Pollution watchdog initiates steps for clean air in 17 cities
Samrat Phadnis | TNN | Jul 25, 2016, 07.49 AM IST
KOLHAPUR: The Maharashtra pollution control board (MPCB) has swung into action to take immediate and time-bound steps to curb air pollution in 17 major cities in the state, including Kolhapur, Mumbai, Pune, Aurangabad, Nashik and Nagpur, after a recent directive from the central agency. The central pollution control board (CPCB) had issued directives on July 1 addressing the need for an action plan to bring the PM10 (particulate matter 10 micrometres or less in diameter) levels down. The directives were issued in the wake of high PM10 levels recorded in 17 cities between 2011 and 2015. The data for the period showed that the air pollution levels were consistently higher than the National Ambient Air Quality Standards (NAAQS), 2009. The central environment regulator has referred how the Supreme Court, various high courts and the National Green Tribunal had issued specific directions to improve the air quality. The directive states that the central board has repeatedly asked the state agency to prepare effective air quality management plans and make efforts to get these plans implemented for the better air quality. MPCB member secretary P Anbalagan told TOI that even before they received the CPCB directives, the state had already started preparing and implementing plan for 10 cities since January this year. "Any directives from the CPCB are mandatory for us. There is no question of making any delay in its implementation. We have already allotted Rs 75 lakh each for Mumbai, Pune and Nagpur to prepare an action plan to curb the air pollution. There are steps taken in this regard as well. For instance, we are strictly implementing air quality standards for the ready-mix and stone crusher businesses, which were causing pollution in Navi Mumbai. We have brought transparency by online monitoring system," he said. He added that a meeting regarding the recent directives will be held on Monday in Mumbai along with all the stakeholders. The meeting will chalk out the action plans for the remaining 7 cities. Anbalagan is confident that the plans for the cities such as Sangli, Kolhapur, Latur, Akola, Amravati, Ulhasnagar and Badlapur will be ready soon. "We will do it in time. We will follow the directives without delay," he added. The CPCB has blamed resuspension of road dust, vehicles, burning of biomass, crop residue, municipal solid waste, construction and demolition activities, industrial units including power plans, diesel generator sets to augment power supply and fuel usage for domestic and commercial activities for the deteriorating air quality. The agency has asked the MPCB to launch extensive drive against the polluting vehicles for ensuring strict compliance within a week from July 1. Public awareness campaign for air pollution control, vehicle maintenance and minimising use of personal vehicles was also supposed to start immediately. The CPCB had directed MPCB to prevent parking of vehicles in the non-designated areas. There are some steps to be taken in 90 to 180 days as per the directives. For instance, it has been asked to place remote sensor-based PUC system, backtopping of metaled road including pavement of road shoulders, plan for conversion of natural draft brick kilns to inducted draft and other such measures in four to six months. Environmental activists demanded that a meeting to apprise all the stakeholders about the directives should be held. "Every directive will have long-term impact on each city. I speak to MPCB officials frequently and there was no mention of these directives in any meeting held in Kolhapur this month," Uday Gaikwad, city-based environmentalist, said. Sumaira Abdulali, environmentalist and convenor of Mumbai-based Awaaz Foundation, remarked that lack of sensitivity among MPCB officials towards the directives shows how Maharashtra is not serious about the pollution. "I have not read the directives; however, our past experience suggests the system is not serious about curbing pollution. The directives issued in the past remained on paper and it is a sad thing. There should be proper implementation of action plan prepared to curb pollution," she added.

