Traffic cop beaten up two youth for asking for driving license Dec 29, 2017, 21:26 IST ULHASNAGAR: An on-duty traffic police constable and a traffic warden was reportedly assaulted by two youth for being intercepted at Nehru chowk on Friday for not carrying driving license. Police said the constable Jitendra Chavan alongwith wardan Sanjay Andhale, was patrolling at Nehru chowk at around 2.30 pm when they spotted biker driving at high speed. Chavan and Andhale stopped their vehicle and asked them to come inside traffic chowcky situated at same place to check their driving license.Chavan said when they asked for driving license both Mitesh Nakara,19 and Santosh Patil, 21 started verbal argument. When Chavan asked them to pay fine if they are not carrying driving license for violation of the Motor Vehicle Act infuriated Nakara and Patil. "Both started abusing Chavan and Andhale and Patil punched Chavan and pushed Andhale." said a Ulhasnagar police official.Both, resident of Kongaon area in Bhiwandi, were taken to Ulhasnagar police station and arrested for assaulting a public servant, criminal intimidation, intentionally insulting and voluntarily causing hurt. Prices fell after over 600 trucks laden with tomatoes arrived at the Agricultural Produce Market Committee (APMC) in Vashi and reduced the demand-supply gap on Monday morning. The price of tomatoes was lowest at the wholesale market in Ulhasnagar, where it was being sold at Rs. 6 per kg. Bal Saheb Badbade, a wholesaler at APMC, said, “The harvest this season has been great. Tomatoes are always in demand and so we place orders for it from many places in the State. Owing good weather this time, we are receiving abundant supply of tomatoes.” However, though the wholesale rate of tomatoes at APMC ranged between Rs. 7 and Rs. 15 per kg, online grocery shopping sites continued to sell the vegetable at around Rs. 40 per kg. Padma Gautam (55), who works as a domestic help, said, “My grandchildren are really fond of tomato ketchup. Now that tomatoes are so cheap, I will make a lot of ketchup so that it lasts them for months.” Meena Bhagwat (37), a home-maker in Dombivali, said, “Tomato is an essential vegetable in any kitchen. My blood pressure shoots up whenever I run out of tomatoes. Now that it has become affordable after almost two weeks, I am going to stock it in my fridge.” Meanwhile, the prices of drumstick and onion continued to remain at the season’s highest at Rs. 120 per kg and Rs. 50 per kg respectively. The supply of onions have been scarce ever since cyclone Ockhi severely damaged farms in Karnataka that supplied onions to Mumbai. Kailash Tajne, a wholesaler at APMC in Kalyan, said, “We buy onions from Bengaluru, Nashik and Andhra Pradesh. The cyclone and unseasonal rain destroyed the harvest in the southern States. We are now entirely dependent on the supply from Nashik. Prices of onions are expected to continue rising.” Mr. Badbade said the the prices of tomatoes fluctuates as it takes only 90 days to grow the crop. However, prices of onions and drumsticks, which takes months to grow, will stay high for a long time. Kiran Ahuja, a homemaker from Vashi, said, “As a north Indian, onions and tomatoes are part of most of our dishes. When prices fluctuate, it also has a bearing on the dishes that end up on our table. Though no one can control nature, we hope the weather turns favourable so that we can have balanced meals.” At APMC and other suburban wholesale markets, the price of onions from the previous harvest ranged between Rs. 50 and Rs. 55 per kg and in the retail markets between Rs. 60 and Rs. 65 per kg. But the wholesale prices from the recent harvest ranged between Rs. 45 and Rs. 50 per kg, while at retail stores it was Rs. 60 per kg.

Ulhasnagar Development Plan faces stiff opposition THANE, DECEMBER 27, 2017 00:00 IST UPDATED: DECEMBER 27, 2017 04:07 IST Ulhasnagar Municipal Corporation’s (UMC) revised Development Plan (DP) that was passed last week has failed to get an approval from the residents and could be challenged in court again. The revised DP has been categorised into the Sanctioned Part (SP) and the Excluded Part (EP) after the previous plan faced multiple petitions that resulted in a stay order by the Bombay High Court. The maps for the plan were issued on December 18 and are available on the UMC website. Kumar Jagiyasi, deputy engineer, UMC, said, “The court directed us to prepare another plan and we have done that. We are sure of what we have proposed and have set up a system to resolve issues that may arise.” According to the plan, around 300 roads connecting the city’s entry points and national highways have been proposed for development. The roads will be expanded up to 150 feet in width. Of the 300 roads, sites for 137 roads were subject to petitions and have been included in the Extented Part. Rajendra Nimbhalkar, UMC Commissioner, said, “The last time a Development Plan was approved was 40 years ago. As per the Mumbai Metropolitan Region Development Authority’s instructions, a DP is supposed to be planned and implemented every 20 years. The planning committee has planned it as per the needs of the city and as it’s growing. One can easily figure out that the DP is the need of the hour.” Mr. Jagiyasi said, “The 137 sites that are included in the EP are encroached sites. The shops have expanded and taken over half the road, we are just clearing those sites.” Kailash Jethani, a shopkeeper, said authorities had to understand that the shops were more than 90 years old and had been regularised by the corporation. “They cannot just come and start evicting us. We have been paying all the required taxes over the years.” Dinesh Karia, a businessman, said that the town is in need of development, but concerns of the residents should be considered before taking the decision. Mr. Karia said, “Our town is known for its business. Plans to develop the town must help in the growth of the business too.” Residents said that the plan does not involve demolishing big structures, but 95% small shops in the furniture market, electronics market, and bazaar would lose more than 10 to 15 feet. Mr. Manohar Lalwani, a shopkeeper, said, “Now it is obvious that showroom owners and the big businesses will not incur much loss. Only small shopowners will choke to death.” The original DP was passed in 2015, but work was stalled when 35 petitions were filed at the Bombay High Court and a stay order was issued. The planning committee to reinitiate the process was set up after the 2017 ward elections. Mr. Jagiyasi said, “The problem is that the city and its people lack basic civic sense. With this attitude, the city will never develop.” Sunny Motwani, a shopkeeper, said the demolition drive had begun in 2015 and it left over 350 people homeless. He said the business of over 100 shopkeepers was also affected. Thane man cheated of Rs 1.04 lakh for VVIP mobile number Thane, Dec 26 (UNI) In a bid to get a VVIP number for his mobile, a Sales Executive from a developer firm lost Rs 1.04 lakh, city police said on Tuesday. According to complainant, Dinesh Kalyani (25) a resident of Ulhasnagar, received a message on his mobile on December 16 that the offer of VVIP number and the mobile iPhone X free 256 GB for a sum of Rs 1,04,000. As his company had a corporate account with the mobile service provider he opted for the VVIP number 9111111111 and in return he received an email purported to have been sent from the company in which it asked him to make the payment to a certain account. Accordingly he made the payment to the account and later he received a call in which the caller confirmed of the booking and said the mobile along the SIM card and other SIMs would be delivered to him shortly. Meanwhile, when he called up the mobile service providers office in Mumbai to inquire about the status of delivery, he was shocked that the company personnel stated that there was no such offer by the company and the specified numbers were not at all of Mumbai circle they were from MP circle and had been already allotted to others there. He added that accused who offered him deal -- Raj Singh, Karan Grover and Purvesh Doshi, did not work with the company at all. The petition, filed by Ulhasnagar resident Amritpal Singh Khalsa, argues that the textbooks depict the ‘Sikh movement’ in a manner that could “infect the minds of students and spread ill-will towards Sikhs” and has urged the court to direct the Bureau to withdraw the textbooks. In his petition, filed before the Bombay high court, Khalsa referred to a chapter on Operation Blue Star that describes Jarnail Singh Bhindranwale and others involved in the Sikh struggle as terrorists, and argues that the comments are defamatory and made without any research, as there is no police record naming Bhindranwale in an FIR. Senior inspector Sanju John of the Kalyan Crime Branch said that, acting on a tip-off, the three were arrested from a residential flat in Gandhari area in Kalyan. Police identified the three as Hiraman Talreja, his son Anil and Hiramans brother Mukesh. The three are residents of Ulhasnagar, police said, adding that the betting was being operated through a special website. Police said that they had seized Rs 1 lakh in cash, laptops and mobile phones from the three. स्पर्धेपूर्वीच बिल चुकते, उल्हासनगर पालिकेचा अजब कारभार एका महापालिकेतर्फे झालेल्या फिफा फुटबॉल स्पर्धपूर्वीच कंत्राटदाराचे लाखोंचे बिल दिल्याचे उघड झाले. अव्वाच्या सव्वा आकारणा-या बिलावर डोळे झाकून सही करणा-या पालिका अधिका-यांसह संबंधितांवर कारवाई Published: December 25, 2017 12:04 AM | Updated: December 25, 2017 12:04 AM सदानंद नाईक उल्हासनगर: एका महापालिकेतर्फे झालेल्या फिफा फुटबॉल स्पर्धपूर्वीच कंत्राटदाराचे लाखोंचे बिल दिल्याचे उघड झाले. अव्वाच्या सव्वा आकारणा-या बिलावर डोळे झाकून सही करणा-या पालिका अधिका-यांसह संबंधितांवर कारवाई करण्याची मागणी शिवसेना शहरप्रमुख राजेंद्र चौधरी व माजी विरोधी पक्षनेते दिलीप मालवणकर यांनी केली आहे. दरम्यान, याबाबत आयुक्त राजेंद्र निंबाळकर यांच्यासोबत संपर्क साधला असता होऊ शकला नाही. उल्हासनगर महापालिकेने राष्ट्रीय उपक्रमांतर्गत फिफा फुटबॉल स्पर्धा १५ ते १७ सप्टेंबरदरम्यान व्हीटीसी मैदान, सेंच्युरी रेयॉन कंपनीचे ग्राउंड व चांदीबाई महाविद्यालयाच्या मैदानात झाली. त्यासाठी महापालिकेने जय्यत तयारी करून आमदार चषक फुटबॉल असे नाव देण्यात आले. आमदार ज्योती कलानी, महापौर मीना आयलानी, आयुक्त राजेंद्र निंबाळकर आदींच्या हस्ते उद्घाटन झाले. फुटबॉल स्पर्धेत अंदाजे ४३ शाळांनी सहभाग घेतल्याचे दाखवले होते. शाळांना फुटबॉल देण्यासाठी १५० बॉल खरेदी केले. तसेच फुटबॉल खेळण्यासाठी लोखंडी खांब, जाळी, पाहुण्यांसह खेळाडूंसाठी जेवण, खुर्च्या, मंडप, मैदान तयार करणे, यासाठी २९ लाखांपेक्षा अधिक खर्च आला. तीन मैदानांपैकी चांदीबाई मैदानावर स्पर्धा झाली नसतानाही लाखोंचे बिल काढले. स्पर्धा १५ ते १७ सप्टेंबरदरम्यान झाली असताना कंत्राटदाराचे बिल ४ सप्टेंबरला कसे दिले, असा प्रश्न काही जणांना पडला. त्यांनी माहितीच्या अधिकाराखाली फुटबॉल स्पर्धेचा खर्च मागवला. कार्यक्रमासाठी १५० फुटबॉल खरेदी केले असून एकाची किंमत दोन हजार रुपये दाखवली. तर, प्लास्टिकच्या भाड्याने घेतलेल्या खुर्च्यांचे भाडे प्रत्येकी ९५ रुपये, तर एक हजार जणांचे जेवण दाखवून एका ताटाची किंमत ३०० रुपये दाखवली आहे. लोखंडी खांबाचे दोन दिवसांचे भाडे ४५ हजार दाखवले असून एका टी-शर्टची किंमत ७८४ रुपये दाखवली. स्पर्धेतील साहित्यावर अव्वाच्या सव्वा किमती लावल्याचे उघड झाले असून पालिका अधिकाºयांनी डोळे झाकून बिलावर सह्या केल्या का, असा प्रश्न राजेंद्र चौधरी यांनी उपस्थित केला आहे. अशा सर्वांवर गुन्हे दाखल करण्याची मागणी त्यांनी नगरविकास राज्यमंत्री रणजित पाटील यांच्याकडे केली आहे.

