जीन्स कारखान्यांचे एमआयडीसीत स्थलांतर? प्रदूषण टाळण्याबरोबरच बेरोजगारीचे संकट कमी करण्याचा प्रयत्न प्रतिनिधी, उल्हासनगर | Updated: December 1, 2017 1:21 AM वालधुनी नदीतील प्रदूषणप्रकरणी उल्हासनगरमधील जीन्स कारखान्यांवर आणण्यात आलेल्या बंदीमुळे हजारो कामगार बेरोजगार होण्याची भीती आहे. यावर तोडगा काढण्यासाठी जीन्स कारखानदारांनी राज्य सरकारचे दार ठोठावले असून मंत्रालयात याविषयी झालेल्या बैठकीत हे उद्योग महाराष्ट्र औद्योगिक विकास महामंडळाच्या (एमआयडीसी) हद्दीत स्थलांतरित करण्याविषयी चर्चा करण्यात आली. याशिवाय हे कारखाने आहेत, त्या भागातच छोटे सांडपाणी प्रक्रिया केंद्र उभारता येईल का, याचीही चाचपणी करण्यात येत आहे. उल्हासनगरातील वालधुनी नदी प्रदूषणास कारणीभूत ठरवत पाचशेहून अधिक जीन्स कारखान्यांवर बंदीचा निर्णय घेण्यात आला. मात्र जीन्स कारखाने आणि त्यावर अवलंबून असलेल्या हजारो नोकऱ्या यामुळे धोक्यात आल्या आहेत. त्यात कोटय़वधींची उलाढाल असलेला हा उद्योग बंद पडणे शहरासाठीही धोकादायक असल्याने याप्रकरणी आता लोकप्रतिनिधींनी यात उडी घेतली आहे. उद्योगमंत्री सुभाष देसाई, पर्यावरणमंत्री रामदास कदम, पालकमंत्री एकनाथ शिंदे, खासदार श्रीकांत शिंदे यांच्यासोबत महाराष्ट्र औद्योगिक विकास महामंडळ, प्रदूषण नियंत्रण मंडळ, उल्हासनगर पालिका आयुक्त आणि जीन्स कारखानदार यांच्या उपस्थितीत मुंबईत नुकतीच बैठक पार पडली. या वेळी प्रदूषण रोखण्याचे प्रयत्न करीत असतानाच या उद्योगामुळे हजारो कामगार बेकार होणार नाहीत याची काळजी घेण्याविषयी चर्चा करण्यात आली. जीन्स कारखान्यांतून निघणारे पाणी थेट वालधुनी नदीत जात असल्यानेच प्रदूषण होत असल्याने हे सांडपाणी रोखण्यासाठी प्रयत्न करण्याचे या वेळी ठरले. त्यामुळे या कारखान्यांना एमआयडीसीतील जागा भाडेतत्त्वावर देऊन स्थलांतरित करता येईल का याची प्राथमिक चर्चा झाली. याच ठिकाणी छोटय़ा क्षमतेचे सांडपाणी प्रक्रिया केंद्र उभारता येईल का, त्यासाठी आर्थिक निधी, जागा, यंत्रणा उभारण्यासाठी काय करता येईल, याचीही चर्चा झाली. ‘याबाबत अद्याप कोणताही अंतिम निर्णय झाला नसून पुढील बैठकीत तोडगा निघू शकेल. उद्योग बंद करणे हा मार्ग नसून प्रदूषण न करता उद्योग सुरू ठेवण्याच्या प्रयत्नांतूनच ही बैठक आयोजित केली होती,’ अशी माहिती खासदार श्रीकांत शिंदे यांनी दिली. तर, राज्य शासन दोन तज्ज्ञांची नेमणूक करून येथील परिस्थितीचा आढावा घेणार असून त्यानंतरच प्रक्रिया केंद्रावर निर्णय होण्याची माहिती जीन्स कारखानदारांच्या संघटनेचे गोपी वाधवानी यांनी सांगितले आहे.वीज-पाणी तोडले प्रदूषणप्रकरणी जीन्स कारखान्यांना दिलेली १५ दिवसांची मुदत संपुष्टात आल्यानंतर उल्हासनगर महापालिकेने या ठिकाणी कारवाई सुरू केली आहे. आतापर्यंत ३०० हून अधिक कारखान्यांचे वीज आणि पाणी तोडण्याची मोहीम सुरू करण्यात आली असल्याचे पालिकेच्या वतीने सांगण्यात आले. वालधुनी नदीतील प्रदूषणाबाबत उच्च न्यायालयाच्या आदेशानंतर राज्य सरकारच्या सूचनेनुसार उल्हासनगर महापालिकेने शहरातील ५०० हून अधिक जीन्स कारखान्यांना १५ दिवसांची मुदत दिली होती. त्यानुसार बहुतांश कारखान्यांतील कामे बंद झाली आहेत. आता मुदत संपल्यानंतर महावितरणच्या मदतीने ३०० हून अधिक कारखान्यांचा वीजपुरवठा खंडित करण्यात आला. यात उल्हासनगर कॅम्प पाचमधील गायकवाड पाडा, दुर्गा पाडा आणि आकाश कॉलनी परिसरातील कारखान्यांचा समावेश होता. ही कारवाई अशीच सुरू ठेवण्यात येईल, अशी माहिती पालिका आयुक्त राजेंद्र निंबाळकर यांनी दिली. सर्वोच्च न्यायालयाच्या आदेशानुसार पालिकेच्या वतीने कारवाई करण्यात येत आहे. बुधवारी सर्व कंपन्यांची वीज तोडण्यात आली असून पाणीही तोडण्यात येणार आहे. येत्या दोन दिवसांत वीज आणि पाणी तोडण्याची कारवाई पूर्ण झालेली असेल. – राजेंद्र निंबाळकर, आयुक्त, उल्हासनगर महानगरपालिका

वर्षभरानंतरही स्कायवॉक दुरुस्तीच्या प्रतीक्षेत Updated: Nov 30, 2017, 04:00AM IST पालिका, एमएमआरडीए, रेल्वे प्रशासनाचे दुर्लक्ष म. टा. वृत्तसेवा, उल्हासनगर उल्हासनगर रेल्वे स्थानकाच्या पूर्व भागात उतरणाऱ्या स्कायवॉकखालील एका बँकेच्या एटीएमला आग लागल्याच्या घटनेला एक वर्ष उलटले. या घटनेत एटीएमसह स्कायवॉकचा भागही जळाला होता. मात्र एक वर्षानंतरही या स्कायवॉकची दुरुस्ती करण्यासाठी एमएमआरडीएला मुहूर्त मिळाला नसल्याने हा स्कायवॉक आजही भग्नावस्थेत आहे. हा स्कायवॉक दुरुस्त करणार कधी, असा प्रश्न रेल्वे प्रवासी विचारत आहेत. उल्हासनगर शहराला पूर्व-पश्चिम भाग जोडण्यासाठी एमएमआरडीएने अंदाजे ३३ कोटी रुपयांचा निधी वापरत भव्य असा स्कायवॉक उभारला आहे. मात्र हा स्कायवॉक नागरिकांसाठी कमी आणि भिकारी, गर्दुल्ले आणि गुन्हेगारीच्या कृत्यांसाठीच अधिक चर्चेत असतो. त्यात स्कायवॉकचे हस्तांतरण अद्याप पालिकेकडे करण्यात आले नाही. त्यामुळे त्याकडे एमएमआरडीएचेही दुर्लक्ष झाले आहे. मागील वर्षी उल्हासनगर रेल्वे स्थानकावर पूर्व भागात उतरणाऱ्या स्कायवॉकच्या खाली असलेल्या एसबीआय आणि कॅनरा बँक या दोन बॅकांच्या एटीएमला आग लागल्याची घटना घडली होती. या आगीत दोन्ही एटीएमचे नुकसान झाले होते. तसेच आगीमुळे स्कायवॉकचीही मोठी हानी झाली होती. या घटनेनंतर बँकांनी आपले एटीएम पूर्ववत केले असले तरी जळालेल्या स्कायवॉकची मात्र अद्याप दुरुस्ती करण्यात आलेली नाही. त्यामुळे रेल्वे प्रवाशांना याच भग्नावस्थेत उभ्या असलेल्या स्कायवॉकवरूनच वर्षभरापासून प्रवास करावा लागत आहे. स्कायवॉक हा रेल्वे प्रशासन आणि पालिकेच्या मालकीचा नसल्याने त्यांनीही या स्कायवॉकबाबत बघ्याची भूमिका घेतली आहे. रेल्वे प्रशासन आणि पालिकेने या स्कायवॉकच्या दुरुस्तीबाबत साधे पत्र देऊनही एमएमआरडीएला कळवले नाही. ज्यांच्याकडे स्कायवॉकची जबाबदारी आहे, त्या एमएमआरडीएलाही याचे काहीही नाही. त्यामुळे रोज हजारो प्रवासी याच जळालेल्या स्कायवॉकवरून प्रवास करत असताना, याच्या दुरुस्तीकडे सरकारी यंत्रणांचे दुर्लक्ष असल्याने प्रवाशांमध्ये नाराजीचे वातावरण आहे. याबाबत एमएमआरडीएच्या अधिकाऱ्यांशी संपर्क साधण्याचा प्रयत्न केला असता तो होऊ शकला नाही. त्यामुळे स्कायवॉक अद्याप दुरुस्तीच्या प्रतीक्षेत आहे.