Fake Walmart store discovered in Ulhasnagar during anti-FDI protests
30, Nov 2011 By
Mumbai. In an astonishing discovery, a totally fake desi Walmart store was uncovered at Ulhasnagar, an enterprising suburb of Mumbai.
In an irony of fate, the fake store was discovered by BJP workers who had actually gone to tear it down thinking it to be the American version. The black flags turned white with shock when they discovered that the desi Walmart belonged to the USA – not the United States of America but the Ulhasnagar Sindhi Association.
One of the fake Walmart shops that totally confused the anti-FDI protestors
Coincidentally the founder of the desi Walmart is our desi Sam Walton Sameer Wassan, president of a breakaway faction of the USA (Ulhasnagar Sindhi Association). Further shocking was when Sameer revealed that the desi Walmart was indeed started by FDI.
No no, not Foreign Direct Investment, he clarified. The FDI in question was Footpath Dealers of India, a breakaway faction of the USA that sold goods on the footpath.
Sam (Sameer, as he is locally known) clarified that the FDI (Footpath Dealers of India) members were repeatedly bullied by the Kirana shops to vacate the footpaths, after which they formed the desi Walmart to teach the bullies a lesson.
Actually the credit goes to my son Chota Wassan (no phonetic matches please), said a gleeful Sam Wassan, It was he who googled for Jobs when he was kicked out of his footpath space. The word Jobs was mistaken for Steve Jobs and the search led him to the fake Apple Stores in China, and lo and behold, the seeds of the desi Walmart were sown in Ulhasnagar!
When asked if he wasn't bothered by a backlash from the real Walmart that could open its store in India post FDI (Foreign Direct Investment), Sam casually shrugged the concern: No Way! In fact, our sourcing is so cheap that we have a proposal from the real Walmart to supply them goods once they set foot in India.
Meanwhile the red faced BJP workers still maintain that they weren't fooled as the desi Walmart did affect the business of Kirana shops, however, they returned silently for the fear of losing the footpath vote bank.
An equally confused Congress has asked the Prime Minister to comment on the issue, and hence we guess we won't be hearing from them for some time.
As for the desi fake Walmart, it goes on unhindered just like the average Indian FDI or no FDI.

Refusung a glass of water to a former employee of her son's factory is what got Ulhasnagar resident Veena Ramnani killed. The 63-year-old was smothered to death on July 5 and robbed of jewellery, by a 38-year-old man, who is now in police custody.
Sunil Kanoje (in hood) being escorted by cops.
The arrested accused is Sunil Sudham Kanoje, a resident of Karavli in Karjat. He was arrested by the Ulhasnagar Crime Branch, who have also recovered the deceased's gold bangles from him. Missing from home: Kanoje used to work in the factory of the deceased's son in Ulhasnagar. On the morning of July 5, Ramnani was found dead, with a pillow next to her at her Ulhasnagar residence by her son. mid-day reported the story on July 6, ‘62-year-old smothered to death with pillow.
The Ulhasnagar crime branch was investigating the case as a robbery since her jewellery was missing. With the help of the CCTV footage, we got a clue as the accused was seen roaming around. We found that he was a former employee of the [deceased's] son's incense stick factory. We looked for him at his house but he was missing and hence we doubted his involvement, said a police officer.
No water, no life: In his statement to the police, Kanoje said he used to visit Ramnani sometimes to have food. On the night of July 4, after he had dinner, he went to Ramnani's house and asked for some water. But she refused. Infuriated, he slept outside her house and waited till late night.
Later, he entered the house and first raped her, robbed her bangles, killed her and fled. We are checking the post mortem reports to get the facts clear in the case as the accused confessed during the interrogation that he had raped her, said a senior official from Thane Crime Branch.
Bangles recovered: Parag Manare, deputy commissioner of police, Thane crime branch, said teams started a search operation across Ulhasnagar, Kalyan, Panvel, Karjat railway station and adjoining areas to search for him. But they could not get leads. But on Wednesday, based on information from sources, we found that he was coming to Ulhasnagar and caught hold of him. We have recovered two bangles weighing two tolas from him and are further investigating, added Manare.