The caller said he was aware that the duo worked as teachers and demanded five lakh ransom. He threatened to kidnap their teenager daughter who studied in a college at Ulhasnagar, if they failed to meet his demand. The caller called again within the next ten minutes, the complaint stated. An offence under sections 385 and 507 of the IPC was registered at Kolsewadi Police under Kalyan Division against the caller, police said, adding further probe investigation was being carried out. According to the cops, Bunty Ramnani and Rajendra Prasad Gupta – both residents of Ulhasnagar in Thane, Maharashtra – were intercepted by the Air Intelligence Unit of Hyderabad International Airport while attempting to board a flight to Dubai and Sharjah. The Ahmedabad DRI had information that the duo was flying from Ahmedabad to Hyderabad as domestic passengers and was to board the international flight on Sunday morning. “The accused had concealed the foreign currency worth Rs 99 lakh in their rectums, in the handles of their trolley bag, inside their cellphone cases and inside the false cavity of the footwear worn by them to avoid detection at the Customs check in Hyderabad. While both, Ramnani and Gupta, denied carrying any foreign currency, a search of their person and baggage revealed that they were carrying Rs 99 lakh worth Euros and US dollars,” sources said. Interrogation of the duo revealed that they were carriers recruited by an Ulhasnagar- based smuggling syndicate and were to smuggle gold and I-Phone X into India from Dubai and Sharjah purchased from these currency and that they were promised Rs 20,000 each by the syndicate.

These factories, located in Maharashtra Industrial Development Corporation (MIDC) area, were asked to shut down after investigations by the MPCB revealed that they had violated the Water (Prevention and Control of Pollution) Act, 1974, and the Air (Prevention and Control of Pollution) Act, 1981. P Anbalagan, member secretary, MPCB, said, “We asked these factories to shut down as a last resort, after they repeatedly failed to comply with environmental laws. We were forced to take this action on the basis of the severity of the violations.” He also added that there are over 90,000 factories in the state, which meant that less than 1% of the factories were found to violate pollution control laws. The 834 factories, mostly chemical or pharmaceutical units, included 49 in Pune, 380 in Ulhasnagar, 170 in Ambernath and Dombivli, 81 in Tarapur, 23 in Chiplun, seven in Taloja, and 8 in Patalganga, Roha and Mahad each. Those affected include 13 minors and eight women, police said adding that around eight people have been discharged so far. “A couple from Pimpri Chinchwad had visited Mahadev temple at Sangam river in the taluka on Thursday. After performing a puja, they distributed pedhas to the residents of Katkaripada hamlet located nearby,” PI Ajay Wasave of Murbad police station said. Soon after consuming the sweets, the villagers complained of giddiness, nausea and started vomiting. They were rushed to the hospital by local residents, he said. “Out of the 34 affected villagers, eight persons were discharged this noon. The rest are still being treated and kept under observation at the hospital,” Wasave added. Police said that they are on the lookout for the couple, who distributed the sweets. Samples of the sweets have been collected and sent for analysis, police said.

Akshay Kamble, 20, went missing from the Kanpur campus on November 29. His father, Bhimrao Kamble, has been stationed in his hostel room since November 30 trying to get leads on what might have led to his son going missing. Friends and family of the Badlapur resident have now started a campaign on Twitter using #whereisakshaykamble. They have also urged people to call the Uttar Pradesh CM and police urging them to speed up the investigation. While the Kalyanpur police are yet to get any solid leads in the case, friends and family suspect that he was discriminated at the institute for his diction. "Akshay was a bright student. He cleared the JEE in the first attempt. Such a bright student going missing is a big mystery. While the police is investigating, we need national traction in this case — from politicians to institute administration," said Mahendra Pangale, an Ulhasnagar resident who is running a campaign for Kamble on social media. Students across campuses are also trying to build pressure on the government. Bhupali Magare, a student from JNU, said "Akshay's case is just an example of what is happening across campuses in the country. Even as scores of Mumbaikars are opposing the felling of trees at Aarey Colony and other parts of the city where infrastructure-related construction is on, 20,000 trees were quietly set on fire, allegedly by land-grabbers, at Mangrul, on the outskirts of Ambernath, late on Tuesday. The trees were planted only five months ago, during a plantation drive launched by Shrikant Shinde, the Member of Parliament from Kalyan. The drive, inaugurated by Aaditya Thackeray in July, saw one lakh sapling being planted on a hillock which the state Forest Department had allotted to create a green cover. Shinde, son of Public Works Department minister Eknath Shinde, said he came to know about the fire only on Wednesday. A “devastated” Shinde said there was no question of the fire being caused by natural causes as the weather was mild, and grass along the hillock was trimmed at the time of planting the saplings. “This fire is the work of someone who has an interest in the land where trees were planted. We surveyed the damage and it became obvious that this was not a normal forest fire. It could have been caused by land-grabber or those wanting to encroach the hillock,” Shinde said, adding he will launch another drive to replace the lost trees. At the time of going to press, the police had filed a first information report under Indian Penal Code Sections 427 (mischief causing damage to the amount of Rs 50 or more) and 435 (mischief by fire or explosive substance with intent to cause damage to amount of Rs 100, or Rs 10 in case of agricultural produce). Deputy Commissioner of Police (Ulhasnagar) Ankit Goyal said the police were trying to locate eyewitnesses. “The Forest Department officials will help in investigation,” he said. Deputy Conservator of Forest (Thane territorial range) Jitendra Ramgaokar said the fire swept through an eight-hectare area. “This is not the season of forest fires, and appears to be a deliberate attempt to destroy the green cover. Strong winds spread the fire further,” he said.

Published: December 20, 2017 01:41 AM Updated: December 20, 2017 01:41 AM उल्हासनगर : शहरातील रस्त्यांची अतिशय दुरवस्था झाली असून त्यांची दुरूस्ती करा. खड्डे भरण्यासाठी ५ कोटींची तरतूद केली होती. मग ते गेले कुठे? अशा प्रश्नांचा भडिमार करत नगरसेवकांनी शहर अभियंता राम जैस्वार यांना धारेवर धरले. खड्डे भरले नसल्याची पोलखोल नगरसेवकांनी केली असून कंत्राटदाराला काळया यादीत टाकण्याची मागणी केली. उल्हासनगरमधील कोणत्या रस्त्यांची दुरूस्ती केली आणि कुठले खड्डे बुजवले असा प्रश्न नगरसेवकांनी महासभेत जैस्वार यांना केला. त्यावेळी त्यांनी अनेक रस्त्यांची नाव घेत काम झाल्याचे सांगितले. नगरसेवक शंकर लुंड, अरूण अशांत, प्रकाश नाथानी, सुनील सुर्वे, राजेश वानखडे, कविता बागूल यांनी त्यावर आक्षेप घेतला. त्यांनी प्रभागात रस्ते दुरूस्ती व खड्डे भरण्याचे काम झालेले नाही, असे सांगत पुन्हा खड्डे भरण्याची मागणी केली. रस्ता दुरूस्ती व खड्डे भरले जात नसल्याने धुळीचे साम्राज्य पसरल्याचे त्यांनी सांगितले. आयुक्त राजेंद्र निंबाळकर यांनी रस्त्याची दुरूस्ती व खड्डे भरण्यास विशिष्ट मुदत कंत्राटदाराला दिली. त्या दरम्यान खड्डे झाले असतील तर कंत्राटदाराकडून पुन्हा खड्डे भरून घेण्यात येतील, असे आश्वासन आयुक्तांनी दिले. तसेच जोपर्यंत निविदेतील रस्ते खड्डेमुक्त दिसणार नाहीत तोपर्यंत कंत्राटदाराच्या कामाचे बिल थांबवा, असा आदेश संबंधित विभागाला दिला. मात्र वाढीव खर्च देणार नाही असे स्पष्ट शब्दात आयुक्तांनी सांगितले. रस्त्याच्या कामावरून नगरसेवक प्रकाश नाथानी व आयुक्त यांच्यात शाब्दीक चकमक उडाली.

IIT-Kanpur student from Maharashtra goes missing Nearly twenty days after a 20-year-old student of Indian Institute of Technology-Kanpur (IIT-K)who hails from Badlapur went missing, his family and friends have now launched a campaign to gather support to speed up the investigation. Akshay Kamble, a third year student of Computer Science at IIT Kanpur has been missing since November 29 from the campus. On November 29, Akshay last called his family in Badlapur and said that he would take the Pushpak Express the very next day to return home for the vacation. When he did not turn up on November 30, the family tried reaching both his cell numbers but got no response. His father Bhimrao reached Kanpur the same day and found out that while he was not in campus, nobody knew about his whereabouts. He then registered a missing person's report at the Kalyanpur police station and has been living at the campus since then. Twenty days after the complaint was registered, Akshay's family and friends are now gathering all possible support to find him as the police are yet to find any major lead in the case. "The only contact that we had was on November 29. After that, a sweeper from his hostel answered one of his cell numbers and said that Akshay had given the phone to him. Although he never spoke directly, we feel that he was being discriminated and called names due to his diction and simple lifestyle in the institute as revealed by some of his friends," said Aditya Kamble, Akshay's younger brother. Mahendra Pandagale,an activist from Ulhasnagar who has been running a campaign to find Akshay said, "It is high time that the case of such a bright student missing all of a sudden becomes a priority issue for all politicians and the police. We will knock all doors until he is found." Officials at the Kalyanpur police station refused to comment on the issue.

