The accused has been identified as Sagar Ambhore (24). He was wanted for committing a few crimes in the city, including a robbery and a criminal breach of trust. The offences have been registered at Osmanpura and Kranti Chowk police stations. Crime branch inspector Shivaji Kamble said, "The accused members of the gang would stand outside banks and target gullible people by saying that they have got huge cash that they have stolen from Mumbai. The accused would offer money to the victims by seeking permission to use their ATM cards and PIN numbers." The gang members would pack bundles of paper along with authentic currency notes in plastic bags and, when needed, tear a portion of the plastic bag to show that the bags contained original notes. The accused would handover these bundles to their targets and flee with their banking details. The gang gets its name Gaddi, meaning bundle, from this modus operandi. Mumbai: Central Railway to get 14 new FOBs, 52 escalators; find out when and where Oct 24, 2017 11:31 am Mumbai: Mumbai’s Central Railway is all set to get new foot over bridges (FOBs) and escalators by mid-2018. According to CR officials, Central Railway will get 14 new FOBs and 52 escalators. The projects are expected to be completed within 8 months from the time it is sanctioned. There will be multi-disciplinary teams set up to look into the places where extra bridges and escalators are needed. This team submitted its report last week. According to a report in Indian Express, a proposal to construct 14 bridges and 52 escalators at identified locations has been already sent to the Railway Board. Dadar, Mulund, Ambivali, Titwala, Vasind, Atgaon, Kasara, Ulhasnagar and Tilak Nagar are among stations where additional bridges have been proposed, while four bridges at Kurla, Vidyavihar, Currey Road and Chinchpokli have been proposed for extension. These will be in addition to the 221 foot overbridges existing in the Mumbai division of the CR. “The audit teams have identified these locations based on various factors that include the footfall at the stations and peak hour rush. We have sent the proposal of constructing these bridges and escalators to the Board. This will ensure early construction,” S K Jain, Divisional Railway Manager (DRM) of the CR said to Indian Express. Almost Rs. 180 crore has been proposed for the bridges and the escalators. “We have also felt the need to employ 251 external security personnel, in addition to the present staff of Railway Protection Force (RPF) and Government Railway Police. They will be employees of the Maharashtra Security Force (MSF) and will manage crowds at railway stations,” Jain said to Indian Express. Jain added the railways has begun demarcating the area at a distance of 150 m outside stations to be declared as no-hawking zone. “The BMC has identified ward officers who would directly handle the issue of hawkers at stations. Commuters can also complain to RPF and station masters against hawkers.”

2017-10-23Tribunal awards Rs 3.74 lakh payout to kin of 24-yr-old accident victim - Times of India
Tribunal awards Rs 3.74 lakh payout to kin of 24-yr-old accident victim Updated: Oct 24, 2017, 02:25 IST THANE: The Motor Accident Tribunal of Kalyan recently absolved an insurance firm of all liability in a road accident case and ordered a Kalyan-based truck owner to pay Rs 3.74 lakh as compensation to the next-of-kin of a 24-year-old, who was run over by a truck near Shahad on May 31, 2012. District judge and MACT member N M Waghmare held that Pramod Deshmukh, the truck owner, had fabricated the papers concerning the payment for the vehicle insurance premium. The police report on the accident held that the truck driver was driving rashly that led to the death of Amit Fulwani, who was on a two-wheeler. It was around 4pm when Fulwani, was riding from Kalyan to Ulhasnagar and was hit head-on by the truck near Ambika Wakhar Company, Shahad causing death. The victim's mother and sister sought Rs 5 lakh as compensation from the truck owner claiming that the accident had caused the death of the family's sole earning member, who worked in a mobile store at Ulhasnagar and earned Rs 12,000 a month. Advocate A K Tiwari, who represented the insurance firm, pointed out that while the accident occurred on May 31, 2012, the owner had paid the premium for the policy on June 2, 2012 and that the truck was not covered at the time of the accident and hence not liable to pay any compensation. He also held that the truck owner had prepared false papers and fabricated insurance policy in connivance with an employee of the insurance firm. The judge in his order noted, "The accident occurred on May 31, 2012 and the insurance premium was received by the company on June 4, 2012 and as per provisions of the Insurance Act the risk has to be covered since the date of receiptance of premium. Therefore the insurance company is not liable to pay any compensation. The tribunal then ordered Deshmukh to pay the compensation of Rs. 3.74 lakh to the mother and sister of the deceased, with 7 per cent interest from the date of filing of the claim July 2012.

