Crab’s blue blood used to dupe Thane based businessman online Mumbai, May 29, 2018, UPDATED 22:26 IST The Thane crime branch has busted a gang of online fraudsters, who duped people in the name of buying and selling horse shoe crabs blue blood to pharmaceutical companies in the United Kingdom through Facebook. Earlier, this month, the Unit 1 of Thane crime branch received a complaint from Ulhasnagar based person who said that he had been duped of Rs 3.66 lakhs by some people who had claimed to have been buying horse shoe crabs blue blood for exports to a UK based pharma company. Ninad Telgote had approached Unit 1 of Thane crime branch claiming that he was contacted by some unknown person who posed as the representative of a UK based pharma company named Kent Pharmaceuticals which was involved in manufacturing of medicines using horse shoe crabs blue blood. The Facebook message said that the company needed crabs blood for manufacturing medicines and were ready to pay a large amount of money for the same. Few days before seeing this message, Telgote had seen another post from a person who claimed to supply horse crabs blood. Telgote contacted the person and exchanged mobile numbers, the person who dealt with Telgote promised a huge amount if he was able to deliver the blood. Telgote then contacted the supplier, who offered him blood at a very low price. At the same time Telgote was offered 3 times the price of what he was being supplied at by the buyer. Telgote purchased crab blood worth Rs 3.66 lakhs from the supplier and then sold it to the buyer who met him at Navi Mumbai. Once the blood was received, the buyer promised Rs 10.50 lakh to Telgote through online transfer but stopped receiving his calls and was unreachable after a few days. This is when Telgote came to know that he had been duped and filed a complaint, said a senior police officer of Thane crime branch. The crime branch officials tracked the mobile numbers and IP addresses of the computers used by the accused and nabbed a person named Abdul Kacchi from Panvel. Kachi was the person who posed as the buyer and his arrest led the crime branch team to two Nigerian nationals named Stanley Sunday, 41 and Onkanchi Madu, 40. Both Nigerian nationals were residing in Koparkhairane in Navi Mumbai. "The arrested trio revealed that they had been posing as suppliers and buyers for crab blood and would lure victims with huge returns upto three to four times of what they have invested. They would send across messages through social media and cheat people who fell into their trap," said DCP Abhishek Trimukhe from Thane crime branch. Police recovered 37 mobile phones, 21 debit cards, 28 cheque books of various banks and 47 imported watches from the accused.

The cases were registered in Vithalwadi Police Station on Wednesday and while the accused in the molestation case has been arrested, the one in rape case is still absconding. On May 23, around 3.30 pm, an 8-year-old girl had gone to her neighbour's house in Ulhasnagar-4. Her 40-year-old neighbour, Bhausaheb Vishwanath Nikalje, gave the girl his mobile phone to play games. While the minor was playing on the phone, Nikalje touched her inappropriately. The scared girl ran home and narrated the incident to her mother who then approached the Vithalwadi Police. The cops registered a case against Nikalje under Section 354 (molestation) of the Indian Penal Code (IPC) and POCSO (Protection of Children from Sexual Offences) Act and arrested him on Wednesday evening. "He was produced in Kalyan court on Thursday and have been remanded to police custody till May 29," said S Velke, Investigating Officer, Vithalwadi Police Station. In another incident, a 9-year-old girl was raped by a family friend on May 15. The incident happened between 2.15-5 pm when the girl was alone at home. The girl's mother had gone to Ulhasnagar for some work when the accused, Akash Dagdu Bharti, 29, entered the house. He took the girl to his house and then raped her. "He threatened to kill her if she told anyone," said B Salunkhe, Investigating Officer, Vithalwadi Police Station. The girl finally confided about the incident to her parents on May 23. The police lodged a case against Bharti based on what the parents told them. "He is absconding and we have launched a manhunt for him. He will be arrested soon," Salunkhe said.

