परिवहन सेवेचे रुतलेले चाक Updated: Oct 1, 2017, 12:31AM IST शरद पवार उल्हासनगर महापालिकेच्या रखडलेल्या अनेक उपक्रमांपैकी एक महत्त्वाचा उपक्रम म्हणजे परिवहन सेवा. शहरवासीयांना अल्प खर्चात शहरातून प्रवास करता यावा, यासाठी सुरू केलेली परिवहन सेवा अल्प काळातच आर्थिक गणितामुळे बंद पडली. मात्र ज्या प्रमाणात परिवहन समितीच्या निवडणुकीचा उत्साह सर्वपक्षीय लोकप्रतिनिधी आणि प्रशासनामध्ये असतो, तोच उत्साह आणि धडपड परिवहन सेवा सुरू करण्यासाठी एकाही लोकप्रतिनिधीमध्ये दिसून येत नाही. त्यामुळे केवळ परिवहन समितीच्या निवडणुकीपुरतीच ही सेवा सध्या पालिकेत उरली आहे. उल्हासनगर शहर हे व्यापाराचे शहर असल्याने या शहरात विविध मार्केटमध्ये काम करणाऱ्या कामगार वर्गाचा मोठ्या संख्येने वावर असतो. जिल्ह्यातील विविध उपनगरांतून आणि ग्रामीण भागातूनही मोठा कामगार वर्ग रोज उल्हासनगर शहरात प्रवास करत असतो. त्यामुळे तुटपुंजा पगार असलेल्या कामगाराला आपल्या नोकरीच्या ठिकाणापर्यंत पोहोचण्यासाठी सुखद आणि स्वस्तात प्रावास व्हावा, यासाठी परिवहन सेवेचा पर्याय उत्तम. मात्र उल्हासनगर शहराचा विकासकामांचा इतिहास पाहता, प्रत्येक नवीन उपक्रमात राजकारण आधी प्रवेश करते. याच राजकारणाने शहरातील अनेक प्रकल्पांचा आणि उपक्रमांचा विकास मंदावला आहे. हीच परिस्थिती शहरातील परिवहन सेवेची झाली आहे. सन २०१०मध्ये शहरात पालिकेने बीओटी तत्त्वावर शहरातील कामगार वर्ग आणि आसपासच्या प्रवाशांसाठी परिवहन सेवा सुरू केली. त्यासाठी २० बसेसचा प्रस्ताव ठेवत सुरुवातीला १० बसेस खरेदीही करण्यात आल्या होत्या. त्यामुळे शहरातील कामगार वर्ग आणि नागरिक, कॉलेजच्या विद्यार्थ्यांना या परिवहन सेवेचा मोठा आधार झाला. त्यासाठी ज्या मार्गावरून ही परिवहन सेवा जात असे, तिथे सज्ज असे बस स्टॅण्डही उभारण्यात आले होते. मात्र दोन वर्षे सुरळीत चाललेली ही परिवहन सेवा अखेर २०१२मध्ये पूर्णपणे बंद झाली. डिझेलचे वाढते दर पाहून कंत्राटदाराने पालिकेकडे परिवहन सेवेसाठी दरवाढ मागितली. मात्र कंत्राटदाराने मागितलेल्या दरवाढीच्या मोबदल्यात त्याकाळी पालिकेतील सर्वच राजकीय पक्षांनी कंत्राटदाराकडे आर्थिक बाबींची मागणी केल्याचे बोलले जाते. अखेर कंत्राटदाराकडून राजकीय मंडळींची आर्थिक मागणी पूर्ण न झाल्याने तसेच कंत्राटदारालाही वाढीव दरवाढ न मिळाल्याने कंत्राटदाराने परिवहन सेवा बंद केली. त्यामुळे कंत्राटदार आणि पालिकेतील करारनामा आणि बसस्टॉपच्या भूखंडावरील मालकीवरून मागील पाच वर्षे परिवहन सेवेचे प्रकरण न्यायालयात सुरू होते. कंत्राटदाराच्या ताब्यात असलेली परिवहन सेवेची जागा ताब्यात मिळवण्यात नुकतेच पालिकेला यश आले आहे. मात्र मूळ मुद्दा हा की शहरात परिवहन सेवा पुन्हा सुरू करण्यासाठी पालिका प्रशासन तसेच कुठल्याही राजकीय पक्षाने हवे तसे प्रयत्न केल्याचे जाणवत नाही. त्यामुळे अंबरनाथ, भिवंडी, कल्याण आणि ग्रामीण भागातून उल्हासनगर येथे नोकरीसाठी येणारे कर्मचारी आण‌ि कामगार तसेच शिक्षणासाठी येणाऱ्या विद्यार्थ्यांच्या खिशाला आर्थिक झळ सहन करत रोज खासगी वाहनांनी प्रवास करावा लागतो. परिवहन सेवा सुरू करण्यासाठी प्रयत्न होत नसले तरी घटनात्मक तरतुदीचा आधार घेत मागील पाच वर्षांपासून मात्र केवळ परिवहन सेवेच्या निवडणुका पार पाडण्यातच पालिका प्रशासन आणि राजकीय मंडळी समाधान मानत आहेत. १२ सदस्य असलेल्या परिवहन समितीच्या सदस्यांना महिन्याला मानधनापोटी २५ हजारांहून अधिक रक्कम खर्च करावी लागत आहे. त्याचा भार पालिकेच्या तिजोरीला उचलावा लागत आहे. एकीकडे पालिकेच्या तिजोरीत खडखडाट असल्याने शहरातून मालमत्ता कर गोळा करण्यासाठी पालिका प्राशासन विविध योजना राबवत आहे. त्यामुळे निधीअभावी शहरातील विकासकामे रखडलेल्या अवस्थेत आहेत. तर, दुसरीकडे घटनात्मक तरतुदीचे नाव पुढे करत दरवर्षी राजकीय कार्यकर्त्यांचे परिवहन समितीच्या माध्यमातून पुनर्वसन केले जात आहे. त्यामुळे या परिवहन समितीच्या सदस्यांच्या मानधनापोटी दरवर्षी लाखो रुपयांचा निधी पालिकेला खर्च करावा लागत आहे. या सदस्यांकडून परिवहन सेवेसाठी कुठलेही मोलाचे काम होत नसून केवळ या परिवहन समितीच्या सदस्यांच्या वाहनांवर परिवहन समितीचा सदस्य आणि सभापतीचे स्टिकर लावण्यातच सर्व समाधान मानत आहेत. तसेच, दर वर्षी राज्यातील विविध शहरांतील परिवहन सेवेच्या अभ्यासक्रमाच्या नावाखाली परिवहन समितीच्या सदस्यांचे दौरेही आयोजित केले जात आहेत. मात्र या दौऱ्यातून फक्त खासगी पिकनिकशिवाय काहीही साध्य होत नसल्याचा आरोप विरोधक करत आहेत. त्यामुळे दौऱ्यासाठी खर्च करून शहरात मात्र प्रत्यक्षात परिवहन सेवा सुरू करण्यासाठी ना प्रशासनाकडून ना परिवहन समितीकडून प्रयत्न केले जात आहेत. त्यामुळे पालिका प्राशासन आणि राजकीय पक्षांनी परिवहन समितीच्या निवडणुकांसाठी दरवर्षी लावणारी ताकद शहरातील परिवहन सेवा सुरू करण्यासाठी लावली तर शहरात दुरून नोकरीसाठी येणाऱ्या कामगारवर्गाचा प्रवास तरी नक्कीच सुखद होईल आणि त्याच्या खिशाला बसणारी आर्थिक झळही कमी होईल.