10,000 tune into headphones at Ulhasnagar kirtan gathering Updated: Oct 19, 2017, 06:14 IST Ulhasnagar: The sprawling tent at Gol Maidan is bright and festive. It is Day 26 of the 40-day Amrit Vella Kirtan that has been a part of Ulhasnagar's social calendar for the last three years in a row, drawing thousands of Sikhs and Sindhis on the eve of Guru Nanak Jayanti. Almost everything is as you would expect at the gathering. Yet something is conspicuous by its absence-the music. On closer look one would notice a very obvious accessory that all the attendees have: portable headphones. They're sitting, swaying and singing-all in silence. If music can make a celebration, it can break one too, especially if it disrupts your neighbour's sleep. Since the ban of loudspeakers from 10pm to 6am, Amrit Vella Trust has thus come up with a novel way to keep the kirtan going without rousing the neighbours. The organisers have distributed around 10,000 wireless headphones to devotees who can come and listen to religious songs without a thought for noise deadlines. The Amrit Vella Kirtan usually starts early morning at 3.45am and goes on till 5.30am. The introduction of headphones comes in the wake of activist Sarita Khanchandani's fight against noise pollution in the city and her objections about early morning kirtan at Gol Maidan disturbing the peace in the neighbourhood. Clearly, for a phenomenon that began as quiet clubbing, this use of headphones for collective listening is a growing trend. Noise ordinances and awareness drives have encouraged party-goers to groove to music streamed through headphones instead of being blasted from megawatt speakers. This year, Mumbai introduced 'silent garba' nights too for revellers who did not want the festivities to end. Now with Ulhasnagar riding the glorious sound wave of silent music, the spirit of the idea has been accepted even for spiritual activities. Due to Khanchandanis complaint, the kirtan had moved indoors for the first 20 days at a gurdwara in Ulhasnagar. But since the arrival of the headphones on October 12, it has returned to Gol Maidan, but minus the decibels. Hoshiyarsingh Labana, spokesperson of Amrit Vella Trust, said, "We respect the court's decision on noise pollution and since some people have raised objections we decided to use headphones and put it to use immediately after delivery." Rinkubhai Sahab, an organizer, said, "Earlier it was organised inside the gurdwara at Ulhasnagar number 4 but as the crowd kept growing due to participation by people in Ulhasnagar 1, 2 and 3 we had to move the kirtan to Gol Maidan. Devotees are trooping in from outside the city too."During the session, Rinkubhai sings into a microphone attached to his headphone while his followers listen to it on an imported earpiece connected via Bluetooth and Wi-Fi and delivered through an amplifier. After the kirtan ends, volunteers collect the headphones from the devotees. These are distributed again the next day. The headphone also has a system by which the listeners can connect their cell phone to the network and listen to the kirtan. Devotees have been appreciative of the move while grateful locals in the area are sighing in relief.Manoj Lassi, one of the devotees, said, "This is the first time I've been at a kirtan in which headphones are used in such a large number to avoid noise pollution." Ambrat Bhatija, a resident from the Gol Maidan area, said, "It is really a nice step, they don't create trouble for us in the early mornings."