​ उल्हासनगरची तिजोरी रितीच!Maharashtra Times | | Updated: Dec 18, 2017, 04:00AM ISTआणखी माहिती : Ulhasnagar | property tax​ उल्हासनगरची तिजोरी रितीच!‘अभय योजने’च्या अखेरच्या टप्प्यातही अवघा ७५ कोटींचा महसूल जमा म. टा. वृत्तसेवा, उल्हासनगर उल्हासनगर महापालिकेने पाचव्यांदा आणि अखेरची संधी म्हणून शहरातील थकीत मालमत्ताधारकांसाठी राबवलेल्या अभय योजनेत पालिकेची तिजोरी पुन्हा रितीच राहिली आहे. चार टप्प्यांत ७५ टक्क्यांपर्यंत सवलत देऊनही थकीत मालमत्ताधारकांनी अभय योजनेकडे पाठ फिरवली आहे. त्यामुळे पालिकेच्या तिजोरीत या कालावधीत अवघ्या ७५ कोटींचा महसूल जमा झाला आहे. त्यामुळे या थकीत मालमत्ताधारकांविरोधात पालिका काय भूमिका घेते, हे पाहणे औत्सुक्याचे ठरणार आहे. उल्हासनगर शहराच्या उत्पन्नाच्या स्रोतांपैकी एक असलेल्या मालमत्ताकराची थकबाकी तब्बल ३०९ कोटींपर्यंत पोहोचली आहे. उल्हासनगर शहरात एकूण १ लाख ७२ हजार मालमत्ताधारक असून त्यांच्याकडून पालिकेला ३०९ कोटी रुपयांचा थकीत कर येणे बाकी आहे. मात्र मागील चार वर्षांत पालिकेकडून वारंवार अभय योजना राबवत थकीत मालमत्ताधारकांना कर भरण्याची मुदत देऊनही त्याकडे मालमत्ताधारकांनी पाठ फिरवली होती. त्यामुळे पालिकेने पुढील पाच वर्षे अभय योजना न राबवण्याचा निर्णय घेत, ऑक्टोबर महिन्यापासून अखेरची अभय योजना राबवण्याचा निर्णय घेतला होता. यात थकीत मालमत्ताधारकांना ७५ ते २५ टक्यांपर्यंत टप्प्याटप्प्याने करात सूट देण्यात येणार होती. मात्र पालिकेने वारंवार आवाहन आणि भरघोस सूट देऊनही ऑक्टोबर ते डिसेंबर या तीन महिन्यांच्या कालावधीत पालिकेच्या तिजोरीत केवळ ७५ कोटी रुपयांचा थकीत कर गोळा करता आला. यातही शहरातील प्रामाणिक आणि अनेक थकीत मालमत्ताधारकांनी या योजनेला प्रतिसाद देत करभरणा केला आहे. मात्र शहरातील बड्या थकबाकीदारांकडून कर वसूल करण्यात पालिकेलाच यश येत नसल्याचे बोलले जाते. बड्या थकीत मालमत्ताधारकांना राजकीय पक्षांचा पाठिंबा असल्याने त्यांच्यावर कारवाई केली जात नसल्याचाही आरोप पालिकेवर होत असतो. त्यामुळे जोपर्यंत या बड्या थकीत मालमत्ताधारकांवर पालिका कारवाई करत नाही. तोपर्यंत पालिकेची करवसुली होणे शक्य नाही, असेही मत काही नागरिक व्यक्त करत आहेत. त्यामुळे पालिका आता बड्या धेंड्यांच्या मालमत्ता जप्त करते की राजकारण्यांच्या दबावाला बळी पडते, हे पहावे लागणार आहे. करवसुलीचा आलेख मागील दोन वर्षांत चारवेळा राबवलेल्या अभय योजनेत मालमत्ता धारकांना ५० टक्क्यांपर्यंत सूट देऊनही त्यावेळी अनुक्रमे ५२ कोटी, ७ कोटी, २२ कोटी, सव्वा सात कोटी आणि यंदा ७५ कोटी एवढाच कर वसूल करण्यात पालिकेला यश आले आहे. उपक्रमांना अपयश करवसुलीच्या प्रयत्नांसाठी पालिकेने महिला बचतगटांना दिलेले काम, थकबाकीदारांच्या घराबाहेर बँड वाजवणे, मालमत्ता जप्ती करणे, त्यांचा लिलाव करणे आदी अनेक प्रकारचा दबाव वापरूनही पालिकेला कर वसूल करण्यात आणि पालिकेच्या तिजोरीतील निधी वाढवण्यात अपयशच येत आहे. त्यात प्रत्येकवेळी शहरातील विविध राजकीय पक्षांकडून मालमत्ताधारकांना फसवी आश्वासने दिली जात असल्याने, राजकीय पक्षही पालिकेच्या करवसुलीत अडथळा आणत असल्याचे अनेकदा समोर आले आहे. मोबाईल अॅप डाउनलोड करा आणि राहा अपडेटWeb Title: ulhasnagar residents again show back to property tax concession scheme(Marathi News from Maharashtra Times , TIL Network)  Follow Maharashtra Times to get today's Latest Marathi News and current Marathi News Headlines from India and around the world. विकास आराखड्याविरोधात मोर्चाMaharashtra Times | | Updated: Dec 17, 2017, 04:00AM ISTआणखी माहिती : protestविकास आराखड्याविरोधात मोर्चा म. टा. प्रतिनिधी, ठाणे उल्हासनगर महापालिकेच्या प्रस्तावित विकास आराखड्यावर मोठ्या प्रमाणात रहिवाशांचे आक्षेप असून त्याविरोधातील आवाज वाढू लागला आहे. विकास आराखड्याच्या नावाखाली यामध्ये अनेक घोळ घालून ठेवण्यात आले आहेत. त्याची अंमलबजावणी झाली तर उरल्यासुरल्या शहराचाही बट्ट्याबोळ होईल, असा आरोप करत रहिवाशांनी सम्राट अशोक नगर ते महापालिका मुख्यालयापर्यंत शनिवारी मोर्चा काढला. मोर्चाबरोबरच आता विकास आराखड्यावर हे रहिवासी मोठ्या संख्येने हरकती नोंदवणार असल्याने या हरकतींची किती दखल घेतली जाते, यावर त्याची अंमलबजावणी अवलंबून राहील. उल्हासनगर महापालिकेने तब्बल ४३ वर्षांनी शहराचा विकास आराखडा प्रस्तावित केला. या आराखड्याला तेथील काही नागरिकांचा तीव्र विरोध आहे. त्यांनी उल्हासनगर बचाव संघर्ष समिती स्थापन केली असून शनिवारी या समितीच्या झेंड्याखाली भव्य मोर्चा काढण्यात आला. या मोर्चामध्ये सहभागी रहिवाशांची संख्या लक्षणीय होती. समितीचा सर्वात प्रमुख आक्षेप १२० फूट रूंद रस्त्याला आहे. या रस्त्यामुळे हजारो रहिवासी व व्यापारी विस्थापित होतील, असा आरोप करत त्यांच्या पुनर्वसनासाठी पालिकेकडे तयार घरे किंवा इतर कोणत्याही स्वरूपातील योजना नाही, असा आक्षेप घेतला जात आहे. तसेच या रिंगरोडचा मार्ग हा प्रारंभी धनदांडग्यांच्या घरांवरून प्रस्तावित होता, परंतु त्यांचे हितसंबंध जोपासण्यासाठी त्यामध्ये बदल करून तो झोपडपट्टीवासीयांच्या घरांवरून नेण्यात येत असल्याचा आरोप स्थानिक रहिवासी शिवाजी रगडे यांनी केला. विकास आराखड्यात सम्राट अशोक नगर भागात दाखवण्यात आलेले शैक्षणिक प्रयोजनासाठीचे आरक्षण बदलून ते रहिवासी क्षेत्र म्हणून खुले करण्याची मागणीही आंदोलकांनी केली आहे. या भागातील रहिवासी तिथे गेल्या ४० वर्षांपासून वास्तव्याला आहेत. त्यांना आरक्षणाच्या नावाखाली हटवण्यात आले तर तो अन्याय ठरेल, असे आंदोलकांचे म्हणणे आहे. हे आरक्षण रद्द करण्याची मागणी त्यांनी केली. आश्चर्य म्हणजे, पूर्वीच्या विकास आराखड्यात शहरात ४०पेक्षा जास्त मैदाने दाखवण्यात आली होती. परंतु प्रस्तावित विकास आराखड्यात मैदानांची संख्या ४वर आणण्यात आल्याचा दावा रगडे यांनी केला. या दाव्याबाबत पालिका प्रशासनाची बाजू समजू शकलेली नाही. याच भागात दफनभूमीसाठी आरक्षित भूखंडावरचे आरक्षण रद्द करून तोदेखील रहिवासी क्षेत्र म्हणूनच कायम ठेवावा, अशीही त्यांची मागणी आहे. दफनभूमीचा आरक्षित भूखंड म्हारळ येथे आहे. तो तातडीने हस्तांतरीत करण्याची आवश्यकता असल्याचे मत यावेळी व्यक्त करण्यात आले. कोकण भवन येथे जानेवारीपर्यंत मोठ्या प्रमाणात हरकती नोंदवणार असल्याचे आंदोलकांनी सांगितले. हरकती नोंदवण्याची मुदत ४ जानेवारी रोजी संपुष्टात येत आहे. मोबाईल अॅप डाउनलोड करा आणि राहा अपडेटWeb Title: protest against dp of ulhasnagar(Marathi News from Maharashtra Times , TIL Network)  Follow Maharashtra Times to get today's Latest Marathi News and current Marathi News Headlines from India and around the world. The Government Railway Police (GRP) on Saturday booked three ticket checkers for allegedly molesting a 17-year-old student, who was caught travelling ticketless, five months ago. The incident happened on July 13 this year when the girl, a resident of Ulhasnagar, and a friend were on their way to JJ School of Arts to seek admission. They were stopped by one of the accused for travelling without a ticket when they got down at Chhatrapati Shivaji Maharaj Terminus around 1pm. In her complaint to the GRP, the girl stated that the accused demanded Rs 100 as penalty for the offence. While the duo complied with the demand, their insistence on receipts did not go down well with the accused who instead took them to the official chambers were they were detained for four hours. The complaint noted that they were subject to harassment – verbal abuse and general misconduct – by ticket checkers, identified as Sandeep Shri Kaferlal Kumar, 29, Ramchandra Shripati Katpe, 52, and Bikto Bakta Singh, 25. While Sandeep and Ramchandra work in the capacity of head ticket checker, Bikto Singh is a senior TC. The GRP constituted an inquiry into the incident after the girl filed a complaint. “The case was registered after recording detailed statements of all the people involved. Our investigations proved that the woman’s complaint was genuine,” said Sanjay Shinde, senior police inspector of GRP at CST. An offence has been registered under section 354 (A), 509, 341, 34 of the India Penal Code and section 11 (I) and 12 of Protection of Child from Sexual Offences Act (POCSO) This is the second case registered against a ticket checker in a fortnight. A case was registered against a ticket checker for manhandling a passenger on platform 5 at Dadar railway station. The GRP have written several letters to the railway administration demanding putting up CCTV cameras in the chambers of ticket checkers.