On Wednesday in a function organised by police, Dighavkar handed recovered mobile phones to their owners in presence of both zones DCP's Kalyan and Ulhasnagar division. Dr Sanjay Shinde, deputy commissioner of Police from Kalyan zone said, "Generally we have found that those whose mobile got stolen or went missing, they have made perception that their mobile phone would not get returned. She carried it from the helpdesk to the casualty ward, from the mortuary to corridors where the injured lay, hoping that someone would know where the purse’s owner was. She described Dedhia, the young woman was dressed in purple, the designated colour of the day for Navaratri and had left home in Ghatkopar for a bank in Parel where she worked. Her mother got a call from Dedhia’s phone and she had said she was injured and at KEM hospital. But Dedhia’s aunts and an uncle had to spend the better part of two hours running around looking for her. They rechecked the dead bodies and finally identified Dedhia’s body. “She just completed her degree in Chartered Accountancy last year and had taken up a job. Who could have known that a normal day would end up like this? We were looking for a suitable boy for her to get married,” said Bharti. Among the dead was Suresh Jaiswal, a 45-year-old fruit seller, who had travelled from Andheri to Parel to buy flowers. Two women, homemakers Sumalata Shetty and Sujata Alwa from Kanjurmarg (East), were going to the Dadar flower market to buy flowers for Dussehra when they were killed in the stampede. Two employees of the Maharashtra Labour Welfare Board, Shraddha Kishor Warpe (24) and Meena Walhekar (34), were walking towards the office together. Their bodies were found after the crowd cleared. Shraddha had travelled with her father Kishor from Vitthalwadi. While he left for work, she stayed back and waited for Walhekar. Pradnya Bhate, her colleague, said: “We got a call from other workers who were ahead of them. It is a shock for her brother Rupesh who identified her body.”The body of Meena, a resident of Ulhasnagar, was identified by a family friend, Naresh Sonariya. “Her brother heard about the news and tried to call her but no one answered. He asked me to go and check. I tried calling her. After a while, a police constable answered the call and asked us to go to KEM,” he said. Deceased, Ankush Jaiswal, a 34-year-old software engineer from Thane, was on his way to work when he got caught in the rush. It has been just a month that he got a permanent job. He is survived by his 65-year-old mother, wife and a 10-year-old son. “His mother raised him and his brother paid for his education by selling vegetables on streets. Their dreams are shattered,” said Pankaj Jaiswal, Ankush’s cousin. Cousins Maqsood Alam (40) and Shakeel (30) had come to Parel for work, said their cousin Tabrez Muqaddam. Alam has four children, the eldest aged eight years. “Their death has killed their family,” said Muqaddam. It was supposed to be 38-year-old Teresa Fernandes’s last day in Elphinstone and her advertising firm had plans to relocate her to Andheri. She has a nine-month-old baby and a seven-year-old and had resumed work few weeks ago after her maternity leave. Family members said she used to walk to her office from her home in Dadar’s Bhavani Shankar road. On Friday, she wore a sari and decided to take a train since it was raining. Her brother Danny Fernandes said the office planned to celebrate her last day in Parel. She got stuck at the foot overbridge. Her husband Richard said he had to fight with the security as several politicians were at the hospital and victims’ relatives were asked to step aside.