अभय योजनेकडे पाठ Updated: Nov 29, 2017, 04:00AM IST सवलत देऊनही अल्प प्रतिसाद; कारवाईस सुरुवात म. टा. वृत्तसेवा, उल्हासनगर शहरातील मालमत्ताधारकांसाठी उल्हासनगर महापालिकेने पाचव्यांदा अभय योजना राबवत तीन टप्प्यांत कर भरण्याची सूट देऊनही थकीत मालमत्ताधारकांनी या योजनेकडे पाठ फिरवल्याचे चित्र सध्या पाहायला मिळत आहे. त्यामुळे अशा थकबाकीदारांविरोधात महापालिका आयुक्तांनी अखेर कारवाईचा बडगा उगारण्यास सुरुवात केली आहे. किमान कारवाईच्या भीतीने तरी पालिकेच्या तिजोरीत भर पडायला हवी, अशी अपेक्षा व्यक्त होत आहे. उल्हासनगर महापालिकेचा शहरातील हजारो मालमत्ताधारकांकडे तीनशे कोटींचा कर थकीत आहे. त्यासाठी दोन वर्षांत महापालिकेने चार वेळा अभय योजना राबवली. मात्र या योजनांना थकबाकीदारांनी अल्प प्रतिसाद दिल्याने पालिकेला शंभर कोटी रुपयांचा आकडाही वसूल करता आला नव्हता. त्यामुळे पालिकेने अशा मालमत्ताधारकांविरोधात मालमत्ता जप्त करत विक्रीची कारवाई केली. मात्र त्यालाही प्रतिसाद न आल्याने अखेर लोकप्रतिनिधींच्या मागणीनुसार महापालिकेने पाचव्यांदा आणि शेवटची अभय योजना मागील महिन्यात लागू केली होती. या योजनेंतर्गत पहिल्या टप्प्यात मालमत्ताधारकांना ७५, ५० आणि २५ टक्के अशी सूट देण्यात येणार होती. १ नोव्हेंबरपासून १५ नोव्हेंबरपर्यंत पहिल्या टप्प्यातील ७५ टक्के सूट देण्यात आली. मालमत्ताधारकांचा अल्प प्रतिसाद पाहता पालिकेने पुन्हा ३१ नोव्हेंबरपर्यंत अवधी वाढून दिला होता. मात्र पहिल्या १५ दिवसांत पालिकेला जवळपास आठ कोटींचा थकीत कर वसूल करण्यात यश आले होते. पुढील वाढीव १५ दिवसांत केवळ २३ कोटींचा कर वसूल झाल्याने मालमत्ताधारकांनी या योजनेकडे पाठ फिरवल्याचे पाहायला मिळत आहे.जप्तीचे आदेश शहरातील लहान मालमत्ताधारक जरी पालिकेत कर भरत असले तरी शहरातील बड्या थकबाकीदारांनी याकडे पाठ फिरवल्याने पालिकेच्या तिजोरीत हवा त्या प्रमाणात निधी आला नाही. त्यामुळे मुदत आणि योजना राबवूनही मालमत्ताधारक प्रतिसाद देत नसल्याने महापौर मीना आयलानी आणि आयुक्त राजेंद्र निंबाळकर तसेच अधिकाऱ्यांच्या उपस्थितीत पार पडलेल्या बैठकीत शहरातील बड्या १०० थकीत मालमत्ताधारकांकडून सक्तीने कर वसूल करण्याचे आदेश देण्यात आले आहेत. कर न भरल्यास त्यांच्या मालमत्ता जप्त करण्याचेही आदेश यावेळी देण्यात आले आहेत.

जकात नाक्याचा भूखंड मोकळा Updated: Nov 29, 2017, 04:00AM IST म. टा. वृत्तसेवा, उल्हासनगर उल्हासनगर महापालिकेच्या मागील बाजूस असलेल्या जकात नाक्याचा भूखंड भंगार माफियांनी गिळंकृत केला होता. याबाबत ‘मटा’ने बातमी प्रसिद्ध केली असता, या बातमीची दखल घेत महापालिका आयुक्त राजेंद्र निंबाळकर यांनी आदेश देताच, या भूखंडावरील भंगार माफियांवर कारवाई करण्यात आली. हा भूखंड मोकळा झाल्याने नागरिकांनीही समाधान व्यक्त केले आहे. शहरातील उल्हासनगर महापालिकेच्या अनेक भूखंडावर अनधिकृत बांधकाम माफियांनी राजकीय व्यक्ती आणि काही पालिकेतील अधिकाऱ्यांना हाताशी धरत मोक्याचे भूखंड गिळंकृत केल्याचे बोलले जाते. त्यामुळे पालिकेचे प्रभाग अधिकारी आणि मालमत्ता विभागाच्या कर्मचाऱ्यांच्या कार्यपद्धतीवर प्रश्नचिन्ह उपस्थित होत होते. तोच महापालिकेच्या मागील बाजूस असलेल्या जकात नाक्याच्या पडीक भूखंडाकडे पालिकेचे दुर्लक्ष झाल्याने त्याचा भंगार माफियांनी ताबा मिळवला. या ठिकाणी जुन्या गाड्यांचे सुटे भाग करण्याचे काम केले जात होते. तसेज जुन्या गाड्यांचे भंगार येथे ठेवले जात होते. वारंवार तक्रारी करूनही या भंगारवाल्यांवर कारवाई होत नव्हती. त्यामुळे याबाबत ‘मटा’ने भंगार माफियांपुढे पालिका अधिकारी हतबल ही बातमी प्रसिद्ध केली असता, त्याची दखल घेत, पालिका आयुक्त राजेंद्र निंबाळकर यांनी तत्काळ मालमत्ता विभागाला या भंगार माफियांवर कारवाईचे आदेश दिले. त्यामुळे मालमत्ता विभाग आणि अनधिकृत बांधकाम विभागाच्या कर्मचाऱ्यांनी या भूखंडावर अतिक्रमण केलेल्यांवर कारवाई केली. त्यांचे सर्व सामान उचलण्यात आले. यापुढे या भूखंडावर सामान ठेवल्यास कठोर कारवाईचे आदेश दिले आहेत. याबाबत मालमत्ता विभागाच्या व्यवस्थापक विशाखा सावंत यांनी वाहतूक विभाग, सुरक्षा विभाग आणि सार्वजनिक बांधकाम विभागांना पत्र देत संबंधित जागेची सुरक्षा करण्यास सांगितले. भूखंडाच्या चारही बाजूंनी सुरक्षा भिंत उभारण्याबाबतही सांगण्यात आले. तसेच या जागेवर मालवाहतुकीच्या ट्रक उभे करणाऱ्यांनाही ताकीद देण्यात आली आहे. त्यांच्यावरही कारवाई केली जाणार आहे. त्यामुळे पालिकेचा भूखंड अखेर भंगार माफियांच्या ताब्यातून मोकळा झाल्याने नागरिकांनी समाधान व्यक्त केले आहे.

Pillai was arrested in Vithalwadi along with a female accomplice for sexual assault on a follower of the same church. While Pillai has claimed to be a priest of the Ulhasnagar chapter of Sharon Fellowship Church, an official of the church in Kerala has issued a statement saying he was "illegally" taking part in its affairs and had never been ordained as a pastor.

बारमधील अतिक्रमणे लक्ष्य Updated: Nov 26, 2017, 04:00AM IST पोलिसांना उल्हासनगर महापालिकेचे असहकार्य म. टा. वृत्तसेवा, उल्हासनगर उल्हासनगर शहरातील अनेक भागांत सुरू असलेल्या बारमधील ऑर्केस्ट्रावर पोलिसांचे छापासत्र सुरू आहे. या छाप्यात पोलिसांना अनेक बारमध्ये छुप्या खोल्या आढळून आल्या आहेत. शहरातील अनेक बारमध्ये केलेल्या अतिक्रमणांवर पालिकेने कारवाई करावी, यासाठी पोलिस उपायुक्त अंकित गोयल यांनी आयुक्तांना लेखी पत्र देत कारवाईची मागणी केली आहे. मात्र पंधरा दिवसांचा अवधी उलटूनही पालिकेने या बारवर कुठलीच कारवाई न केल्याने शहरातील कायदासुव्यवस्थेत पालिकेचीच असहकार्याची भूमिका जबाबदार असल्याची चर्चा केली जात आहे. उल्हासनगर महापालिकेत सहा महिन्यांपूर्वी प्रभारी पदावर आयुक्तपदाचा कारभार सांभाळणारे सुधाकर शिंदे यांनी शहरातील बारमधील उभारण्यात आलेल्या छुप्या खोल्यांच्या अतिक्रमणांवर धडक कारवाई केली होती. बारमधील या धडक कारवाईमुळे बारचालकांचे धाबे दणाणले होते. मात्र शिंदे यांची पनवेल महापालिकेत बदली झाल्यानंतर शहरातील बारचालकांनी पुन्हा काही प्रमाणात बारच्या आतील भागात अतिक्रमण करत छुप्या खोल्या बनवल्याचे बोलले जात आहे. मागील काही दिवसांत परिमंडळ चारचे पोलिस उपायुक्त अंकित गोयल यांच्या पथकाने शहरातील स्पिंग व्हॅली, चांदणी, ९० डिग्री, आचल पॅलेस, १०० डेस, अॅपल या बारवर कारवाई केली असता, या बारमध्ये मुली आणि महिलांना लपवण्यासाठी छुप्या खोल्या बांधल्याचे समोर आले आहे. त्यामुळे बारवर छापा टाकत कारवाई करण्याचे पोलिसांना अधिकार असले तरी अशा बारमधील अतिक्रमणांवर कारवाई करणे हे पालिकेचे काम आहे. त्यामुळे या बारवर कारवाई करण्यासाठी पोलिस उपायुक्त अंकित गोयल यांनी १५ दिवसांपूर्वी महापालिका आयुक्त राजेंद्र निंबाळकर यांना लेखी पत्र पाठवत या सर्व बारमधील अतिक्रमणांवर कारवाईची मागणी केली आहे. पंधरा दिवसांचा अवधी उलटूनही या प्रकरणी पालिकेने कुठलीही कारवाई न केल्याने शहरातील बार चालकांना आणि त्यात उभारलेल्या अनधिकृत बांधकामांना पालिकेचाच तर पाठिंबा नाही ना, अशी शंका उपस्थित केली जात आहे. त्यामुळे शहरातील कायदासुव्यवस्था सांभाळण्यासाठी पोलिस जरी कारवाई करत असले तरी बारमधील चुकीच्या कामांकडे पालिका दुर्लक्ष करत असल्याचेच बोलले जात आहे. त्यामुळे पोलिस उपायुक्तांच्या या पत्रावर पालिका केव्हा कारवाईचा बडगा उगारते की बारचालकांच्या दबावाला तसेच बळी पडते, याकडे सर्वांचे लक्ष लागले आहे.जाणीवपूर्वक दुर्लक्ष? शहरातील बार बदली अतिक्रमणांवर कारवाई करण्यासाठी खुद्द पोलिस उपायुक्तांनी पत्र देऊनही त्याकडे पालिका अधिकारी दुर्लक्ष करत असताना शहरातील वाढत्या अतिक्रमणाबाबतही हीच परिस्थिती आहे. प्रभाग अधिकारी जाणीपूर्वक शहरातील वाढत्या अतिक्रमणांकडे दुर्लक्ष करत असल्याचा आरोपही वारंवार नागरिकांकडून होत असतो. पालिकाच शहरातील वाढत्या अतिक्रमणांना पाठिंबा देत नाही ना, असाही प्रश्न उपस्थित होत आहे.

