लचका तोडला असल्याने तिला गंभीर जखम झाली आहे. या घटनेनंतर तत्काळ भटके कुत्रे पकडणाऱ्या पथकाला बोलावून या कुत्र्याला पकडण्यात आले आहे. या कुत्र्याने गेल्या दोन ते तीन दिवसांत पाच नागरिकांना चावा घेतल्याची माहिती स्थानिकांनी दिली आहे.

Updated:Sep 27, 2018, 04:00AM IST उल्हासनगरात पुन्हा कलानीराज प्रस्थापित करण्यासाठी भाजपसह आता राष्ट्रवादीच्या वरिष्ठ नेत्यांनी त्यांची प्रतिष्ठा पणाला लावली आहे. राष्ट्रवादीच्या स्थानिक नेत्यांना कलानी कुटुंबाशी घरोबा करण्याची इच्छा नसली तरी पक्षश्रेष्ठींनी तो विरोध डावलून निवडणुकीत तटस्थ राहून कलानी यांना मदत करण्याचे आदेश दिले आहेत. त्यामुळे फुटीर साई पक्षासह उर्वरित पक्षांना हाताशी घेत भाजप आणि ओमी कलानीला शह देण्याचे शिवसेनेचे प्रयत्न तोकडे पडण्याची दाट शक्यता आहे. त्यामुळे पंचम कलानी यांच्या महापौरपदाचा मार्ग मोकळा होण्याची चिन्हे आहेत. गेल्या तीन दशकांपासून उल्हासनगर शहरातील राजकारण हे कलानी कुटुंबाभोवती फिरत आहे. शहरात शिवसेना आणि भाजपसारखे पक्षांचे अस्तित्व असले तरी सिंधी समुदायात कलानी कुटुंबाचा करिष्मा कायम आहे. याच करिष्म्याचा आणि मतदारांचा कल स्वत:कडे वळविण्यासाठी एकेकाळी कलानी कुटुंबाला लक्ष्य करणाऱ्या भाजपने ओमी कलानी यांच्या सहाय्याने महापालिकेच्या सत्तेपर्यंत मजल मारली. तर, दुसरीकडे सत्तेत सहभागी असलेला स्थानिक भाजपचा एक गट, कट्टर राजकीय विरोधक साई पक्ष यांच्यासह शहरातील शिवसेना, राष्ट्रवादी असे सर्वच कलानी कुटुंबाच्या विरोधात आहेत. मात्र तरीही महापौरपद पंचम कलानी यांना देण्यासाठी भाजपच्या वरिष्ठांनी दंड थोपटले आहेत. भाजपच्या अंतर्गत विरोधाला भाजपच्या वरिष्ठांनी शांत केले आहे. मात्र साई पक्षातील फुटीर आणि राष्ट्रवादी पक्षातील विरोधाला थोपविण्यासाठी आता राष्ट्रवादीच्या आमदारांनीच पुढाकार घेतल्याने आश्चर्य व्यक्त होत आहे. भाजपमध्ये असलेल्या सुनेला महापौर करण्यासाठी ज्योती कलानी यांनी विरोधी उमेदवाराला मतदान करण्याच्या राष्ट्रवादीच्या गटनेत्याच्या व्हीपला शमविण्यासाठी वरिष्ठ पातळीवरून दबाव आणत तटस्थ राहण्याचा नवा व्हीप काढला आहे. त्यामुळे पक्षवाढीसह पालिका निवडणुकीतही रस न दाखवणाऱ्या राष्ट्रवादीच्याच आमदार ज्योती कलानी सुनेच्या निवडीसाठी सक्रिय झाल्याने राजकीय वर्तुळात चर्चेला उधाण आले आहे. मात्र एकीकडे कलानी कुटुंबाने ऐन महापालिका निवडणुकीत राष्ट्रवादी पक्षाला फोडून भाजपला बळ दिले होते. असे असतानाही बिकट परिस्थितीत गंगोत्री यांनी पक्षाचे चार नगरसेवक निवडून आणले होते. या निवडणुकीत ज्योती कलानी भाजपच्या बॅनरवर अधिक झळकत होत्या, तरीही पक्षश्रेष्ठींनी त्यांना जिल्हाध्यक्ष बहाल केले आहे. त्यामुळे शहरातील राष्ट्रवादी पक्षाच्या वाढीपेक्षा कलानी कुटुंबाला अधिक महत्त्व प्राप्त झाले की काय, असा प्रश्न राष्ट्रवादीचे पदाधिकारी विचारत आहेत. लोकसभेची पूर्वतयारी? येत्या लोकसभा निवडणुकीत शिवसेनेशी युती न झाल्यास, भाजपला कल्याण लोकसभा मतदारसंघात उमेदवार उतरावा लागणार आहे. त्यासाठी पूर्वतयारी म्हणून कलानी कुटुंबाला जवळ करणे आवश्यक आहे. पालिका निवडणुकीत कलानी कुटुंबामुळे भाजपची संख्या ३२ वर पोहोचली असल्याने सत्तेपर्यंत पोहोचण्यासाठी कलानीचे महत्त्व आजही कायम आहे.

Published: September 27, 2018 4:29:24 am In an attempt to whisk the mayor’s post away from the BJP, the Shiv Sena has extended its support to a mayoral candidate from a rebel group of Secular Alliance of India (SAI) Party, which is in an alliance with the BJP in Ulhasnagar Municipal Corporation. The election to the mayor’s post would be held on Friday. Sources in the civic body said that while the BJP has fielded Pancham Kalani for the mayor’s post, Jyoti Bhathija, from the rebel group of SAI party, has filed nominations for the post. Besides Shiv Sena, the Congress, NCP and others have also extended support to Bhathija. In polls held for the 78-member House of UMC in March last year, BJP won 33 seats and formed an alliance with SAI Party that had won 11 seats. Sena had won 25, NCP four and the Congress one seat. Subsequently, BJP’s Meena Ailani was elected unopposed after the Sena, Congress and NCP boycotted the polls. Sources said that BJP is ruling the civic body with the support of Omi Kalani, a local influential leader and the son of NCP legislator Jyoti Kalani. It was allegedly decided that BJP would have its mayor for the first one year and three months and then the post would be given to a supporter of Kalani. Ailani had recently resigned as per the arrangements, necessitating the election for the mayor’s post. Of the 11 corporators from SAI Party, around eight have rebelled against Kalani’s nominations. “We have extended support to Bhathija for the mayoral polls and around eight corporators from the SAI Party are with us. We have enough numbers to reach the magic figure to win the polls,” said Gopal Landage, a Sena leader. Landage added that the BJP had promised to develop the area but it hasn’t done anything in past one year. “Besides, we didn’t make any efforts to break the SAI Party… the corporators decided on their own.” Sources said that the eight corporators have initiated the process to register as an independent group with the divisional commissioner to deal with the legal issues arising out of them supporting Bhathija. The BJP, however, has enough numbers to win the polls, sources added.

High Court berates illegal Ganpati pandals Sep 25, 2018, 08:16 IST Seeks names of errant officials from Ulhasnagar, Bhiwandi-Nizampur and Thane corporations for failing to act against pandals erected against orders. The Bombay High Court is no mood to take the issue of illegal Ganpati pandals lightly and has sought names of errant officials from three municipal corporations that failed to initiate action against such pandals despite clear HC orders. A division bench of Justices AS Oka and MS Sonak, on Monday, directed the lawyers of Thane and Ulhasnagar municipal corporations to provide a list of errant officials, and said that it will issue a notice to the Commissioner of Bhiwandi-Nizampur Municipal Corporation for the “brazen justification for not taking action”. A total of over 200 pandals were found to be in breach of HC orders across the three corporations. “It has been two years since the interim orders were passed followed by a final judgement, yet they are not being implemented. Despite our orders, the number of illegal pandals is high this year as well,” the bench observed. As per the report submitted by the state government based on inspections conducted by officials of the Revenue Department, there were 54 illegal pandals in Thane, 66 in Ulhasnagar and 113 in Bhiwandi-Nizampur. Of these, 46 in TMC were issued “postfacto permissions”, which means they were erected before securing permissions. In case of Ulhasnagar, this figure stood at 37. However, in case of Bhiwandi, all the 113 Ganpati pandals fell in this category, and, as per the noting of the Revenue Department team, none of the pandals, when inspected, had put the permission on display. “These pandals did not display the permission granted to them and, despite being aware that they were erected illegally, officials of the civic bodies concerned did nothing and let them stand,” the bench observed. The advocate representing Bhiwandi-Nizampur, trying to justify the act, said that the Revenue Department had inspected the pandals at the stage when they were awaiting no-objection certificates from the police. He said that the corporation intervened, following which a single window clearance system was formulated and the pandals were given clearances. “Are you a ‘court’ that you will intervene and issue clearances when our orders from the past clearly say that displaying of permissions is mandatory? You should have let them (Ganpati mandals) approach the court,” the bench remarked, adding that it was a brazen form of justifying an illegal act. In the meantime, the Mumbai Municipal Corporation has disputed the number of pandals categorised as illegal by the Revenue Department team in Mumbai suburban district. Appearing for the BMC, senior advocate Anil Sakhare had told the court last week that an explanation had been sought from 13 ward officers in suburban Mumbai, based on the Revenue Department’s report that 44 pandals were illegal. He, however, told the court on Monday that when the BMC officials scrutinised the report in detail, only three pandals were “actually illegal” and rest of them were not. The court will hear the case again on September 26.