12-yr-old girl electrocuted to death by water pump Updated: May 25, 2018 00:41 IST A 12-year-old girl from Ulhasnagar died after getting electrocuted while turning on the electric water pump, at her home on Wednesday morning. The girl, Nisha Shankar Chintal,12, was studying in Class 7 at an Ulhasnagar-based school. According to police, Chintal’s parents who work as a labourers left their home in camp no.3 early in the morning. At 7 am, the girl’s relative came over to wake her and instructed her to switch on the electric water pump. Ashwini Pawar, police sub inspector from the central police station said, “When Chintal went to switch on the electric water pump, the floor was already wet. She got electrocuted as soon as she touched the switch. The relative who saw her alerted the neighbours and other relatives.” The relative turned off the main switch and took Chintal to a nearby hospital where she was declared dead on arrival. “Her parents were informed, we have registered an ADR in the case. When we checked Chintal body it was wet and also the floor where the motor was kept was wet,” Pawar added.

The Ulhasnagar police have arrested the accused, Shantaram Ujjainkar. According to the Ulhasnagar police, the victim is Shantaram's son Krushna. Their family consists of Shantaram, Krushna, his wife Rekha and two younger brothers. Krushna and Rekha got married only a few months ago. However, Shantaram had a strong dislike for Rekha's cooking and thus, always created a ruckus at lunch and dinner. "On Sunday, the accused wanted to eat suran but Rekha cooked okra instead. He disliked the food and began hitting Rekha for making it. Krushna jumped in to save his wife and pushed his father aside. When he was consoling her, the father held him, pushed him against the wall and choked him," said Ulhasnagar police. "He then strangled Krushna with Rekha's dupatta. Rekha rushed to call the neighbours but by the time they arrived, it was too late. They took Krushna to the hospital, where he was declared brought dead," they added. DCP Ankit Goel confirmed the incident and said they've arrested the accused under section 302 (murder) of the Indian Penal Code.

MUMBAI Updated: May 22, 2018 10:37 IST Three youngsters who had gone for a picnic near Titwala, drowned in the Khadavli river on Sunday. Two of the victims, Roshan Singh, 28, and Suraj Singh, 27, are residents of Wagle Estate in Thane. The third victim – identified as Rajesh Tamatta, 35 – was a Nepalese citizen. The bodies were recovered on Monday and have been handed over to the respective families. The men had gone for a swim in the river, said the police. Police suspect that they drowned because the flow of the water increased in a quick span of time. “On Monday, when we reached the spot, we saw all three bodies floating in the river. The rescue team officials pulled them out of the river. They were declared dead after they were taken to the Central hospital in Ulhasnagar,” said P Kasbe, senior police inspector from Titwala police station. “We have registered an Accidental Death Report (ADR) in the case and have taken the statements of eye-witnesses.” The three men had been to the spot for a picnic on Sunday with five others. Roshan had gone for swimming in the river. When he did not return for a long time, Suraj, Rajesh and his brother, Ekender, suspected something amiss, and went in the river to search for Roshan. “I came out of the river to take help from the locals to search for Roshan. When I came back with the locals, we couldn’t find Rajesh and Suraj too. We searched for them but in vain. Following this, we called up the helpline number,” said Ekender, 46. Rajesh had come to Thane a few days back to visit his father, who is undergoing treatment for paralysis. He was to leave for Nepal today.

Man killed by father over his wife’s cooking May 22, 2018, 06:12 IST ULHASNAGAR: A 50-year-old man was arrested after he killed his son following a dispute with his daughter-in-law over not cooking vegetables properly here on Sunday. Krishna (24) was residing with his wife, Rekha (19), and his father, Shantaram Ujjainkar, at Shastri Nagar, near Vithalwadi. Police said Rekha served dinner to Shantaram when Krishna was at work. But Shantaram threw it into a gutter, which upset Rekha. When Krishna reached home, his father informed him about the dispute, so he abused his wife. After dinner, when Krishna went out for a walk, Shantaram again had an argument with Rekha and hit her in her abdomen, police said. Krisha saw his father assaulting his wife. Central police station subinspector S K Shere said, “When Krishna told his father to not assault his wife, Shantaram assaulted him and he died on the spot.”