उल्हासनगरचे आयुक्त निंबाळकरांना दिलासा Updated: Nov 25, 2017, 04:00AM IST म. टा. वृत्तसेवा, उल्हासनगर रिपाइं नगरसेवकांना जातिवाचक शब्द वापरल्याप्रकरणी अॅट्रोसिटी गुन्हा दाखल झालेले उल्हासनगर महापालिकेचे आयुक्त राजेंद्र निंबाळकर यांना मुंबई उच्च न्यायालयाने दिलासा दिला आहे. प्रशासकीय अधिकाऱ्याविरुद्ध गुन्हा दाखल करत असताना योग्य प्रक्रिया पार न पडल्याने आयुक्तांना अटक करण्याची वेळ आल्यास त्यांना तत्काळ जामीन द्यावा, असे आदेश उच्च न्यायालयाने दिले आहेत. उल्हासनगर महापालिकेतील अल्प नगरसेवकांची संख्या असलेल्या राजकीय पक्षांच्या गटनेत्यांच्या पक्ष कार्यालयांना टाळे ठोकण्याच्या प्रकरणातून उद्भवलेल्या वादात आयुक्त राजेंद्र निंबाळकर यांनी रिपाइं नगरसेवक भगवान भालेराव यांना जातीवाचक शब्द वापरल्याप्रकरणी चांगलाच वाद उद्भवला होता. अखेर याप्रकरणी पोलिसांनी निंबाळकर यांना क्लीन चीट दिल्यानंतर नगरसेवक भगवान भालेराव यांनी न्यायालयात धाव घेतली होती. त्यामुळे कल्याण सत्र न्यायालयाने आयुक्त राजेंद्र निंबाळकर यांच्यासह इतर चौघांवर गुन्हा दाखल करण्याचे आदेश दिले. त्यानुसार मध्यवर्ती पोलिस ठाण्यात आयुक्तांविरोधात अॅट्रोसिटी कायद्यान्वये गुन्हा दाखल केला गेला. मात्र याप्रकरणात प्रशासकीय अधिकाऱ्यावर गुन्हा दाखल करण्यापूर्वी पूर्वपरवानगी घेण्याची प्रक्रिया पार न पाडल्याने या विरोधात निंबाळकर यांनी उच्च न्यायालयात धाव घेतली. त्यावरील सुनावणीत निंबाळकर अधिकारी असल्याने त्यांना फौजदारी कारवाई करण्यापूर्वी सरकारची पूर्वपरवानगी न घेतल्याने त्यांना अंतरिम जामीन मंजूर करण्याचे आदेश देत २५ हजारांच्या वैयक्तिक जातमुचलक्यावर त्यांची मुक्तता करावी, असे न्यायालयाच्या आदेशात नमूद करण्यात आले आहे. या आदेशामुळे आयुक्त राजेंद्र निंबाळकर यांना दिलासा मिळाला आहे.

उल्हासनगर रुग्णालयाचे काम सुरू करा Updated: Nov 25, 2017, 04:00AM IST आरोग्यमंत्री डॉ. दीपक सावंत यांचे निर्देश म. टा. प्रतिनिधी, मुंबई, उल्हासनगर येथील मोडकळीस आलेल्या कामगार रुग्णालयाच्या इमारतीचे काम तातडीने सुरू करावे, असे निर्देश आरोग्य मंत्री डॉ. दीपक सावंत यांनी शुक्रवारी येथे दिले. राज्य कामगार विमा योजना व कुटुंब कल्याण ईएसआयसीअंतर्गत येणाऱ्या रुग्णालयांच्या इमारती अद्ययावत करण्यात याव्यात. तसेच उल्हासनगरला नवीन बांधकाम होईपर्यंत पर्यायी व्यवस्था देण्याबाबतचा अहवाल सादर करावा, अशा सूचनाही त्यांनी दिल्या आहेत. मंत्रालयात झालेल्या बैठकीत अंधेरी, कांदिवली, वाशी, मोहानगर, पुणे, कोल्हापूर, ठाणे, मुलुंड आणि नागपूर येथील शासकीय रुग्णालयांचे नूतनीकरण, देखभाल, दुरुस्ती कामाचा डॉ. सावंत यांनी आढावा घेतला. उल्हासनगर कामगार रुग्णालयाची मोडकळीस आलेली इमारत पाडून त्वरित नवीन इमारतीचे बांधकाम ईएसआयसीने सुरू करावे. रुग्णालयाची सेवा नजीकच्या इमारतीत सुरू ठेवण्याबाबत इमारतीची पुन्हा पाहणी करून अहवाल सादर करावा. राज्यातील नवीन रुग्णालयाचे बांधकाम करताना रुग्णालयातील कर्मचाऱ्यांच्या निवासी इमारतींचीही बांधणी करावी, असे निर्देश त्यांनी दिले आहेत.पुणे शहर परिसरात वाढत्या औद्योगिकीकरणामुळे कामगारांसाठी अद्ययावत रुग्णालय सुरू करण्यासाठी केंद्राला लवकर प्रस्ताव पाठवावा. तसेच पुण्यातील बिबवेवाडी रुग्णालयाच्या इमारतीचे नूतनीकरण करताना, खाटांची मर्यादा ५००पर्यंत वाढवण्यात यावी. राज्यातील ईएसआयसी अंतर्गत येणाऱ्या १३ रुग्णालयांत सिटी स्कॅन, एमआरआय, आयसीयू यांसारख्या अद्ययावत मशिन कार्यान्वित करण्याचे आदेश डॉ. सावंत यांनी दिले. मुंबईतील एमजीएम रुग्णालयाच्या कामात सुसूत्रता आणावी. कांदिवली रुग्णालयाच्या हस्तांतरणाची प्रक्रिया जलद गतीने करावी, असेही त्यांनी संबंधित अधिकाऱ्यांना सांगितले. या बैठकीस शिवसेनेचे आमदार अजय चौधरी, खासदार हेमंत गोडसे, आरोग्य विभागाचे प्रधान सचिव डॉ. प्रदीप व्यास, राज्य कामगार विभागाचे आयुक्त रमेश देवकर यांच्यासह ईएसआयसीचे प्रतिनिधी उपस्थित होते.

Bombay HC Dismisses Petition Filed By Man Claiming To Have Participated In Quit India Movement [Read Order] NOVEMBER 21, 2017 5:20 PM The Bombay High Court has dismissed a writ petition filed by a man claiming to have participated in the Quit India Movement of 1942 recognised by the State of Maharashtra as a ‘freedom fighter’ seeking government pension. The bench of Justice SC Dharmadhikari and Justice Bharati Dangre decided not to intervene in the order by the Central Government rejecting the petitioner’s claim. Case Background The petitioner, Parcharam Ailani, filed the petition in 2010 and died before the matter could be decided. But his legal heir was impleaded as a party in place of the petitioner. It was the case of the petitioner that he took active part in the Quit India Movement, was arrested in the year 1943 and was sentenced to death for waging war against the then British Government. Thereafter, the death sentence was commuted to life and the petitioner claimed he managed to escape from jail after spending two months. Then, he remained underground and the British Government could not trace him until the Independence in 1947.The petition also mentioned that Ailani was later elected as a member of Maharashtra Legislative Assembly as an independent candidate from Ulhasnagar constituency.On the basis of the above, the petitioner sought his pension from the Central government, but the request was rejected. Then after, the petitioner sent a notice to the state government regarding the same, the state supported the petitioner’s claim again. Final Order In order for one’s pension claim as a freedom fighter to be accepted, certain documentary evidence is mandatory. Now, there was no primary evidence produced on behalf of the petitioner to prove his claims. In that case, secondary vidence is permissible. In terms of secondary evidence, a declaration on affidavit from a prominent freedom fighter who has proven jail suffering for a minimum of two years and who happened to be from the same administrative district qualifies.Two such affidavits from co-detainees were submitted. However, the court referred to a letter produced on behalf of the petitioner and noted that once the state government was informed that the petitioner allegedly underwent imprisonment and was detained in district jail, Karachi, and escaped from that jail, they concluded that he could not have produced any documentary evidence in such circumstances yet while recommending the petitioner’s request for pension to the Freedom Fighter Cell of the Union Home Ministry, the state government said the petitioner has all requisite documents.“It is not possible for him to produce any document, much less on affidavit of any co­detenu/s, it is not known as to how the Government of Maharashtra certified the petitioner as a freedom fighter,” the court said.It noted- “It is in these circumstances, we find that the petitioner could not establish and prove his claim as a freedom fighter. Any support of the Government of Maharashtra in the facts and circumstances of the present case is beyond comprehension.”Thus, the petition was dismissed.

उल्हासनगर रेल्वे स्थानक बकाल Updated: Nov 21, 2017, 11:41PM IST म. टा. प्रतिनिधी, ठाणे स्वच्छतेबाबत एकीकडे ठाणे व कल्याणसारखी मोठी रेल्वे स्थानके अत्यंत बकाल जाहीर झाली असताना उल्हासनगर स्थानकही कमालीचे अस्वच्छ दिसून येत आहे. आश्चर्य म्हणजे, या स्थानक परिसरातच बकऱ्या बांधून ठेवण्यात आल्याचे प्रवासी संघटनांच्या पाहणीत समोर आले. या प्रकाराबाबत प्रवाशांनी सडकून टीका केली असून बांधलेल्या बकऱ्यांचे फोटो रेल्वेमंत्र्यांना पाठवण्यात येणार आहे. उल्हासनगर हे व्यापारी शहर म्हणून ओळखले जाते. येथे आरकेटी व सीएचएमसारखी मोठी कॉलेजही असल्याने दररोज हजारोंच्या संख्येने येथून प्रवासी ये-जा करतात. आता ही संख्या वाढून दिवसाला किमान ८० हजार प्रवाशांपर्यंत गेली आहे. येथे अवघे २ प्लॅटफॉर्म असले तरी तेदेखील स्वच्छ राखले जात नाहीत. याबाबतच्या तक्रारी आल्यावर कल्याण-कसारा-कर्जत रेल्वे प्रवासी संघटनेचे सचिव श्याम उबाळे व भरत खरे यांच्यातर्फे या स्थानकातील गैरसोयींची नुकतीच पाहणी करण्यात आली. त्यावेळी येथील कचराकुंड्या कचऱ्याने भरून वाहत असल्याचे दिसून आले. स्थानक बकाल असताना येथील पादचारी पुलाखाली मोकळ्या जागेत चक्क ३ ते ४ बकऱ्या बांधून ठेवण्यात आल्याचे चित्र यावेळी प्रवासी संघटनांच्या प्रतिनिधींना आढळले. काही प्रवाशांनी अशा पद्धतीने रोजच बकऱ्या बांधून ठेवलेल्या असतात, अशी माहिती त्यांना दिली. हे फोटोे रेल्वेमंत्र्यांच्या ट्वीवर हँडलवर पाठवणार असल्याची माहिती श्याम उबाळे यांनी दिली. सरकता जिना काही दिवस सुरळीत चालला, पण काही दिवसांतच वारंवार बंद पडू लागल्याने त्याचा उपयोगच होत नाही. यामुळे ज्येष्ठ नागरिक, रुग्ण व महिलांचे हाल होत आहेत. इतर प्रचंड प्रवासीसंख्या असलेल्या स्थानकांमधील सरकते जिने सुरळीत सुरू असताना तुलनेने कमी प्रवासी असलेल्या उल्हासनगरात मात्र रेल्वेला त्याची देखभाल का करता येत नाही, असा प्रश्न संघटनेचे अध्यक्ष राजेश घनघाव यांनी केला.