Thane: Congress corporator claims to have killed gangster Naresh Chaddi
By Faisal Tandel Posted 18-Jul-2016
An Ulhasnagar corporator has, in an alleged threat call to a builder, claimed to have got Naresh Aasandas Pahalajani alias Naresh Chaddi, notorious gangster, killed like a dog. He also claimed that he was responsible for getting former MLA Pappu Kalani, an accused in the Bhatija brothers murder case of 1990, arrested.
Godhumal Kishnani allegedly made the admission in a threat call to Dinesh Jawalirani. Chaddi was found dead under mysterious circumstances at his apartment in Kalyan's Khadakpada area on February 2 this year. His family claimed that he had been murdered, but police registered an accidental death report, instead. Chaddi was a key witness in the Bhatija murder case.
On Saturday, local builder Dinesh Jawalirani (45) registered a complaint with Central police that on June 25, Bhoja Sharma, an aide of Ulhasnagar corporator from Congress Godhumal Kishnani, met him at his house and told him to meet the neta. When I visited Godhumal's house, he started abusing me and threatened me with a gun. He questioned how I had set up a repairs shop on the Kalyan-Ambernath road without his approval, Jawalirani told mid-day.
Read Story: Pappu Kalani's 'Chaddi buddy' surrenders after 18 years
He alleged that Kishnani tried to extort Rs 5 lakh from him. But the builder refused to be cowed down.
On July 14, Kishnani called up Jawalirani, dropping down his extortion payment demand by half. I recorded the phone conversation as evidence, said the builder. During the threat call, which was in Hindi, the corporator allegedly warned him: Tumko toh pata hai na Naresh Chaddi ko aisa marwa diya jaise kutte ki maut mara ho. To convey his sense of power, he added that he had sent Kalani behind bars.
mid-day has a copy of the recorded conversation.
Armed with his recording, Jawalirani approached the police and filed a case against Kishnani and Sharma.
The case has been registered under sections 385 (putting person in fear of injury in order to commit extortion), 294 (obscene acts or words), 504 (intentional insult with intent to provoke breach of the peace) and 506(2) (criminal intimidation) of the IPC.
The Thane police said they are scrutinising the recording. We have booked the corporator and registered an extortion case against him. We will check the audio clip before taking any action against him, said Ashutosh Dhumbre, joint commissioner of police, Thane.
Cops ignored us, alleges brother Raju Pahalajani (50), Naresh Chaddi's brother, said the police had ignored the family's charge of murder. Naresh had written to the Thane police in December 2015 that he was facing threats from Godhumal Kishnani. After he was found dead, the report from JJ Hospital, too, stated that his body has injuries. I informed the police about it, including the DCP and other crime branch sleuths, but they ignored it. At least now, they should take action based on this (audio recording) evidence.
Wounds on body: The post-mortem examination report by JJ Hospital's Dr A H Meshram and Dr D J Sangle had stated that Chaddi had contusions and abrasions on his body. The histopathology, chemical analysis and accessory examination reports are still awaited, only after which the final death report can be prepared.
Who was Naresh Chaddi? His was a former associate of Pappu Kalani who was wanted in 10 criminal cases in Ulhasnagar division, including a bomb blast. He surrendered in 2012. He was a key witness in the Bhatija brothers murder case. Chaddi's name shot in the limelight in April 2010 after a text message was sent to BJP leader Eknath Khadse and then Thane police commissioner Anil Dhere, stating that the gangster was planning to plant bombs across the city. Khadse raised the matter in the Assembly.

A Congress corporator, along with his aide, have been booked by Central Police for allegedly demanding extortion money from a local builder in Ulhasnagar.
According to the complaint filed by builder Dinesh Joimal, the Congress Corporator Godhumal Kishnani and his aide Bhoja Sharma demanded Rs 2.5 lakh in lieu of allowing him to carry out the repair work of his shop.
The complainant also accused the corporator of misusing his authority for commercial gains.
A portion of Joimal's shop, located at Kalyan-Ambernath road, was recently demolished by the civic body to make way for the road widening project.
When he started repairing the damaged portion of the shop, Kishnani reportedly asked Joimal to pay the Rs 2.5 lakh extortion money if he wished to continue the work. The builder has alleged that despite being the corporator of the ward, he threatened to report his work to the Ulhasnagar Municipal corporation (UMC) if the amount was not paid.
Following the complaint, Central police in Ulhasnagar booked the accused under relevant sections of the Indian Penal code and have launched an investigation in the matter.
Kishnani is yet to respond to the allegations levied by the builder.