GST takes sparkle out of festival of lights MUMBAI, OCTOBER 17, 2017 00:00 IST UPDATED: OCTOBER 17, 2017 04:05 IST Traders are complaining of fall in sales year-on-year as the new tax regime sends prices up The lights appear to have dimmed this Diwali, thanks to increases in prices of food, clothing, fireworks and gifting items after the imposition of the Goods and Services Tax (GST). Together with inflation and the after-effects of demonetisation, traders say financial reform has done more harm than good. In Crawford and Mangaldas markets and Zaveri Bazaar, the city’s busiest markets, traders say GST has dampened the festive mood, a complaint echoed by smaller wholesalers. All report lower footfalls and drop in business. Sellers in Crawford Market say the problems due to GST are many. The proprietor of Hakimi Stores, who declined to be named, said grocery sales have been hit. “Some bills from companies include GST, some don’t. This is creating confusion among customers as well as us; we’re unable to answer buyers when they question the increase in prices. Many just leave without buying anything,” he said. Mukesh Gala, who runs Royal Foods, said the dry fruits and mukhwas business is down by 40%. At P&H Electric in Lohar Chawl, Kalbadevi, proprietor Harshal Mundada blames GST for its impact on the consumer and electronics business. “Our profit has gone to the government, but it’s Diwali and the demand for electronic goods is expected to increase despite the high cost,” he said. Some like Urmee Kapoor, a fashion designer with a store on JVLR, are tackling GST differently. “I’m not charging GST from my customers. The cost of fabric has increased and there is a lot of pressure, but I don’t want to lose my customers. It’s a headache to file accounts at the end of every week.” Fireworks Fireworks sales have taken a 60% hit, say traders at the popular Ulhasnagar wholesale fireworks market. “Apart from GST and demonetisation, ban on Chinese fireworks, rains, and an early Diwali have also contributed to poor sales,” a trader said. Before GST, fireworks were taxed at 14.5%; this has gone up to 28%. “We have to file returns thrice a month or almost 37 times a year; earlier, it was just once a year. I see no good in this. Our tolerance is being mistaken for acceptance,” Haresh Motwani, a trader at the market, said. Frustration among sellers is apparent: with just four days to go for Diwali, there are few customers through the day. The situation improves somewhat in the evening. Kamlesh Jaisinghani, a shopkeeper, said, “Only today do we have a full house. An early Diwali is always tough on us, but this year, the government and the weather are also responsible.” Less variety in fireworks is also adding to low sales. “Placing a standard order felt like a gamble because we are aware of rise in cost due to GST, and cheaper Chinese fireworks are not available. The after-effects of demonetisation are still strong a year down the line. Cash flow has gone down by 35%,” Mr. Motwani said. In Ulhasnagar every year, 15 days before Diwali, small seasonal vendors come together and organise a fireworks sale at Golmaidan. The sale was known for variety in products. This year, weather and GST have reduced it to a five-day affair that began on Monday. Gold and jewellery Rajeev Popley of Popley and Sons in Opera House said, sales have gone down by 50%. “The tax we pay is 10% on all items. Walk-in customers have reduced .” However, the Mumbai Jewellers Association (MJA) is bullish. Kumar Jain, vice-president, MJA, said there was a big fall in business during Dusshera as customers were reluctant to share identity details while buying jewellery for more than Rs. 50,000. Identity proof has been made mandatory since last month under the Prevention of Money Laundering Act. “The limit was raised to Rs. 2 lakh on October 2, so we’re expecting a 30% to 40% increase in sales over last year for Dhanteras.” Clothing and dry fruits Viren Shah, president, Federation of Retail Traders Welfare Association (FRTWA), said retail business has fallen by 50%. “The GST slab of 18% to 28% has resulted in high cost of garments,” he said. Ashok Patel, president, Fort Merchants Association, said people have no money. “Traders are unhappy with the confustion due to GST. Many merchants from Fort have left because sales are down. Clothing, sweets and dry fruits sales are down by 20% to 30% along with gifting items,” he said. Customers complain Across the counter, customers are just as unhappy. “I went to buy lanterns but ended up not buying any as they were selling at Rs. 260. Last year, they were available for Rs. 150,” Oindrilla Gupta, a student of Sophia College, said. “GST impact can be definitely felt on sweets, chocolates, dry fruits and gifting items. Shopping is turning out to be more expensive,” Deepa Mahesh, a Jogeshwari resident, said. Shaili Contractor, who works with an advertising agency, has gone in for artificial toran s this year. “Due to GST, not only have prices increased, my sister’s new business has been affected.” Shantanu Ray, a media professional, said GST has affected online buying. “I normally buy clothes online and the increase in prices is visible. I have deferred all electronic shopping to next year.” Some, however, feel otherwise. “Diwali is Diwali I haven’t particularly felt the pinch this festive season,” PR professional Tanya Mishra said.