Murder of democracy in Karnataka: Uddhav Thackeray May 19, 2018, 09.10 AM IST MUMBAI: Continuing its tirade against the BJP, Shiv Sena president Uddhav Thackeray has said that the Karnataka governor’s decision to invite BS Yeddyurappa to form the government was “a murder of democracy”. “The party with the biggest strength should be asked to form the government but what happened in Karnataka is a murder of democracy,” Thackeray said at a party meeting in Ulhasnagar on Thursday night. Questioning the decision of governor Vajubhai Vala, Thackeray asked how someone could have faith on a “person who has been a party worker since his Jan Sangh days”. The Sena president said that the events in Karnataka showed that decisions were being taken from Delhi. “If you are going to appoint chief ministers in such a manner, then why hold elections? Appoint the chief minister from Delhi. Also Prime Minister Narendra Modi will not have to interrupt his foreign tours to campaign during elections if CMs are appointed from Delhi,” he said. He further taunted the BJP by saying that the party always talks about building the Ram temple whenever elections come and said that if the party has “guts”, it should build the Ram temple the same “brazen” manner in which it decided to come to power in Karnataka. Thackeray had earlier questioned the BJP’s victory in Karnataka by saying that questions remain on the use of EVMs and challenged the BJP to hold elections through ballot papers. Cops seek time to recover file from BJP neta Updated: May 17, 2018, 05:45 IST ULHASNAGAR: Police custody of BJP corporator Pradeep Ramchandani, who was arrested for allegedly stealing a civic contract-related file from the PWD office at Ulhasnagar Municipal Corporation, has been extended to May 19. Police on Wednesday asked the Ulhasnagar court for more time to trace the "original file" allegedly stolen by Ramchandani as he handed a "false" file to them. Ramchandani was held on Saturday evening after CCTV footage showed him stealing the file. Police raided his office and recovered a file which Ramchandani claimed he had stolen. Central police station sources said when they checked with the PWD office, they found it was not the same one. CCTV footage showed the corporator picking a file from a cupboard, folding it, keeping it inside his shirt, and walking away last Thursday afternoon. Ramchandani's son is a contractor and has won civic contracts worth several crores here.

The two allegedly threatened to tarnish the builder's name such that he would find it hard to find any buyer for his real estate project. The developer, Anil Bhatija, partner of the Regency group which is developing multi-storeyed project in Ulhasnagar, has lodged a complaint against Sachin Kadam, vice-president of Maharashtra Navnirman Sena in Ulhasnagar and Gyaneshwar Patil, husband of Bharatiya Janta Party corporator Jayshree Patilat Titwala police station. Kadam and Patil have refuted the allegations against them. On their part, they have claimed that the builder has encroached upon reserved government land and since they had exposed him by bringing to the fore certain irregularities in his realty project, the builder had lodged a false complaint against them.

The police said that the businessman, Dharmendra Gupta (40), had objected after he was shortchanged for fuel at the pump. He has been admitted to hospital. Gupta had gone to Bharat petrol pump near Shree Ram Talkies in Ulhasnagar. He told TOI that the attendant at the pump started tanking up his two-wheeler without the meter reading showing the mandatory 'zero'. "When I pointed that out, the attendant insisted that he would fill the right quantity of petrol," said Gupta who had paid up Rs 160. "But he stopped filling petrol at a reading which was lower than what he had charged me." Gupta objected again, this time accusing the attendant of cheating. He alleged that the staff dragged him into their cabin where they continued to assault him. "My nose started to bleed," said Gupta who later lodged a complaint at Vithalwadi police station. While one of the alleged assaulters, Harish Katre (20), has been arrested, three other unidentified persons have been named in the complaint. When Gupta threatened to lodge a police complaint, the staff allegedly told him that the petrol pump "belongs to a policeman". Last year, an Ambernath resident had lodged a complaint against this pump for dispensing less petrol.

The accused allegedly demanded Rs 50,000 from the complainant for removal of the encroachment, a spokesperson of the Thane Police said. The complainant then approached a local court which directed the police to register an offence and carry out an investigation into the matter. Following the court's directive, the Central Police Station under the Ulhasnagar zone yesterday registered an FIR against the civic official under relevant sections of the Prevention of Corruption Act, the police said, adding that an investigation was on into the matter.