रिक्त पदांमुळे रुग्णांची परवड Updated: Nov 21, 2017, 04:00AM IST अंबरनाथ, बदलापूर आणि उल्हासनगरसह ग्रामीण भागातील रुग्णांना आपत्कालीन परिस्थितीत उल्हासनगरच्या सेंट्रल रुग्णालयाचा आधार असतो, मात्र या रुग्णालयामध्ये सुविधांचा उडालेला बोजवारा, आणि ‘अ’ दर्जाच्या डॉक्टरांची रिक्त असलेली पदे, तर सरकारी महिला प्रसूतीकेंद्रात स्त्रीरोगतज्ज्ञांची रिक्तपदे आणि रुग्णालयावर वाढता भार यामुळे वैद्यकीय उपचारांची घडी विसकटली आहे. मात्र सरकारकडे वारंवार पदांची भरती करण्यासाठी पाठपुरावा करूनही याबाबत सरकारस्तरावर गांभीर्य नसल्याने रुग्णांची परवड होत आहे. उल्हासनगर सेन्ट्रल रुग्णालयाला सरकारी जिल्हा रुग्णालयाचा दर्जा आहे. त्यामुळे तिन्ही शहरांसह ग्रामीण भागातील मध्यमवर्गातील रुग्ण अनेक आजारांवरील उपचारांसाठी सेन्ट्रल रुग्णालयामध्ये धाव घेत असतात. मात्र या रुग्णालयामध्ये ‘अ’ दर्जाच्या डॉक्टरांची एकूण १६ पदे मंजूर असली यातील केवळ पाच पदे कार्यरत असून ११ महत्त्वाच्या तज्ज्ञ डॉक्टरांची पदे अनेक वर्षांपासून रिक्त आहेत. त्यामुळे एकिकडे रुग्णांचा भार वाढत असताना डॉक्टरांच्या रिक्त पदांमुळे रुग्णांची उपचारासाठी परवड होत असते. अनेकदा ऑक्सिजन बाटल्यांची कमतरता, एक्सरे फिल्मची कमतरता, रुग्णालयपरिसरात अस्वच्छता असल्याचा आरोप रुग्णमित्रांकडून होत असतो. दुसरीकडे राज्यात केवळ औरंगाबाद आणि उल्हासनगर येथे सरकारी महिला प्रसूतीकेंद्र आहे. या केंद्रातील खाटांची संख्या ५० वरून १०० केली, मात्र महिला प्रसूती केंद्रात येणाऱ्या गर्भवती महिलांवर उपचार करण्यासाठी दोनपैकी एकच स्त्रीरोगतज्ज्ञ कार्यरत असून त्याही वारंवार रजेवर असल्याचे बोलले जाते. त्यामुळे केवळ नैसर्गिक प्रसूती करण्यावरच या रुग्णालयाचा भर असतो. शस्त्रक्रिया करण्याची परिस्थिती उद्‍भवल्यास स्त्रीरोगतज्ज्ञच उपलब्ध नसल्याने गर्भवती महिलेला सेंट्रल रुग्णालयात पाठवावे लागते. मात्र सेन्ट्रललाही गर्भवती महिलांची संख्या अधिक असल्याने त्यांना कळवा तसेच मुंबईला पाठवण्याचा सल्ला दिला जातो. सेन्ट्रल रुग्णालयामध्ये एकूण १६ ‘अ दर्जाच्या वैद्यकीय अधिकाऱ्यांची गरज असताना यातील केवळ पाच वैद्यकीय अधिकारी कार्यरत असून त्यातील दोघांवर प्रशासकीय कामकाजाचा भार आहे. यापैकी आर्थो, दंत वैद्य, डोळ्यांचे तज्ज्ञ, बालरोग तज्ञ, ईएनटी, त्वचारोगतज्ज्ञ, चेस स्पेशालिस्ट, स्त्रीरोगतज्ज्ञ, भूलतज्ज्ञ, पॅथोलॉजिस्ट अशी अनेक महत्त्वाची पदे रिक्त आहेत. सिटीस्कॅन केवळ ९ ते ५ सरकारी रुग्णालयामध्ये सिटीस्कॅन मशीनची सेवा उपलब्ध असली तरी टेक्निशियनचे पदच मंजूर नसल्याने, खासगी आणि प्रशिक्षण दिलेल्या एका कर्मचाऱ्याकडून ही सेवा सुरू आहे. त्यामुळे केवळ सकाळी ९ ते ५ यावेळेत सिटीस्कॅनची सेवा सुरू असल्याने आपतकालीन परिस्थितीत रुग्णांची परवड होते. त्यामुळे सरकारने टेक्निशियनचे पद मंजूर केल्यास येथे २४ तास सिटीस्कॅनची सेवा आपत्कालीन रुग्णांना उपलब्ध होऊ शकते. रुग्णालयावर रुग्णांचा ताण वाढत आहे, त्यामुळे ‘अ’ दर्जाच्या वैद्यकीय अधिकाऱ्यांच्या पदांसाठी आम्ही वारंवार उपसचिवांकडे होणाऱ्या बैठकांत याबाबत अहवाल सादर करत आहोत. तसेच, डॉक्टरांची मागणी करत आहोत. लवकरच ही पदे भरल्यास सर्व रोगांवर उपचार होण्यास मदत होईल हे नक्की!

This is third threat call made by gangsters in the last one week in Thane region. Last week, Pujari had threatened NCP MLA Jitendra Avhad and a hotelier from Kalyan. Gaikwad said, "I have complained and am expecting the police to arrest the culprit."Sources in Thane police confirmed with TOI that Gaikwad received threat calls from the underworld gangster Suresh Pujari demanding Rs 50 lakh as ransom. "If the demand is not met, the gangster has threatened with dire consequences. We are probing the matter," a police official said on condition of anonymity. Gaikwad, a second time MLA from Kalyan (East) is into cable business. Last week Avhad had received threat call in Thane from Pujari where he demanded ransom of Rs 25 crore. After Avhad, a hotlier Bhaskar Shetty from Kalyan also received a threat call demanding extortion money of Rs 25 lakh. Pujari gang is believed to be behind the killing of cable operator Sachidanand Karia in Ulhasnagar and also involved in the firing at Sumit Chakraborty in Ulhasnagar.

No pension to ‘freedom fighter’ who took part in Quit India Movement Nov 19, 2017 12:19 am FOLLOW US: HC REJECTS PLEA! Says petitioner couldn’t establish & prove his claim as a freedom fighter Mumbai : In a major setback to a “nonagenarian” freedom fighter, the Bombay High Court recently turned down his plea seeking pension from the Union government. A division bench of Justice Satyaranjan Dharmadhikari and Justice Bharati Dangre heard a writ petition filed by Parcharam Ailani (98), who claimed to have “actively” participated in the Quit India Movement of 1942. He contended that the Maharashtra government had recognised him as a freedom fighter and had also issued an identity card to this effect.In his plea, Aliani claimed he was arrested in 1943 and was given death sentence for waging war against the then British government. He contended that his death penalty was commuted to lifer, however, he had escaped from the jail within two months and had been underground till India attained freedom in 1947. According to Aliani, he was elected as the Member of Legislative Assembly (MLA) from Ulhasnagar constituency. Aliani had sought pension from the Union government claiming to be entitled under the scheme which guaranteed pension for freedom fighters, who have spent atleast two months in jail. Even the Maharashtra government had forwarded his documents recommending his name for pension. He also sought pension on the ground that he had participated in the Goa Liberation Struggle, the movement which ousted the centuries-old Portuguese regime. To substantiate his claims, Aliani had submitted some orders passed by the then British government proclaiming him as an absconder, announcing an award on his head or for his arrest or ordering his detention. However, he failed to provide evidence in this regard. Another piece of evidence he submitted was a certificate given by another man stating him to be a freedom fighter and supporting his claims. The Union government had however rejected his pension plea since as per the procedure, a freedom fighter has to submit either a document substantiating his claims or an affidavit filed by any person who was imprisoned along with the claimant. Accordingly, the judges upheld the Union government’s decision to dismiss his plea since there was no reference made by the Maharashtra government submitting any evidence to substantiate his claims. While dismissing his plea, Justice Dharmadhikari said, “We find that the petitioner (Aliani) could not establish and prove his claim as a freedom fighter. Any support of the Government of Maharashtra in the facts and circumstances of the present case is beyond comprehension. It is in these circumstances that the petitioner’s self-­certification or self-­assertion from the petition and the rejoinder affidavit does not carry his case any further.”

This place, for decades, has inspired writers, poets, fi lmmakers and wanderers with its mix of colourful residents, visitors and contribution to recent history. It has been immortalised in works of art, literature, theatre and cinema. It has also been fetishised. And, that’s the reason why you are likely to find the cafés and bars. It is bustling with outof- towners on the Holy Grail of Café Mondegar, Café Leopold, and people having kebabs and baida roti at Bade Miya and taking a stroll around Apollo Bunder and Radio Club, drunk on the spirit of the old city.Colaba today is perhaps a poster child of the old cosmopolitan city, a glorified tourist trap that still boasts of a heterogeneous and somewhat exotic culture that defined Mumbai. It was as much about the ghettos and the underbelly where Charles Sobhraj was picked up, as it was party central for South Mumbai’s young and restless, who would descend from the rarified hills of Cumballa and Malabar to eat, drink and make merry. In the 50s, Colaba was the toniest shopping district in the city, drawing the city’s wellheeled to its heart. Alyque Padamsee, in one of his tributes to the neighbourhood, wrote: “Anglo-Indians, Parsis, Sindhis — it was a childish thrill to hide and watch the fisticuffs that the British sailors would get into outside the Prince of Wales Bar, opposite the Bombay Dyeing showroom.” Gentrified Colaba was always in harmony with the rough and tumble of the neighbourhood that seemed to have room for everyone. This might be the reason why a large number of Sindhis, who had fled Pakistan during Partition, found shelter in the boxy apartments lining its many streets, and began to rebuild their lives, one room at a time. In her book The Making of Exile – Sindhi Hindus and the Partition of India, Nandita Bhavnani writes about how, unlike the Hindu Punjabis and Bengalis who had the option of migrating to the Indian half of their partitioned province, the Sindhis had nowhere to go. They were scattered over Bombay and Pune in Maharashtra, Gujarat, Rajasthan, Bangalore and some cities in Madhya Pradesh. While most of the Sindhis in Bombay were set up in transit camps in Ulhasnagar and in Thane, Mulund, Sion, Chembur, Bandra, and Khar, some of the industrious ones bought their own places in South Bombay, embarked on lucrative new careers such as real estate and construction. One such address is Candy Castle which looks decidedly more pedestrian than its fairytale nomenclature. It was more spacious than the flats that were built after Independence. Most of the newer flats that came up in the vicinity were no more than 300 sq ft in size with large families managing to squeeze in somehow. “But at the time you were so grateful to have a roof over your head that you did not mind the cramped living conditions,” says Gitanjali Gurbaxani, a food writer, whose family settled in Candy Castle after partition. Her father Dr Govind R Gurbaxani and mother Dolly were both reputed doctors and also the toast of the cocktail and racing circuit with their immaculate dinners hosted at their later address, a penthouse in Gitanjali apartments, behind the Taj. One of the residents of Candy Castle was a former lawyer from Sindh and Karachi, GP Sippy who was accompanied by his wife Mohini, four sons Ramesh, Suresh, Vijay, Ajit and daughter Sunita. He lived in a ground floor apartment, with an area of no more than 500 sq ft, which he shared with his many siblings and other family members too. Sensing better opportunity in the real estate and construction business, Sippy began building apartment blocks in Colaba and Churchgate. It was named after his wife Mohini and was the first such housing project in the city. Having lost all material assets, their cultural identity and context during the partition, the Sindhis became naturally thrifty and stuck to a simpler way of life. In Gitanjali’s family for instance, what stood out was their simplicity and passion for food. The Gurbaxani girls — Gitanjali and her sister Lotika — were taught the merits of saving and sharing their pocket money. The carrot was an outing at the Sea Lounge, at The Taj, where they could indulge in a ten-rupee pastry or a pot of hot masala milk, a plate of bhel for eight rupees, a club sandwich for Rs 12, and ice-creams among other treats. The Sea Lounge was where Bombay’s elite air-kissed and exchanged stories. And the ascendant Sindhi community was a part of this narrative. There were other Sindhi haunts too . Hiroo Kebabwala opposite Strand Cinema, was known for its authentic Sindhi fare — kheema tikki, gurda kapoora, aloo tikki (with channa dal filling) known as ‘chaap’ served with ‘pav’ kachumber and chutney on a stainless-steel plate, or packed in a leaf and then in a newspaper to take away. Character actor Mac Mohan Makhijani (of Sholay fame) was seen here almost every week. Another favourite Sindhi hangout was Kailash Parbat that served pani puri, dahi batata puri, falooda kulfi. The legendary dal pakwan and seera malpua here was a family favourite and the senior Gurbaxani gorged on it every second day for breakfast. The Sindhi Store next to Hiroo Kebabwala stocked everything that the migrant community would want to store in their pantry. Sindhi papad (with peppercorn that burst with flavour the moment you bit into it) and kheecha, homemade pickles and other goodies were prepared in the transit colonies of Ulhasnagar and Kalyan and sold here. The Tauranis have been running this store for three generations now and while the home made pickles have given way to the readily available pickle jars in the market. Meanwhile, the remaining Sindhi family seniors of the vicinity still have a special place in their hearts for the nondescript grocery store.