September 26, 2018 04:03 am मुंबई : पक्षविस्तारासाठी अन्य पक्षांतील नेत्यांना लाल गालिचा अंथरण्याची प्रथा भाजपला लाभकारक ठरली खरी, पण त्यामुळे एकेकाळी ज्यांच्याविरोधात आकाशपाताळ एक केले त्यांचाच जयघोष करण्याची पाळी कार्यकर्त्यांवर आणि नेत्यांवरही आली आहे. उल्हासनगरात सत्तेच्या ‘कलानी’ जाताना हाच अनुभव कार्यकर्त्यांना येत आहे. १९९०च्या दशकात राजकारणाच्या गुन्हेगारीकरणावरून पप्पू कलानीच्या विरोधात भाजप नेत्यांनी आकाश-पाताळ एक केले होते. त्याच कलानीच्या पुत्राचा भाजपला आता आधार वाटू लागला आहे. कलानीच्या सुनेला भाजपने उल्हासनगर महापौरपदाच्या निवडणुकीसाठी रिंगणात उतरविले आहे. राजकारणाच्या गुन्हेगारीकरणाच्या विरोधात भाजपने आवाज उठविला होता. याचा भाग म्हणूनच उल्हासनगरच्या पप्पू कलानीच्या विरोधात भाजप नेते गोपीनाथ मुंडे यांनी जोरदार हल्ला चढविला होता. १९९२ ते १९९५ या काळात मुंडे यांनी सातत्याने कलानीवरून तत्कालीन मुख्यमंत्री शरद पवार तसेच काँग्रेसला लक्ष्य केले होते. सुधाकरराव नाईक मुख्यमंत्री असताना त्यांनी पक्षांतर्गत विरोधकांना शह देण्यासाठी ठाणे जिल्ह्यतील गुन्हेगारांच्या विरोधात मोहीम उघडली होती. त्यातूनच पप्पू कलानी आणि हितेंद्र ठाकूर या आमदारांना ‘टाडा’ कायद्याखाली अटक झाली होती. १९९५ च्या विधानसभा निवडणुकीच्या प्रचारात मुंडे यांनी पप्पू कलानीच्या विरोधात जोरदार मोहीमच उघडली होती. त्या निवडणुकीत काँग्रेसच्या पराभवात मुंडे यांनी केलेल्या आरोपांचा फायदा झाला होता. १९९०च्या दशकात भाजपने ज्या पप्पू कलानीच्या विरोधात हवा तयार केली वा राजकारणाच्या गुन्हेगारीकरणाचे ज्वलंत उदाहरण म्हणजे कलानी, अशी उपमा दिली, त्याच पप्पू कलानी कुटुंबीयांचा भाजपला आता आधार घ्यावा लागत आहे. गेल्या वर्षी झालेल्या महापालिका निवडणुकीत कलानीपुत्राला भाजपमध्ये प्रवेश देण्याचे घाटत होते. पण कलानीपुत्राला पक्षात प्रवेश दिल्यास त्यातून चुकीचा संदेश जाईल, असे पक्षातील काही ज्येष्ठ नेत्यांनी निदर्शनास आणून दिल्यावर कलानीपुत्राने स्वतंत्र गट स्थापन करावा आणि मग त्याच्याशी पक्षाने हातमिळवणी करावी, असा मध्यम मार्ग काढण्यात आला. पहिल्या अडीच वर्षांपैकी सव्वा वर्ष महापौरपद आपल्या गटाला मिळावे, अशी कलानीपुत्राची मागणी होती. भाजपच्या स्थानिक नेत्यांचा कलानीपुढे झुकण्यास विरोध होता. पण भाजपचे राज्यस्तरीय नेतृत्व कलानीपुढे झुकले. त्यासाठी पक्षाच्या मिना आयलानी यांना महापौरपदाचा राजीनामा देण्यास भाग पाडण्यात आले. येत्या शुक्रवारी होणाऱ्या महापौरपदाच्या निवडणुकीसाठी भाजपने कलानीपुत्राच्या पत्नीस महापौरपदासाठी उमेदवारी दिली आहे. कलानीच्या सुनेला हरविण्यासाठी शिवसेना, काँग्रेस, राष्ट्रवादी आणि स्थानिक आघाडय़ा एकत्र आल्या आहेत. सारे कलानीमय! हत्येप्रकरणी कुख्यात पप्पू कलानी हा जन्मठेपेची शिक्षा भोगत आहे. पण उल्हासनगर शहरावर पप्पूचा प्रभाव आजही कायम असल्याचे स्पष्ट जाणवते. पप्पू कलानीची पत्नी उल्हासनगरची राष्ट्रवादीची आमदार आहे. केंद्र आणि राज्यात भाजप सत्तेत आल्यापासून कलानी यांचे भाजपप्रेम वाढले. राष्ट्रवादीच्या आमदार असूनही कलानी यांच्या पत्नीने गेल्या महापालिका निवडणुकीत राष्ट्रवादीचा प्रचार केला नव्हता. कलानी पुत्राचे भाजपप्रेम वाढल्याने आईने राष्ट्रवादीपासून दूर राहण्यावरच भर दिला होता. पण गेल्याच महिन्यात राष्ट्रवादीने जाहीर केलेल्या जिल्हाध्यक्षांच्या नियुक्त्यांमध्ये आमदार ज्योती कलानी यांनाच संधी देण्यात आली. कलानी पुत्राच्या कलानेच भाजपचे नेते सारे निर्णय घेत असल्याचे चित्र दिसते. दुसरीकडे राष्ट्रवादीनेही कलानी कुटुंबीयांकडेच पक्षाचे नेतृत्व राहील यावर भर दिला आहे. म्हणजेच भाजप आणि राष्ट्रवादी काँग्रेस हे कलानीमय झाल्याचे जाणवते. पप्पू कलानीच्या मुलाला पक्षात दिले जाणारे महत्त्व भाजपच्या ठाणे जिल्ह्यतील नेत्यांना अजिबात रुचत नाही. पक्ष वाढीसाठी कलानीच्या मुलाशी समझोता कशाला करायचा, असा सवालही केला जातो. पण पक्षाच्या वरिष्ठ नेत्यांनी कलानीला महत्त्व देण्याचा निर्णय घेतला आहे. त्यातूनच महापौरपदासाठी कलानीच्या सुनेला पाठिंबा देण्यात आला. आगामी विधानसभा निवडणुकीतही कलानी कुटुंबीयांपैकी कोणाला तरी उमेदवारी दिली जाण्याची शक्यता आहे. भाजप नेते एवढे कलानीमय झाले आहेत की सरकारी कृपेमुळे पप्पू कलानी तुरुंगाबाहेर आल्यास आश्चर्य वाटणार नाही, अशी प्रतिक्रिया भाजपमध्येच उमटते आहे.

"We will issue notice to all the officers as to why contempt action should not taken against them. This will teach them a lesson," Justice Oka said. The court was hearing a bunch of petitions seeking strict implementation of noise pollution rules. It had, in the past, issued orders directing the government and civic bodies to take strict action against illegal pandals erected on public roads and streets, and thus disrupting traffic. A bench headed by Justice Abhay Oka has asked for names of civic officers in Thane, Ulhasnagar, Kalyan-Dombivli and Bhiwandi-Nizampur who are responsible for issuing contempt of court notices to them on Wednesday. The court was examining compliance to its August 2016 judgment on illegal pandals, which directed revenue officers to visit the structures before festivals and report to civic bodies. “Now they must be taught a lesson. The order is operating for the last two years,” said Justice Oka. The judges observed that despite the revenue officers’ reports, permissions were given to several illegal pandals. Thane had 46, Ulhasnagar had 37 and in Bhiwandi there were 113. Six illegal pandals were given post facto permissions in Kalyan-Dombivli.