But now a video is being widely circulated among netizens of Ulhasnagar as it shows a 46-year-old BJP corporator folding a file and keeping it inside his shirt at the Ulhasnagar Municipal Corporation headquarters. But, it's not funny because the incident happened in the PWD executive engineer's cabin, which Pradeep Ramchandani is not authorised to enter when the engineer is not in. And it has caused outrage as the cabin has files related to civic contracts and the ruling party corporator's son is a local contractor, working on three infrastructure projects totally worth nearly Rs14 crore. Ramchandani, a second-term corporator, has now been arrested. Since M/S A M Ramchandani, a firm run by his son Rohit and mother Maya, have won UMC contracts, it's suspected that he may have stolen some file related to tenders- the civic body is yet to ascertain which document he had stolen. Last year, Ramchandani was in news for coming to blows with Sena corporators over a contract won by the latter's supporter. In the CCTV footage that has gone viral, Ramchandani is seen sitting in the cabin with a junior engineer and a contractor, identified as Shashank Mishra, around 1.50 pm on May 10. After some discussions, the trio leave the cabin. But soon, Ramchandani returns alone, opens a cupboard, takes a file, folds it and hides it inside his shirt before leave the cabin. UMC commissioner Ganesh Patil has ordered an internal probe to find out how Ramchandani had access to the cabin and he was not stopped from entering the room when no one was there. Ankit Goel, Thane DCP-Zone 4, said, "Ramchandani has been arrested for theft and we are probing which file is missing." The opposition parties as well as citizens are demanding his disqualification of the ruling party corporator. Currently, both accused are in police custody. Vithalwadi Police arrested Umesh Pawar for molesting his 15-year-old stepdaughter. Pawar allegedly slept next to the teenage girl at night and touched her inappropriately. Pawar had been allegedly sexually assaulting his daughter since January. He had also allegedly threatened to kill the victim if she told anyone. "Pawar molested the victim on May 7 again and told her that that he had a good time with her mother and now will have a good time with her as well," a police officer from the Vithalwadi Police Station said. Shaken and scared, the victim confided in her mother who then approached the police and lodged a case against Pawar. In a similar incident, a 45-year-old man from Ulhasnagar was arrested for allegedly molesting his 12-year-old daughter. Accorsding to the police, the incident happened on May 10 around 10.30 pm. The accused went to sleep next to his daughter and touched her inappropriately. However, his wife caught him in the act and pushed him away. "She asked him was he not ashamed of doing it to their own daughter?" a police officer from Ulhasnagar Police Station said. The accused also beat his wife and abused her verbally. The victim's mother then approached the police and filed a complaint against her husband. In both the cases, the accused were arrested under various Sections of the Indian Penal Code (IPC) and POCSO (Protection of Children Against Sexual Offences) Act, 2012.