Kalani and four others have already been convicted and awarded life sentence in the murder case of Ghanshyam's younger brother Inder Bhatija. Kalyan session court judge D S Hathrote on Saturday during hearing acquitted all seven accused in case including Kalani on basis of lack of evidence against them. The other six accused who are acquitted in case are Dr Narendra Ramsinghani, Kishor Garikapatti, Baba Gabriel, Bachie Pandey, Harshad Shaikh and Richard Fernandes. While Ghanshyam (35) was shot dead on February 27, 1990, his younger brother Inder (30) was gunned down two months later (April 28). Both the murders had taken place in Ulhasnagar. During hearing on Saturday, senior advocate Harshad Ponda and Bhojraj Jeswani was arguing for Kalani and other accused in the case during which judgment was given by Hathrote.Kalani who is serving a lifetime in jail is currently on parole for 17 days since November 10 to attend his daughter's wedding. On Saturday, Kalani was also present before court. Bhatijas were relatives of Kalani, but the political rivalry between the families led to their murder. As per the case history, the Bhatija brothers, while working for a BJP candidate during the 1990 Assembly polls, had caught the workers of Kalani, who was contesting the election on a Congress ticket, indulging in bogus voting on the day of polling on February 27.When the Bhatija brothers objected to it, Kalani threatened them and after the polling, under instructions from him three other convicts fired at Bhatija brothers, in which Ghanshyam died. Although Inder managed to escape, he was shot dead two months later. Around 23 years after the incident, on December 3, 2013, a sessions court in Kalyan had convicted Kalani and three others-- Baba Gabriel, Bacchi Pande and Arshad Mohammed Tahir -- in the Inder Bhatija murder case and sentenced all of them to life imprisonment.

According to cops, the 46-year-old complainant alleged that he was defamed and abu­sed by Nimbalkar in July. He approached the local police, but they refused to file a complaint against Nimbalkar. He then approached the Kalyan court, which passed an order asking the police to register a case.Advocate Jay Gaikwad, who is representing the complaina­nt, claims the corporator had continuously tried to approach the local police. "The police did not respond, and on November 6, the complainant was given a letter by the cops that his application was investigated and nothing found in it. On November 7, we approached the Kalyan court, which ordered probe against the commissioner and other police officers, including the DCP and ACP." Speaking to mid-day, Nimbalkar said, "This is a false case against me. I am being harassed without any fault of mine. The magistrate has ordered an investigation in the case. He would then encourage the customer to try his luck anyway and while he was using the card, the gang member would discreetly note down the password and leave the kiosk. Mr. Palve said, “This is the cue for the other gang member to enter the kiosk. He would see the customer unable to withdraw cash and offer to help him. The gang member would then ask the customer to hand over the card to him and exchange it for a duplicate one. After several failed attempts, the customer would leave and the gang members would withdraw money using the original ATM card.” Salve has cases registered against him in Bhiwandi, Karjat and Kalamboli police stations. Two years after the National Green Tribunal imposed a penalty of Rs 95 crores on Kalyan Dombivili Municipal Corporation, Ambarnath Municipal Council, Ulhasnagar Municipal Corporation, Kulgain Badlapur Municipal Council, MIDC, and common effluent treatment plants of Dombivili for polluting the Ulhas river and the Walduni river, the Maharashtra government has assured the Supreme Court that penalty imposed will paid by the state.The assurance was given by Sumit Mullick, Chief Secretary of the Government of Maharashtra, through an affidavit before the bench of Justice Madan B Lokur and Justice Deepak Gupta.Case Background After the NGT judgment in 2015, all the respondent corporations moved Bombay High Court and sought a stay on the said order which was granted. Then, a special leave petition was filed before the Supreme Court against the stay.Finally, the SC directed all parties to file fresh civil appeals against the NGT judgment.In its order dated August 14, the bench noted that both Ulhas river and Walduni river were ‘more or less’ dead due to pollution and asked the Principal Secretary of the State Environment Department and a member Secretary of the Maharashtra Pollution Control Board to remain present in the next hearing.On the October 6 hearing, bench recorded in the order that affidavits filed by both the officers in court were not satisfactory.“Even on a cursory reading of the affidavits, it is clear that there is absolutely no intention or will on the part of the authorities to take any action to improve the situation,” the court said.Thereafter the matter was listed on November 14 and the Chief Secretary was asked to remain present this time.What Happened in Court Finally, appearing before the Supreme Court as per orders, Chief Secretary Mullick stated before the court that Rs 50 crores will be released to the corporations within a month, then another Rs 25 crores will be released on or before January 15, 2018, and the rest on or before February 18, 2018.The bench then asked the Chief Secretary to consider a report prepared by an expert body constituted by the Supreme Court consisting of officials from the National Environmental Engineering Research Institute (NEERI) in Nagpur, the Director, IIT Powai, and the National Institute of Oceanography.It was also noted that there are around 500 jeans washing units that continue to discharge effluents into the two rivers. Although show cause notices have been issued, the bench said the Chief Secretary might consider cutting the electricity and water supply of these units.The Chief Secretary’s assurance of personally monitoring the restoration of these rivers was recorded by the bench in the order. The matter will now be listed for directions on December 14.

In a shocking incident, the owner of a food stall in Maharashtra’s Ulhasnagar threw hot oil on a patron, after the latter complained about bland food and high prices. The patron, Deepak Mhaske, along with his brother Vicky Mhaske, had stopped by the Chinese food joint. But what was supposed to be a hearty meal, escalated into an ugly spat. Surat Darshan Rai, owner of the food joint, retaliated and threw a jug full of burning oil at him. Deepak suffered severe burns on his face and was rushed to nearby hospital. Police has lodged an FIR and arrested Surat and one of his workers in the matter. An official quoted that the case is under investigation and necessary actions will be taken against the involved.

Meera Emmanuel November 15, 2017 Litigation News, News Maharashtra Govt undertakes to pay 100 crore in Ulhas River Pollution case The Maharashtra government has undertaken to pay Rs. 100 crore as compensation for the restoration of the Ulhas and Waldhuni rivers after the Supreme Court summoned the Chief Secretary of the State. The Bench of Justices Madan B Lokur and Deepak Gupta recorded the undertaking given by the State in the case of Municipal Commissioner, Ulhasnagar Municipal Corporation v Vanashakti Public Trust & Ors. The case pertained to the heavy pollution that was taking place in the Ulhas and Waldhuni rivers flowing through Maharashtra. In 2015, after observing that the rivers were critically polluted, the NGT had passed a detailed judgement, imposing a collective penalty of about Rs. 95 crore on the Kalyan Dombivili Municipal Corporation, Ambarnath Municipal Council, Ulhasnagar Municipal Corporation, Kulgain Badlapur Municipal Council, MIDC and the common effluent treatment plants of Dombivili. However, instead of paying the penalty, the authorities had approached the Bombay High Court, which stayed the NGT judgment. In order to assail the same, Human Rights Law Network (HRLN) had preferred a Special Leave Petition before the Supreme Court. The Supreme Court directed all the parties to file fresh civil appeals against the NGT judgment. In their affidavit, the municipal corporations had claimed that they did not have enough money to pay for the pollution caused and that they could only change things in next three or four years. However, after detailed examination, the Court sought personal presence of the Chief Secretary of Maharashtra, Sumit Mullick. Mullick, who was present in court on November 14, undertook to disburse Rs. 100 crore for the restoration of the Ulhas and Waldhuni rivers, with 50 crore to be paid within a month. A further amount of Rs. 25 crores should be released on or before January 15, 2018 and the balance Rs. 25 crores will have to be released on or before February 18, 2018. Mullick will also be held personally liable for any non-compliance of the order. The Chief Secretary was also directed to take a decision on 500 jeans washing units which are discharging effluents into the rivers. The Court has also asked the State to consider disconnection of electricity and water supply to these jeans washing units, if necessary. Another devotee alerted the victim's mother that there was something amiss with the priest who had tried to touch her inappropriately and was suspected to have sexually assaulted her daughter. On receiving a text message, the 15-year-old victim's mother took her daughter into confidence and checked the information. "My daughter broke down and revealed the ordeal that she had been facing for two years. She said the priest had threatened her and used to get physical with her after his accomplice, a devotee too, used to blackmail her and take her to his house, where both sexually assaulted my daughter," the victim's mother stated in her complaint. A team led by senior inspector S J Shirsat and inspector Nandlal Khadkikar carried out a probe and arrested Geet Kumar Somnath Pillai alias Manikuttan alias Shreejit and Rosy (name changed), who served as a priest at the church in Vithalwadi. Police will record the statement of the woman who alerted the victim's mother too. The minor has been visiting the church for three years along with her family to offer prayers. "She had met Rosy, who introduced her to Pillai, in February 2015. They got close and finally she took her to the accused's house, where the priest and devotee raped and committed unnatural sex with her," said a police officer.Khadkikar said the team was also probing if the accused had committed similar offences with others. Shirsat said they are were recording statements and collecting evidence in the case. The duo has been booked under Indian Penal Code sections 323 (hurt), 376 (rape), 377 (unnatural offences) and 506 (criminal intimidation). They were also booked under Prevention of Children from Sexual Offences (POCSO) Act sections 4 (penetrative sexual assault), 6 (aggravated penetrative sexual assault), 8 (sexual harassment) and 17 (abetment). They will be produced before a local court on Wednesday.