Traffic stats expose unsafe roads, 3 die or get grievously injured daily in accidents in Thane Updated: Sep 28, 2017, 16:17 IST Thane: On an average three people die or suffer grievous injuries everyday in road accidents in Thane city. Out of the 653 accidents recorded by the Thane traffic department in the last eight months, it was seen that 20 per cent were fatal cases involving motorists, pedestrians and drivers. The Thane police commissionerate, which includes Thane, Bhiwandi, Kalyan, Ambarnath and Ulhasnagar have recorded cases of around 140 fatal accidents, 299 cases wherein the victim was grievously injured, 168 where one suffered minor injuries and 46 accidents where the victim was unhurt. It was recorded that the highest number of accidents were of bikers as out of the 655 people injured in various accidents, 43 per cent were the ones riding their two-wheelers. "Vehicle to vehicle accidents usually occur while overtaking, changing lanes, etc. When it comes to roads like Ghodbunder, it is a four lane road and the flyovers are of two lanes. Many a time accidents occur when the vehicles are steering to the right from third and fourth lane. Also, the Eastern Express Highway and Ghodbunder Road are such stretches, which are in the main city and the heavy vehicles want to cross these at night as they are not allowed during the date time, so they drive rashly, which eventually leads to accidents. Also, they block all the lanes causing many accidents to occur when bikers overtake these heavy vehicles. Also, on the Mumbra-Panvel bypass many misjudge the speed of other vehicles while changing lanes on the junctions. Most of the vehicle to vehicle accidents occur on the bypass," said a senior traffic officer. The officials claimed that many pedestrian accidents occur as either the victim misjudges the speed of the vehicle or drivers misjudge the pedestrian's speed. It was also seen that around 229 people suffered injuries while 59 people died while crossing the road. "These accidents do not occur in the internal city roads and happen mostly on the Ghodbunder stretch and Eastern Express Highway as there are many settlements around these two highways. Also, a person who is crossing has to walk on around eight lanes and by the time they do that many vehicles that are speeding hit them. But now as there are foot over bridges (FOB) coming up, there are reduced chances of these accidents. We have seen a positive result near Viviana mall after the FOB was constructed. Traffic experts claimed that another reason that there are accidents involving heavy vehicles with other vehicles is because the drivers are tired while driving. It is seen that as they drive in great speed to get out of the city's stretch before morning as they are not allowed during the day. Also, they don't sleep and are tired, which makes them tired and sleepy. This in turn causes them to react less to other vehicles approaching them. Also, it is noticed that the accidents of heavy vehicles mostly occur between 1am and 5am. Maintenance of vehicle is also a bigger aspect, which if not done regularly will lead to accidents, stated traffic officials. Virar double murder cracked, estate agent held Sep 28, 2017, 21:33 IST MUMBAI: A real estate agent and a mechanic who lend his car for the crime have been arrested for the double murder of a father-son in Virar on Monday. While the father Chandrakant Kargal (45) was the target, his son Harsh (11) who happened to be returning home from school with his father also became a victim, said Palghar district Superintendent of police Manjunath Singe. Chandrakant and Harsh had gone missing on Monday. Chandrakant had gone to fetch Harsh, a class 5 student, from school. When they did not return to their Sahakari Nagar home in Virar (east) till late evening, Chandrakant's wife Sumitra (42) filed a complaint with the Virar police. Harsh's body was found on Tuesday in a lake in Dahisar village, Virar (east). His face was covered with duct tape. Chandrakant's body was found in a nullah in Virar (west) on Wednesday. His face was also covered with duct tape. Police said that Chandrakant was killed first. Harsh, who had seen his father being murdered was killed later. Chandrakant had gone to get Harsh from school at around 12.30 pm on Monday. The father-son were abducted in a Swift car by Vishnu Patil (35), a real estate agent and his accomplice Monu Sahani (20), who works as a mechanic. Both reside in Virar. They were taken to a flat in Boling village in Virar (west) where Chandrakant was frced to drink liquor. Once he had passed out, Patil covered Chandrakant's face with duct tape and then suffocated him to death by covering his face with a plastic bag. They left the body in the flat and took away Harsh in the car. Patil drove the car to a secluded spot. He then covered Harsh's face with duct tape and suffocated him with a plastic bag. His body was then dumped in a lake in Dahisar village in Virar (east). Harsh had seen Patil visit his home. The accused men returned to the flat, tied Chandrakant's limbs and dumped him in a nullah behind the Mhada colony in Virar (west). They then returned to their homes. During investigation, Sumitra told the police about her husband's fights with Patil. The police picked up Patil for questioning. He confessed to the double murder. Police said that Chandrakant had struck a deal for a flat in Virar (west) last year. Patil was the agent. The flat belongs to a woman from Ulhasnagar. Chandrakant had given Rs 12 lakh cash to Patil to hand over to the flat seller. Patil paid Rs 7 lakh to the flat seller and pocketed the remaining Rs 5 lakhs. Chandrakant was behind Patil to pay the Rs 5 lakhs to the flat seller so that the sale could take place. Since the past few months Chandrakant was demanding his money back along with interest. The two even got into arguments and fights on several occasion. Chandrakant who was unemployed had sold his land in his hometown. The money from the sale was used to buy a flat in Virar. Patil realised that he could not repay Rs 5 lakhs, so he decided to kill Chandrakant. Patil had kept a watch on Chandrakant's movement since the past few days. On Monday he asked Sahani to come with a car. They planned to abduct Chandrakant. Harsh who was walking home with his father was also abducted.Sahani was promised around Rs 50,000 for carrying out the crime. The accused have been booked for abduction and murder. They have been remanded to police custody.

As a crowd gathered, the subsequent arrest of the two thieves seemed straight out of an action film. The drama started around 6 am when locals noticed the shutter of a furniture shop broken and two persons inside. Following an alert, a cop from Central police station reached the spot. Police return 186 stolen and missing mobile phones to owners in Kalyan Sep 27, 2017, 23:03 IST KALYAN: The Thane police on Wednesday handed over 186 mobile phones to their owners whose mobile phone were either stolen or went missing in last few months from Kalyan and Ulhasnagar zones of the district. Due to rising cases of mobile theft cases in the region, Prataprao Dighavkar, additional commissioner of police, Central region of Thane police had formed a special anti mobile theft squad a few months back which arrested 19 thieves and recovered 45 stolen mobile phones from their possession and also traced down missing 143 mobile phones totalling worth Rs 20 lakh in last few month. On Wednesday in a function organised by police, Dighavkar handed recovered mobile phones to their owners in presence of both zones DCP's Kalyan and Ulhasnagar division. Dr Sanjay Shinde, deputy commissioner of Police from Kalyan zone said, "Generally we have found that those whose mobile got stolen or went missing, they have made perception that their mobile phone would not get returned. Police said following a tip-off, they kept a watch near a hotel at Mulund check naka on Sunday. On spotting a couple moving in a suspicious manner with a baby in their arms, sleuths in plain clothes asked the couple their names and inquired about the baby. However, the couple was evasive in their replies. Police then apprehended them. Upon questioning, they confessed that had come to sell the baby in Mumbai for Rs 1.35 lakh. "They had a one-month-old male child. It is likely they are running a full-fledged set-up across different parts of the state," said senior inspector of crime branch unit-1, Nitin Thakre. Police said the duo identified themselves as Rakhi Bhabre, 38, of Vikroli, and Harjinder Dharamsingh Gill, 42, from Chembur."Bhabre seems to be the gang leader while the others are agents. She was initially a surrogate mother, but later got into the child racket. She would basically look for illegitimate children. Agents were paid a commission of Rs 50,000 per child to identify buyers," informed the officer. A case has been registered at Wagle Estate police station and the accused have been booked under various IPC sections, including 361 (kidnapping from lawful guardianship), 365 (kidnapping with intent to secretly and wrongfully confine a person), 368 (wrongfully concealing or keeping in confinement a kidnapped person) and 372 (selling minor for purposes of prostitution), and relevant provisions of the Juvenile Justice (Care and Protection of Children) Act.