121 trees to be axed for road project in Navi Mumbai NMMC seeks suggestions, objections from residents; says it will replant 400 trees MUMBAI Updated: May 12, 2018 00:47 IST Around 121 trees are proposed to be cut for the first phase of the Airoli-Katai Naka elevated road project, which also includes the construction of a tunnel. The trees are located along the Thane-Belapur road in Airoli. More trees will be cut as the project progresses. The plan has upset tree lovers and environmentalists in the city, who are questioning the Navi Mumbai Municipal Corporation’s decision to cut trees, when the city needs more greenery. The NMMC has pasted notices on the trees located near Siemens company premises. These include 121 old trees and also those which were planted as part of Swachh Abhiyan. A total of 343 trees will be shifted as per the plan. NMMC has sought suggestions and objections from the residents on its plan. The notice states that the action is being taken as per the Mumbai Metropolitan Region Development Authority (MMRDA) plan. Tushar Pawar, NMMC deputy municipal commissioner ( garden), said, “The MMRDA had written to NMMC about this. So we sought suggestions and objections from residents on the tree cutting issue. A total of 400 trees will be planted in lieu of the 121 trees cut. Based on the responses from the residents, we will take further action.” Objecting to the plan, leading social activist from the city, Sandeep Thakur, said, “I will take up the issue with the civic body. The NMMC should ensure that the environment is not destroyed. On the one hand, it talks about planting trees and on the other hand, hundreds of trees are being destroyed all over the city in the name of development.” Aba Ranware, an environmentalist, said, “Tall claims are being made about replantation, but one seldom sees the promise being kept. How will shifting them help? The areas they will be shifted from will face severe pollution, because most are located near chemical industries.” Airoli – Katai naka (Kalyan) elevated road project The much delayed project will connect Navi Mumbai directly to Kalyan. At present, motorists have to take the busy Mahape or Thane route to reach Kalyan. The direct road will cut the distance between Navi Mumbai and Kalyan by 7 km and reduce the travel time by almost 30 minutes. The road will also benefit motorists heading towards Dombivli, Ulhasnagar and Ambernath The project is being undertaken by the MMRDA at an estimated cost of ₹385 crore The project entails 15 km elevated road, which includes 1.5 km long tunnel that will go through Parsik Hill. Bombay HC Upholds The Dismissal Of ‘Latecomer’ Civil May 9, 2018 10:25 pm The Bombay High Court has dismissed a writ petition filed by one Girish Gosavi who is a probationer Civil Judge Junior Division and Judicial Magistrate First Class at Ulhasnagar and was dismissed from service for being unsuitable. He had challenged his discharge communicated to him on November 18, 2013, by Justice KK Sonawane of the high court, who was at the time the Principal District Judge, Thane.The petitioner also challenged a communication by the Legal Adviser and Joint Secretary, Government of Maharashtra, and the recommendations of the probation committee of the high court. Both had recommended his discharge from service. A bench of Justice RM Sawant and Justice S Kotwal rejected the argument that the order of discharge passed against the petitioner was stigmatic and concluded that it was a case of simple discharge upon finding the petitioner unsuitable. Case Backgroun dAn anonymous complaint was received by the Registry of the District Court, Ulhasnagar, dated October 18, 2011. It was stated in the said complaint that the petitioner was staying at Andheri, Mumbai, and comes to the district court in Ulhasnagar around 11.30-12.00 noon. That he does the work of the morning court after 11.30 am. He calls the advocates in his chamber and chit­ chats with them, thereby undermining the confidence of the litigants. It was further alleged that the petitioner discusses about other judges in the presence of the lawyers and he carries out court work from his chamber.He sits at 12.00 noon for the morning court and thereby creates difficulties for the staff, lawyers and litigants as reports cannot be prepared. He concluded that the petitioner remained absent from duty for 6 days each in February, March and April. It was also concluded that the petitioner remained absent in the morning court but used to attend the regular court. Submissions and JudgmentPetitioner’s lawyer Neeta Karnik argued that since the order of discharge is on account of special report of the Principal District Judge, Thane, in which disparaging remarks as regards the conduct, character and integrity of the petitioner are made, the same are stigmatic and, therefore, the petitioner could not have been discharged without being given an opportunity to explain the alleged circumstances which are against him. Karnik also submitted that the conclusion which the learned Principal District Judge, Thane, has reached as regards the unsatisfactory work and conduct of the petitioner are based upon unsubstantiated allegations. Senior advocate PS Dani appeared on behalf of the Registrar General of the Bombay High Court and the then Principal District Judge, Thane, (Justice KK Sonawane). He submitted that all the relevant material, including the ACRs written by the Principal District Judge as well as the report of the guardian judge, were placed before the probation committee of the Bombay High Court that comprises of three judges. The committee also held in favour of discharge of the petitioner. After examining the judgment of the apex court in Samsher Singh v/s State of Punjab and another, the court noted-What flows from the aforesaid judgment is that if there is a suspicion of misconduct, the discretion is of the employer to go into it or he may not go into the guilt of the probationer but would not like to keep a man he is not happy with. The court also said even if the strong language used by the Principal District Judge, Thane, could have been avoided, the probation committee still found him not suitable for continuation of service and thus the order passed against him was a simple order of discharge. He never returned. “I stayed in the hospital and underwent treatment for six months,” she said. When letters to her Ulhasnagar home yielded no response, the hospital shifted her to the infirmary. Like Kataria’s case, government hospitals are grappling with the issue of patient abandonment. With limited number of shelter homes for destitutes, the hospitals are quickly running out of beds. “We cannot accommodate everyone. In a day there are at least two enquiries regarding an abandoned patient needing shelter. We have only 80 beds, and most patients come on permanent basis,” Pranalini Laad, assistant superintendent at the King George infirmary, said. The shelter home has 60 patients from KEM, Sion and Nair hospitals. “If a patient is bed-ridden, we do not accept them. There is limited manpower. Each patient takes care of himself,” Laad added. Every year, KEM Hospital refers at least 15-20 patients to shelter homes. According to the hospital’s medical social worker Sangeeta Kasbekar, patients with paraplegia, TB and physical handicaps are those commonly abandoned. “If a patient loses mobility, they prefer to leave them at the hospital,” she said. The hospital waits two months for the family to return. “We send letters to the postal address. When no one comes we obtain a no-objection certificate from police and transfer them to a shelter home.” Like Kataria, Sadanand Gawde, aged around 62 years, was admitted to KEM Hospital by his brother. Once an alcoholic, he started living with his parents and then brothers after his divorce. After his parents’ death, his brothers slowly severed ties, he said. “I developed an infection in my leg after a fall. My brother admitted me to KEM Hospital,” he said. In 2011, he underwent an amputation. Records show no one from his family came to discharge him, following which the hospital took help from the local police to shift him to the Mahalaxmi shelter home. Abandonment of female patients is higher too. The city has less than a dozen shelter homes for destitute patients. When a government hospital needs to vacate a hospital bed, social workers are forced to discharge patients and shift them on the streets. “Most of them land up in beggars’ homes,” said Mohammad Tarique, founder of NGO Koshish that aids the homeless. He said two or three of every 10 in a beggars’ home are not beggers, but patients in need of medical care, abandoned by families. JJ Hospital annually records 25-30 abandoned patients. “A lot of advanced-stage cancer, psychiatric and old patients are deserted. We usually force families to accept their patients through the police,” said medical superintendent Dr Sanjay Surase. “In absence of enough shelter and old-age homes, patients have to be sent to beggar homes.” Government hospitals also face a dearth of medical social workers. In the Group of Tuberculosis Hospital in Sewri, medical superintendent Dr Lalitkumar Anand said the efforts to fill posts for medical social workers are under way for a long time. “Rate of abandonment is highest in TB patients due to social stigma,” he said. Banwarilal Gupta, 49, had been waiting since 2016 for a villager from his native Odisha to come for him. “I came to Mumbai in search of work with a group of villagers. My family died in the 1999 cyclone,” he said. Gupta met with an accident that led to an infection in his leg in 2016. Kandivali Shatabdi Hospital referred him to Nair Hospital. He claimed that he had informed his friends but no one came to the hospital. Eventually, with a physical handicap and unable to work as a labourer, the hospital shifted him to a shelter home. He played cards with other abandoned patients, most living there for over a decade. “This is what we do now,” said Sudhir Gopalrege, who had been living here for 15 years.