Noisy Ulhasnagar refuses to turn down volume It has revealed that drumbeats and firecrackers accompanying the celebrations go on even after 10pm, and the highest level recorded so far has been at 116 decibels (dB) Updated: Sep 23, 2018 00:18 IST In June, the National Environmental Engineering Research Institute (NEERI), found Ulhasnagar to be the noisiest city in all of Maharashtra. Three months later, the town continues to hold that tag, with most of its zones crossing permissible levels of noise since Ganeshotsav started on September 13. But the Ulhasnagar Municipal Corporation (UMC) has hardly budged to find a solution to this problem. The current survey, conducted by Hirali Foundation (an NGO), was conducted on all days when Ganpati idols were immersed, at 41 different spots between 4pm and 10pm. It has revealed that drumbeats and firecrackers accompanying the celebrations go on even after 10pm, and the highest level recorded so far has been at 116 decibels (dB). “Since the NEERI report came out, we decided to carry out an independent survey [on noise levels] as part of our fight against noise pollution. We registered the loudest levels of sound this year,” said Sarita Khanchandani, founder of Hirali Foundation, an NGO which has been campaigning against noise pollution since 2011. At Civic Maternity Hospital in Ulhasnagar 4, the average noise level ranged from 82 dB to 101 dB. Although it is a silent zone, police had to remind people about it using a banner that spelt it out. The survey found that the loudest noise in the zone came from an idol vendor near the hospital since the festivities began. “We complained to the authorities but no action was taken,” said Khanchandani. At Netaji Chowk in Ulhasnagar 5, the average noise levels ranged from 89 dB to 116 dB — the highest in the city owing to the fact that this chowk has many sarvajanik Ganeshotsav mandals (public organisers). The New English School near the chowk, a silent zone, recorded maximum noise pollution as well. “As soon as mandals block the road, with their band and dhol tasha pathak, commuters start honking their vehicles to get their way through. A lot of shouting, engines and chaos contribute to the noise. And the mandals also burst firecrackers at chowk junctions,” said Khanchandani. The Bhatia Chowk, which also has a hospital, recorded noise levels ranging from 94 dB to 116 dB on Friday evening. This is a prominent chowk that connects Ulhasnagar to Ambernath and leads to the idol immersion spot for Kailash Colony. Mrunali Punjwani, 30, a resident of Bhatia Chowk, said, “Once we step out to this chowk, there is a lot of chaos here during festival time. Spending more time here is likely to leave you with a headache.” The Hirali foundation, which conducted similar surveys between 2011 and 2015 in Ulhasnagar, found that the average noise level during the morning was between 71 dB and 80 dB, and during the night, between 89 dB and 95 dB (it goes up to 101 dB if there are crackers bursting). The NEERI study, commissioned by the Maharashtra Pollution Control Board in 2016-17, recorded a maximum of 86.7 dB during nighttime in Ulhasnagar, whereas a maximum of 91.4 dB was conducted during the daytime. UMC commissioner Ganesh Patil could not be reached for his comments on this issue. A senior officer of the civic body, on the condition of anonymity, said: “If there is a complaint raised we take immediate action by registering a case against the violators. The civic body has plans to take specific measures in terms of the silent zone for which a private entity will be appointed soon.”

Updated: September 23, 2018 02:57 AM उल्हासनगर - साई पक्षाच्या फुटीर गटाला शिवसेनेने महापौरपदासह स्थायी समिती सभापतीपदाची आॅफर दिल्याने भाजपाच्या गोटात अस्वस्थता आहे. साईच्या फुटीर नगरसेवकांनी कोकण विभागीय आयुक्तांकडे वेगळ्या गटासाठी अर्ज दाखल केला असून सोमवारी महापौरपदाकरिता अर्ज दाखल करण्याचा अखेरचा दिवस असल्याने त्याच दिवशी सर्व राजकीय चित्र स्पष्ट होईल, अशी शक्यता आहे. शहर विकासाचे स्वप्न बघून साई पक्षाने भाजपाला पाठिंबा दिला. मात्र, दीड वर्षात शहराचा विकास होण्याऐवजी शहर भकास झाल्याची टीका साई पक्षातील फुटीर गटाचे नगरसेवक टोणी सिरवानी यांनी ‘लोकमत’कडे केली. सिंधी समाज दररोज शहरातून स्थलांतरित होत आहे. मुख्यमंत्र्यांनी ३०० कोटींच्या विकासकामांना मंजुरी दिली. मात्र, एकही काम सुरू झाले नाही. शहर विकास आराखडा, कल्याण-अंबरनाथ रस्त्याची पुनर्बांधणी, पाणीटंचाई, ठप्प पडलेल्या विकास योजना, पालिकेला सक्षम आयुक्तासह इतर अधिकारी न देणे आदी अनेक समस्या आवासून उभ्या आहेत. शहराचे हित लक्षात घेऊन दोन दिवसांत निर्णय घेणार असून शिवसेनेने महापौरपदाची आॅफर दिली असल्याची कबुली सिरवानी यांनी दिली आहे. उल्हासनगर महापालिकेवर झेंडा फडकावण्यासाठी भाजपाने ओमी कलानी टीमसोबत आघाडी केली. मात्र, बहुमताएवढे त्यांचे नगरसेवक निवडून न आल्याने राज्यमंत्री रवींद्र चव्हाण यांनी साई पक्षाचे सर्वेसर्वा जीवन इदनानी यांना मुख्यमंत्र्यांची थेट भेट घालून देऊन त्यांचा पाठिंबा मिळवला. भाजपा-ओमी टीमचे ३२, तर साई पक्षाचे १२ असे एकूण ४४ नगरसेवक भाजपा आघाडीकडे आहेत. बहुमतासाठी ४० नगरसेवकांची गरज आहे. २५ नगरसेवक असलेल्या शिवसेनेने गेल्या महापौरपदाच्या निवडणुकीच्या वेळी ‘साई’तील शेरी लुंड गटाला महापौरपदाची आॅफर देऊन गळ टाकला होता. मात्र, ऐनवेळी चव्हाण यांनी बंडखोर नगरसेवकांच्या घरात ठाण मांडले. तसेच पालकमंत्री एकनाथ शिंदे यांनीही निवडणूक प्रतिष्ठेची करत उल्हासनगरात पाय रोवल्याने शहरात तणाव निर्माण झाला होता. मीना आयलानी यांनी महापौरपदाचा राजीनामा दिल्याने २८ सप्टेंबरला महापौरपदाची निवडणूक होत आहे. सोमवारी महापौरपदासाठी अर्ज दाखल करण्याचा अखेरचा दिवस आहे. त्यापूर्वीच साई पक्षातील सात नगरसेवक अज्ञातस्थळी गेले असून त्यांनी वेगळ्या गटासाठी कोकण विभागीय आयुक्तांकडे अर्ज दाखल केला आहे. या फाटाफुटीमुळे भाजपाच्या सत्तेला सुरुंग लागण्याची शक्यता असल्याचे बोलले जाते. डावपेचात यशस्वी होणार कोण? शिंदे की चव्हाण? साईच्या फुटीर गटाला शिवसेनेने महापौर व स्थायी सभापतीपदाची आॅफर दिल्याची चर्चा आहे. सेनेला आपली सत्ता स्थापन करण्यापेक्षा भाजपाची सत्ता घालवण्यात अधिक रस आहे. या डावपेचात शिंदे यशस्वी होतात की चव्हाण, याचे कुतूहल वाढले आहे. साई पक्षातील फुटीर गटाने महापौरपदासाठी अर्ज भरल्यास भाजपाला मोठा धक्का बसेल. अर्थात, त्यांच्याकडे दिल्लीपासून गल्लीपर्यंत सत्ता असल्याने साम, दाम, दंड, भेद याचा वापर करून ते ‘साई’तील फुटीर गटाला माघार घेण्यास भाग पाडू शकतात. चव्हाण यांनी शनिवारी भाजपा नगरसेवकांची बैठक घेतली. यावेळी ‘साई’तील भाजपासोबत असलेल्या चार नगरसेवकांना बोलावले होते. मात्र, ते फिरकले नाहीत. शहरात भाजपा, शिवसेनेऐवजी छोट्या पक्षांचे नेते खेळवत असल्याचे चित्र आहे.

Infrastructure is also contributing to the boost, whether the upcoming Navi Mumbai airport, trans-harbour link, high-speed rail route or, on a more localised level, social infrastructure such as malls, multiplexes, hospitals and schools. “We expect to see sustained growth in these micro-markets as the urbanisation trend moves outward,” says Prashant Thakur, head of research at Anarock Property Consultants. Karanjade, for instance, is halfway between Mumbai and Pune and just a few kilometres from the upcoming Navi Mumbai airport. “These factors make it a hot investment option for Mumbaiites,” says Rushabh Vora, co-founder and director of the SILA real-estate advisory. “Developers from the Satyam Group and Kamdhenu have projects in Karanjade. It is also connected to important junctions like Panvel, Kopar and Vadgam.” Well-rounded social infrastructure including schools, banks and hospitals, and easy connectivity to Mumbai and Navi Mumbai, have helped. “Karanjade has more than 2,080 units ready to move into, at a going rate of Rs 4,700 to Rs 6,500 per sq ft, according to our data,” Thakur says. On the flip side, water supply continues to be an issue. Boisar, meanwhile, is benefiting from its proximity by rail to Mumbai on the one hand and Ahmedabad on the other. As new developments go up and demographics start to change, automobile showrooms are opening up here, as are hypermarkets and multiplexes. “Boisar will offer greater connectivity once the bullet train project kicks off. A scuffle broke out between a few traffic policemen and six bikers at Bandra-Kurla Complex on Thursday after a traffic police constable allegedly kicked a bike. A video of the argument and the scuffle went viral on social media, in which a traffic police is seen assaulting the person recording the video while the bikers confronted the cops. According to sources, the bikers, delivery boys of a popular food homedelivery service, were standing near the Diamond market in BKC, leading to traffic congestion. When traffic policemen attached to the BKC traffic division asked them to move from the spot, an argument broke out. The delivery boys alleged that a traffic police constable kicked a bike and abused them verbally. In the two-minute video, two traffic policemen are seen surrounded by a few persons, most of them wearing T-shirts of the home-delivery company. The delivery boys seem to be trying to confront the traffic cops for kicking the bike. One of them is heard a telling a policeman: “Ask us to produce our licence and bike documents, but don’t kick our bikes.” The constables allegedly assaulted a person shooting the video on his mobile. The local police were informed and the six delivery boys were taken to BKC police station, where they were penalised. Sanjay Khatale, senior police inspector, BKC traffic division termed it a minor argument. “We have penalised the delivery boys,” said Kalpana Gadekar, senior police inspector of BKC police station. This is the second incident of an altercation between policemen and bikers. On Tuesday, a traffic constable was assaulted on duty by a biker after the constable stopped him while they were riding triple-seat in Ulhasnagar. A passerby filmed the episode and uploaded the video on social media. Acting on assaulted policeman Rautsaheb Katkar’s complaint, the Vithalwadi police had arrested the accused, Appa Sambhaji Munde, 32.