The Supreme Court made the chief secretary of Maharashtra give an undertaking that Rs 100 crore will be disbursed for the restoration of the Ulhas and Waldhuni rivers. Subsequently, NGO Vanashakti moved the Supreme Court which stayed the Bombay High Court's judgment in July this year. IN THE COURT TODAY In the court today, municipal corporations filed their affidavits stating that they do not have money to plug pollution in the two rivers. Maharashtra Chief Secretary Sumit Mullick, who was asked to be present in the court today, was questioned for nearly 30 minutes during the hearing. "Today's order comes as a big relief to us since we have been relentlessly pursuing the case for the last five years. Our faith in the judiciary has been answered," said Ashwin Aghor from Vanashakti. Multiple lockers at a Bank of Baroda branch at Juinagar, Navi Mumbai were emptied by a gang of robbers over the weekend. They reportedly dug a deep tunnel to reach the lockers of the branch from a rented shop nearby and stole cash and valuables currently estimated at roughly Rs 40 lakh to Rs 1.5 crore. The robbers allegedly cracked 30 out of the 225 lockers in the branch. The police, who are currently probing the matter, said the theft may have been planned over the last five months. While the robbery may sound like a movie plot, the style of digging their way into a bank's vault, has been used multiple times before. Here are some of the similar bank robbery incidences:Manapurram Finance, Ulhasnagar In December 2016, burglars broke into the vault of Manappuram Finance's Gold Loan branch in Ulhasnagar near Mumbai. The Asian Age had reported that illegal jeans washing units in Ulhasnagar had allegedly been releasing hazardous chemicals into the Ulhas river that connects with Waldhuni river. The National Green Tribunal had passed a detailed judgment in 2015 and had imposed Rs 95 crore penalty on the Kulgaon Badlapur municipal council, Kalyan-Dombivali municipal corporation, Ambarnath municipal council, Ulhasnagar municipal corporation, Maharashtra Industrial Development Corporation (MIDC) and the Common Effluent Treatment plants of Dombivali. All the parties later approached the Bombay HC, citing lack of funds and got a stay order. NGO Vanashakti later challenged the high court stay order in the Supreme Court. However, the builders have denied the allegations. The people who have been booked in the case were identified as Kishan Lahori, Ghanshyamdas Tuniya, Chandar Chawla, Mukesh Dudani, Rajesh Dudani, Sevaldas Bijlani and Bhagibai Bijlani. They have been charged under IPC sections 420, 467, 468, 472 and 120 (B). "I got the details of the land using the Right to Information Act. The incident unfolded when Vicky Mhaske, 17, had gone to Manoj Koliwada Chinese Corner, a famous food joint with his three friends in Ulhasnagar, near Mumbai, western India. Vicky had ordered snacks but was not happy with the quality of the food. He later complained the owner Surat Darshan Rai, arguing that he was charging too much for ‘the tasteless food’. However after a row broke out between the pair, the teenager rang his brother Deepak – who was seen on camera confronting the owner. Surat is then filmed allegedly throwing boiling water from a pan at the brothers. Deepak was seriously injured in the incident. GP Thakre, a police officer investigating the case, said: ‘The incident took place at a busy eatery- Manoj Koliwada Chinese Corner in the city’s Venus Chowk, which mostly remains crowded. ‘At around 1130 pm on Tuesday night, victim Vicky Mhaske along with three others went to the eatery to have dinner. ‘A brawl started between Vicky and the owner after he first complained about the food and then the bill. ‘Vicky immediately called up his brother Deepak Mhaske and asked him to reach the spot. In the incident, Deepak received burn injuries on his face, chest and shoulders. ‘However, Vicky has received minor injuries’. The brothers and their friends were immediately rushed to a private hospital where they remain undergoing treatment. The entire instance, which was caught on camera clearly shows that a normal verbal argument turned into an ugly fight after the customer named Vicky Mhaske complained to the owner about the taste of the food and created an issue over the bill. "Vicky immediately called up his brother Deepak Mhaske and asked him to reach the spot". The 29-year-old and his friend suffered burn injuries upon coming in contact with the oil, following which they were rushed to Central Hospital for treatment. Following the incident, two people were arrested by the police after the victim's complaint. In the video, the owner of the food stall in red t-shirt can be seen filling a water jug with hot oil not once but thrice from a wok (kadhai) and chasing the man before hurling it at him. He is being now receiving treatment at a hospital in Ulhasnagar. On the basis of the recovered CCTV footage, the police booked the owner and staffers under sections 323, 324, 504 and 34 of Indian Penal Code. The 43 seconds video was released by ANI on twitter which shows the owner of the eatery throwing hot oil towards the customer unaffected by the present crowd as no one tries to interfere. Mumbai: Mumbai University has assured the Bombay high court that it is making a proper plan to ensure that the issue of delay in results does not take place in future. The court was hearing petitions of some students who sought postponement of the law re-exams that are scheduled to start from November 13. The students had prayed that as the revaluation results are pending, the dates for re-examination should be rescheduled after results are declared. The court directed the university to declare revaluation results of petitioning students by Friday. A division bench of justices B.R. Gavai and Sandeep Shinde was hearing a bunch of petitions pertaining to declaration of exam results as well as the revaluation of answer sheets of declared results. Six students from a law college in Ulhasnagar along with Student Law Council also sought postponement of re-exams in light of revaluation results of nearly 11,000 students being delayed. According to the petitioning law students, all final year students who were represented by senior counsel Uday Warunjikar, were awaiting revaluation results of exams they appeared for in May but even before they were declared the university has scheduled re-exams which they will be forced to appear for, hence the university should postpone the exams till the revaluation results are declared. Earlier, Mumbai University counsel Rui Rodrigues informed the court that university’s examination department was preparing a plan for avoiding a repeat of the results fiasco that left the university red-faced and also led to the sacking of vice-chancellor Dr Sanjay Deshmukh.

Amid chanting of prayers and cries of "You will come back", the body of Menshach Nevis, the second son of the founder of a religious group, was lowered around 5.30pm at the Sewree Christian cemetery as about a thousand looked on. Meshach, who was undergoing treatment for cancer in a city hospital, died on October 26. His father, Octavio Nevis, who claims to have miraculous healing powers, began prayers instead of conducting the last rites. On Tuesday , the prayers continued in the cemetery . Pastors began delivering sermons, praying Meshach will come back to life.Nevis' followers from places like Ambernath, Ulhasnagar, Pune and other parts of the state had joined those from the city at the funeral. "There are some who had a problem with resurrection. The Bishop and his disciples have be en exercising our faith and praying for Meshach to come back. Half the media reports are false," a pastor said. Bishop Nevis, during his brief prayers, said, "We are handing him to you and you are the king. Jesus Christ ki jai ho." The burial brought to an end a bizarre situation when Nevis and his family were refusing to conduct the teen's last rites. Sources close to Nevis claimed he had brought the boy back to life two years ago.The embalmed body was kept in their church, opposite the Nagpada police station, and prayers continued for over a we ek. When cops intervened, the family took the body to their church in Ambernath. The police arrived with health officials and said if the last rites were not conducted, the family would be booked under the Maharashtra Prevention and Eradication of Human Sacrifice and Other Inhuman, Evil and Aghori Practices and Black Magic Act, 2013. They came back to Nagpada on Monday and promised the cops a burial the next day . Maharashtra Andhashradhha Nirmulan Samiti members met the cops earlier in the day and demanded that a case be filed against the group.

"Sunil dropped out after HSC. His father, Mahadev, is one of the oldest employees at the company and has been with the builder since the last two decades," said a police officer. On Monday evening, the boy was playing inside his building compound. After he did not return home, his aunt and elder sister began searching for him in the building complex. They later saw Sunil putting the seven-year-old into an auto. The two ran towards the auto and pulled out the kid after which Sunil fled. The developer then lodged a case at the Badlapur east police station. The boy's face had turned black as Sunil allegedly used chloroform to knock him out. He was taken to a hospital to recuperate. "The primary probe shows that Sunil's family is facing financial problems and this spurred him to abduct the child and extract ransom from his father," said Raj Bhoj, senior inspector of Badlapur east police station. Efforts are on to ascertain whether or not Sunil had any accomplices. "Sunil was produced before the Ulhasnagar sessions court on Tuesday. Published: November 7, 2017 12:13 AM Updated: November 7, 2017 12:13 AM उल्हासनगर : शहरासह रस्ता रुंदीकरणातील बांधकामावरील पाडकाम कारवाईबाबत महापौरांची भूमिका यशस्वी झाली असून या बांधकामावरील कारवाई थांबली आहे. मात्र, दुसरीकडे आयुक्त अजूनही आक्रमक आहेत. रुंदीकरणातील बांधकामाबाबत धोरणात्मक निर्णय घेऊन पाडकाम कारवाईचे संकेत आयुक्तांनी दिले आहेत. तसेच वर्षभरात झालेल्या अवैध बांधकामाची यादी येत्या आठवड्यात अतिक्रमण विभागाला सादर करण्याचे आदेश प्रभाग अधिकाºयांना दिले आहेत. उल्हासनगर महापालिकेने गेल्या महिन्यात रस्ता रुंदीकरणातील काही बांधकामांवर अचानक पाडकाम कारवाई सुरू केली. यामुळे दुकानदारांत खळबळ उडाली. नेहमीप्रमाणे दुकानदारांनी स्थानिक नेत्यांसह जिल्हास्तरीय नेत्याकडे धाव घेतली. तर, शिवसेना शहरप्रमुख राजेंद्र चौधरी यांच्यासह महापौर मीना आयलानी, सभागृह नेते प्रकाश माखिजा, प्रदीप रामचंदानी आदींनी आयुक्त दुटप्पी भूमिका घेत कारवाई करत असल्याचा आरोप केला. रुंदीकरणातील बाधित दुकानांपैकी ८० ते ९० टक्के दुकानदारांनी दुकानांची दुरुस्ती करून बहुमजली बांधकामे केली, तेव्हा पालिकेने ही कारवाई का केली नाही, असा प्रश्न त्यांनी उपस्थित केला. सहा महिन्यांत उभ्या राहिलेल्या बांधकामावर आताच कारवाई का, असा प्रश्नही आयुक्त निंबाळकर यांना केला. महापौर मीना आयलानी यांनी आक्रमक भूमिका घेत रुंदीकरणातील बांधकामावर पाडकाम कारवाई करण्यास आक्षेप घेतला. तसेच महासभेत आयुक्त निंबाळकर यांना आदेश दिला होता. भाजपाचे शहराध्यक्ष कुमार आयलानी यांनी सर्व पक्ष पदाधिकाºयांची बैठक महापौर मीना आयलानी यांच्या कार्यालयात गेल्या आठवड्यात बोलवली होती. यातच आयुक्तांना अप्रत्यक्षपणे घेराव आणि चलेजावचे संकेत दिले. बैठकीत भाजपा शिष्टमंडळाने आयुक्तांना रुंदीकरणातील बांधकामासह १८ मागण्यांचे निवेदन आयुक्तांना दिले. त्यानंतरच, खºया अर्थाने रस्ता रुंदीकरणातील बांधकामावरील कारवाई थंडावली आहे. व्यापाºयांची बाजू मांडण्यात भाजपाचे प्रदेश सचिव प्रकाश माखिजा, सभागृह नेते जमनुदास पुरस्वानी, नगरसेवक प्रदीप रामचंदानी यांनी पुढाकार घेतला. त्यांच्या या भूमिकेमुळे शहरातील बांधकामावरील कारवाईला ब्रेक लागल्याची चर्चा शहरात आहे. दुकानदारांना मिळालेले हे अभय आता किती काळ टिकते, याकडेच साºयांचे लक्ष लागले आहे.