COUPLE DIE AFTER JUMPING IN FRONT OF MOVING TRAIN Updated: Sep 25, 2017, 11.15 AM IST Two youths committed suicide by jumping in front of a train between Kalyan and Ambernath on Saturday evening. The two, identified as Suraj Shinde (23) and Vrushali Lavhade (21) took the extreme step at around 7 pm. The incident, according to the Government Railway Police (GRP) came to light after the motorman of a train passing by spotted their dead bodies and informed the station master at Kalyan railway station.The man is a resident of Badlapur and hailed from Ratnagiri, while the girl was a resident of Colaba. The two met while While Shinde after completing his training, went on to work at a private hospital in Thane, Vrushali was still working at St George hospital. According to Manik Saathe, Police Inspector at Kalyan GRP, "Vrushali left the hospital at 1 pm and called up at her house informing her family that she was heading to Thane for some work and that she would return by 4 pm." She then travelled to Badlapur to meet Suraj and the two jumped before the train. According to the GRP no suicide note was found with them while the families of the two were also unaware of their relationship. Their bodies were sent to the government hospital at Ulhasnagar after which it was handed over to the families.In their statement to the police, the girl's family denied of being in the know about the relationship, while her younger brother knew about her relationship. "The family was unaware of the relationship, so we do not know the trigger for the drastic step. But we are investigating the matter," added Sathe. According to the police, Shinde in his Facebook profile uploaded a picture with Vrushali a few days before the incident identifying her as his wife. The cops are also checking both their accounts for any clues.

अंबरनाथ, उल्हासनगरला डेंग्यूचा विळखा Updated: Sep 26, 2017, 04:00AM IST म. टा. वृत्तसेवा, उल्हासनगर उल्हासनगरमधील कॅम्प नंबर चार परिसरातील दोन मुलांना डेंग्यूची लागण झाल्याचे समोर आले आहे. मागील नऊ महिन्यांत अंबरनाथ, उल्हासनगर या दोन्ही शहरांत साधारण प्रत्येकी ४० डेंग्यूचे संशयित रुग्ण आढळले असून, प्रत्येक शहरात एका रुग्णाचा मृत्यू झाला आहे. मात्र उल्हासनगर शहरात डेंग्यूच्या वाढत्या रुग्णांमागे पाणीटंचाई आण‌ि त्यामुळे पाणी साठवण्याची सवय कारणीभूत असल्याची माहिती आरोग्य अधिकारी देत असून पाणीटंचाईच डेंग्यूला निमंत्रण देत आहे. उल्हासनगर येथील कॅम्प नंबर चार येथील जिजामाता कॉलनीतील पूर्वेश जामोदे (५) आणि आंबेडकर नगर या भागातील निकीता वाघमारे (११) या दोन मुलांना डेंग्यूची लागण झाली आहे. परिसरातील अस्वच्छता, साचलेले तळे यामुळे शहरात डेंग्यूचे रुग्ण वाढत असल्याच्या तक्रारी स्थानिक करत आहेत. दोन महिन्यांपूर्वी शहरातील एका पाच वर्षीय मुलाचा डेंग्यूने मृत्यू ओढवला होता. जानेवारी ते सप्टेंबरपर्यंत शहरात एकूण ४० संशयास्पद डेंग्यूचे रूग्ण आढळल्याचे आरोग्य अधिकारी राजा रिझवानी यांनी सांगितले. मात्र डेंग्यूचे रुग्ण वाढण्यामागचे मुख्य कारण झोपडपट्टीतील पाण्याची टंचाईही असल्याचे बोलले जात आहे. झोपडपट्टी भागातील रहिवाशांना पाणीटंचाईचा सामना करावा लागतो. त्यामुळे रहिवासी पाणी साठवून ठेवतात. परिणामी, या साचलेल्या पाण्यामध्ये डेंग्यूच्या अ‍ळ्या आढळत असून झोपडपट्टीत भागातच डेंग्यूचे अधिक रुग्ण आढळत असल्याचे समोर येत आहे.आरोग्य विभागाकडे शहरातील डेंग्यू आणि अन्य साथीच्या आजारांबाबत काम करणारे केवळ ५० टक्के कर्मचारी असून त्यांनाही अन्य कामांत गुंतवण्यात येत असते. त्यामुळे शहरातील डेंग्यूला आवर घालणार कसा, असा प्रश्न उपस्थित होत आहे. त्यामुळे जनजागृती, औषधांचा उपलब्ध साठा, फवारण्या ही व्यवस्था फोलच ठरल्याचे दिसून येत आहे. उल्हासनगर शहरात डेंग्यूचे अनेक रुग्ण झोपडपट्टी भागात आढळले असून, अनेक ठिकाणी घरात पाण्याचा साठा केल्यामुळे डेंग्यूच्या अळ्या आढळल्या आहेत. रहिवासी पाणीटंचाईचे कारण देत पाणी साठवत असल्याने, अनेकांना डेंग्यूची लागण झाली आहे. मात्र पालिकेकडून सर्व त्या योग्य उपाययोजना केल्या जात आहेत.

The probe has found that political support could have helped Iqbal pocket nearly Rs 100 crore in the past few years. The role of 2 NCP leaders is also under probe. The police suspect that these leaders acted as middlemen in the extortion case. Police commissioner of Thane, Parambir Singh said that the probe was also focusing on whether Dawood himself was controlling the racket. We are also probing if the money was transferred through an illegal hawala route. He also said that a few politicians were helping Kaskar in this racket. The probe found that owing to recession and demonetisation, the builders were hit badly. This led to Kaskar seeking extortion in the form of flats. A builder had complained that Kaskar had demanded three flats from him. The probe also found that Kaskar was threatening both builders and jewelers in the Thane area since 2013. The probe found that Kaskar had taken possession of a flat in Ghodbunder. It is suspected that one of the two NCP leaders had stood guarantor for the same. The NCP has however denied charges of its leaders being involved. The probe also found that extortion calls were made from outside the country as well. The builders who were threatened were asked to route the money abroad through hawala channels. The Thane police currently probing the case will seek the help of the Enforcement Directorate to probe into the money trail, sources say. Police sources say that one builder who had suffered huge losses since demonetisation had filed the complaint. The source said that Kaskar and his men continued to harass him for money. Fed up, the builder lodged a complaint with the Thane police. During the investigation it was revealed that Kaskar was running an extortion racket on behalf of his brother and had targeted builders from Thane, Ulhasnagar and Dombivili. It was further revealed that Kaskar and his men were also threatening the builders. The complainant approached the Thane police commissioner, Parambir Singh. The case was then handed over to the AEC. Police sources say that Kaskar who was deported from United Arab Emirates in 2003 was running his brother Dawood's real estate business in an around Mumbai. This is not the first time that Kaskar has had a brush with the law. He had been arrested in connection with an extortion case in 2015 and was later granted bail.