It did not go down well with the violators, angered the man, who assaulted the cop. A passerby filmed the entire epidose of the traffic cop being physically assaulted on duty and uploaded the video on social media went viral. The posted clip received many likes and shares on WhatsApp and Facebook. Acting on assaulted policeman Rautsaheb Katkar’s complaint, the Vithalwadi police arrested the accused, Appa Sambhaji Munde (32). After arresting the accused, the police on Wednesday produced him before the Ulhasnagar court, which remanded him to three-day police custody. According to police, the incident took place on Tuesday afternoon when Katkar with other staff was on duty at Santosh Nagar area in Ulhasnagar. At the time, the accused Munde rode his motorcycle with two pilion riders, which is a violation of traffic rules. He was stopped by Katkar for the violation. Katkar in his complaint alleged, when he asked the accused to pay the challan (fine), Munde initially started abusing him. Katkar’s complaint further stated he tried to protest asking Munde to stop abusing and behave, the accused manhandled him and grabbed him by his collar. Katkar’s colleague’s tried to intervene, but in vain. When a crowd gathered at the spot, he left Katkar. The rising attacks on police have raised questions on cops’ safety.

SC upholds order to halt polytechnic closure Updated: Sep 21, 2018, 02:08 IST MUMBAI: The Supreme Court has upheld a Bombay high court order that quashed and set aside approvals given to shut down a polytechnic in Ulhasnagar. It heard an appeal by the Hyderabad (Sind) National Collegiate Board, which also runs KC College at Churchgate. In February 2015, the Maharashtra State Board of Technical Education (MSBTE) granted a no-objection certificate for phase-wise closure of S H Mansukhani Institute of Technology, subject to it starting a community college and absorbing the teaching and non-teaching staff. On its recommendation, two months later, the All India Council for Technical Education granted approval to stop diploma courses in computer engineering, electronics, telecommunication and information technology. A May 2015 government resolution also gave its nod for the closure. But the HC, in its order on January 12, 2018, junked all three approvals. Before the SC, the board conceded that a community college could not be set up for want of sanction. “...the very basis on which permission was granted to close down the institution falls,” said a bench of Justices Arun Mishra and Vineet Saran. The judges said various aspects were pointed out by the HC as to non-compliance of provisions of Section 35 of the MSBTE Act which ensures that the colleges are not shut down and that at the time of closure, funds are duly accounted for and staff absorbed. “In the peculiar facts of the case, we are not inclined to interfere with the HC decision,” said the SC bench on September 6. On a plea to protect the 33 teaching and non-teaching staff by advocates Shivaji Jadhav and Vinod Raman, the SC said: “They would be entitled to salary etc as ordered by the HC.” MSBTE’s advocate said “certain observations as to abdication of functions have been made by the HC”. “We expunge those observations as they were not necessary,” said the SC bench. “However, it is made clear that the HC was correct in observing that the provisions of Section 35 of the Act were not adhered to while taking the decision.”

The Bench of Justices Ranjan Gogoi, Navin Sinha and K M Joseph asked Anita Atmaram Pednekar to secure regular bail within this period while disposing of her petition. She had moved the Apex Court and secured an interim anticipatory bail on August 14 last year after the trial court and the Bombay High Court rejected her prayer for granting the pre-arrest bail. Anita Pednekar is accused of allegedly acquiring the Central Government’s land through forgery and then selling it as a private property. Her original name was Mrs Suprabha Vishnu Salkar that she changed as Anita Pednekar in 1998 and got the property recorded in her name in the property card in March 2016 before selling it to one Rajesh Chanpur. The property was further sold to Rajesh Gemnani and Sanjay Punjwani. All of them have been made accused in the police case.

उल्हासनगरात पोलिसाला दुचाकी चालकाची मारहाणमटा Updated:Sep 20, 2018, 04:00AM IST म. टा. वृत्तसेवा, उल्हासनगरउल्हासनगर येथे दुचाकीवर ट्रिपल सीट जाणाऱ्या तरुणाला वाहतूक पोलिसांनी अडवल्याच्या वादात, दुचाकीवरील तरुणाने वाहतूक पोलिस यांना मारहाण केल्याचा प्रकार समोर आला आहे. ही सर्व घटना परिसरातील सीसीटीव्हीत कैद झाली असून, याप्रकरणी वाहतूक पोलिसाला मारहाण करणाऱ्या तरुणाला विठ्ठलवाडी पोलिसांनी अटक केली आहे.उल्हासनगर येथील ओटी सेक्शन परिसरात वाहतूक पोलिस रावसाहेब काटकर यांनी भरधाव वेगाने दुचाकीवरून जाणाऱ्या तीन तरुणांना अडवले. दुचाकी चालक अप्पा मुंडे याला थांबवण्याचा प्रयत्न केला. मात्र दुचाकी चालक अप्पा मुंडे यांनी वाहतूक पोलिस यांना धक्का देत पुढे जाण्याचा प्रयत्न केला. वाहतूक पोलिस आणि दुचाकी चालक यांच्यामध्ये यावरून झालेल्या बाचाबाचीत मुंडे यांनी काटकर यांची कॉलर पकडत त्यांना मारहाण केली. मात्र यावेळी रस्त्यावरून जाणारे नागरिक बघ्याची भूमिका घेत असताना, वाहतूक पोलिसांसोबत असलेले ट्रॅफिक वॉर्डन यांनी हा सर्व प्रकार आपल्या मोबाइलमध्ये चित्रित केला आहे. अखेर या प्रकरणी विठ्ठलवाडी पोलिस ठाण्यामध्ये मुंडे याच्या विरोधात गुन्हा दाखल करत त्याला अटक करण्यात आली आहे. मात्र या प्रकारात काटकर यांनी आपल्याला आधी मारहाण केल्याचा आरोप मुंडे यांनी केला.

The deceased was identified with the help of the jewellery that were on the body, police said. According to police, the woman has been identified as Saraswati Pawar. “Pawar was a resident of Atmaram Nagar in Ulhasnagar. She used to work as a domestic help and had gone to Sati Apartments in camp number 3 on September 14 to look for new jobs. However, she never returned,” a police officer from Central police station in Ulhasnagar said. While Pawar’s family members filed a missing person’s complaint with the police, the residents of Sati Apartment reached out to the police when stench started emanating from their lift. “The lift was stinking and the residents had no idea why. When we went to the apartment, we realised something was wrong as it smelled of rotting flesh,” the officer said. When police called the technicians and managed to look at the base of the lift, they found a decomposed body. “The body was of a woman. We immediately called for Pawar’s relatives who identified the body. It has been sent for post-mortem examination,” said an officer. The police have lodged an accidental death report in the matter and are investigating the case, sources said. “We are not sure how Pawar reached the base of the lift shaft, if she fell there or was thrown into it. No one seems to have seen her near the building, so it is unclear when the incident occurred,” a senior officer said.

Two suspects were detained on Tuesday evening. Aayaz Khan (16), a resident of Maharal village, was a Class X student. Police said Aayaz, his uncle and two others were having dinner at a Chinese restaurant when they had a dispute over money. They all came out and attacked Aayaz with a knife on his abdomen and throat, critically injuring him. Nearby besidents took Aayaz to Central hospital in Ulhasnagar, where he died during treatment. Titwala police have registered a murder case against unidentified persons and have launched a manhunt for the accused. Senior inspector Keshvrao Naik said, “Prima facie, we found three persons, including his uncle, were behind the killing. We are still searching for the accused.” Police said Aayaz’s father Aalam, a mechanic at a garage, has six children, of whom Aayaz was the fourth.