Family, builder corner govt plot by applying under dead person's name; allotment stayed Updated: Oct 19, 2017, 00:27 IST ULHASNAGAR: A family along with a builder allegedly cornered a government plot by applying under a dead person's name. They secured a conveyance deed in their favour for the 29,412 sq ft plot under the Displaced Persons' Act. But the authorities stayed the allotment and initiated a probe after an activist exposed the alleged fraud and complained to the state government. The land has a market price of around Rs 30 crore but the government gave it to them for around Rs 25 lakh under the Act. The builder and family denied any fraud. An activist, Ashok Bajaj, used RTI and complained about the allotment, given on an application in the name of a person who died nine years before by allegedly forging his signature. The allotment was stayed by state revenue department additional chief secretary Medha Gadgil. She observed that the allotment was given to Laxmibai Chandwani, Gulab Chandwani and Santu Chandwani on the basis of an application filed by Dhanomal Chandwani on July 12, 2005. But Dhanomal had died on December 17, 1996. Ashok said after Hindus settled down in the country following Partition, the government settled them in various places. It included Sindhis who shifted to Ulhasnagar, where the government gave them barracks to live in. The barracks were later allotted to them to live under the Displaced Persons' (Compensation and Rehabilitation) Act, 1954, by issuing a conveyance deed. Ashok alleged that in 2015 he learned that Laxmibai and her sons Gulab and Santu, by appointing a legal heir to builders Sunder Bajaj and Girish Bajaj, and by using a fake application in Dhanomal's name, was trying to grab the government land. Ashok told TOI, "In the city, many government plots are encroached upon by politicians and builders, due to which there are hardly any gardens or playgrounds for citizens." Ashok said he wanted the government to act against land-grabbers. Girish told TOI, "The allegations are false. Ashok is unnecessarily harassing us by making a false complaint. The land belongs to Dhanomal's family and we purchased it from them."

District civil surgeons told to conduct weekly OPD clinics in prisons across Maharashtra The orders were issued on October 10 after directions from the Prison Reform Committee, a five-member team, headed by Justice S Radhakrishnan, constituted by the Bombay High Court to recommend jail reforms Published:October 18, 2017 3:04 am The Directorate of Health Services has issued orders to district civil surgeons across the state to operate weekly OPD clinics for two hours in each of the district prison in the state. The orders were issued on October 10 after directions from the Prison Reform Committee, a five-member team, headed by Justice S Radhakrishnan, constituted by the Bombay High Court to recommend jail reforms. The orders passed by Dr Satish Pawar, director of health services, stated that district civil surgeons would have to form a team for the weekly OPD visits. For the male prisons, the team would include a physician/medical officer, skin specialist and a psychiatric social worker. The team for women prisoners would include a gynaecologist and a paediatrician. Apart from directions by the reform committee to the DHS on October 7, weekly OPD visits were also part of a recommendation made in a Public Interest Litigation before the Bombay High Court on children of prisoners. The amicus curiae in the PIL, Dr Vijay Raghavan of the Tata Institute of Social Sciences, said that so far such an OPD clinic in prisons was only operational in Byculla women’s jail. “Due to non-availability of police escorts, there is often a delay in taking prisoners for hospital visits. In cases where hospitals are far, by the time a prisoner may be taken to the hospital, the OPD hours are over. This leads to them not being checked by specialists. Organising weekly OPD clinics within prison will ensure that specialists can prescribe medicines to prison inmates without facing such issues,” said Raghavan. The DHS orders stated that OPD visits should be organised in such a way that they do not disturb the functioning of the hospital. The district hospital authorities are also directed to submit a report each month on the visit including details of the number of prisoners examined. The orders have been sent to district civil surgeons in Thane, Palghar, Raigad, Sindhudurg, Pune, Satara, Nashik, Ahmednagar, Jalgaon, Nandurbar, Buldhana, Amravati, Washim, Beed, Osmanabad, Parbhani, Jalna, Bhandara, Wardha, Gadchiroli and Ulhasnagar. The district civil surgeon of Ulhasnagar has been directed to conduct the weekly OPDs in Kalyan jail. In other districts where there are no district civil surgeons, the DHS has directed hospitals affiliated to medical colleges to conduct the visits. Apart from weekly OPDs, the DHS also informed the prison reform committee that six vacant posts of medical officers in prisons would be soon filled. The committee was informed that advertisements to fill nearly 400 posts have been published, including the six for prisons.