कडकडीत रिक्षाबंद Updated: Nov 7, 2017, 04:00AM IST उल्हासगरात १५ तासांनी रिक्षा रस्त्यावर म. टा. वृत्तसेवा, उल्हासनगर वारंवार पत्रव्यवहार आणि मागणी करूनही शहरातील रस्त्यावरील खड्डे भरण्याबाबत उदासीनता दाखवणाऱ्या पालिकेच्या विरोधात एकवटलेल्या रिक्षा युनियनच्या नेत्यांनी सोमवारी रिक्षांचा कडकडीत बंद पाळला. अखेर उल्हासनगर महापालिका आयुक्तांच्या आश्वासनानंतर १५ तासांनी रस्त्यावर रिक्षासेवा सुरू झाली. त्यामुळे नागरिकांनी सुटकेचा निःश्वास सोडला. मात्र रिक्षा बंदमुळे दिवसभर नागरिकांचे मोठ्या प्रमाणात हाल झाले. कोट्यवधी रुपयांचा निधी रस्त्यासाठी आणि रस्त्यावरील खड्डे बुजवण्यासाठी उल्हासनगर महापालिकेकडून उपलब्ध करण्यात येत असला, तरी शहरातील रस्त्यांवर खड्डे असल्याने रिक्षाचालकांना त्याचा त्रास सहन करावा लागत होता. याबाबत वारंवार रिक्षा युनियनच्या नेत्यांनी खड्डे बुजवण्याबाबत पालिकेला दोनदा निवेदन दिले होते. मात्र याकडे पालिका आणि लोकप्रतिनिधी दुर्लक्ष करत असल्याने संतप्त झालेल्या रिक्षा युनियनच्या नेत्यांनी ५ नोव्हेंबर रोजी रात्री १२ वाजण्यापासून रिक्षांचा बेमुदत बंद पुकारला होता. त्यामुळे सोमवारी सकाळी कामावर तसेच विविध कामांसाठी बाहेर पडणाऱ्या नागरिकांचे रिक्षाबंदमुळे चांगलेच हाल झाल्याचे पाहायला मिळाले. या बंदमुळे शालेय विद्यार्थी पोषण आहारापासून वंचित राहिले.दुपारी ३ वाजण्याच्या सुमारास आयुक्त राजेंद्र निंबाळकर यांनी विरोधी पक्षनेते धनंजय बोडारे यांच्या उपस्थितीत युनियनचे नेते पिंकी भुल्लर, शेखर यादव, राजा पाटील, जगदीश करोतीया, संजय तरे, संदीप गायकवाड, हेमंत जाधव, रोहिदास जाधव, दिगंबर हजारे, मुकुंद सोनवणे, बहाद्दूर करोतिया यांच्याशी सकारात्मक चर्चा केली. शहरातील खड्डे बुजवण्याचे आणि रस्त्यांचे काम सुरू असून त्यास अधिक गती दिली जाईल, असे आश्वासन आयुक्तांनी दिल्यावर रिक्षा युनियनच्या नेत्यांनी रिक्षांचा बंद मागे घेतला. मात्र युनियनच्या नेत्यांनी दोनदा रस्त्यावरील खड्डे बुजवण्याचे निवेदन दिल्यावरही ते आयुक्त निंबाळकर यांच्या टेबलावर पोहोचलेच नसल्याने पालिकेच्या कर्मचाऱ्यांचा भोंगळ कारभार चव्हाट्यावर आला आहे. यामुळे नागरिकांना रिक्षा बंदचा चांगलाच त्रास सहन करावा लागला.

कर भरण्यासाठी थकबाकीदारांची धाव Updated: Nov 7, 2017, 04:00AM IST अभय योजनेच्या पहिल्याच दिवशी १ कोटी जमा म. टा. वृत्तसेवा, उल्हासनगर उल्हासनगर महापालिकेने यंदा पाचव्यांचा मालमत्ताधारकांसाठी अभय योजना राबवली आहे. यात ७५ ते २५ टक्क्यांपर्यंत अवधीनुसार लाभ देण्यात आला. त्यामुळे मालमत्ताधारकांनीही नगरपालिकेत थकीत कर भरण्यासाठी धाव घेतली आहे. योजनेच्या पहिल्याच दिवशी एक कोटी रुपयांचा कर वसूल करण्यात पालिकेला यश आले. रॅली आणि जनजागृती करत मालमत्ताधारकांना कर भरण्यासाठी प्रवृत्त करण्यासाठी पालिका प्रायत्न करणार आहे. त्यात यंदा अभय योजनेची शेवटची संधी असल्याने मध्यमवर्गीय मालमत्ताधारकांकडून अधिक प्रतिसाद मिळत असल्याचे दिसत आहे.उल्हासनगर महापालिकेची आर्थिक स्थिती बिकट झाली असून उत्पन्नाअभावी शहरातील विकासकामांवर परिणाम होत आहे. त्यात वारंवार अभय योजना राबवूनही थकीत मालमत्ताधारकांकडून योजनेला प्रतिसाद मिळत नसल्याचे मागील चारवेळा राबवलेल्या योजनांतून समोर आले होते. त्यानंतर पालिकेने अनेक मालमत्तांवर जप्तीची कारवाई करत त्यांचा लिलावही केला होता. मात्र त्यातूनही पालिकेला हवे तसे उत्पन्न मिळाले नाही. मात्र शहरातील हजारो मालमत्ताधारकांकडे अंदाजे ३०० कोटींचा थकित मालमत्ता कर बाकी आहे. याचा परिणाम पालिकेच्या विकासकामांवर होत आहे. वारंवार योजना राबवूनही कर वसूल होत नसल्याने अखेर आयुक्तांनी नगरसेवकांना त्यांच्या प्रभागातून मालमत्ताधारकांकडून थकित कराबाबत जनजागृती आणि कॅम्प लावण्याचे आदेश दिले होते. ज्या प्रभागातून कराची वसुली होणार नाही, त्यांच्या प्रभागात विकासासाठी निधी दिला जाणार नाही, अशा इशाराही त्यांनी दिला होता. त्यामुळे नगरसेवकांनी नाराजी व्यक्त केली होती. अखेर यंदा नागरिकांच्या मागणीनुसार आणि नगरसेवकांच्या दबावापोटी पुन्हा १ नोव्हेंबर ते ३१ डिसेंबरपर्यंत अभय योजना राबवण्याचा निर्णय पालिकेने घेतला आहे. यात ७५, ५० आणि २५ टक्के अशी अवधीनुसार मालमत्ताधारकांना सूट देण्यात येणार आहे. त्यामुळे योजनेच्या पहिल्याच दिवशी शहरातील थकित मालमत्ताधारकांनी या योजनेला प्रतिसाद दिला असून पहिल्याच दिवशी एक कोटी रुपयांची वसुली करण्यात पालिकेला यश आले. येत्या काळात ही रक्कम वाढण्याची शक्यता आहे. त्यात या वसुलीत मध्यमवर्गीय मालमत्ताधारकांकडून अधिक प्रतिसाद मिळत असल्याचेही समोर आले आहे.

उल्हासनगर में आज कैंसर जनजागृती मैराथन Updated: Nov 5, 2017, 08:30AM IST निसं, उल्हासनगर: रविवार को लोग नशा मुक्ति और कैंसर के प्रति जागरूकता के लिए दौड़ेंगे। मातोश्री सावित्रीबाई फुले सामाजिक संस्था ने इस उद्देश्य से यह मैराथन आयोजित किया है। यह संस्था पिछले 13 साल से समाज के लिए विभिन्न कार्यक्रम कर रही है। मैराथन सुबह 6 बजे शुरू होगा, जिसमें करीब 2000 लोग हिस्सा ले रहे हैं। 5 और 10 किलोमीटर तक की दौड़ में 17 साल और 18 साल से ऊपर की उम्र वालों के लिए अलग-अलग व्यवस्था की गई है। मैराथन गोल मैदान निरंकारी हॉल से शुरू होकर कैलाश कॉलोनी से होती हुई उल्हासनगर 1 के बस स्टॉप पर खत्म होगी। मैराथन में मनपा आयुक्त राजेंद्र निबांलकर मुख्य अतिथि होंगे।

बेकायदा बांधकामे जमीनदोस्त Updated: Nov 6, 2017, 04:00AM IST बेकायदा बांधकामे जमीनदोस्त म. टा. वृत्तसेवा, उल्हासनगर शहरात राजकीय व्यक्तींचा आश्रय घेत अनधिकृतपणे बांधकाम उभारणाऱ्या भूमाफियांविरोधात आयुक्त राजेंद्र निंबाळकर यांनी मोहीम हाती घेतल्यानंतर मागील आठवड्यापासून शहरातील अनेक बड्या धेंड्यांच्या बांधकामांवर कारवाईला पालिकेने सुरुवात केली आहे. पालिका अधिकारीही कुठल्याही दबावाला बळी न पडता शहरात अनधिकृत बांधकामांवर हातोडा मारण्याचे काम करत असल्याने भूमाफियांचे धाबे दणाणले आहे. उल्हासनगर शहरात सर्वत्र वर्षभर अनधिकृत बांधकामांचा सुळसुळाट सुरू असल्याने शहराचे नाव अनधिकृत बांधकामांसाठी बदनाम होत आहे. त्यात मागील वर्षी कल्याण-बदलापूर मार्गावर रुंदीकरणानंतर अनेक व्यापाऱ्यांनी तीन मजली इमारती उभारण्याचा सपाटा लावला आहे. मात्र राजकीय आणि पालिकेच्या काही अधिकाऱ्यांच्या आशीर्वादामुळे या बांधकामांकडे दुर्लक्ष केले जात असल्याचा आरोप होत होता. अखेर शहरातील वाढत्या अनधिकृत बांधकामांच्या तक्रारी पाहता, आयुक्त राजेंद्र निंबाळकर यांनी जनसंपर्क अधिकारी युवराज भदाणे यांना प्रभारी उपायुक्तपदाचा कारभार सोपवत शहरातील कल्याण-बदलापूर मार्गावरील आणि अन्य भागांत वाढणाऱ्या अनधिकृत बांधकामांवर कारवाईची मोहीम हाती घेतली आहे. त्यामुळे पालिकेच्या या कारवाईमुळे आणि उपायुक्तपदावर भदाणे यांची नियुक्त केल्याने शहरातील भूमाफियांचे धाबे दणाणले आहेत. शुक्रवारी दुपारी प्रभाग समिती तीन येथील फिटनेस जिम येथील दुमजली बांधकामावर आणि श्रीराम चौक येथील एका बांधकामावर सहाय्यक आयुक्त नेवाडे यांच्या पथकाने कारवाई केली. मागील आठवड्यापासून शहरातील कॅम्प नंबर तीन, चार आणि पाच या भागातील आरसीसी बांधकामांवर पालिकेच्या पथकाने कारवाई केली आहे. आत्तापर्यंत शहरातील आठहून अधिक बांधकामांवर कारवाई करण्यात आली आहे. सहाय्यक आयुक्त गणेश शिंपी यांनीही या मोहिमेत शहरातील फूटपाथवर सामान ठेवणारे व्यापारी, फेरीवाले, वाहनांच्या दुरुस्तीसाठी रस्ता अडवणारे गॅरेजवाले, हातगाडीवाल्यांवर कारवाई केली होती. त्यामुळे शहरातील अनेक भागातील रस्त्यांनी मोकळा श्वास घेतला होता. अनधिकृत बांधकामांना पाठीशी घालणारे पालिका अधिकारी आणि राजकीय तसेच अन्य संबंधित व्यक्तींवरही पालिका कारवाई करणार असल्याचे उपायुक्त भदाणे यांनी सांगितले आहे.