Former encounter specialist Pradeep Sharma who just took charge of the Thane AEC earlier this month led Kaskar’s arrest. According to sources, Kaskar was arrested on a complaint filed by a builder. The builder has alleged that Kaskar had already taken four flats from him and has been demanding more flats. Acting on the complaint, a team headed by Sharma raided Gordon Hall apartment in Nagpada in South Mumbai. According to reports, Kaskar was under police scrutiny for some time after his name surfaced in the investigation of an extortion case filed by the builder. Police said that Kaskar had been threatening builders on behalf of Dawood Ibrahim and was demanding huge extortion money as a cut for his brother. Many of these builders who are from Thane, Ulhasnagar, Dombivli had allegedly paid huge sums of extortion money to Kaskar. In fact, one builder who had suffered significant losses during the demonetization and was under debt had filed the complaint against Kaskar.Sharma has 113 encounters to his credit and was previously posted with the Mumbai Police. Sharma was unceremoniously ousted from the police force as he was allegedly in touch with the underworld, and after his name cropped up in the 2006 Lakhan Bhaiyya fake encounter case. Later, in 2010, Sharma was arrested for his involvement in the case but was acquitted of all charges by a Mumbai court in July 2013. Since then, he has wanted to be reinstated. Sharma who has inspired Bollywood movies like ‘Ab Tak Chhappan’ challenged his dismissal before the Maharashtra Administrative Tribunal (MAT) which ruled in his favour in 2009. Meanwhile, in 2013, the trial court acquitted him for want of evidence.

Maharashtra: Two teenagers feared drowned in dam Thane, Sep 19 (PTI) Two teenagers were today feared drowned in a dam in the district due to heavy downpour, police said. Five boys from Ulhasnagar and Ambernath had gone to the Barraze dam at Badlapur for a swim, a senior police official said. While swimming, two of them -- Vinayak Velkar and Siddesh Padve (both 17) went inside the water and are feared drowned, he said, adding the other three swam back to safety. The search operation by police and local fire brigade personnel was conducted till late night but their bodies were so far not found, the official said. Police said the search operation will resume tomorrow.

उल्हासनगरात कुपोषण Updated: Sep 20, 2017, 03:00AM IST म. टा. वृत्तसेवा, उल्हासनगर गेल्या काही वर्षांत कुपोषण आणि बालमृत्यू रोखण्यासाठी कोट्यवधींचे पॅकेज जाहीर केले गेले असले, तरी राज्यातून कुपोषणाची समस्या संपलेली नाही. उल्हासनगर शहरातही मंगळवारी एक अतिकुपोषित बालक अढळल्याने शासकीय यंत्रणांच्या कार्यक्षमतेवर प्रश्नचिन्ह उपस्थित झाले आहे. घटनेची माहिती मिळताच मनसे कार्यकर्त्यांच्या मदतीने मुलाला मध्यवर्ती रुग्णालयात दाखल करण्यात आले. मोखाडा येथे बालमृत्यू झाल्याने कुपोषण आणि बालमृत्यूचा प्रश्न चर्चेला आला होता. त्यानंतर विविध उपक्रमांच्या माध्यमातून त्यावर तोडगा काढण्याचा प्रयत्न झाला. मात्र त्याचा काही फायदा झालेला दिसत नाही. उल्हासनगर शहरात मनसे विद्यार्थी सेनेच्या कार्यकर्त्यांना कॅम्प पाच भागातील हिललाइन पोलिस ठाण्यामागे एक कुपोषणसदृश बालक असल्याची माहिती मिळाली होती. रुग्णमित्र भारत खरे यांच्या मदतीने भेट दिली असता अभिमन्यू ब्राह्मणे यांचा दोन वर्षांचा मुलगा कुपोषित असल्याचे समोर आले. मनसे विद्यार्थी सेनेचे बंडू देशमुख आणि कार्यकर्त्यांच्या मदतीने त्या मुलाला मध्यवर्ती रुग्णालयात दाखल करण्यात आले. बालरोगतज्ज्ञ डॉ. रवींद्र रोकडे यांनी तपासणी केली असता हे बालक अतिकुपोषित प्रकारात मोडत असल्याचे त्यांनी सांगितले. कोणतेही बालक दोन वर्षांच्या वयात किमान १२ किलोचा असतो. मात्र याचे वजन अवघे साडेचार किलो असल्याची माहितीही त्यांनी यावेळी दिली. बेरोजगारी आणि गरिबीच्या झळा या बालकाला बसल्याची माहितीही कळते आहे. मुलांच्या पोषणाची जबाबदारी असलेल्या अंगणवाडी सेविकांकडून आपल्या कामाकडे दुर्लक्ष झाल्याचे दिसून आले. सध्या अंगणवाडी सेविकांनी बेमुदत संप पुकारला आहे. त्यामुळे शेजारी असलेल्या अंगणवाडीतील सेविका जागेवर नव्हत्या. हे बालक त्यांच्या नजरेस का पडले नाही, हे कळू शकले नाही.रुग्णालयाचे शल्य चिकित्सक डॉ. अशोक नांदापूरकर यांना विचारले असता, या बालकाला काही दिवसांपासून खोकला आणि ताप येत असल्याचे त्यांच्या पालकांनी सांगितले. येत्या दोन दिवसांत त्याला निरीक्षणाखाली ठेवण्यात येणार आहे. त्यानंतर त्याला ठाणे येथील पुनर्वसन केंद्रात नेण्याचा निर्णय घेण्यात येईल, असेही त्यांनी सांगितले. दुर्लक्ष कारणीभूत महापालिका क्षेत्रात अशा प्रकारे कुपोषित बालक सापडल्याने पालिका प्रशासन, अंगणवाडी सेविका आणि राज्य सरकारच्या पोषण आहाराच्या उपक्रमावर प्रश्नचिन्ह उपस्थित होत आहेत. याबाबत बदलापुरात एक कार्यक्रमासाठी आलेल्या महिला आणि बालविकासमंत्री पंकजा मुंढे यांना विचारले असता, याबाबत अद्याप माहिती मिळाली नसून माहिती घेते आहे. कुपोषणात बालकाच्या आईचे आरोग्य, त्यांचे पोषण आणि त्यांनी बालकाकडे केलेले दुर्लक्षही कारणीभूत ठरत असल्याचे त्यांनी यावेळी सांगितले.