उल्हासनगर बाजारांत शौचालयांची वानवामटा Updated:Sep 17, 2018, 04:00AM IST उल्हासनगर शहरातील नेहरू चौक परिसरात शहरातील सर्वाधिक महत्त्वाचे आणि सतत वर्दळ असलेले अनेक बाजार अस्तित्वात आहेत. या बाजारांमध्ये विविध वस्तूंची खरेदी करण्यासाठी दिवसाला हजारो ग्राहक भेट देत असतात. मात्र वर्षाला याच बाजारातील व्यापाऱ्यांकडून पाच कोटींहून अधिक उत्पन्न घेणाऱ्या महापालिकेकडून या भागात शौचालयांची व्यवस्था आणि देखभाल, दुरुस्तीकडे दुर्लक्ष करत असल्याने व्यापाऱ्यांसह ग्राहकांचीही अडचण निर्माण झाली आहे. उल्हासनगर महापालिकेला मिळणाऱ्या उत्पन्नापैकी सर्वाधिक महत्त्वाच्या उत्पन्नाचा वाटा हा करातूनही मिळत असतो. त्यात महापालिका क्षेत्रात सदनिकाधारकांएवढीच व्यापाऱ्यांचीही संख्या आहे, असे म्हटल्यास वावगे ठरणार नाही. उल्हासनगरमधील सर्वाधिक महत्त्वाचे बाजार हे नेहरू चौक परिसरात येतात. या भागात फर्निचर बाजार, गजानन बाजार, कपडा बाजार, इलेक्ट्रॉनिक्स बाजार, गोल मैदान आदी व्यापाऱ्यांच्या दृष्टीने सर्वाधिक महत्त्वाचा भाग येतो. या भागात एकूण लहान-मोठे असे पाच हजार व्यापारी आहेत. या एकूण व्यापाऱ्यांकडून महापालिकेला वर्षाकाठी पाच कोटींहून अधिक करभरणा केला जातो. या सर्व बाजारांमधे रोज विविध वस्तूंच्या खरेदीसाठी राज्यभरातून हजारो ग्राहक येत असतात. यात महिला ग्राहकांचीही संख्या लक्षणीय असते. मात्र महापालिकेकडून येथे केवळ पाच शौचालये बांधण्यात आली असून, यात महिलांसाठी अवघे एक शौचालय आहे. या सर्व शौचालयांची अतिशय दुरवस्था झाली आहे. त्यामुळे येथे शौचालयला जाणे तर दूरच मात्र या शौचालयांची दुर्गंधी सर्व बाजारांमध्ये पसरलेली असते. इतरत्र शौचालयाची व्यवस्था नसल्याने व्यापाऱ्यांना या गलिच्छ शौचालयांचा वापर करण्याची नामुष्की ओढावली आहे. या भागातील व्यापारी आणि कर्मचारी जरी या शौचालयांचा वापर करत असले तरी येथे काम करणाऱ्या महिला कर्मचाऱ्यांची आणि येथे खरेदीसाठी येणाऱ्या महिला ग्राहकांची मोठी अडचण होत आहे. त्यामुळे वर्षाला कोट्यवधींचा कर घेणाऱ्या उल्हासनगर महापालिकेने किमान या भागातील व्यापारी आणि खरेदीसाठी येणाऱ्या ग्राहकांचा विचार करत या भागातील शौचालयांची दुरुस्ती तसेच स्वच्छता ठेवण्याची मागणी व्यापारी करत आहेत.

Reports inform that thieves have been targeting shoppers at the crowded streets in APMC market, the biggest flower market at Kalyan. According to a report by TOI, robbers have easily managed to target people during the festive season and have stolen nearly 28 cellphones of devotees. Pickpocketers have been taking advantage of the massive crowd and have a field day. The Bazarpeth police in Kalyan have registered two separate FIRs in connection with the incident. To prevent such thefts, policemen have been maintaining a vigil in the market in the civil dress until the festive season concludes. A special team has been formed to nab the culprits. According to the TOI report, all 28 mobile phones were stolen between 7 am and 8 pm when people from Kalyan and surrounding areas including Dombivli, Ulhasnagar, Titwala and Murbad had come to buy flowers at APMC. While speaking to TOI, a complainant named Arun Mahatre said when he came out of the market after buying flowers, he realized that his cellphone was missing from his pocket. The pickpocketers are smart enough to escape from the crowded stalls without anyone even doubting about the theft. Ramesh Ambare, a resident of Netivali area in Kalyan informed that his mobile phone was stolen before he bought the flowers. In another such complaint, an Ulhasnagar-based businessman’s motorcycle was also stolen. In his complaint, Bhatia said when he came out of the market premises after buying flowers, his motorcycle had disappeared. The assistant commissioner of police, D B Kamble of Kalyan said, “We have deployed cops in civil dress and we have started making continuous announcements in the market urging shoppers to safeguard their valuables.”

This festival season, illegal Ganpati pandals are a sore spot for the Brihanmumbai Municipal Corporation (BMC) and the state government. While both the authorities are in conflict over the exact number of illegal pandals in the Mumbai Metropolitan Region, The Sunday Express looks at the figures revealed by the state. In an affidavit, the state government had informed the court that following a survey they found that by August there were 132 illegal pandals in the island city and 217 in the suburbs. There were 54 such pandals in Thane and 66 in Ulhasnagar, said the data. Incidentally, the government had not found any illegal pandals in Navi Mumbai. The data presented by the government showed that Bhandup alone had 55 illegal pandals, the highest in suburban Mumbai. Andheri, Malad and Borivali had around 45 illegal pandals each. Kurla and Chembur had 15 illegal pandals each. In Kalyan-Dombivli area, government officials found 24 pandals did not have the requisite permissions. There were 113 such pandals in Bhiwandi. Panvel had none. In comparison, Kolhapur had 152 illegal pandals and Nashik had 108. The data for Pune, Pimpri and Chinchwad was unavailable. Amaravati and Nagpur had none. The Bombay High Court, which was hearing a petition filed by the Awaaz Foundation and others on various religious festivals in the area and the noise pollution created, had asked BMC about the actions it had taken against illegal pandals. In response, the BMC said there were no illegal pandals in Mumbai city. The civic body said there were 79 illegal pandals in the suburbs of which 20 had been demolished.

In phase one, Indian Railways has taken up the task of cleaning the dirty, stinky toilets and addressing foul odour experienced inside the toilet blocks at railway stations. While in phase two, the Central Railway authorities are reconstructing the toilets wherever needed, and a few are being air-conditioned. According to the report, toilet blocks at these railway stations are used very frequently. Therefore, to improve the condition of these toilets, they are being air-conditioned. For the task of air-conditioning the toilets, Indian Railways is already in touch with specialised agencies that maintain toilets. The Central Railways is likely to sign a memorandum of understanding with agencies that would fix the toilet blocks at railways stations like Badlapur, Vangani, Ambernath and Ulhasnagar, the report said. The railway authorities claimed that to improve the condition of the toilets, they are doing some changes with the help of air fresheners, industrial cleaning agents and other things at all railway stations. Other than this, also a detailed inspection will be conducted by the railway officials where the condition of pipeline, tiles, taps, faucets, water connection, exhaust, lights etc. would be inspected. Additionally, the authorities are also hoping to receive WhatsApp and social media feedback from people. The Central Railway and the Western Railway zones of Indian Railways have taken up the task of cleaning up 187 toilets across Mumbai suburban railway stations that are used by 80 lakh people on daily basis. The Central Railway has 117 toilet blocks while the Western Railway has 75 toilet blocks, the report stated.

State-run transport buses such as Kalyan Dombivli Municipal Transport (KDMT), Thane Municipal Transport (TMT) and State Transport (ST) – were not affected due to police deployment at all these places. The presence of police helped prevent any untoward incident. Buses, autos and taxis plied normally in Bhiwandi, Kalyan, Ulhasnagar and Thane since Monday morning. Avinash Jadhav, president of MNS, Thane district, undertook a bike rally and went around with MNS banner across Thane. He and his supporters forcefully shut down the shops in Thane city. The accused were identified as Dhiraj Ahuja (29), Harish Kukreja (41) and Vinod Balvani (37), all residents of Ulhasnagar in Thane district of Maharashtra, the official said. “The arrested trio admitted that the seized gold was flown to Nagpur from Sharjah and it was being taken to Kalyan from Nagpur in the train,” Barve said. In a meeting held with the district and municipal corporation officials in Thane on Friday, guardian minister Eknath Shinde asked the municipal authority to ensure that the roads are free of potholes. He announced that the vehicles going to Konkan through Mumbai-Pune expressway and Kolhapur will be exempted from road tax during Ganeshotsav. Potholes, traffic congestion and tolls are some of the problems from which residents of Thane district can find some respite during Ganeshotsav. On September 7, Thane's guardian minister and PWD (public works department) minister Eknath Shinde asked all the civic authorities in Thane district to make the roads free of potholes before the arrival of Bappa. He told them that traffic and bad roads are sensitive issues and due attention should be paid to address them. The meeting was attended by municipal commissioners of Thane, Dombivli-Kalyan, Bhiwandi, Ulhasnagar, Thane police commissioner, district collectorate officials on September 7. Shinde also asked the officials of MSEDCL to make sure that there are no power disruptions during the festival. All transport services, including ST (state transport) buses and railways, should run on time, he said. Since Moharram and Ganeshotsav are during the same time, he asked the cops and authorities to take care that the processions/festivities are peaceful during this time like past two years. Moreover, a large chunk of devotees visit Konkan for Ganeshotsav and some good news is stored for them as well. "Vehicles going to Konkan via Mumbai-Pune expressway and Kolhapur will be exempted from road tax between September 10 to 13," said Shinde. They will enjoy the exemption till September 23. The exemption will be available to vehicles going from Vashi toll naka.