2017-10-16GST takes sparkle out of festival of lights - The Hindu
GST takes sparkle out of festival of lights OCTOBER 17, 2017 01:12 IST UPDATED: OCTOBER 17, 2017 01:12 IST Traders are complaining of fall in sales year-on-year as the new tax regime sends prices up Mumbai: The lights appear to have dimmed this Diwali, thanks to increases in prices of food, clothing, fireworks and gifting items after the imposition of the Goods and Services Tax (GST). Kumar Jain, vice-president, MJA, said there was a big fall in business during Dusshera as customers were reluctant to share identity details while buying jewellery for more than ₹50,000. Identity proof has been made mandatory since last month under the Prevention of Money Laundering Act. “The limit was raised to ₹2 lakh on October 2, so we’re expecting a 30% to 40% increase in sales over last year for Dhanteras.” Clothing and dry fruits Viren Shah, president, Federation of Retail Traders Welfare Association (FRTWA), said retail business has fallen by 50%. “I went to buy lanterns but ended up not buying any as they were selling at ₹260. Last year, they were available for ₹150,” Oindrilla Gupta, a student of Sophia College, said. “GST impact can be definitely felt on sweets, chocolates, dry fruits and gifting items. Shopping is turning out to be more expensive,” Deepa Mahesh, a Jogeshwari resident, said. Shaili Contractor, who works with an advertising agency, has gone in for artificial torans this year.

Gold smugglers give residents of an area in Mumbai a bad name Officials said genuine passengers from Ulhasnagar are frisked thoroughly owing to certain syndicates that have lured the youth from there to smuggle gold MUMBAI Updated: Oct 16, 2017 16:29 IST The Air Intelligence Unit (AIU) said that an increasing number of cases of gold smuggling involving residents of Ulhasnagar have made them extra cautious when they see a passenger from the place at the Chhatrapati Shivaji International Airport (CSIA). Ulhasnagar, located to the northeast of Mumbai, in Thane, has many businessmen who travel to Dubai for their work. Officials said genuine passengers from Ulhasnagar have to face the heat and are frisked thoroughly owing to certain smuggling syndicates . According to sources, some of these syndicates deploy carriers — young men and women who are lured into smuggling with promises of free international travel and money. However, some businessmen have taken to smuggling because of the easy money. In order to detect smuggling, the AIU even quizzes suspects on their purpose of visit and if there are inconclusive replies, they resort to checks. “Most of them are very clever and speak fluent English. They answer our questions confidently and do not fumble. We resort to intelligence and passenger profiling to detect cases,” said a source. While fliers are checked based on passenger profiling, smugglers still have new innovative methods to dodge the authorities. According to officials, many smugglers conceal the gold in their rectums, which makes it difficult for authorities to detect. An X-ray examination is carried out to find gold concealed in the body. The AIU said such passengers are putting themselves at a grave risk. At the international airport, cases of foreign bodies concealed within the rectum have been frequently reported. Such passengers are convinced for prompt self-removal. The delayed removal of foreign bodies in the rectums can lead to severe complications including abdominal, rectal pains associated with bleeding and infections.