It was further revealed that Kaskar and his men were also threatening the builders. The complainant approached the Thane police commissioner, Parambir Singh. The case was then handed over to the AEC. Police sources say that Kaskar who was deported from United Arab Emirates in 2003 was running his brother Dawood's real estate business in an around Mumbai. This is not the first time that Kaskar has had a brush with the law. He had been arrested in connection with an extortion case in 2015 and was later granted bail. He was also accused of playing a role in the Sara Sahara case in which a building had come illegally on a government land. He was however acquitted in the case in 2007. Police sources said that they would be producing him before the court today and are also likely to book him under the Maharashtra Control of Organised Crime Act (MCOCA).

Civic chief Rajendra Nimbalkar has now decided to name and shame these offenders - by turning them into 'poster boys' for open defecation. How? Through dedicated squads, who would click photos of those defecating in the open, which will then be displayed on posters and billboards all over Ulhasnagar. Speaking to mid-day, Nimbalkar confirmed the move. Over the upcoming fortnight, when UMC would be observing a 'Swachhata Abhiyan' (cleanliness campaign), the squads would begin patrolling the city and clicking photos of the poop offenders. Last forever "We have repaired many defunct public toilets and provided mobile toilets, but still there are people who defecate in the open and hence, we have decided to impose this new plan. This move will not be just restricted till the Swachhata Abhiyan fortnight, but will be continued forever," Nimbalkar said. The open defecation issue was discussed on Thursday in a corporation meeting. "UMC's multiple dedicated squads would be placed at places which are hot favourites of people for defecating in open. The squad members will take their pictures and it will be flashed all over city on banners. They will start with areas like Shanti Nagar, Ulhasnagar railway station, Bharat Nagar, Songyachi Wadi and Mharal village near the dumping ground," said assistant municipal commissioner Vinod Keni.The UMC chief has made several moves in the past to tackle the menace of open defecation, starting with personally visiting places where maximum open defecation cases were reported. He also increased manpower in his 'Good Morning Squads' that work as vigilance teams. Nimbalkar had also given instructions to his men to deal with such people with zero tolerance, fine them and if required, register an FIR against them. But, there are still a sizable number of people who defecate in the open during late night and early morning hours, mainly at VTC ground and on the sides of Valdhuni River. However, top civic officials believe that the move will surely yield results and create much-needed awareness.

Updated: Sep 16, 2017, 04:00AM IST म. टा. वृत्तसेवा, उल्हासनगर आधीच उल्हासनगर महापालिकेची आर्थिक स्थिती बिकट असल्याने शहरातील विकासकामे रखडली आहेत. त्यात शहरातील परिवहन सेवा चार वर्षांपासून बंद असतानाही केवळ घटनात्मक तरतुदीचे कारण देत, परिवहन सेवेच्या सभापती निवडणुकीच्या माध्यमातून राजकीय कार्यकर्ते आणि सदस्यांचे पुनर्वसन केले जात असल्याची टीका केली जात आहे. उल्हासनगर महापालिका शहरातील शेकडो कोटी रुपयांचा मालमत्ता कर वसूल करण्यासाठी सर्वतोपरी प्रयत्न करत आहे. त्यात पालिकेला विविध योजना राबवूनही यश येत नसल्याने पालिकेच्या तिजोरीत खडखडाट आहे. त्यामुळे निधीअभावी एकीकडे नगरसेवकांची ओरड सुरू असतानाच शहरातील विकासकामे रखडली आहेत. त्यात शहरातील परिवहन सेवा मागील चार वर्षांपासून न्यायालयीन वादात अडकली आहे. त्यामुळे नागरिकांना जरी परिवहन सेवेचा लाभ मिळत नसला तरी दरवर्षी पालिकेकडून घेण्यात येणाऱ्या परिवहन समितीच्या निवडणुकीतून सदस्यांच्या मानधनावर लाखो रुपयांचा निधी वाया जात आहे. परिवहन समितीत एकूण १२ सदस्य असल्याने दर महिन्याला परिवहन समितीच्या सदस्यावर २५ हजारांहून अधिक रुपये मानधन खर्च करण्यात येतात. त्यामुळे पालिकेवर वर्षाला साधारण सहा ते सात लाखांचा भार पडत आहे. ही समिती म्हणजे पालिकेसाठी पांढरा हत्ती झाल्याची टीका नागरिकांमधून व्यक्त केली जात आहे.त्यात या निवडणुकीला शहरातील एकही राजकीय पक्ष विरोध करत नसल्याचे समोर येत आहे. त्यामुळे केवळ सदस्यत्व आणि राजकीय पक्षांतील कार्यकर्त्यांना खुश करण्यासाठी आणि वाहनांवर सदस्यांचे स्टिकर चिकटवण्यापेक्षा परिवहन समितीच्या सदस्यांकडून काही होत नसल्याचे बोलले जात आहे. त्यामुळे नागरिकांसाठी परिवहन सेवा सुरू करण्याला प्राधान्य न देता पक्त निवडणुकांवरच लक्ष केंद्रित करण्याऐवजी प्रत्यक्षात परिवहन सेवा सुरू होणार कधी, असा प्रश्न आता उपस्थ‌ति होत आहे. परिवहन सेवा बंद जरी असली तरी लवकरच परिवहन सेवा सुरू करण्याच्या हालचाली सुरू आहेत. तसेच, परिवहन सदस्यांकडून काम होत नसले तरी घटनात्मक तरतूद असल्याने ही निवडणूक घ्यावी लागत आहे.