HC REJECTS LATECOMER JUDGE’S PLEA AGAINST HIS DISMISSAL ORDER Updated: May 8, 2018, 05.59 AM IST Upholds order of probation committee, which said Girish Gosavi of Ulhasnagar court came late for work, flouted judicial norms. The Bombay High Court has upheld an order of its probation committee discharging a lower court judge from service for reportedly turning up late at work on several occasions besides violating other judicial norms. In a judgment pronounced last week, a division bench of Justices RM Savant and SV Kotwal rejected a petition filed by Girish Gosavi challenging his dismissal from service by the committee. The committee had discharged Gosavi, who used to work as a judicial magistrate first class and civil judge junior division at Ulhasnagar court, from service in November 2013 after he was found to have flouted court rules. Gosavi had been serving as a judicial officer since June 2010. “There can be no gain saying in the fact that the overall suitability of a probationer is to be considered and just because in respect of some aspect a probationer has fulfilled the parameters or has an explanation to offer, his termination cannot be termed as stigmatic and punitive, if on an overall assessment he is not found suitable. It is well settled that apart from the performance the conduct of a judicial officer is also relevant,” the bench observed in its 55-page judgement. Gosavi was accused of travelling from Mumbai to Ulhasnagar every day without the permission of the court’s principal district judge. As a result, he started work late on a number of days. It was further alleged that though Gosavi was allotted an accommodation at Bhiwandi, instead of staying there, he rented a place at Kalyan, again without the principal district judge’s permission. When asked about it, he had said he paid a non-refundable deposit for the rented residence and hence, had to keep it. In its order, the High Court also observed that Gosavi engaged in meaningless talks with the lawyers and often discussed about other judges in front of them. “He does the work of the Morning Court after 11.30am and thereby creates difficulties for the staff, lawyers and litigants as reports cannot be prepared. He calls the advocates in his chamber and chitchats with them, thereby undermining the confidence of the litigants. He discusses about other judges in the presence of the lawyers,” the High Court order noted, quoting from the principal district judge’s allegations. However, Gosavi’s main defence in the High Court was that he should have been given a chance to defend himself in front of the probation committee before he was discharged from service, especially since the remarks on his conduct, character and integrity were “stigmatic in nature”. He claimed that the allegations levelled against him were unsubstantiated and that his knowledge of law and orders passed by him were never questioned. Gosavi’s lawyer also submitted that while the principal district judge had given a negative report for him for the year 2011-2012, the guardian judge of the Bombay High Court had stated that he be given another chance. This remark, however, wasn’t considered, the lawyer argued. The High Court’s lawyer, however, informed the court that the fact that Gosavi used to be late to work was not only noted by the principal district judge during a surprise visit, but also by a judge from the Kalyan court. The Kalyan court judge was appointed by the principal district judge to conduct a discreet inquiry and his findings, based on statements of several people, were the same as that of the principal district judge. Moreover, the lawyer said that guardian judge disregarding the principal district judge’s recommendation in the Annual Confidential Report 2011-2012 was an unusual sequence of events. The guardian judge’s remarks in favour of Gosavi came much later in January 2013 by which time a different judge had already been appointed for the district. Earlier in July 2012 itself, the report had been put up before the new guardian judge, who sought an explanation from the principal district judge for his recommendations against Gosavi. Based on the explanation, the issue was referred to the probation committee, which passed an order discharging Gosavi.