Crackdowns on suppliers in city push drug distribution to fringes Updated: Oct 9, 2017, 13:37 IST MUMBAI: With increased crackdowns in city on drug suppliers, the points of distribution of narcotics have now moved out of Mumbai. Sleuths from the anti-narcotics cell (ANC) of Mumbai Police said suppliers are offloading narcotics on the city's fringes- charas on the Maharashtra-Gujarat border, mephedrone in the Mumbra-Bhiwandi belt and cannabis in the Kalyan-Ulhasnagar belt, as they are afraid of getting caught in Mumbai. "In the past, drugs in big quantities were directly delivered in Mumbai in areas like Dongri, Jogeshwari etc. This trend is no longer seen," said deputy commissioner (ANC) Shivdeep Lande. Increased action by various agencies has pushed suppliers out of the city. Now, buyers and peddlers are summoned to the fringes to pick up drug consignments," he added. Cloth merchant Haji Abdul Rehman Shaikh was arrested in January this year with 20 kg of charas worth Rs 83 lakh. Officials said he would arrive in Mumbai by train, stay in a lodge, make smaller packets of the drug which had been brought from the Maharashtra-Gujarat border, hire a cab and ferry them to customers. He would then buy cloth pieces, hang around in Mumbai for a month or so, before returning to his hometown. Once he left the city, another member of his gang came down and used the same modus operandi. Shaikh, who is from Jammu & Kashmir, was earlier held in 2010 for transporting charas worth Rs 31 lakh in a car. After spending four years in jail, he was released in 2014. Then in August, the ANC arrested Vicky Lulla accused of supplying mephedrone to Bollywood celebrities in the western suburbs. Lulla was on the police radar for 3 months after a few Africans arrested for drug possession identified him as the supplier. Cops said he procured the drug from Bhiwandi. Nearly 56 gms of the drug, worth Rs 1.12 lakh, was seized from Lulla near the MMRDA grounds at Bandra where he was to meet an aide for hanging over mephedrone. Last month, 4 people were held from Ghatkopar with 28kg of cannabis worth Rs 3 lakh, unravelling a major naxal link. Investigations found that cannabis, grown in areas under the control of the Naxalite guerrillas in Odisha, was being systematically smuggled into Mumbai and the money was possibly being used to fund Naxal activities. The supply was stashed in a rented room in Kalyan; the gang admitted to smuggling the drug on at least five occasions before. Previously, they had rented a room in Ulhasnagar. Cases under the Narcotics Drugs and Psychotropic Substances Act have to be made as per the book and failure to do has resulted in acquittals in the past. Some of the requirements are the necessity of a credible input or a hard document before conducting a raid, maintaining a 'khabri' (informant) register etc. To increase the conviction rate, the ANC has deputed a dedicated officer whose task is to get familiarised with the Act in a thorough manner and ensure that every case is made as per the law.

According to officers, two youngsters — Ayushi Bhupat Jain, 18, and Avi Deepak Kachhwani, 20 — were lured into smuggling by the third person, Kamal Tekchand Motwani, 38. “Kamal is the mastermind who has admitted to smuggling in the past,” said an officer. The three, residents of Ulhasnagar, were leaving for Dubai when they were intercepted. The officials recovered 85,000 Euros, 7,100 US dollars and 905 United Arab Emirates Dirham, collectively worth Rs68.64 lakh. “The accused had rolled the foreign currency and inserted it up their rectums,” said the officer. In order to avoid suspicion, Kamal had booked the flight tickets separately. “We were suspicious about Kamal. He was being grilled when it was revealed that Ayushi too was involved,” said the officer. After questioning Ayushi, they learnt of Avi’s role, the officer added. According to officials, foreign currency worth ₹30 lakh had been smuggled by Kamal in the past. Authorities suspect that the accused were smuggling foreign currency to purchase gold. “There may be a syndicate involved in taking foreign currency out of the country and bringing in gold. Usually, there are separate set of people to smuggle currency and gold,” said the officer.