Published: December 15, 2017 02:31 PM Updated: December 15, 2017 02:31 PM उल्हासनगर- शहर विकास आराखडा झोपडपट्टीवरून नांगर फिरवणार व बिल्डरधार्जिना आहे. असा आरोप मनसेने करून शिवाजी चौकात दुपारी आराखड्याची होळी केली. पोलिसांनी मनसे कार्यकर्त्यांना अटक करून नंतर त्यांची सुटका केली. उल्हासनगर विकास आराखडा गेल्या महिन्याच्या शेवटी प्रसिद्ध झाला. आराखडा दोन विभागात प्रसिद्ध झाला. आराखड्यातील पहिल्या भागातील बदलासाठी, महासभेत प्रस्ताव आणावा लागणार असून प्रस्ताव बहुमतांनी मंजूर करून शासनाकडे पाठवावा लागणार आहे. तर दुसऱ्या भागासाठी हरकत व सूचना घेण्याचा अधिकार आहे. मात्र त्यासाठी कोकण विभाग संचालक नगररचनाकार यांच्याकडे हरकत घ्यावी लागणार आहे. आराखड्यातील पहिल्या अंतिम भागात आरक्षित भूखंड, खुले मैदान, बंद कंपन्या, मैदाने, उद्याने आदी ठिकाणी रहिवासी क्षेत्र दाखविले आहे. तर झोपडपट्टी, शाळा-महाविद्यालय, रस्ते आदी ठिकाणी हरितपट्टा दाखवून धनदांडगे व बिल्डरांचे हितसंबंध जपल्याची टीका शहरातून होत आहे. शहर आराखड्याच्या दुसऱ्या भागात, 120 फुटाचा रीग रोड जात आहे. रिंग रोड 120 फुटाचा असून बहुतांश झोपडपट्टीवरून जात आहे. त्यामुळे हजारो नागरीक बेघर होणार आहे. तसेच कबरस्थान आरक्षित भूखंडा वरून हटवून सम्राट अशोकनगर येथील झोपडपट्टी व मराठी शाळेवर कबरस्थान टाकले. त्यामुळे झोपडपट्टी नागरिकांमध्ये असंतोष निर्माण झाला. त्याला असंतोषाला वाचा फोडण्यासाठी, शनिवारी संघर्ष समिती व राजकीय पक्षांनी पालिका महासभेवर मोर्चाचे आयोजन केले आहे. मनसेचे शहराध्यक्ष प्रदीप गोडसे, संजय घुगे, जिल्हाउपाध्यक्ष सचिन कदम, विध्यार्थी सेनेचे उपजिल्हाध्यक्ष बंडू देशमुख, शहराध्यक्ष मनोज शेलार, मेनुहिद्दीन शेख यांच्यासह शेकडो जणांनी दुपारी 12 वाजता शिवाजी चौकात एकत्र येऊन विकास आराखड्याची होळी केली.

Latur submits air quality action plan, Jalna to follow Dec 15, 2017, 22:35 IST Aurangabad: Latur Municipal Corporation has submitted the draft action plan on air quality to Latur Municipal Corporation to Maharashtra Pollution Control Board (MPCB) officials. Latur had figured among the list of 17 most polluted cities in the state after a five-year monitoring study conducted by the Central Pollution Control Board (CPCB) following which it was asked to submit a detailed action plan on air quality earlier this year. The action plan was submitted on December 13. The cities in the state that had recorded PM10 levels higher than the national standards from 2011 to 2015 included Mumbai, Pune, Nagpur, Nashik, Navi Mumbai and Aurangabad, having more than a million population. Municipal corporations of Nagpur, Chandrapur, Amravati, Navi Mumbai and Ulhasnagar had already submitted their action plans. The Aurangabad Municipal Corporation (AMC) submitted its draft action plan on November 29. Jalna, which has also been found to be violating air quality standards, is expected to submit its report by the end of this month. In its action plan to improve air quality (AQ), the Latur Municipal Corporation (LMC) has categorically found out that it has only 3 AQ monitoring stations and no continuous monitoring station. The city was also found to be lacking in display boards and poor roads. The most worrying fact that emerged in the report was the miserably low forest cover in the city."In Latur, only 0.35 per cent area is under forest. It is therefore imperative to develop a green belt in and around the city. The action plan suggests tree plantation beside roads and development of green traffic islands at crowded intersections sponsored by industries," air quality expert Geetanjali Kaushik, who prepared the action plan for LMC, said. She added that with 0.63 per cent forest cover, greening should be the top priority of Jalna. The action plans calls for more monitoring stations within the city in commercial, industrial and sensitive areas, installation of display boards providing air quality information to public, completion of emission inventory and source apportionment studies to highlight the sources of pollution and their respective contribution to the city's air quality, public awareness campaigns for air pollution control, vehicle maintenance and minimising use of personal vehicles, prevention of vehicle parking in congested areas, improvement of roads and promotion, use of biodiesel in vehicles and gensets, penalty on biomass and garbage burning and provision of more city buses. Kaushik submitted the draft action plan to MPCB field officer Pankaj Bawne at a meeting held in Latur in presence of LMC commissioner Achyut Hange and assistant commissioner Trimbak Kamble. The civic body is expected to begin implementation of its action plan to improve air quality.

Government releases funds for 4 polluting civic bodies; complies with SC order SANJAY BANERJEE | TNN | Dec 14, 2017, 22:11 IST NAVI MUMBAI: Four civic bodies under Supreme Court lens for polluting Ulhas and Walduni rivers for discharging untreated sewage have now been assured of funds under the central government scheme of AMRUT with the state government providing funds of Rs 101.34 crore for the STP infra The state government has speeded up the much-delayed infra and sanctioned the Rs 100 crore at one go instead of the the three phase release as ordered by the apex court last month (Nov, 14). Chief secretary, Sumit Mullick had taken an undertaking of sanctioning Rs 100 crore to the SC. "The court was pleased with the step and commitment, said Ashwin Aghor - project officer of 'save Ulhas project' of Vanashakti public trust. Vansashkati and others is behind the SC lens on the restoration and restitution of the Ulhas and Waldhuni rivers that got polluted over the years due to discharge of untreated sewage. The CS in his affidavit filed through the lawyer before the SC Thursday submitted a compliance report on the apex court order last month on November 14 of releasing funds to the four polluting units for the ``purpose of sewage treatment and for bringing Ulhas and Walduni rivers hopefully back to their natural state.'' The affidavit stated "joint secretary urban development department vide letter no. dated 7th December informed that the fund of Rs 101.34 crore has been released under AMRUT scheme for the sewage treatment plants of the Kalyan Dombivli municipal corporation, Ulhasnagar municipal corporation, Ambernath municipal council and Kulgaon-Badlapur municipal council." A total of Rs 51.66 crore out of the Rs 101.34 crore has been released under centre's AMRUT scheme to Kalyan Dombivli municipal corporation for KDMC sewage-I and KDMC sewage-II projects. KDMC is the biggest among the four and treated just 20.37% of the 216 MLD of sewage. The total cost of the STPs is Rs 443.18 crore (approx.), out of which eligible central and state share is Rs 267.78 crore. Funds released before the November 14 SC order was Rs 48.8 crore and Rs 101.34 crore released on December, 7 and disbursed as per assessment made for the civic bodies. The state government has released Rs 150.14 crore towards the total cost. The CS has also taken a personal undertaking in monitoring the infra projects. "I say and submit that all efforts taken for the utilisation of the aforesaid funds sanctioned under the AMRUT scheme for installation and commissioning of sewage treatment plants by the Kalyan Dombivli municipal corporation, Ulhasnagar municipal corporation, Ambernath municipal council and Kulgaon-Badlapur municipal council will be monitored personally by convening regular meetings of the concerned officials." The affidavit also informed compliance of the apex court regarding action against another issue of jeans polluting units and stated electricity supply has been disconnected for 366 jeans washing units-352 under Ulhasnagar and two in Ambernath.

Mumbai: While the Maharashtra Pollution Control Board (MPCB) has maintained that none of the jeans-washing units in Ulhasnagar had sought permission from them, certain politicians have suggested the setting up of a temporary effluent treatment plant (ETP) for the units. Activists claim that the setting up of an ETP for illegal units would amount to the contempt of Supreme Court order. “None of the jeans washing unit has approached us for permissions to operate,” said D.B. Patil, regional officer, MPCB. After it was brought to the notice of the SC that around 500 jeans washing units are illegally discharging untreated effluents into the Ulhas River, the apex court directed the state to shut down the units and cut off water and electricity supply. However, in a meeting with Ravindra Chauhan, minister of state for ports, medical education, information and technology, food and civil supplies, consumer protection, last month, the workers urged him to speak with the chief minister to arrange a temporary ETP for the units rather than shifting the units or shutting them down. “Setting an ETP despite the SC order is a sheer violation of law. Any politician that is stepping up for the ETP in the area will have to pay the price, as these jeans washing units are illegal,” said Stalin Dayanand, project director, Vanashakti. The MPCB has maintained that being only a regulatory body, it cannot provide ETP. “We are not entitled to provide ETP for any industrial units. The industrial units have to set up their own CETP if they have got consent to establish and operate from MPCB,” said P. Anbalagan, member secretary, MPCB. Ambernath MLA, Balaji Kinikar had earlier written to the MPCB for provision of ETP for the jeans washing unit.

State response to SC order soon on releasing funds to ‘polluting’ bodies Updated: Dec 12, 2017, 23:41 IST Navi Mumbai: The state government will file a reply before the Supreme Court scheduled on Thursday regarding the chief secretary's assurance of release of funds to four municipal bodies that were held responsible for polluting Ulhas and Waldhuni rivers. National green tribunal (NGT) had earlier gave its order in July 2015 on petition filed by NGO Vanashakti and others regarding the river pollution caused by discharge of industrial effluents. NGT had also ordered the amount to be spent by the concerned polluting bodies (industrial units and four civic bodies) for restoration and restitution of Ulhas and Waldhuni rivers.Chief secretary, Sumit Mullick had assured the SC on November 14 to disburse Rs 100 crore in a phased manner—Rs 50 crore within 30 days of the date of hearing and the order passed. The stringent order stated that the chief secretary "is bound by his statement''. Municipal commissioner of Ulhasnagar, Rajendra Nimbalkar told TOI on Tuesday, "Both of us were present in the SC last month. I have forwarded the affidavit regarding a case of pollution in my civic body and the chief secretary will also do the same on the action being taken. The court has not required our further attendance.'' The SC in its order last month stated that the chief secreatry of the government of Maharashtra, present in the court with regard to the SC order (dated October 2017), "makes a solemn statement" before the SC that a "total amount of Rs 100 crore under the AMRUT scheme or otherwise will be sanctioned for all the four municipal corporations/ councils... Kalyan Dombivli municipal corporation, Ulhasnagar municipal corporation, Ambernath municipal council and Kulgaon Badlapur municipal council.'' The order also states that apart from the Rs 50 crore to be given to the civic bodies, another Rs 25 crore will be released before January 15. The balance will be released on or before February 18, stated the order.