Ulhasnagar teen launches English newspaper in Japan University
NAVEETA SINGH | Updated: Jul 6, 2016, 06:55 AM IST, DNA
Trishit Banerjee got admission into Japan's Tohoku University last year to study advanced molecular chemistry. And now, this youngster from Ulhasnagar is teaching the Japanese to read English by bringing out this age-old university's first online English campus newspaper.
Founded in 1907, Tohoku University is more than 100 years old and is highly sought-after by students who wish to pursue academic research. However, ever since it was founded, the university has only had a Japanese campus newspaper and never an English one.
But Trishit (18) has changed that. He came up with a completely English newspaper, Sentinel, which is published twice a month on popular demand. It is the first English language newspaper at Tohoku University and at present is the only English language newspaper amongst all the seven national universities of Japan.
"Launched on May 21, 2016, it was planned as a monthly newspaper, but with an increase in the number of writers, we will publish it twice a month from this month onwards," Trishit said from Japan. The paper, which is an online newspaper, will be published on the 6th and 21st of every month.
The newspaper is popular not only in Japan, with 61.11% readership, but even in countries like Thailand, Germany, UK, the US, India, Madagascar and Trinidad and Tobago.
Besides supporting a revival of the local economy and tourism, which were badly affected due to the earthquake and tsunami of 2011, the paper also engages Japanese students who wish to learn English. "We have a 'Language Corner' to help Japanese students learn English and are including writings on exchange programmes in order to support them in the process," Trishit said.
As Tohoku University is considered to be an age-old university and information on it is hardly available in English, Prof Manabu Nakagawa will write an English column in the paper on the history of the university. He was one of the editors of a series of 11 books accounting for 9,500+ pages on the history of the Tohoku University in Japanese.

While the college initially did not have a seat to offer in the management quota, they had assured to accommodate her. "One of the students who had taken admission in the management quota got a seat through the general merit list so we had a vacancy which we were happy to offer to her," said Vidyadhar Joshi, vice-principal.However, education officials said students must be careful during form submission. HC asks Tata Power, state govt to explain water diversion
By Makarand Gadgil, Mumbai Mirror | Jul 6, 2016, 02.55 AM IST
The high court has asked the state government to file an affidavit before July 18, explaining why Tata Power is allowed to divert water from the drought-hit regions around Bhima basin to the Konkan basin, which has surplus resources. The court issued the orders while hearing a PIL filed by social activist Sanjay Lakhe Patil. In a previous hearing on May 24, the court had asked the state government to consider the diversion to the Bhima basin, so that it could provide water for drinking as well as irrigation purposes to drought-hit districts such as Pune, Solapur, Osmanabad and other districts along the Bhima River. Tata Power generates 447 mW of hydropower from its six dams, which is supplied to Mumbai. Speaking to Mirror, Jalna-based Patil said, "The combined volume of the six dams is around 50 thousand million cubic (TMC) metres and this water belongs to Bhima basin, but after using it for the generation of hydroelectricity, Tata Power diverts it to the Konkan basin." A division bench, consisting of Justices VM Kanade and MS Sonak heard the petition. "After generating power in the turbines, water from the upper reservoirs is let into the tailrace (channel leading out of the turbine) and then into downstream rivers, such as Ulhas, Patalganga and Kundalika," said Tata Power, in an earlier statement. "The people along the banks of these rivers meet their drinking, irrigation and industrial water requirements: parts of Ulhasnagar, Badlapur, villages along the Patalganga River, Lonavla, Kusgaon Budruk and Karla villages meet their drinking requirements; Karjat, Kolad, Roha, Mulshi and Paud meet their irrigation needs; and Patalganga, Rasayani, Roha and Badlapur, their industrial requirements."

Thane man harvests rainwater, helps locals
The water crisis faced by everyone in Thane district this summer made people look for ways to make ends meet. While some looked for old dams to be revived, some took to cleaning old wells and bore wells. But Ulhasnagar resident Pradip Kapoor has done what everyone else had only been talking about he installed a rainwater harvesting system at his house and is hopeful that it will not only benefit him, but his neighborhood as well.
It's now raining heavily and no one is complaining anymore as people have waited desperately for these showers. And in the midst of this blessed rainfall, Kapoor (33), who is from Kurla camp in Ulhasnagar, installed his rainwater harvesting system at a cost of about Rs 17,500.
Kapoor developed an interest in building this system and did a lot of research online to find a perfect fit for his house. I approached a company called Water field in Thane that gave me a quotation of Rs 42,000 to install the system, Kapoor said. However, his brother, who is a mechanical engineer, told him to simply order a filter, which cost around Rs 11,000.
I fixed this filter, which has an inlet, on the terrace and also fixed an outlet that is attached to the bore-well in my compound, he said. The rainwater from the terrace gets collected in the inlet and goes to the bore-well at a depth of 350 ft below the ground, Kapoor further said, adding that all the dirt and stones in the water get collected in the wastage part of the system. The entire system runs on gravity and no electricity, he said.