Mumbai: CSMT and Thane railway station to get AC toilets soon Updated: Sep 10, 2018, 06:35 AM IST Air-conditioned toilets will soon be operational at Chhatrapati Shivaji Maharaj Terminus (CSMT) and Thane railway station. Govandi railway station too will get a luxury toilet. The Central Railway has taken up the issue of dirty station toilets in two phases. In the first stage, the railways have taken the task of cleaning the toilets and addressing foul odour experienced inside the toilet blocks at railway stations. In the second phase, the CR authorities are reconstructing the toilets wherever needed, and a few are air-conditioned. Two new to join the list are CSMT and Thane. "We are also taking up the challenge of changing faces of toilets at stations like Govandi where the situation is pathetic. We are building luxury toilets which shall have all amenities one would find in high-end hotels," said a senior CR official. At present, the toilet blocks at these stations are heavily used. In a bid to improve their condition, they will soon be air-conditioned. For this, they are already in touch with specialised agencies that maintain toilets. "The deluxe toilet at Kurla station, normally goes unused. The slum dwellers in nearby areas, who are frequent visitors, are responsible for its untidiness," said Subhash Gupta, president of Rail Yatri Sangh and a resident of Kurla. The CR authorities are also entering into a memorandum of understanding with agencies that would take care of toilet blocks at stations like Vangani, Ulhasnagar, Badlapur and Ambernath. Currently, apart from pay and use toilets, the others are badly maintained. At times, even pay and use toilets are found to be dirty and stinky. For this reason, the rail authorities claim that they are going for cosmetic change with the help of industrial cleaning agents, air fresheners and other things at all stations. A detailed inspection will be carried out by the railway officials of these toilet premises where the condition of tiles, faucets, taps, pipeline, water connection, exhaust, lights etc would be inspected. They are also hoping to get WhatsApp and social media feedback from people. The Central and Western Railways have taken up the mammoth task of cleaning up 187 toilets across Mumbai suburban stations that is used by 80 lakh people daily. The CR has 117 toilet blocks, while the WR has 75 toilet blocks. Majority of stations in Mumbai will have the facility for Divyang (physically challenged) commuters by this month end. The CR authorities are also entering into a memorandum of understanding with agencies that would take care of toilet blocks at various stations in the suburbs

3 nabbed for travelling with Rs 23L gold bars Sep 9, 2018, 23:14 IST Nashik: The Railway Protection Force (RPF) of Igatpuri arrested three alleged gold smugglers travelling by the Mumbai bound Geetanjali Express with gold bars worth Rs 23.46 lakh when the train reached Igatpuri station on early Saturday. According to RPF officials, Dheeraj Lalchand Ahuja (29), Vinod R Balwani (37) and Harish Kukreja (41) — all residents of Ulhasnagar—took a flight from Sharjah (UAE) to Nagpur with the gold bars. “They successfully managed to sneak out of the airport and boarded the Geetanjali Express from Nagpur junction. We received a tip off that on September 7, three passengers, carrying gold bars, were travelling by Geentanjali Express,” said RPF officials. An RPF team launched a search operation after the train arrived at Igatpuri station and took the suspects down from the AC coaches of the train. The suspects were brought to RPF police station at Igatpuri. “We requested assistant commissioner of Customs R.K.Jain to visit the station with his officials. After thorough interrogation, the suspects disclosed that they smuggled gold from Sharjah to Nagpur by a flight and and were going to Kalyan by the train,” said RPF officials. Valuables like laptop, mobile phone, wrist watches and seven bottles of imported whisky were returned back to them after the search operation. The trio have been booked under relevant sections of the Customs Act and also the Railways Act, 1989 since they were travelling with inflammable material endangering the safety of other passengers. The customs department has seized the gold and their belongings for further investigation.

According to officials, the drive follows a directive from Union Minister for Railways and Coal Piyush Goyal. CR has set a deadline of September 30 deadline improve the condition of the toilets. S.K. Jain, Divisional Railway Manager (Mumbai), CR, said, “In Phase I, we are undertaking minor repairs and renovation of all toilets on the suburban section. We will also install powerful bulbs, since lighting is a major issue.” Mr. Jain said they have successfully tested new chemicals to tackle odour and stains in toilets, which they will use at all stations. CR will continue its drive even after October 2. According to Mr. Jain, in Phase II, CR plans to set up 35 world class toilets across stations. “We plan to install the first of these toilets at Govandi, since it has been perceived as a neglected station,” he said. CR will also sign a memorandum of understanding with Sulabh International to build and maintain toilets at Ulhasnagar, Ambernath, Badlapur and Vangani stations. In another initiative planned ahead of Gandhi Jayanti, CR will install 86-inch screens at Chhatrapati Shivaji Maharaj Terminus, Thane and Lonavala as part of its digital museum to showcase Mahatma Gandhi’s life, the freedom struggle and the history of Indian Railways. “The first train ran from Bori Bunder to Thane will be part of the installation,” Mr. Jain said. CR’s cleanliness drive will be part of the Swachhta Pakhwada programme from September 15 to October 2, initiated by the Ministry of Railways. 25-year-old held for killing sister’s lover in Ambernath Sep 08, 2018 08:56 am Ambernath: A 25 -year-old man has been arrested for killing the lover of his sister in Ambernath, on Thursday. Interestingly, after killing the man, the accused on September 2, brought the deceased to a hospital saying he was found unconscious. However during the probe, police found the deceased had a love affair with the sister of the accused and was unhappy over it. During interrogation, the accused confessed to the crime. The arrested accused has been identified as Rahul Namdev, a resident of Barkupada area in Ambernath. The deceased, Babbu Bagdi (23), also a resident of the same area. Police said Bagdi had love affair with Rahul’s younger sister and both wanted to marry. However, Rahul was unhappy with his sister’s relationship with Bagdi and warned him to keep away from her sister. When Bagdi refuse to break-up, Rahul took Bagdi to an isolated place On September 2 and beat him to death. To avoid suspicion, he took the body to the Central Hospital in Ulhasnagar claiming he found Bagdi unconscious. The post mortem revealed that Bagdi was beaten to death and had internal injuries. The police registered a murder case against unidentified person and began probe. They finally arrested the accused on Thursday.