The app, Let It Wag, was launched in October by Yash Seth (27), a startup enthusiast from Mulund, to connect animal lovers across the country to help stray animals. It has 1,400 registered users across India and has data of veterinary hospitals and ambulance services for animals in Mumbai, Delhi, Pune and Bangalore available at the touch of a button. It also lets animal lovers discuss options for adoption of strays. Let It Wag is a result of an experience Mr. Seth had around a year-and-a-half ago. “I I saw an injured stray dog near my residence. I called up one of my friends and we rushed to its aid. It leg was crushed after being run over by a vehicle. We tried calling for help, but no ambulances were available nearby. We also called up a local veterinary clinic, but got no response,” Mr Seth said. Mr. Seth then took a picture of the injured dog and put it up on Facebook. He started getting responses and the post was shared multiple times. Help came in the form of a passerby, who arranged for an ambulance. But the experience gave Mr. Seth the idea to harness social media. He developed the application over six to nine months with the help of his friend Nishant Patel, who now manages the social media for the app. He collected ₹20,000 for the app through crowdfunding platform Ketto. “We are still developing the application to add more features. As of now rescue, adoption and creating an adoption document is possible through the application,” Mr. Seth said. The app has already become popular with animal lovers. Mandeep JST, a systems analyst from Ulhasnagar, has helped three dogs with the help of Let It Wag.“I had found an injured female dog at the Ulhasnagar station, but could not find help nearby. Later, a girl I met suggested the app to me. My fellow members immediately provided details of the nearest vets, shelters, and ambulance services, and I was able to help the dog, who was still in the same area, the next day.” Mr. Seth is working on developing a feature to find blood donors for animals, and a crowdfunding platform to raise money for their welfare.

Infant, father killed as car rams vehicle Dec 12, 2017, 11:06 IST PUNE: A man and his nine-month-old daughter were killed, while three others were injured on Monday evening after a speeding car rammed their vehicle on the service lane leading to the food mall at Taje on Pune-Mumbai Expressway, around 40km from here.The two cars veered off the service lane, fell in a nullah before turning turtle. The occupants of both the cars belonged to Mumbai. The Kamshet police identified the deceased as Sumit Sejlani (28) of Ulhasnagar and his daughter Hritika. Ravi Sejlani (24), Vina Sejlani (48) and Krisha Sejlani (27), also residents of Ulhasnagar, suffered serious injuries in the accident. A man was driving the car that rammed into the vehicle in which the Sejlani family members were travelling. According to the police, the two cars were heading towards Mumbai from Pune. Both left the expressway corridor and headed towards the food mall at Taje village around 6pm. The man driving the car did not slow down after switching to the service lane and hit the vehicle in which the Sejlanis were travelling, the police said.

The resident of Delhi had hidden the gold estimated to be of Rs 80 lakh in a vacuum cleaner. He had landed from a Dubai flight. A senior customs officer said the accused had gone to Dubai three days back. He was later released on bail. An intelligence officer said they had received a tip-off and his movements during the flight were suspicious. When the customs sleuths questioned him at the airport, he failed to give answers and got nervous, said the officer. He was found travelling with some electronic items. All of them worked barring the vacuum cleaner despite being brand new. The customs sleuths dismantled it and found that gold had been melted and used as its parts instead of iron. Earlier, the biggest seizure at the airport was of 1.3 kg of gold, valued at Rs 37 lakh. The accused had also landed from Dubai. According to the customs, in case a person is caught with any smuggled item valued over Rs 20 lakh, he is to be arrested and bailed out. Air intelligence and baggage officers have been busting the gold smuggling rackets from time and again at the airport since it started the flights from Dubai and Sharjah. RECENT SEIZURES July 26 | Two people from Muzaffarnagar in Uttar Pradesh were caught carrying over 350 grams of gold worth nearly Rs 10 lakh, concealed under a white tape wrapped around tiffin boxes filled with biryani. July 13 | A man from Punjab's Batala town was caught smuggling 540 grams of gold. It was concealed in the lining of his suitcase.July 10 | A man from Ulhasnagar in Maharashtra was caught smuggling 407 grams (41 tolas) of gold hidden in his rectum. The man had to be taken to the washroom to recover the gold, valued at over Rs 11 lakh. Box Cigarettes, liquor other favourites After Delhi and Mumbai, smugglers of gold, cigarettes and imported liquor have started operating at the Chandigarh international airport that had opened in September 2016. In the past 11 months, customs officials have seized smuggled goods worth Rs 1.6 crore. Apart from gold, imported cigarettes and liquor banned in the Indian market have also been seized in large quantities from passengers arriving from Dubai. Till date, customs sleuths have seized 674 cartons of rare cigarettes worth more than Rs 9.5 lakh. Customs sleuths have claimed to have foiled 20 attempts to smuggle gold, cigarettes and banned liquor at the airport. Sources said consignments were mainly to be delivered to traders in Delhi. Sources said smugglers find this route feasible instead of the Delhi airport.

‘अनधिकृत’चा प्रश्न दुर्लक्षित Updated: Dec 10, 2017, 04:00AM IST उल्हासनगर शहराचा विकास आराखडा प्रकाशित झाला असला तरी जोपर्यंत शहराला पूर्ण विकास धोरण लागू केले जात नाही, तोपर्यंत विकास आराखडा रिंगरूटपुरताच मर्यादित राहिल. शहरातील ८० टक्के अनधिकृत आणि जुन्या इमारती जीर्णावस्थेत उभ्या आहेत. त्यामुळे त्यांना पूर्ण विकास धोरण लागू होणे गरजेचे आहे. शरद पवार उल्हासनगर शहराचा प्रतिक्षित विकास आराखडा ४३ वर्षांनी जाहीर झाला. मात्र या आराखड्याला समर्थन कमी आणि विरोध अधिक होत आहे. सरकारचा अध्यादेश निघून एक तपाचा कालावधी उलटूनही शहरातील ८५५ अनधिकृत इमारतींना नियमित करण्याचा मूळ मुद्दा प्रलंबित आहे. त्यामुळे विकास आराखडा प्रसिद्ध झाला असला तरी जोपर्यंत शहरासाठी पूर्ण विकास धोरण राबवले जात नाही, तोपर्यंत विकास आराखडा हा केवळ शहरातील झोपडपट्ट्यांमधून जाणाऱ्या रिंगरूटपुरताच मर्यादित राहणार, यात शंका नाही. विस्थापितांचे आणि सिंधीबहुल समाजाचे शहर अशी उल्हासनगराची ओळख. व्यापारासाठीही हे शहर जवळचे. परंतु सरकारदरबारी अनधिकृत इमारतींचे शहर अशीच म्हणून ते गणले जाते. भारत-पाकिस्तान फाळणीदरम्यान सैन्याच्या छावणीत आलेल्या ९० हजार लोकसंख्येस त्यावेळच्या कल्याण कॅम्पमध्ये स्थलांतरित करण्यात आले आणि त्यातून उल्हासनगर शहराचा जन्म झाला. कालांतराने विस्थापितांनी शहरात बेधडक अनधिकृत बांधकामे आणि उंच इमारती उभारण्याचा सपाटा सुरू झाला. या अनधिकृत बांधकामांना रोखण्यासाठी शहरातील सामाजिक आणि राजकीय मंडळींनी शहरातील ७७ अनधिकृत बांधकामांच्या तक्रारी केल्या. त्यामुळे वाढत्या अनधिकृत बांधकामांना आळा घालण्यासाठी पालिकेने अशा बांधकामांना नोटिसा बजावत कारवाईचा बडगा उगारला होता. मात्र पालिकेच्या या कारवाईविरोधात शहरातील धास्तावलेल्या ८५५ इमारतींमधील नागरिकांनी न्यायालयात धाव घेतली होती. राज्यातील बड्या राजकीय नेत्यांनी यात हस्तक्षेप केला होता. अखेर फाळणीत विस्थापित झालेल्यांना पुन्हा विस्थापित करू नये, या भावनेतून १४ जानेवारी २००६ रोजी शहरातील सर्व मालमत्ता नियमित करण्याचा अध्यादेश काढत राज्य सरकारने उल्हासनगरातील अनधिकृत बांधकामांना दिलासा दिला होता. अध्यादेश काढून एक तपाचा कालावधी पूर्ण होण्यास आला असला तरी शहरातील ८५५ अनधिकृत इमारतींमधील दीड लाख मालमत्ताधारकांपैकी केवळ ९७ नागरिकांनी आपल्या मालमत्ता नियमित केल्या आहेत. त्यामुळे राज्य सरकारने अध्यादेश काढूनही शहरातील हजारो मालमत्तांच्या नियमितकरणाचा प्रश्न प्रलंबितच आहे.मुळात या अध्यादेशात टाकण्यात आलेल्या अटी-शर्थींची पूर्तता करण्यातच अनेक नागरिकांची दमछाक झाली. या अध्यादेशानंतर पालिकेतील अधिकाऱ्यांनी बैठका घेत शहरातील १ लाख ४९ हजार ७५६ मालमत्ताधारकांना अनधिकृत बांधकाम विभागाने नोटिसा बजावल्या होत्या. त्यामुळे या प्रकरणी धास्तावलेल्या २३ हजार मालमत्ताधारकांनी नियमितकरणाच्या डी फॉर्मसाठी अर्ज केले होते. त्यातील १५ हजार ४८२ प्रस्ताव केवळ झोपडपट्टीधारकांचे असल्याने ते बाद झाले. उर्वरित डीपी रोड, नाला आणि हायटेंशमध्ये येणाऱ्या मालमत्तांना विचारात घेतले जाणार नव्हते. त्यामुळे उर्वरित ६ हजार ५२६ प्रस्ताव नेमलेल्या तज्ज्ञांच्या समितीकडे पाठवण्यात आले होते. समितीने पडताळणीअंती केवळ २ हजार एक प्रस्ताव मान्य केले. त्यापैकी १६५ लोकांनी टप्प्याटप्प्याने पैसे भरल्यामुळे यातील फक्त ९७ मालमत्ताधारकांना डी फॉर्म मिळाल्याने त्यांच्या मालमत्ता नियमित झाल्या. पालिकेच्या तिजोरीत केवळ ८ कोटींचे उत्पन्न पडले आहे. सरकारच्या जाचाला कंटाळून आणि पूर्ण विकासाच्या धोरण लागू होईल, या आशेतून अद्याप नागरिकांनी या विषयाकडे कायमची पाठ फिरवली. त्यामुळे शहरातील हजारो मालमत्तांच्या नियमितकरणाचा प्रश्न प्रलंबित आहे. दुसरीकडे शहराचा प्रतिक्षित शहर विकास आराखडा तब्बल ४३ वर्षांनी प्रकाशित करण्यात आला आहे. सत्ताधारी त्याचे श्रेय घेत आहेत. विकास आराखड्यामुळे शहरातील गरिबांवर अन्याय होणार आहे. बिल्डरांना लाभ पोहोचवण्यासाठी हा आराखडा तयार केल्याचा आरोप करत यावर राजकारण सुरू झाले आहे. तसेच शहरातील हरित पट्ट्यावर धनदांडग्यांनी उभारलेल्या मालमत्ता वाचवण्यासाठी आरक्षणात बदल करण्यात आले आहेत. दुसरीकडे शहरातून जाणारा रिंगरूट हा फक्त बैठ्या चाळी आणि गरिबांच्या प्रभागातून जात असल्याने शहरातून गरिबांना बाहेर काढण्याचा डाव असल्याचे आरोप-प्रत्यारोप होत आहेत. मात्र मुळात विकास आराखडा जरी प्रकाशित झाला असला तरी जोपर्यंत शहराला पूर्ण विकास धोरण लागू केले जात नाही, तोपर्यंत विकास आराखडा फक्त रिंगरूटपुरताच मर्यादित असल्याचे बोलले जाते. शहरातील ८० टक्के अनधिकृत आणि जुन्या इमारती जीर्णावस्थेत उभ्या आहेत. त्यामुळे त्यांना पूर्ण विकास धोरण लागू होणे गरजेचे आहे. तसेच दरवर्षी शहरात धोकादायक इमारतींची संख्या आणि त्या कोसळण्याच्या घटना वाढत आहेत. त्यामुळे पालिकेलाही दरवर्षी अनेक इमारती सील कराव्या लागत आहेत. सरकारच्या इमारती नियमित करण्याच्या धोरणाच्या अटी, शर्थींमध्ये, स्थापत्य दाखला, अग्निशमन ना हरकत, आदी कागदपत्रांची पूर्तता नागरिकांकडून होणे शक्य नाही. शहरातील मालमत्ता नियमित करण्याच्या मुद्द्यावरून सरकारने आकारलेला दंड कमी तसेच माफ करण्याच्या मुद्द्यावर राजकीय व्यक्तींकडून नागरिकांची दिशाभूल केली जात होती. त्यामुळे एक तपानंतरही या अध्यादेशाकडे मालमत्ताधारकांनी दुर्लक्ष केले. त्यामुळे नागरिकांचे होणारे दुर्लक्ष, सरकारच्या पाठपुराव्याचा अभाव आणि जिल्हाधिकाऱ्यांनी याकडे केलेले दुर्लक्ष त्यामुळे शहरातील अनधिकृत इमारतींचा प्रश्न प्रलंबित आहे. त्यामुळे केवळ विकास आराखडा प्रकाशित झाला तसेच सिंगापूरच्या धर्तीवर शहराचा विकास करण्याचे खोटी आश्वासने पालिका आणि राजकीय मंडळीकडून दिली जात असली, तरी जोपर्यंत शहरासाठी क्लस्टर डेव्हलपमेण्ट लागू होणार नाही, तोपर्यंत विकास आराखड्याचा केवळ कागदावरच विकास करावा लागणार आहे.