Man fighting cops over son's death accuses them of attack Updated: May 4, 2018, 06:04 IST TITWALA: Rajesh Jagtap, who is fighting a case against the local police after accusing them of pushing his son to commit suicide, is in hospital after an attack on him on Wednesday night. "They left me in an isolated place unconscious, believing I was dead," said Rajesh, who is still drowsy. He and his wife Pushpa, who have been facing threats, accused the policemen against whom they are fighting of orchestrating the attack. Their son Mitesh, an automobile engineering student, was found hanging in his house here in August 2017. The family alleges that Mitesh had been beaten up by the police, who had summoned him the previous day in a fake bike theft case. A criminal offence was filed against two policemen and the case was handed over to the crime branch for probe after the family moved the Bombay high court. On Wednesday evening, Rajesh was visiting his house in Titwala - the family has moved to Dombivli in fear of the cops - when an unknown person stopped him and began commiserating about his misfortune. He gave him some juice, after which Rajesh began feeling drowsy. He took him to an isolated place and attacked him with a bottle. When Rajesh fell unconscious, the man left, believing he was dead. But before he completely lost consciousness, Rajesh said he heard the man calling someone over phone and saying " Saheb kaam jhala. Ata yala Kalu nadi madhe taku ki jhada varti tangu (Sir, work done. Now should I throw him in Kalu river or hang him from a tree?)." When he came to him senses, he contacted his family, who found him along with the police and took him to the Titwala primary health centre. Later, he was shifted to Central hospital in Ulhasnagar. The family is scared and believes the accused cops are behind the attack because they had got threat letters. "The way the recent letter threatened us of dire consequences before May 3 and the attack on my husband on May 2 shows that the cops behind my son's death are now terrorising us to withdraw case," said Rajesh's wife Pushpa. The family said after their complaint about the attack on Rajesh, the Titwala police only slapped assault charges on unknown people. They demanded that the accused and the two cops in the Mitesh case be booked for murder attempt. "Since the victim did not suffer many injuries, they have booked accused under section 326 and other IPC sections," said Yogesh Gurav, assistant police inspector at Titwala police station. Vishal Thakur, DSP, Shahpur region, who is handling the case, refused to speak. "It looks like the cops do not want to help us get justice. Despite the Kalyan session court rejecting the bail of the accused cops, the police are yet to arrest them though hearing on their application for relief the HC is yet to begin," said Mitesh's uncle.