In Search Of A Lost Home Having lost their land of origin, saving their ­language is proving tough for Sindhis in India On January 24, 1950, the day the Hindi version of the first stanza of a Bengali song composed by Rabindranath Tagore was adopted as India’s national anthem, Dr Rajendra Prasad, the first president, told the Constituent Assembly that it was “subject to such alterations in the words as the government may authorise as occasion arises”. Sixty-eight years later, there’s indeed a debate over one of the words in the anthem—Sindh, a land that no longer belongs to the country. Earlier this year, Ripun Bora, a Congress MP from Assam, moved a private member’s resolution in the Rajya Sabha seeking to replace “Sindh” with “Northeast”. But Jaipur-based Bhagwan Atlani, a 73-year-old Sindhi writer and former chairperson of Rajasthan Sindhi Academy, believes it can’t happen. “Sindh has been there and it will remain there. Let them shout, nothing will change,” he says. Atlani was three in 1948 when a pogrom forced Hindus in Sindh, a state in newly formed Pakistan, to seek refuge in India. His family had to leave their home in uptown Larkana and board a steamer from Karachi. Like thousands of Sindhi families, they ended up at the Kalyan-Ulhasnagar camp on the outskirts of Bombay (now Mumbai) and had to start their lives from scratch. That’s how the Indian population came to include a community that carries the name of a state across the border as one of its many legacies. Relatively untouched—unlike the Bengalis and the Punjabis—by the violence that accompanied Partition, the Sindhi Hindus now found themselves in a country that didn’t include Sindh. Sindhi speakers in India numbered around 25 lakh in 2001, when the population of India was around 100 crore, according to that year’s census. “The community chose to downplay their culture, language and identity after Partition. They would learn the local language of the places they settled in,” says Nandita Bhavnani, author of The Making of Exile: Sindhi Hindus and the Partition of India. Without the hope of ever returning to their homes, they embraced not just the language and traditions of the places they migrated to, but adopted their food habits as well. “When I interviewed people whose families settled in Gujarat after Partition, they told me neighbourhood kids would often refuse to play with them as they ate non-vegetarian food. So the families turned vegetarian just to gain social acceptance,” says Bhavnani. A linguistic minority, the Sindhis are struggling to hold on to their language as it gradually loses its resonance, and perhaps, even relevance among the youth, who can barely hold a conversation in their native tongue. The government recognises both the Perso-Arabic and Devanagari variants of the Sindhi script. But as the Centre-run Sahitya Akademi recognises only a single script for every Indian language, it’s Perso-Arabic for Sindhi. “So only those who write in the original Perso-Arabic script, which has a standardised vocabulary, qualify for awards,” says Atlani. “A major problem with Sindhi written in Devanagari is there’s no standardisation of the script. Wherever the Sindhis stayed, the local language influenced the pronunciation of Sindhi words, so what I write in Devanagari Sindhi today might be right or wrong—there’s nobody to judge that. And what could be the basis of that judgement?” Consequently, young writers mostly acquainted with the newly minted Devanagari script feel discouraged from ­pursuing a career in Sindhi literature due to a lack of state patronage. The language spoken by a community is ­intrinsically related to its identity, and for the Sindhis in India, a threat to their native tongue has posed a challenge to the ­fundamentals of their existence. With a gradually dwindling population of Sindhi speakers and writers in the country, the current generation experiences a sense of alienation from their roots. A part of this may be attributed to the rapidly disappearing Sindhi medium schools and Sindhi language courses from ­institutions in India. “The only identity that the Sindhis have in the country today is their language. Whatever else we want to claim would have been claimed before us by the local people of the region we have settled in,” says Sindhi poet Vimmi Sadarangani, a professor of the language at Tolani College of Arts and Science in Adipur, in Gujarat’s Kutch region. Adipur is one of the towns that had been designated to house refugees from Sindh during Partition. The scholar fondly remembers her introduction to the fascinating world of literature in her mother tongue when she was in the eighth standard, and had just moved to a school that offered Sindhi as one of its subjects. After pursuing postgraduation in economics, Sadarangani says she could no longer resist exploring the vast richness of Sindhi literature. “I went on to do an MA and PhD in Sindhi and have been teaching the language for 23 years. But the current generation does not think learning the language is profitable. Of the 550 students in my college, only five have taken up Sindhi,” she says. Vishu Bellani, professor of Sindhi in Delhi University’s Deshbandhu College, shares this concern over the declining interest in Sindhi. Originally from Ajmer, the 65-year-old is ­preparing to retire, rather reluctantly, from what seems to be the last teaching position for Sindhi in the university, at least for some time to come. “I know how I have singlehandedly managed for 40 years. I hope the university finds a replacement in the next six months so the students aren’t stranded midway like this,” says Bellani. The fact that Sindhis—now one of the most affluent business communities in India—run numerous schools and colleges across India has not prevented their language from facing rejection at premiere institutions. Sindhi writers and artistes have gradually been reduced to one-man shows who self-­publish and distribute their own work. “We write, publish, circulate and read our own books. There’s no publisher or bookstore for our books. Can you imagine what that feels like?” says Sadarangani. Sufism is inherent in the outlook of the Sindhi community and enables a stoic acceptance of reality,” says Saaz Aggarwal, author of Sindh: Stories from a Vanished Homeland. Their peculiar situation of being foreigners to the land ass­ociated with their language has ensured that success in business did not help the Sindhis consolidate the ­vibrant and age-old legacy of the community in India. “We were the sacrificial goats during Partition. We could easily have been given three districts from Gujarat, but that never happened. It’s impossible to have a future without land,” says Sahitya Aka­demi awardee Lak­hmi Khi­lani, one of the founders of the Indian Institute of Sind­hology in Adipur. Not a single Sindhi writer has been conferred with the prestigious Jnanpith Award in literature till date. The performing arts have followed suit, with Sindhi cinema, dance and music falling prey to a fast eroding bank of cultural riches. As stories are being written by a handful of budding talents, they need to be adapted into forms that can be performed and not just read, as few in the current generation can follow the script. “We need to do ‘cool’ things to get the youth interested in Sindhi culture,” says 21-year-old Dirven Hazari from Ulhasnagar, who runs a YouTube channel named ‘Sindhionism’ for exclusively Sindhi content. With a growing tribe of followers, currently over 71,000, Hazari’s success crossed a milestone last year when Sindhionism got shortlisted by YouTube as one of its 12 finalists for YouTube NextUp, an annual interactive event conducted by the video-hosting giant that brings together promising content creators. “In 2017 we made the world’s first Sindhi web series called Two Nights Three Days. It’s about the kind of pressure faced by students during exams,” Hazari says. The young YouTuber admits not having any interest in his language and culture until two years ago, when he saw some social media posts accusing the Sindhi youth of being uninterested in their histories. “There are very few with the drive needed to save our culture,” says Mumbai-based Sindhi singer, Kaajal Chandiramani, whose body of work spans over 30 years and more than 10,000 shows. And yet, only a handful in the current generation seem to have heard of her. “Nothing is being done in Sindhi now. When I started, there were such good composers, poets and lyricists. Now, people only perform the same songs they were singing 30 years ago. Since nobody knows the language today, the new generation doesn’t even know me. People only want Bollywood songs. They want to dance to ‘Baby doll main sone di’,” the singer sighs. Additionally, the performing arts in Sindhi are totally deprived of state patronage in the form of awards. To this day, there’s only the Sindhi Sahitya Akademi, which honours works of literature alone “The Maharashtra Akademi, the Gujarat Akademi, the Sindhi Akademi or the National Council for Promotion of Sindhi Lan­guage...nobody gives awards to performing artis­tes,” says Anila Sunder, 67-year-old choreographer of Sindhi ballets. “We are invited to perform when others are winning awards, but we never receive them.” As the global Sindhi citizen from India continues to travel and settle all over the world, the community back home carries on fighting for a secure platform to showcase its legacies. Sindhi entrepreneur Asha Chand has been petitioning for an exclusively Sindhi television channel in India since 2007. “A channel is quite important for learning the language and giving the artistes a platform,” says Chand, who runs the Mumbai- and Dubai-based NGO, Sindhi Sangat. “You can learn a language only when you speak and hear it. If there’s a programme on a channel, people will pick up Sindhi words from it.” As the government-funded coffers for the Sindhi arts start to run dry, artistes from the community have begun to express their disappointments through their performances. Kishen Ramnani, a 40-year-old theatre actor from Ulhasnagar, has been associated with the stage for over two decades. He says one is compelled to pursue Sindhi theatre as their passion, and not profession, as the stage provided by the state isn’t enough to sustain them. “Where is the stage? Where is the support? That is what we ask in our upcoming video,” says Ramnani. Jeetu Vazirani, a Sindhi actor often spotted in Hindi shows like C.I.D. and in minor roles in films such as Om Jai Jagadish, shares the sentiments of fellow artistes from his community. Having worked in five Sindhi films and around 15 Sindhi telefilms produced by Asha Chand, Vazirani believes acting in his mother tongue has been an effective launchpad for his career in the Hindi entertainment industry. “Hindi serials are my bread and butter, but Sindhi actors are gradually gaining a footing in India, especially in the past 10 years. We won’t stop working until we are able to fully sustain ourselves by doing work only in Sindhi,” says the artiste. Sindhi films in India are mired in funding and distribution issues, as no theatre can guarantee them a profitable run. “It’s unfortunate that most Sindhi youngsters don’t speak the language anymore. It’s difficult to convert Sindhis into a linguistic majority,” says veteran lawyer and politician Ram Jethmalani. One may have been tempted to use the word “impossible” in such a situation, but for a community of iron-willed survivors like the Sindhis of India, a difficult feat is perhaps never too impossible to achieve.

I got an opportunity to speak to you directly. I am thankful to you,” said Khaire. Khaire’s child got admission in Gurukul Grand Union School in Ambarnath under the RTE Act. However, the school did not provide any uniform, textbooks, among other things. He had lodged a complaint with the government. The CM addressed the problem through video conferencing and the principal assured that textbooks and uniform would be given to Khaire’s child by the school. In another case, Eknath Thombre of Yavatmal complained about not getting the benefit of irrigation well. The CM directed the district collector to sanction him the well under the Mahatma Gandhi Employment Guarantee Scheme. Till now, 1,493 applications have been received in Lokshahi Din, out of which 1,486 have been cleared. उल्हासनगर रेल्वे प्रवाशांविरोधात आंदोलन Updated:Sep 6, 2018, 04:00AM IST पोलिसांनी मनसे आंदोलकांना घेतले ताब्यात अंबरनाथ रेल्वे स्थानकाहून सुटणाऱ्या रेल्वेमध्ये उल्हासनगर येथील प्रवासी आधीच बसून येत असल्याने, सकाळच्या गर्दीच्या वेळेस अंबरनाथच्या रेल्वे प्रवाशांना रेल्वेत बसण्यासाठी जागाच मिळत नाही. याच्या निषेधार्थ अंबरनाथ महाराष्ट्र नवनिर्माण सेनेच्या पदाधिकाऱ्यांनी बुधवारी सकाळी उल्हासनगरहून बसून येणाऱ्या प्रवाशांविरोधात तीव्र आंदोलन उभारले मात्र, मनसेच्या कार्यकर्त्यांच्या तिप्पट रेल्वे पोलिसांचा फौजफाटा सज्ज असल्याने, त्यांनी मनसे कार्यकर्त्यांना ताब्यात घेतले. त्यामुळे केवळ घोषणाबाजी करत मनसेवर आंदोलन गुंडाळण्याची वेळ आली. गेल्या काही काळात अंबरनाथ शहरात वेगाने उभ्या राहत असलेल्या गृहसंकुलांमुळे शहरातील लोकसंख्या झपाट्याने वाढत आहे. या लोकसंख्येत मुंबईला नोकरी करणाऱ्या रेल्वेप्रवाशांची संख्याही मोठी आहे. त्यामुळे अंबरनाथ रेल्वे स्थानकावरील प्रवाशांची संख्या लक्षणीय वाढली आहे. सकाळच्या सुमारास अंबरनाथ रेल्वे स्थानकाहून सुटणाऱ्या रेल्वे उल्हासनगरहून येताना त्यात आधीच उल्हासनगरहून प्रवासी बसून येतात. यामुळे अंबरनाथकरांना बसण्यास जागाच मिळत नाही. याच्या निषेधार्थ काही दिवसांपूर्वी मनसेने रेल्वे पोलिसांना पत्र देत, परतीच्या प्रवाशांवर कारवाईची मागणी केली होती. बुधवारी मनसेचे शहर अध्यक्ष कुणाल भोईर यांच्या मार्गदर्शनाखाली अंबरनाथ रेल्वे स्थानकावर शेकडो कार्यकर्त्यांसह हे आंदोलन पुकारले होते. या आंदोलनात कुठलाही अनुचित प्रकार होऊ नये म्हणून, रेल्वे पोलिस, आरपीएफ आणि शहर पोलिसांनी व्यूहरचना करत, तब्बल २०० पोलिसांचा फौजफाटा स्थानक परिसर, रेल्वे स्थानकाचे तिकीट घर आणि रेल्वेच्या तिन्ही प्लॅटफॉर्मवर तैनात केला होता. अखेर ८ वाजून ४४ मिनिटांची अंबरनाथ लोकल रेल्वे स्थानकावर येताच मनसे कार्यकर्त्यांनी प्लॅटफॉर्म क्रमांक तीनच्या पादचारी पुलावर चढत प्रवाशांविरोधात घोषणा दिल्या. परंतु त्यांना डब्यात चढण्यात यश आले नाही. उल्हासनगर दिशेच्या शेवटच्या डब्यापाशी रेल्वे पोलिसांनी मनसेचे शहर अध्यक्ष कुणाल भोईर आणि जिल्हा सचिव संदीप लकडे यांच्यासह अनेक कार्यकर्त्यांना ताब्यात घेतले. प्लॅटफॉर्म तिकीट काढत आंदोलन यावेळी आंदोलन करण्यापूर्वी मनसेच्या कार्यकर्त्यांकडून रेल्वेचा कुठलाही कायद्यात न अडकण्यासाठी सर्वच शंभर कार्यकर्त्यांचे प्लॅटफॉर्म तिकीट काढले होते. मात्र यावेळी मनसेकडून महिलांनाही ट्रेनमध्ये जागा मिळत नसल्याबाबत आवाज उठवला जात असला तरी मनसेच्या या मोर्चात अवघ्या दोन नगरसेविकांनीच उपस्थिती होती.