बारचालकांकडे काणाडोळा Updated: Dec 10, 2017, 04:00AM IST डान्सबार बंद करण्यासाठी याचिका म. टा. वृत्तसेवा, उल्हासनगर शहरात मोठ्या प्रमाणात ऑर्केस्ट्राच्या नावाखाली डान्सबार सुरू असून कायदा व सुव्यवस्थेचा प्रश्न निर्माण होत आहे. त्यातच बारमधील अनधिकृत बांधकामांविरोधात पोलिस उपायुक्तांनी पालिका आयुक्तांना पत्र देऊनही पालिकेचे कारवाईकडे दुर्लक्ष होत आहे. दोन्ही विभागांतील असमन्वयामुळे बार चालकांचे फावले आहे. अखेर शहरातील डान्सबार बंद व्हावेत, यासाठी भाजप युवा मोर्चाच्या अध्यक्षांनी उच्च न्यायालयात याचिका दाखल केली आहे. यामुळे पालिका आणि पोलिस प्रशासनाच्या कार्यक्षमतेवर प्रश्नचिन्ह उपस्थित झाले आहे. उल्हासनगर शहरात बिअर शॉप आणि बारसह, ऑर्केस्ट्राच्या नावाखाली डान्सबारची संख्या वाढत आहे. हुक्का पार्लरची एक नवीन संस्कृती शहरात पाय पसरवत आहे. त्यामुळे डान्सबार आणि हुक्का पार्लरमुळे तरुण पिढी नशेच्या आहारी जात आहे. वाद, गुन्हेगारीतही वाढ होत आहे. डान्सबारमध्ये तरुणींचा वापर होत असल्याने पोलिसांनी शहरातील डान्सबारवर कारवाईचा बडगा उगारला. तरी पुन्हा डान्सबार आणि हुक्का पार्लर छुप्या पद्धतीने सुरूच आहेत. अनेक डान्सबारमध्ये मुलींना लपवण्यासाठी छुप्या खोल्या उभारण्यात आल्या आहेत. या छुप्या खोल्यांवर कारवाई करण्यासाठी पोलिस उपायुक्त अंकित गोयल यांनी पालिका आयुक्तांना पत्र देत कारवाईची मागणी केली होती. मात्र २० दिवसांहून अधिक कालावधी उलटूनही पालिकेकडून या पत्राची दखल घेतली गेली नव्हती. याबाबत बातम्या प्रसिद्ध झाल्यानंतर कारवाई सुरू केली आहे. मात्र पालिका आणि पोलिसांच्या असमन्वयाने शहरातील डान्सबार चालकांचे फावत आहे.अखेर शहरातील डान्सबारवरील बंदीसाठी उल्हासनगर भाजप युवा मोर्चाचे उपाध्यक्ष नरेश रोहरा यांनी मुंबई उच्च न्यायालायात याचिका दाखल केली आहे. या याचिकेवर १२ डिसेंबरला सुनावणी होणार आहे.

According to the Fire Brigade, the blaze erupted at around 10.15 a.m. at Sagar Complex in Ovali village, which has more than 16 warehouses. “The fire spread as there is no solid wall between the warehouses. They are separated by iron-galvanised sheets. Short circuit is suspected to be the cause of the fire,” said Datta Narayan Salvi, chief officer, Bhiwandi Fire Brigade. The warehouses stocked plastic, plywood, veterinary medicines and injections, and electric goods. “Over 30 people have been evacuated from the three-four godowns, which had just opened at that time. We had deployed fire engines from Bhivandi, Kapurbawadi, Kalyan, Ambernath, and Ulhasnagar stations,” Mr. Salvi said. Firefighting operations were still on at the time of going to press.

Published: December 8, 2017 12:23 AM | Updated: December 8, 2017 12:24 AM उल्हासनगर : शहर विकास आराखड्यासंदर्भात उलटसुलट येणा-या प्रतिक्रिया, संभ्रम, राजकीय आरोपामुळे नेमके चित्र स्पष्ट होण्यासाठी गुरूवारी झालेल्या विशेष बैठकीत वाढीव एफएसआयची मागणी करण्यात आली. भविष्यात उल्हासनगर जर उंच वाढमार असेल, तर क्लस्टरला मंजुरी, टीडीआरबद्दल धोरण ठरवावे लागेल, असे आराखडा तयार केलेल्या सेफ्ट कंपनीने स्पष्ट केले. त्याला आयुक्त राजेंद्र निंबाळकर यांनीही सहमती दर्शवली. स्थानिक केबल वाहिनीवरून या बैठकीचे थेट प्रक्षेपण करण्यात आले. पण ज्यांच्यासाठी ही बैठक झाली, ज्यांनी याचे राजकारण करत त्याला विरोध करण्यास सुरूवात केली, त्यातील ७० टक्के नगरसेवकांनी या बैठकीला दांडी मारली. विरोधी पक्षाच्या नगरसेवकांनी आरखड्यावर आक्षेप घेत रिंग रोडमुळे झोपडपट्टीवर नांगर फिरणार असल्याची प्रतिक्रिया दिली. विरोधी पक्षनेते धनजंय बोडारे, शिवसेनेचे नगरसेवक राजेंद्र चौधरी, नगरसेवक अरूण अशांत, सुनील सुर्वे, पीआरपीचे गटनेते प्रमोद टाले, भारिपच्या गटनेत्या सविता तोरणे, शिवाजी रगडे आदींनी विकास आराखडयातील उणीवांवर बोट ठेवले. विकास आराखडा बनवणारी अहमदाबाद येथील सेफ्ट कंपनीच्या अधिकाºयांनी स्वरूप, विकासक्षेत्र, हरित पट्टे आरक्षण, रहिवासी क्षेत्र, औघोगिक व व्यापारी क्षेत्र यांची माहिती दिली. शहराची उभी वाढ करणे शक्य असल्याने चार चटईक्षेत्राची गरज आहे. तसेच शहराचे क्षेत्रफळ जेमतेम १३ किलोमीटर असून ७ लाखापेक्षा अधिक लोकसंख्या आहे. गेल्या १० वर्षापासून लोकसंख्या वाढण्याची क्षमता घटली असून सध्या तो दर सात टक्के आहे, असे त्यांनी लक्षात आणून दिले. हा तर बुलडोझर प्लॅन २०१३ मध्ये सरकारकडे पाठवलेल्या विकास आराखडयावर तब्बल १६ हजार हरकती नागरिकांनी घेतल्या होत्या. त्यापैकी फक्त सहा हजार सूचना ऐकल्या. आराखडा बिल्डरधार्जीणा असल्याची टीका शिवसेनेचे नगरसेवक सुनील सुर्वे, अरूण अशांत यांनी केली. हा बुलडोझर प्लॅन असल्याची टीका बैठकीत त्यांनी केली. आराखड्डयाचे दोन भाग सरकारने विकास आराखडयाचे दोन भाग केले असून एका भागाला सरकारची अंतिम मंजुरी आहे. त्यात फेरबदल करायचे असल्यास महासभेत प्रस्ताव आणून मंजूर केलेला प्रस्ताव अंतिम मंजुरीसाठी सरकारकडे पाठवावा लागणार आहे. तर दुसºया भागातील आराखड्यातील विविध आरक्षण, रस्ते, हरितपट्टे आदी बाबत आक्षेप असेल तर त्याची तक्रार कोकण विभागीय आयुक्तांकडील सहसंचालक नगररचनाकार विभागाकडे करावी लागणार आहे. नगरसेवकांच्या हाती फारसे काही राहिले नसून मोठ्या भूखंडावरील आरक्षण आदी हटवण्यात किंवा लावण्यात बिल्डरांना यश आल्याची टीका त्यांच्याकडून सुरू आहे. उल्हासनगरची झेप सिंगापूरकडे काही अपवाद वगळल्यास आराखडा शहरहिताचा असल्याची प्रतिक्रिया महापौर मीना आयलानी, सभागृह नेते जमनु पुरस्वानी, मनोज लासी, माजी आमदार कुमार आयलानी, प्रदीप रामचंदानी, प्रकाश माखिजा आदींनी दिली. आराखडयामुळे शहराचा विकास सिंगापूरच्या दिशेने होईल, अशी आशाही त्यांनी व्यक्त केली.