उल्हासनगरात सनद घोटाळा Updated: Nov 3, 2017, 04:00AM IST दोषींवर गुन्हा दाखल करण्याचे जिल्हाधिकाऱ्यांचे आदेश म. टा. वृत्तसेवा, उल्हासनगर विस्थापितांचे शहर म्हणून ओळख असलेल्या उल्हासनगरमध्ये याच विस्थापित धोरणाचा आधार घेत, बोगस सनद तयार करत भूखंड हडपल्याचा मोठा घोटाळा उघडकीस आला आहे. या बोगस सनद घोटाळ्यात प्रांत कार्यालयातील कर्मचाऱ्यांचाही समावेश असून या प्रकरणी जिल्हाधिकाऱ्यांनी प्रांत अधिकारी यांना नऊ जणांविरोधात गुन्हा दाखल करण्याचे आदेश दिले आहेत. उल्हासनगर शहरात सिंधी समुदायाचे वास्तव्य सर्वाधिक असून या समाजाला फाळणीनंतर केंद्र सरकारने विस्थापित कुटुंबाना शहरातील बॅरेक आणि भूखंड राहण्यासाठी दिले होते. भारतीय विस्तापित कायद्यांतर्गत सिंधी समुदायाला जागेच्या मालकीच्या स्वरूपात सनद देण्यात आल्या आहेत. मात्र शहरात राजकीय, भुमाफिया आणि पालिका अधिकारी यांच्या संगनमताने शहरातील अनेक भूखंड गिळंकृत करण्यात आल्याचा आरोप होत असताना, शहरात बोगस सनद सादर करत जमीन हडपण्याचा एक मोठा घोटाळा समोर आला आहे.या प्रकरणात तक्रारदार मोती दुसेजा यांनी घनशामदास तुनिया, कीशन लोहारी, राजेश गुरदासमल दुदानी, मुकेश दुधानी, चंदा लालचंद चावला यांच्यासोबत एक १५ हजार चौरस फुटाचा भूखंड (प्लॉट क्रमांक ६२०) खरेदी केला होता. मात्र शहरातील मालमत्ता खरेदी करताना त्याची सनद असणे आवश्यक असते. या मालमत्तेची कुठलीही सनद नसल्याची बाब दुसेजा यांच्या लक्षात आली. त्यामुळे आपण भागीदारी करताना केलेली मालमत्ता रजिस्टर होऊच शकत नसल्याने त्यांनी आपल्या भागीदारांना विचारणा केली. त्यांनी बोगस सनद तयार करत ही मालमत्ता विकत घेण्याचे सांगितले. त्यामुळे दुसेजा यांनी या कामाला नकार देत आपले पैसे परत मागितले. चौकशीत घोटाळा उघड याबाबत मात्र दुसेजा यांनी बोगस सनद प्रकरणाचा खोल तपास करण्याचा निर्णय घेत, या विषयी अप्पर सचिव आणि सरकारी स्तरावर पाठपुरावा सुरू केला. त्यानंतर सरकारी स्तरावर झालेल्या चौकशीत अनेक सनद बोगस असल्याचे समोर आले आहे. तपास करणार या प्रकरणात प्रांत कार्यालयातील लिपिक प्रकाश गायकवाड आणि ईश्वरी पामनानी यांचाही सहभाग असल्याचे प्रथमदर्शनी समोर आले. त्यानंतरही हे प्रकरण वरिष्ठ पातळीवरून जिल्हाधिकार्यालयात प्रलंबित होते. अखेर या प्रकरणी जिल्हाधिकारी महेंद्र कल्याणकर यांनी नऊ जणांविरोधात गुन्हा दाखल करण्याचे आदेश दिले आहेत. तर याबाबत प्रांत जगतसिंग गिरासे यांना विचारले असता, जिल्हाधिकाऱ्यांनी या प्रकरणी आदेश दिले असून, संबंधित प्रकरणात तपास करत गुन्हा दाखल करण्याची प्रक्रिया केली जाईल, असे त्यांनी सांगितले आहे.

In a 10-km-long car chase that left several vehicles including a police jeep damaged in its wake, a group of thieves managed to take the Thane police for a ride right from Bhiwandi Bypass to Kalyan in the small hours of Thursday.According to the Mahatma Phule Police, the high-speed drama ended near Kalyan railway station and four accused were nabbed. According to the police, Avinash Jha, Mangesh Dhone, Kedar Parab, and a minor boy, are part of a gang who belong to well to-do families, but commit robberies for pocket change. In the early hours of Thursday, the four along with some more of their friends began a series of robberies and muggings from Netivali in Kalyan East. Initially, they targeted pedestrians, robbing them of cash and mobiles, then they also stole cash from truck drivers and taxi drivers. In Ulhasnagar, they stole a vehicle belonging to an app-based taxi driver Mangesh Bagwe.

Mumbai: The Maharashtra Pollution Control Board (MPCB) has filed a complaint against Amberbath Municipal Council (AMC) regarding cases of smoke arising from open burning of garbage in dumping ground. According to MPCB sources, residents have been complaining about the smoke in B Cabin Road since last year. The MPCB recently filed a case against the civic body in the civil court junior division, Ulhasnagar. “The dumping ground is not even on a government land and has been operating illegally. There is no disposal of garbage from the grounds, which has now accumulated 20 feet high waste,” said Sachin Kharchane, member of Ambernath Citizens Forum. Last year, the National Green Tribunal (NGT) imposed a ban on open burning of waste, declaring a fine of Rs 25,000 for each incident of bulk waste burning. “Based on repeated complaints by the residents, we have submitted an official case and it will take a few days to process,” said D.B. Patil, regional officer, MPCB. Meanwhile adjacent to the dumping ground, the residents have been complaining since Tuesday that the situation has aggravated and that they have been experiencing suffocation and vomiting problems from huge chemical smoke in B Cabin Road. Citizens have also registered a complaint in Ambernath police station against chemical manufacturing companies for allegedly discharging chemicals in the open. “The chemical pollution is causing breathing problems, eye irritation and bitter sensation in the mouth,” said Satyajit Burman, member of Ambernath Citizens Forum. The AMC said it has forwarded complaints about air pollution from the industries to the MPCB. “We have already forwarded the complaint to the MPCB. Instead of shifting the residential societies, the culprits should be punished,” said Suhas Sawant, sanitation officer, AMC.

उल्हासनगरात खड्ड्यांनी स्वागत Updated: Nov 2, 2017, 03:00AM IST पुलावरील अवजड वाहनांकडे वाहतूक विभागाचे दुर्लक्ष म. टा. वृत्तसेवा, उल्हासनगर उल्हासनगरहून कल्याण दिशेने जाणाऱ्या वालधुनी नदीवरील पूल हा सध्या अपघातांना निमंत्रण देत आहे. याच पुलावरून उल्हासनगर शहरात प्रवेश करताना स्वागताची कमान जरी पालिकेने लावली असली तरी वाहनचालकांचे स्वागत याच धोकादायक खड्ड्यांतून होत आहे. तसेच या पुलावर मोठ्या प्रमाणात अवजड वाहने पार्क केल्याने वाहतूककोंडी होत असून याकडे वाहतूक विभागाचे दुर्लक्ष होत आहे. कल्याणहून उल्हासनगर शहरात प्रवेश करताना वालधुनी नदीवरील पुलावर आणि पुलाच्या पुढच्या भागात मोठ्या प्रमाणात खड्डे पडले आहेत. या खड्ड्यांचा आकार पाहता हे खड्डे लहान वाहनांना अपघाताचे निमंत्रण देत आहेत. कल्याण बदलापूर मार्गाचा वापर करत दुचाकी आणि अवजड वाहने शहरात प्रवेश करत असतात. त्यामुळे या रस्त्यावर दिवसरात्र वर्दळ असते. मात्र मागील काही दिवसांपासून उल्हासनगर शहरात प्रवेश करणाऱ्या या प्रवेशद्वारावरील परिसरात मोठ्या प्रमाणात अपघाती खड्डे पडले आहेत. त्यामुळे रात्री अपरात्री दुचाकी आणि बाहेरून येणाऱ्या वाहनचालकांना या खड्ड्यांचा अंदाज येत नसल्याने अपघात होण्याची शक्यता आहे. एखादा अपघात झाल्यास वाहन थेट वालधुनी नदीत कोसळण्याची शक्यता आहे. त्यात याच नदीवर जुना पूल वापरात असला तरी सार्वजनिक बांधकाम विभागाकडून नवीन पूलही बांधण्यात आला आहे. मात्र त्या पुलाचा वापर वाहनांसाठी कमी आणि बाहेरील अवजड वाहने पार्क करण्यासाठीच अधिक होत असल्याचे दिसत आहे. त्यामुळे वाहतूककोंडीत अधिक भर पडते.या पुलावरून जाताना एकीकडे पालिकेने नागरिकांचे शहरात स्वागत, असा फलक लावला असला तरी हे स्वागत धोकादायक खड्ड्यांतून होत असल्याने वाहनचालकांमध्ये पालिकेविषयी संतापाचे वातावरण आहे. त्यात या पुलावर अवजड वाहने पार्क केली जातात. याच भागात असलेल्या वाहतूक पोलिसांच्या चौकीचे मात्र याकडे दुर्लक्ष होत असल्याने पोलिस या वाहनांकडे दुर्लक्ष करत असल्यानेही वाहनचालकांमध्ये संताप आहे. त्यामुळे किमान शहरातील प्रवेशद्वारावर तरी पालिकेने रस्त्यांच्या दुरवस्थेकडे लक्ष द्यावे, अशी मागणी वाहनचालक करत आहे.