Vehicles increase in Kalyan, so does congestion Commuters have raised concerns about illegal parking , traffic congestion, lack of traffic management system, lack of proper parking space, and defunct signals MUMBAI Updated: May 04, 2018 23:48 IST Even as the city is grappling with traffic problems such as bad roads and no signals, vehicles in the city and its periphery have increased. The total vehicle population in Kalyan and Dombivli reached 8 lakh in 2017-18. In 2017-18, 1,09,443 new vehicles were registered with the Kalyan Regional Transport Office (RTO), as compared to 90,735 vehicles in 2016-17. In 2015-16, the region saw 60,719 vehicles on the road. The figures also include the vehicles in Ulhasnagar, Ambernath, Titwala, Shahad and Murbad. “As per the RTO records, motorcycles and cars are the most registered vehicles,” said an officer of Kalyan RTO. The surge in vehicles means that commuters would find travelling more difficult. Commuters have raised concerns about illegal parking , traffic congestion, lack of traffic management system, lack of proper parking space, and defunct signals. “The traffic congestion in the city is likely to get worse by the day as there are no proper measures taken to handle the increasing vehicle population,” said Babaji Avhad, assistant commissioner of traffic police, Kalyan. In 2004, the civic body had installed 10 traffic signals at Kalyan and three at Dombivli costing ₹53 .87 lakh and ₹15.26 lakh respectively. None of the signals is functional. The Kalyan-Dombivli Municipal Corporation (KDMC) is planning to hire a private company to install traffic signals across the twin city. But, there is no clarity on the time frame on its implementation. “There are some companies who have agreed to install the signals in the city but on some conditions. We are working on it and hope to finalise it soon,” said an official from KDMC, requesting anonymity of name. The KDMC is working on implementing a traffic management policy and has taken measures such as installing signals and allotting parking spaces. But residents said nothing concrete has been done. “The authorities have not done much to control the vehicle flow. Commuters are stuck in traffic for hours at times,” said Madhav Nair, 45, a resident of Murbad road, Kalyan (West). “We have been asking the RTO to stop allotment of permits to autorickshaws as the congestion at station road in increasing by the day. We have also requested the traffic police to come up with a concrete solution to deal with the traffic movement in the city. But none of the authorities have paid heed to the requests,” said Rajendra Phadke, president of Kalyan passengers’ association.

In the first leg of the tour, from May 1 to 5, Mr. Thackeray will be travelling to Palghar and Thane. According to party sources, Mr. Thackeray will be addressing only one public rally in his tour which will be in Vasai on Tuesday evening. “He will focus more on meeting local leaders of the party, and also meet individuals from different walks of life to understand their view about the MNS and improvements required in the party functioning,” said an MNS leader. On Monday Mr. Thackeray made his Twitter debut with official handle @RajThackeray. Few months ago he had launched his official Facebook page where he has been sharing his cartoons and comments on political developments. Mr. Thackeray has been a vocal critic of the bullet train project between Ahmedabad and Bandra. He has planned his visit along the proposed rail route and is likely to raise the issue during the tour. Mr Thackeray will be visiting Palghar, Boisar and Wada on May 2.