विकास आराखडा हरकतींना मुदतवाढ Updated: Dec 8, 2017, 04:00AM IST म. टा. प्रतिनिधी, कल्याण उल्हासनगर महापालिकेच्या प्रारूप विकास आराखड्यावर हरकती व सूचना नोंदवण्याला अखेर मुदतवाढ देण्यात आली आहे. आधी ही मुदत अवघ्या १२ दिवसांची होती. ती वाढवून ४ जानेवारीपर्यंत करण्यात आल्याने आता या आराखड्याचा अभ्यास करणे तेथील रहिवासी व तज्ज्ञांना शक्य होणार आहे. मात्र या आराखड्याच्या प्रतीसाठी ८ हजार रुपये शुल्क कायम ठेवण्यात आले आहे. तब्बल ४३ वर्षांनी उल्हासनगर महापालिकेचा प्रारूप विकास आराखडा जाहीर करण्यात आला आहे. याआधी सन १९७४मध्ये हा विकास आराखडा प्रसिद्ध झाला होता. त्यातच पालिकेच्या स्थापनेनंतर हा पहिलाच आराखडा आहे. अनधिकृत बांधकामांसाठी कुप्रसिद्ध उल्हासनगरला किमान काही प्रमाणात का होईना, विकासाची दिशा देण्यासाठी हा विकास आराखडा अत्यंत महत्त्वाचा ठरतो. परंतु आश्चर्य म्हणजे, या आराखड्याच्या प्रती पालिकेने तयार ठेवल्या नव्हत्या. तसेच त्यासाठी ८ हजार रुपये मोजावे लागणार होते. भर म्हणून कोकण संचालक यांच्याकडे या आराखड्यावर हरकती नोंदवण्यासाठी फक्त १२ डिसेंबरची मुदत ठेवण्यात आल्याने नेमके कोणाचे हितसंबंध पालिका जपत आहे, असा संशय निर्माण झाला होता. या आराखड्यावर हरकती घेण्याची मुदत वाढवावी, या मागणीला अखेर प्रशासनाने सकारात्मक प्रतिसाद देत ४ जानेवारीपर्यंत ही मुदत दिली आहे. पालिकेतील सूत्रांनी या वृत्ताला दुजोरा दिला. रस्त्यांची रूंदी कमीच ठेवण्यात आल्याने टीका होत असताना पालिकेने मात्र त्याची भलामण केली आहे. जुन्या विकास आराखड्यात उल्हासनगरातील मोकळ्या जागांचे क्षेत्र अवघे २ टक्के ठेवण्यात आले होते. ते वाढवून आता १२ टक्क्यांवर प्रस्तावित केल्याचे पालिकेकडून सांगण्यात आले. रिक्रिएशन सुविधांसाठी ३वरून १२ टक्क्यांवर जागा आरक्षित सुचवण्यात आली आहे. रहिवासी क्षेत्र मागच्या आराखड्याइतकेच ४० ते ४५ टक्के इतके कायम ठेवल्याचे सूत्रांनी स्पष्ट केले. रहिवासी क्षेत्रात कोणतीच कपात सूचवण्यात आलेली नाही, याकडे त्यांनी लक्ष वेधले. ज्या १२० फूट रिंगरोडवरून सध्या येथील राजकीय पक्षांनी दंड थोपटले आहेत, त्याची रूंदी कमी करण्याचा अधिकार स्थानिक महासभेला असल्याचेही सांगण्यात आले.महासभेत ठराव करून आवश्यक त्या कायदेशीर प्रक्रियेचे पालन करण्यात आले तर रस्त्याची रूंदी कमी करण्याचा पर्याय खुला आहे. विशेष म्हणजे या आधीच्या विकास आराखड्याच्या वेळी टीडीआर तसेच वाढीव एफएसआयसारखे पर्याय उपलब्ध नव्हते. त्यामुळे या शहराचा विकासच खुंटला. पण आता जागामालकाची जमीन किंवा बांधकाम रस्त्यांमुळे किंवा इतर महत्त्वाच्या आरक्षणामुळे बाधित होत असेल तर नियमानुसार टीडीआर त्यांना मिळू शकणार आहे. त्यामुळे उल्हासनगरातील विकासाला जोरदार चालना मिळू शकेल, असा प्रशासनाचा दावा आहे.

According to the Fire Brigade, the blaze erupted at around 10.15 a.m. at Sagar Complex in Ovali village, which has more than 16 warehouses. “The fire spread as there is no solid wall between the warehouses. They are separated by iron-galvanised sheets. Short circuit is suspected to be the cause of the fire,” said Datta Narayan Salvi, chief officer, Bhiwandi Fire Brigade. The warehouses stocked plastic, plywood, veterinary medicines and injections, and electric goods. “Over 30 people have been evacuated from the three-four godowns, which had just opened at that time. We had deployed fire engines from Bhivandi, Kapurbawadi, Kalyan, Ambernath, and Ulhasnagar stations,” Mr. Salvi said. Firefighting operations were still on at the time of going to press.

16 godowns gutted in fire in Bhiwandi Thane, Dec 6 (PTI) A fire destroyed at least 16 godowns in the poweloom town of Bhiwandi in the district today, an official said. There were no reports of any casualty. The blaze started at around 10 am in one of the godowns and quickly spread to 15 other storage units located in the area, said District Disaster Management Control (DDMC) chief Asmita Nikam. A dozen fire engines from Kalyan, Dombivili, Thane, Ulhasnagar, and Bhiwandi were pressed into service to douse the flames, Nikam said. The cause of the inferno was not yet known, the officer said. According to reports, electrical goods and timber were stored in the affected godowns.

Mumbai: The Ulhas and Waldhuni rivers in the Thane-Badlapur belt are reeling under pollution, and top of this, government documents reveal that the quality of treated water, which is further supplied to residential and industrial complexes for drinking purpose, is also poor. An RTI query revealed that the Maharashtra Industrial Development Corporation (MIDC) has complained to the Maharashtra Pollution Control Board, stating that due to the pollution in the river near the water intake well of MIDC Barvi water works in Jambhul and Shahad area, the quality of the treated water has been severely affected. “The quality of raw water is deteriorating due to some unknown effluents mixing in it at upstream locations. The colour of Ulhas river water is also found to be slightly blackish,” said the MIDC letter. A lab test report of the water sample from Ulhas and Waldhuni rivers by citizens group revealed that the pH value of the treated water at some sites ranged between 1 and 5, which is beyond the standard limits. “We have been repeatedly complaining to the civic authorities, yet the situation remains the same,” said Satyajit Burman, member of Ambernath, Citizens Forum. The MPCB has directed the Ulhasnagar Municipal Corporation to divert the Khemani nullah that has been releasing untreated sewage into the Ulhas River. “The Nullah continues to drift untreated sewage into the river. The MPCB has directed the civic body to divert the nullah by January 2018,” said D.B. Patil, Regional Officer, MPCB. Standards to adhere to According to the standards laid by Ministry of Environment and Forests, Government of India for CETP, as per Environment Protection Rules, 1986, the pH should be recorded between 5.5-9. Permissibe limit for the COD is 250 mg/l.

"They even forcefully got the two-wheeler out from the towing vehicle," said a police officer with the Vitthalwadi police station. The argument escalated when the youth started abusing and assaulting Sul. "Another traffic cop captured the entire incident on his mobile phone and informed the main police control room. The two men were then taken to the Vitthalwadi police station and subsequently arrested," said another officer. The duo has been charged under relevant sections of the Indian Penal Code.

We have made several complaints in the past but no action has been taken. The tobacco sachet with the’ Om’ symbol is being sold across Mumbai. It is an offence to sell liquor and alcohol packaged with symbols or signs of any religion.The manufacture and sale of the product is going on in full swing without any fear. It is the need of the hour to impose a total ban on such products using such a sacred name.On February 16, 2016, I had filed a complaint at the Kurla police along with enclosing a sample packet of the tobacco pouch sold under the title name” ‘Om’ Special Pandharpuri Tambakhoo No 1’. I had forwarded the complaint to the Chief Minister of Maharashtra and the concerned departments at Mantralaya along with samples of ‘Om’ tobacco. “On paper, the company is being shown as closed since August 4,2012. However, the manufacturing, selling and distribution of the tobacco is going on in full swing. I purchased several Om tobacco packs two days ago,”added Krishnan.The tobacco is being produced at Pakitwala building, station road at Kurla(West).The tobacco is also manufactured at Anand, Gujarat. A priest at Babulnath temple said,” The word ‘Om’ is a universal mantra in Hinduism, Buddhism and Jainism. How can it be used to promote the use of tobacco? The government should take action against it.” Earlier Naresh Raghani , a developer from Ulhasnagar had lodged a complaint against the manufacturers of the brand for hurting religious sentiments by using the word ‘Om ‘ on tobacco sachets. Acting on his complaint, the police had registered a case for hurting religious sentiments and written to the Controller of Patents and Trademark. However, no action was taken against the manufacturers who continue to sell the product. Several calls were made to the manufacturer on the number mentioned on the tobacco sachets but they remained unavailable for a comment. According to Lalasaheb Shetye, Senior Inspector, Kurla police station, “We had registered a First Information Report in 2016. When our team visited the tobacco the unit, it was shut. We had forwarded the matter to the Food and Drugs Administration Department.”