Besides them, two men have also been arrested for their involvement in the smuggling. The accused persons had adopted a unique modus operandi. Both the men from Ulhasnagar in Mumbai had travelled to Bangkok to get the gold from one of their contacts there. From Bangkok one of them came to Trivandrum and another landed in Chennai via Mauritius, a customs department official said. The accused men boarded separate flights to Delhi with the women accomplices. The gold was handed over to the women in their respective flights to Delhi from Trivandrum and Chennai. The women then concealed 1.2 kg gold each inside their rectum in the toilet of the plane, the official claimed. They were intercepted at the Delhi airport by the customs officials yesterday. "On detailed examination of their baggage and personal search, 12 cut pieces of gold weighing 2.4 kgs having market value of Rs 71.64 lakh were recovered from the rectums of both the female passengers (1.2 kg from each passenger) who were travelling as domestic passengers," a customs department statement said. The gold was seized and all the four passengers were arrested, it said.

The women then concealed 1.2 kg gold each inside their rectum in the toilet of the plane, the official claimed. They were intercepted at the Delhi airport by the customs officials on Tuesday. "On detailed examination of their baggage and personal search, 12 cut pieces of gold weighing 2.4 kgs having market value of Rs 71.64 lakh were recovered from the rectums of both the female passengers (1.2 kg from each passenger) who were travelling as domestic passengers," a customs department statement said. The gold was seized and all the four passengers were arrested, it said.

Concretisation of Birla College road and Manapada road along with eight other roads, which are being done to mark the golden jubilee of Maharashtra, has reached the last phase. The work had started in 2012. The machines owned by Krystal Enterprises were selected via tendering. The per shift cost of operating this machine will be around Rs. 14,000 and will require a workforce of six people per machine. Meanwhile, the corporation’s decision to outsource the machines, which costs Rs. 90 lakh each, at a higher price has irked activists. “These machines come with their own set of conditions. The most important one is that the roads must be without potholes and going by the current condition in Kalyan and Dombivali, it is not hard to say that the money put in the machines is not invested, but wasted,” said Rajendra Rahalkar, an activist. Prasad Thakur, PRO, KDMC, said the machines shall be utilised for keeping the city clean at a reasonable rate, while buying them would have invited miscellaneous expenses. “In fact, a study was conducted before taking the decision. The same company operating the machines has helped the Navi Mumbai civic body.” Locals, however, find it hard to believe. “The KDMC needs to understand that the machines worked in other places owing to their road conditions,” said Rajesh Kadam, local vice-president of the Maharashtra Navnirman Sena. The same power sweepers were put in action to clean Ulhasnagar by the corporation. However, due to the poor road condition, residents were disappointed. “Now the machines are not even taken out on the road. The corporation is just getting billed for parking these machines. Even when the machines were used initially, they did nothing but make strange noise in middle of the night,” said Srinivas Ghanekar, another activist.

Maha mulls for direct election of mayor Mumbai, Sep 10 (PTI) The Maharashtra government is mulling to hold direct elections for the mayor's post in the corporations that fall under the C and D category, Chief Minister Devendra Fadnavis has said. The CM said recently, polls to gram panchayat and municipal council were made direct, while there has been a similar demand to hold the mayoral polls. "There is a demand for direct election (of mayors). We recently made the Gram panchayat and municipal council elections direct. The problem with municipal corporations is that, 90 per cent of elections are over and it will now be held only after five years," Fadnavis said. He was speaking after inaugurating a two-day All India Mayors' Council, organised by Aurangabad municipal corporation yesterday in Aurangabad. "We just have 2-4 municipal corporation polls pending," he said, adding, another constraint is that since cities are very big in the state, experimenting becomes difficult. "But, we will definitely think about holding direct mayoral elections for small cities, whose civic bodies fall in the C and D category," the CM said. Out of the 25 municipal corporations in Maharashtra, 21 fall under categories C and D. Mumbai municipal corporation falls under the 'A+' category, Nagpur and Pune municipal corporations come under 'A' category. The 'B' category comprises Thane and Pimpri-Chinchwad municipal corporations. Municipal corporations that fall under C and D categories are -- Navi Mumbai, Kalyan-Dombivali, Vasai-Virar, Mira Bhayander, Ulhasnagar, Bhiwandi-Nizampur, Solapur, Kolhapur, Sangli-Miraj-Kupwad, Amravati, Ahmednagar, Akola, Jalgaon, Nanded, Malegaon, Aurangabad, Latur, Chandrapur, Parbhani, Panvel. In May 2016, the BJP-led state government revived a system of direct election of municipal council presidents. Notably, it had reaped dividends in the municipal council polls held during the November-December-January period. Sep 04, 2017 18:45 IST Two years ago, when Rajesh Pai, a marketing manager from Andheri, was looking to buy a home closer to his workplace in Powai, he found himself considering the eastern industrial suburb of Kanjurmarg. It wasn’t a popular residential option. But the neighbourhood was green. It was well connected to the northern side of the city. And fast-climbing prices were an indication that people were cashing in on these charms. “Prices are much higher now, glad I got a piece of this pie,” says Pai. “The locality is close to IIT-Bombay, Seepz, Bhandup and Powai. There are premium towers around the locality that is the starting point of Jogeshwari-Vikhroli Link Road.” Over the last decade, skylines of once industrial and verdant suburbs have transformed into plush locations with large gated communities for middle-class consumers. Vacation spots or stopovers like Karjat (home to resorts and health spas), Neral (connecting Mumbai to Matheran), and Vasind (between Kalyan and Kasara) are attracting homeowners. Industrial suburbs like Boisar (north of Virar), Diva (following Mumbra on the central line), Nahur (between Bhandup and Mulund) and Ambernath (beyond Ulhasnagar) are now becoming attractive options to stay or invest in. Going through the roof Spread your net far and wide while looking for homes in the city, suggests Rushabh Vora, co-founder and director of SILA, a real estate services company. “Developers offering mid-segment and even luxury homes are flocking in the localities that previously housed warehouses and tourist spots, the demand for homes in Kanjur Marg and Boisar is pretty upbeat.” Nahur has had a curious transformation. “It had huge tracts of unused land,” says Girish Shah, director of Wadhwa group, which has a project in Nahur.“A major part of it housed one of the biggest container yards in Mumbai until a decade ago.” But a railway station was established in 2006, opening the zone up to development. Developers quickly realised its value – it was easily accessible from the Eastern Express Highway, connected to Navi Mumbai via Airoli and to the western suburbs via Goregaon-Mulund Link Road. “Several developers have set up their projects here, leading to significant infrastructure development around the area, there are now fine dine restaurants and schools” says Shah.Lal Bahadur Shastri Marg, which cuts through Sion, Ghatkopar and Thane, used to mostly have long distance trucks and picnic buses. It is now the area’s lifeline. “It is a destination of many offices, retail and residential developments,” says Anuj Puri, chairman of Anarock Property Consultants. “Job creation is the driver of the residential market here, there are several corporates and engineering companies along the road.” Going places Mumbaiites largely knew of Boisar, north of Virar on the Western Railway line, as a stopover to Tarapur, which houses an atomic power station or a connection zone to get to Gujarat. “But in the past few years, Boisar has seen a lot of economic activity, resulting in a significant amount of job creation and a strong demand for housing,” says Sriram Mahadevan, business head at Happinest. The affordable housing arm of Mahindra Lifespace Developers has a project in Boisar. “Today, the town is a gateway to Maharashtra Industrial Development Corporation (MIDC) and is among the most affordable places near Mumbai.” In areas such as Vasind, Boisar, and Ambernath, development of infrastructure has fuelled the demand for residences, says Samantak Das, chief economist and national director-Research, Knight Frank India. Their findings between January and June 2017 [see box] indicate that Mumbai’s peripheral central suburbs including Ambernath and Vasind accounted for 45% of the total sales in the Mumbai Metropolitan Region. “There was also a 170% hike in the number of launches in peripheral western suburbs Boisar and Vasai,” observes Das.The homes might be affordable, but living in a new far-flung suburb comes with challenges. Kanchan Ahuja, 26, works as an interior designer in Lower Parel and lives in Boisar. “Commuting to work is always an issue since the frequency of trains coming from Dahanu is very low, there is one train every hour or more,” she says. “But since I have moved here in 2010, I have seen the locality transform for better, upper middle-class people with jobs in Tarapur, Virar and Churchgate live in the neighbourhood and businesses from Gujarat have offices here.” Vasind, best known for its picnic spots and the spot where the Bhatsa dam flows, is now the new home address for Ramesh Siddique, 30, a businessman from Byculla. His brother, Paresh, moved there from Mulund as well. “Paresh works at JSW Steel, a company that has a factory there,” says Siddique. “It is a good deal. He does not have to stay on rent anymore as he could easily afford a home there. There are more first homes than holiday homes in Vasind now.”