Updated:Sep 6, 2018, 04:00AM IST गणेशोत्सव अवघ्या आठ दिवसांवर आला असून, शहरात सिंधी समाजाचेही धार्मिक उत्सव सुरू आहेत. मात्र अद्याप शहरातील अनेक महत्त्वाच्या भागात खड्ड्यांचे साम्राज्य पसरले आहे. वर्षभरात नगरपालिकेने खड्डे बुजवण्यासाठी कंत्राटदाराला तब्बल १४ कोटींचा निधी देऊनही शहरात खड्डे कायम असल्याने, मंगळवारी पार पडलेल्या महासभेत सर्वपक्षीय नगरसेवकांनी या प्रकरणी एकच गदारोळ घातला. खड्डे बुजवण्याच्या कामात भ्रष्टाचार झाल्याचा आरोप केला आहे. उल्हासनगर शहरातील महत्त्वाच्या बाजारपेठांमध्ये सणोत्सवाच्या काळात खरेदीसाठी मोठ्या प्रमाणात ग्राहक येत असतात. मात्र यंदाच्या पावसाळ्यात या बाजारपेठांच्या रस्त्यांवर खड्डे पडले आहेत. त्यामुळे खड्डे बुजवण्याच्या मागणीसाठी व्यापारी पाठपुरावा करत आहेत. महापालिकेने शहरातील खड्डे बुजवण्यासाठी नोव्हेंबरमध्ये ५ कोटी ६१ लाख रुपयांचा निधी दिला. मात्र अनेक भागांतील खड्डे न बुजवता रस्त्यावर पट्टेच मारण्यात आल्याचे सांगण्यात आले. त्यामुळे महापालिकेने पुन्हा खड्डे बुजवण्यासाठी ६ कोटी ३१ लाख रुपयांची मंजुरी स्थायी समितीकडून देण्यात आली. हा निधीही खड्ड्यांसाठी अपुरा पडत असल्याने, पुन्हा २ कोटी रुपयांचा वाढीव निधी मंजूर करण्यात आला होता. या निधीचे काम प्रगतीपथावर असल्याचे सांगण्यात येत आहे. शहरात सध्या मोठ्या प्रमाणात खड्डे पडले आहेत. त्याचा त्रास वाहनचालक आणि बाजारातील व्यापाऱ्यांना होत आहे. गेल्या अनेक वर्षांत चार कोटींहून अधिक रक्कम कधीही रस्त्यांवरील खड्ड्यांसाठी खर्च झाली नव्हती. यंदा तब्बल १४ कोटी रुपये खड्ड्यांसाठी खर्च करण्यात आले. त्यामुळे याबाबत मंगळवारी पार पडलेल्या महासभेत नगरसेवकांनी तीव्र रोष व्यक्त केला. यावेळी सत्ताधारी भाजपचे सभागृह नेता, जमनुदास पुरस्वानी, प्रदीप रामचंदानी यांच्यासह शिवसेनेचे धनंजय बोडारे, राजेंद्र चौधरी, अरुण आषान, शेखर यादव, काँग्रेसच्या अंजली साळवे, आरपीआयचे भगवान भालेराव अशा सर्वपक्षीय नगरसेवकांनी प्रशासनाच्या कारभाराविरोधात तीव्र नाराजी व्यक्त करत सर्व अधिकाऱ्यांना धारेवर धरले. यावेळी महासभेत शहर अभियंता महेश शितलानी यांनी शहरातील रस्त्यांवर पडलेले किती खड्डे बुजवले, किती बुजवणे बाकी आहेत, याबाबत स्पष्टीकरण देण्याचे प्रयत्न केले. त्यांच्या उत्तराने नगरसेवक समाधानी नसल्याने अखेर, गणेशोत्सवाच्या काळात ५० लाख रुपयांचा निधी उपलब्ध करत शहरातील रस्ते तत्काळ खड्डेमुक्त करण्याचा प्रयत्न केला जाईल, असे आश्वासन आयुक्त गणेश पाटील यांनी नगरसेवकांना दिले. खड्डेबुजवण्याच्या कामाच्या चौकशीची मागणी शहरातील रस्त्यांवर पडलेले खड्डे बुजवताना अनेक नगरसेवकांनी कंत्राटदाराकडून खड्डे भरून न घेता, थेट डांबराचे पट्टे मारून घेतले. अनेक ठिकाणी पाण्याचा निचरा न झाल्याने रस्त्यांवर पाणी साचल्यानेही खड्डे वाढले होते. बुजवलेले खड्डे पुन्हा कंत्राटदाराकडून बुजवून घेतले जातील, अशी माहिती आयुक्तांनी दिली. तसेच काम केले असले तरी नगरसेवकांना या कामात काही चुकीचे झाले असे वाटत असल्यास या कामाची चौकशी करण्यात येईल, असे आश्वासनही आयुक्तांनी दिले.

A resident of Ulhasnagar, Mahendru works as a chemical and metallurgical superintendent at railways’ Matunga workshop. He said he desired to help aspirants from Maharashtrian origin to qualify for the government exams. “After a certain political party expressed their resentment towards people belonging to north India and tried to drive them out of Maharashtra, claiming they took up all their jobs, it got me thinking. I realised that those of Marathi origin can also qualify for the exams, considering they are trained and coached for a longer time. With a drive to help students around me crack the exams, I started to coach them in 2000,” he said. Mahendru conducts classes twice a week at a Matunga workshop for two hours. While he coaches students on English and general awareness, math and logic remain his core topics of interest. In his free time, he also conducts classes at Parel, Bhusaval, Pune and Nashik. Mostly, students from economically weak backgrounds make it to his classes. According to Mahendru, only those students who study hard for at least a year crack the railway recruitment tests. “I coach them to study rigorously, at least a year ahead of the tests. Lot of students tend to mug up the responses and aim to clear the exams. I also try to clear their concepts as much as I can,” Mahendru added. Vinayak Yesane from Kolhapur, who aims to crack the recruitment exam for any Group ‘D’ post in railways, said: “I have been studying since the last four years. What I like the most about his teaching is that he clears the concepts for us. Since he does not charge a fee, the course helps us all the more.” Priyanka Gupta from Sewri, also appearing for the exam, said: “I like to attend sir’s classes. They are interesting and unlike others, he ensures we understand and remember the topics.” According to Mahendru, more than 1,000 aspirants, who he coached have cracked the railway exams and have been appointed in positions across railway departments. Deepak Palvani (45) and Ajmal Khan (39) were nabbed when they were going in an autorickshaw from Ulhasnagar towards Raheja Garden near Tip Top plaza. Police inspector Jayraj Ranaware said, “We had received a tip-off about two people travelling in an auto with bundles of old Rs 500 and Rs 1000 notes. Our team lay in wait and when the duo were spotted, we checked their bags and found the demonetised notes.” Police said they will be probing whom the duo was planning to meet and how they were to going to exchange the notes. The duo has been booked under Sections 3, 5 and 7 of the Specified Bank Notes (Cessation of Liabilities) Act, 2017 at Wagle Estate police station.