उल्हासनगरचा श्वास कोंडणार Updated: Dec 4, 2017, 04:00AM IST बेकायदा बांधकामांसाठी रस्त्यांची रुंदी कमी; प्रस्तावित विकास आराखडा वादग्रस्त म. टा. प्रतिनिधी, कल्याण बेसुमार अनधिकृत बांधकामांसाठी कुप्रसिद्ध असलेल्या उल्हासनगर शहराचा प्रस्तावित विकास आराखडा अखेर तब्बल ४३ वर्षांनी प्रसिद्ध झाला आहे. इतक्या प्रदीर्घ अवधीनंतर हा आराखडा प्रसिद्ध होत असला तरी आश्चर्य म्हणजे त्यावर हरकती नोंदवण्यासाठी अवघ्या १२ दिवसांची मुदत देण्यात आली आहे. बेकायदा बांधकामे वाचवण्यासाठी बहुसंख्य रस्त्यांची रुंदी कमी करण्याचा प्रस्ताव असल्याने या आराखड्याची अंमलबजावणी झाली तर उल्हासनगरचा श्वास कोंडण्याची भीती आहे. कहर म्हणजे प्रस्तावित आराखड्याच्या अभ्यासासाठी त्याची प्रत हवी असल्यास त्यासाठी आठ हजार रुपये मोजावे लागणार आहेत. उल्हासनगर शहराचा विकास आराखडा याआधी सन १९७४मध्ये तत्कालीन राज्य सरकारने मंजूर केला होता. त्यावेळी उल्हासनगरची लोकसंख्या होती १ लाख ६८ हजार. सन १९८३मध्ये हे शहर कल्याण-डोंबिवली महापालिकेत समाविष्ट झाले खरे; मात्र नंतर ते कल्याण-डोंबिवली महापालिकेतून वगळण्यात आले व स्वतंत्र उल्हासनगर महापालिकेची स्थापना झाली. परंतु कोणत्याच राजकीय पक्षाने या शहरात अधिकृत बांधकामे होतील, असा विकासाभिमुख अजेंडा राबवला नाही आण‌ि बहुतांश बांधकामे अनधिकृत झाली. या बांधकामांची संख्या इतकी झाली की ती पाडायची ठरवली तर संपूर्ण शहरातील हाताच्या बोटावर मोजता येतील इतकीच अधिकृत बांधकामे शिल्लक राहतील. त्यामुळे राज्य सरकारला उल्हासनगरातील बांधकामे नियमित करण्यासाठी वेगळा अध्यादेश काढावा लागला. परंतु त्यानुसारही बांधकामे नियमित होऊ शकलेली नाहीत.या बेकायदा बांधकामांनी शहराचा बट्ट्याबोळ केला असताना तब्बल ४३ वर्षांनी पालिकेने प्रारूप विकास आराखडा जाहीर केला आहे. जागा दिसेल तिथे बांधकामे झाल्याने या आराखड्यात रस्ते रूंद करणे शक्य राहिलेले नाही व बहुतांश रस्त्यांची रूंदी कमीच करण्याचा प्रस्ताव प्रशासनाने दिला आहे. त्यामुळे कदाचित अनधिकृत बांधकामे पाडण्याची संख्या कमी होणार असली तरी या शहरापुढील समस्या मात्र अधिकच जटील होणार आहेत. आश्चर्य म्हणजे शहाड स्थानक परिसर तसेच अत्यंत महत्त्वाच्या रिंगरूट या रस्त्यांची रुंदीही कमी करण्याचा प्रस्ताव या आराखड्यात आहे. अनेक रस्त्यांची जागा रहिवासी क्षेत्रासाठी खुली होणार असल्याने या आराखड्याची तंतोतंत अंमलबजावणी झाली तर उल्हासनगराचा श्वास कोंडण्याची भीती आहे. वालधुनी ही नदीच! आतापर्यंत वालधुनी नदीला वारंवार नाला म्हणून संबोधले जात होते. वास्तविक प्रदूषणामुळे या नदीला नाल्याचे स्वरूप आले आहेच, परंतु नाला अशी अधिकृत नोंद झाल्यावर त्यावर भराव घालून भू-माफिया पुढील काळात या नदीचे अस्तित्वच संपुष्टात आणेल, अशी भीती स्थानिक कार्यकर्त्यांना वाटते. सुदैवाने या प्रस्तावित आराखड्यात पालिकेने वालधुनीचा उल्लेख नदी म्हणूनच केला असून ‘नदी बचाव चळवळी’चा हा पहिला विजय मानला जात आहे. नगररचनाकार पद रिक्त उल्हासनगर महापालिकेने प्रारूप विकास आराखडा प्रसिद्ध केला असला तरी गेल्या काही महिन्यांपासून या पालिकेत नगररचनाकार हे महत्त्वाचे पद रिक्त आहे. त्या जागेवर कोणाचीही नेमणूक करण्यात आलेली नाही. शहराचा विकास आराखडा मंजूर होत असताना हे पद रिक्त राखणे हा अक्षम्य दुर्लक्षाचा प्रकार असल्याची टीका होत आहे.

Published: December 2, 2017 11:54 AM | Updated: December 2, 2017 03:58 PM उल्हासनगर : रेल्वे स्टेशन परिसरात गाडी टोईंग करताना दोन तरुणांनी वाहतूक पोलीस अधिकाऱ्याला शिवीगाळ व धक्काबुक्की केली. याप्रकरणी विठ्ठलवाडी पोलीस ठाण्यात गुन्हा दाखल झाला. उल्हासनगर कॅम्प क्रमांक 4 परिसरातील रेल्वे स्थानक परिसरात रस्त्यावर व वाहतुकीस अडथळा निर्माण करणाऱ्या गाड्या टोईंग व्हॅनवरील कर्मचारी शुक्रवारी (1 डिसेंबर) संध्याकाळी 5 वाजता उचलत होते. त्यावेळी विशाल आढाव, गणेश लष्करे व सहाय्यक पोलीस उपनिरीक्षक दत्तात्रय सुळ यांच्यात तूतू-मैंमैं झाली. तरुणांनी पोलीस अधिकारी सूळ यांना शिवीगाळ व धक्काबुक्की दिल्याने स्टेशन परिसरात तणावाचे वातावरण निर्माण झाले. याप्रकरणी तरुणांविरोधात विठ्ठलवाडी पोलीस ठाण्यात गुन्हा दाखल झाला. शहर वाहतूक पोलिसांनी रेल्वे स्टेशन पूर्व परिसराचा दोन दिवसांपूर्वी आढावा घेऊन पार्किंगबाबत सूचना दिल्या होत्या. त्यानंतरही शुक्रवारी काही गाड्या रस्त्यावर व बाजूला वाहतूक कोंडी होईल,अशा ठिकाणी पार्क करण्यात आल्या होत्या. रस्त्याच्या बाजूला विशाल व गणेश यांनी लावलेली बाईक पोलीस टोईंग पथकाने उचलली. त्यावेळी विशाल आणि गणेश या दोन तरुणांनी उचलेली गाडी जबरदस्तीने खाली ओढून घेतली. यावेळी टोईंग व्हॅनवर उपस्थित असलेले सहाय्यक पोलीस उपनिरीक्षक दत्तात्रय सुळ यांनी गाडीला जॅमर लावण्याचा प्रयत्न केला. मात्र याचा राग तरुणांना आला व त्यांनी पोलीस अधिकारी सुळ यांच्या अंगावर धावून जात शिवीगाळ केली. तसंच 'आता तुझी वाट लावतो, तुमची औकात काय आहे?' अशी अपमानजनक वक्तव्य केली. यानंतर वाहतूक पोलिसांनी विठ्ठलवाडी पोलीस ठाण्याला फोन करून सर्व प्रकार सांगितला. पोलिसांनी दोघांना ताब्यात घेतले.

Review: The Quest Continues; Lost Heritage - The Sikh Legacy in Pakistan by Amardeep Singh Besides tracking Sikhism’s cultural footprint in Pakistan, this book also underlines the fact that peaceful coexistence enriches lives Updated: Dec 01, 2017 20:53 IST I’m not a Sikh or even a Punjabi. As a somewhat deracinated middle class Malayali Hindu raised in 1980s Bombay, no traumatic race memories shadowed my childhood. I first heard about the Partition from a Sindhi who had fled Karachi for the refugee camps of Ulhasnagar, and from the grandparents of Punjabi friends who made that fraught journey on trains across the border. The reminiscences were tinged with nostalgia for what had been left behind. And then there was that skein of horror. “We were scared every time the train stopped because, if the Muslims got on, they’d kill all of us,” our Hindi teacher recounted for the umpteenth time during a ‘free period’. There were many Muslim students at the Catholic school I attended. They looked on mutely. We were Indian school children together at a peculiar point in history when Amar, Akbar and Anthony were beginning once more to turn their jaundiced eyes on each other, just after Indira Gandhi and the Delhi massacres but before Babri Masjid and the Bombay bomb blasts. No, we didn’t start the fire but we’ve been caught in that hot-cold conflagration ever since.I thought of all this as I flipped through Amardeep Singh’s superb The Quest Continues; Lost Heritage – The Sikh Legacy in Pakistan. A follow up to his earlier volume on the same subject, Singh’s work clearly emerges from a place of intense religiosity and ethnic loyalty, from his need to explore the cultural roots of the Sikh community. While the first book was based on the author’s explorations across 36 cities and villages in Pakistan, the second takes in Pakistan Administered Kashmir, Sindh, Balochistan, Khyber Pakhtunkhwa and Pakistani Punjab.The supporting photographs are spectacular and the writing is personal, devoid of unnecessary stylistics and rich in anecdote. Most rewardingly, it places historic events and personalities in context. So a picture of the foundation stone of the Khalsa High School, Rawalpindi, laid by HH Sir Michael Francis O’Dwyer, Lieutenant Governor of the Punjab on the 1st of August, 1913, is accompanied by a paragraph reminding the reader that it was under O’Dwyer’s watch that Colonel Reginald Dyer led troops to Jallianwala Bagh in Amritsar leading to the deaths of 379 unarmed civilians there. With Partition, the entire Sikh population of Rawalpindi left for India and the Khalsa school eventually became the Government Muslim Higher Secondary School.The chapter on Faisalabad, formerly Lyallpur, offers up these nuggets: “The Sufi singers, Fateh Ali Khan, Nusrat Fateh Ali Khan and Rahat Fateh Ali Khan grew up in the by-lanes of Faisalabad. Teji Bachchan, mother of the famous Bollywood actor Amitabh Bachchan, was born here to the Sikh family of Barrister Khajan Singh. She grew up learning and performing Kirtan at the gurudwara in Rail Market. Last but not least, it was here that Master Sunder Singh Lyallpuri founded the ‘Hindustan Times’, the English newspaper which was later sold to the Birla family in 1933 and has today grown to become India’s national daily.’Then there’s the story of Mirpur in Kashmir, where many Hindus and Muslims sought refuge but were attacked by tribesmen from the North West Frontier. Of the 10,000 refugees apparently only 1,600 survived. “Ironically, Mirpur, the hill city that had 80 percent non-Muslims was wrenched of its secularity. After 1947, Mirpur became a 100 percent Muslim city. However, with the construction of Mangla Dam, Mirpur was submerged under the reservoir in 1967. This resulted in yet another wave of migration towards Britain. Today, around 70 percent of the British Pakistani community is from Mirpur. In a span of 20 years from partition, the old city of Mirpur had disappeared and its population dispersed.” The power of a work can be judged by how effectively it spurs the reader to embark on intellectual journeys of her own. The story of Mirpur reminds me of camel catcher Paddy McHugh’s account of the million wild camels that now roam the Australian Outback. “They were all brought from what is now Pakistan to build the railways and then when motor vehicles became popular, they were freed”. The collapse of the Raj was responsible for the emergence of British Asians, the creation of refugee communities of different religious affiliations across the subcontinent, and, rather bizarrely, the colonization of the Australian bush by the Indian camel!The author also touches on a range of subjects including how “cultures and languages have now been boxed into religious realms”, the equations between Pashtun Sikhs of the Swat valley and the Nanakpanthi Sikhs, and the syncretic nature of the Hindu-Sikhism practised in Sindh. This could have been an anodyne romp through important sites in Pakistan that carefully left out difficult issues. Amardeep Singh does not take the easy way out. But while he doesn’t avert his eyes from scenes of tragedy, like the well of Thoha Khalsa where women committed mass suicide, he urges the reader to view Partition with a degree of distance and imbued by the spirit of forgiveness. Here he is on Muhammad Aslam (88) who was 18 when he witnessed 25 Sikh women jump into the well to protect their honour: “With teary eyes, Muhammad Aslam looked into the well saying, “This is the site where the girls jumped and I helplessly stood in a corner. I still wonder why I did not make an effort to stop them. I was not a part of the mob but was afraid of the miscreants who had turned us against our own brothers and sisters. Years later, the event still haunts me.”The Partition continues to cast its malign shadow on the Indian subcontinent and influence how its different communities and countries interact with each other. It affects personal and communal relationships as it does foreign policy.