The building was declared dangerous and sea led by civic officials. Activists claimed they took the decision after all government agencies refused to save the animals, saying the building was sealed and they could not risk human lives to save dogs. The incident took place in section 17 of Ulhasnagar where four dogs were stuck on the fourth floor of Parasmani apartment, a portion of which collapsed six months ago. The building has been declared "dangerous" by the Ulhasnagar Municipal Corporation. Activist Satyajeet Burman on Saturday afternoon said he received information through one of their volunteers, Shruti Pillai, that some dogs were stuck inside the building. He said, "After I reached the spot at 1pm, I called up the Thane disaster control room, the UMC disaster team, the fire brigade and the police department, but no one was ready to come."Burman said he felt helpless and, along with Shruti, decided to rescue the dogs themselves. At 4.30 pm, they entered the building. After Burman and Shruti entered the building, their friends put up messages on social media about the activist's initiative. Soon after, the fire department reached the spot, but the duo had managed to rescue three dogs by then.Later, fire department officials joined the operation and rescued the fourth dog, who was stuck below debris. Talking to TOI, Burman said, "If we had not rescued the dogs, they may have died. Unfortunately, no one was coming forward to help us." When contacted, Rajendra Nimbalkar, Ulhasnagar Municipal Corporation commissioner, said, "The condition of the building is dangerous.Hence, I cannot give orders to my staff to enter the building as human lives are more important than dog lives."

The accused, identified as Jignesh Goradiya (36), is a resident of Vashi and runs Yushan Realty Ventures, a joint venture with his wife Pankti, at Satra Plaza building at Sector 19 in Vashi. Maple Ivy, Maple Viva, Maple Bellavue, and Maple Carniva are the projects undertaken by his firm. Investigations revealed that the project site of Maple Viva in Bellavue was not in Goradiya’s name. The accused allegedly took around ?6.05 crore from 15 people in 2015 and 2016 and promised to give them possession of the flats by November 2016. Pankti is a co-accused in the case and is yet to be arrested. The EOW is investigating four cases of cheating is registered against Goradiya at APMC police station and one at Nhava Sheva police station. Assistant Police Inspector Mahadeo Gondhali from EOW-I said, “As the construction of the building started in 2012 and the investors believed that they would get the possession of their flats on the promised date. When construction on the project stopped, the investors started asking their money back. They registered a case for cheating against the builder when he started avoiding them.” Goradiya was earlier arrested in May this by the APMC police for cheating another set of 15 people of ?6 crore by promising them flats in Maple Ivy. He was arrested while he was preparing to flee the country. Ram Chopde, Assistant Police Inspector, APMC police station said, “He secured bail in May itself after his first arrest. Now, he has been arrested for cheating again. He took money from the investors and used it to fund his personal investments and international trips. There are also two cheque bouncing cases registered against him in Ulhasnagar and Panvel.” According to the police, a cheating case was filed against Goradiya in 2016, but the court had granted him anticipatory bail in the case. Goradiya has been arrested under Sections 406 (Criminal breach of trust), 420 (cheating) and 34 (common intention) of the IPC.

When Badane was heading the department, he’d visited the shop and put up a notice asking the owner to pay R70 lakh in dues after seeing that it was a ground plus two-storey building. The discrepancy occurred while Badane was on leave and tax inspector DL Magar was tasked with recovering the amount.