2017-10-06Revival of Ulhas river: Supreme Court summons Maharashtra secretary, municipal chiefs - Hindustan Times
Revival of Ulhas river: Supreme Court summons Maharashtra secretary, municipal chiefs The court has asked the state to list steps taken to revive the river MUMBAI Updated: Oct 07, 2017 00:52 IST The Supreme Court (SC) rapped the Maharashtra state government yet again on Friday regarding inadequate efforts taken to check pollution at the Ulhas river. The SC bench of justice Madan B Lokur and justice Deepak Gupta directed the state chief secretary and municipal commissioners from Ulhasnagar Municipal Corporation, the Kalyan Dombivili Municipal Corporation, the Ambarnath Municipal Council and Badlapur Municipal Corporations to be present in person during the next hearing scheduled on November 14 and respond regarding steps being taken to restore the river. In an order from August 14, the apex court told the state government that there was ‘absolutely no coordination between authorities to protect the rivers’. “From a reading of the judgment and order passed by the tribunal, it is clear that these rivers are more or less dead due to pollution,” the SC order had said. On Friday, petitioners NGO Vanashakti submitted affidavits and pictures highlighting how the Khemani nullah was releasing untreated sewage into the Ulhas River and the colour of the river had turned red. “The chief secretary and municipal commissioners need to inform the court about how they are going to deal with this issue, develop a timeline and mechanism, and when they will be able to adhere to the timeline of restoring the river. They need to either submit these details in the form of an affidavit or respond orally in court,” said Zaman Ali, counsel appearing for the petitioners. A state government official told HT that their counsel, Mukul Rohtagi argued that funds had already been dispensed by the state government to ensure restoration of the river but the civic bodies had failed to act on it. “The Indian Institute of Technology Bombay (IIT-B) Powai, concerned authorities from the National Environmental Engineering Research Institute (NEERI), Nagpur and the National Institute of Oceanography (NIO) has already developed a plan for the Ulhas and Waldhuni river restoration and it has been shared with the civic bodies as well. In consultation with the civic chiefs, all details will be submitted to the court by the next hearing,” he said. Ali added the SC bench verbally directed the state to take over functions from the civic bodies and ensure on-ground restoration work should begin. “The bench was shocked when they saw the colour of the water at the juncture where Khemani nullah meets Ulhas. We told the court that just 50 metres away from this spot lies the pumping station for providing drinking water to the Ulhasnagar city. These details made the court very unhappy and since the litigation is going since 2012, the bench was thoroughly disappointed,” he said. The petitioner welcomed SC’s decision. “It is shocking that even after the National Green Tribunal judgement the municipal corporation is releasing untreated sewage into the drinking water zone. It is high time that the accountability of top brass in the state is assessed or else this river will surely die,” said Stalin D, director, NGO Vanshakti. HT had reported on October 4 that Maharashtra has the most polluted rivers in India with a maximum of 49 of 315 polluted river stretches across 29 states. Rivers such as Ulhas, Mithi, Godavari, Bhima, Krishna, Mula-Mutha, Pelhar, Penganga, Vaitarna, were some of the rivers in the list. HT reported on September 25 that at least 3,000 million litres of untreated sewage and industrial effluents are discharged into Maharashtra’s rivers, lakes and other water bodies polluting them and the groundwater every day.Timeline of the Ulhas pollution issue in courts •In 2012, NGO Vanashakti filed a petition with the NGT to direct the Maharashtra Pollution Control Board to shut all polluting industries discharging untreated effluents into the Ulhas river in violation of environment rules. •The western bench of NGT passed an order in July 2015 indicting Dombivili Industries Association (DBESA), Ulhas Nagar Municipal Corporation, the Kalyan Dombivili Municipal Corporation, the Ambarnath Municipal Council etc. as being guilty of polluting Ulhas river with untreated effluents and also with raw sewage. The judgement imposed a penalty of Rs 96 crores to restore the river and ordered that a time bound revival plan be put in place. •Following the NGT order in July 2015, the government agencies moved the Bombay High Court (HC), which stayed the tribunal’s order of depositing the fine by the municipal bodies and the industries association. •In early 2016, Vanashakti filed a special leave petition challenging the HC’s decision. •On July 5, the SC passed an order staying the HC judgement. The apex court on July 17 directed the respondents to pay the fine and said that the civic bodies and the industries have the option of either filing a review in NGT or take the matter to the SC itself, within three weeks. The respondents chose the latter. •In an order from August 14, SC said that the amounts ordered by NGT may not be deposited at this stage. The court also directed the two state government officers to appear before the court only after taking stock of the revival plan for the rivers after consulting the director, Indian Institute of Technology Bombay (IIT-B) Powai, concerned authorities from the National Environmental Engineering Research Institute (NEERI), Nagpur and the National Institute of Oceanography (NIO).

Public holiday declared in Ulhasnagar after a local boy's marriage proposal is accepted by a South Mumbai girl 04, Oct 2017 Schools, Colleges and Banks will be closed in Ulhasnagar for a day amidst celebrations after a local boy got a favorable response to his marriage from a South Mumbai girl. The couple met over the internet and fell in love. And after 6 months casual meetings, have now decided to take the plunge. For Satish, the boy from Ulhasnagar, dating a girl like Monica who is from a rich and affluent South Mumbai family was stuff of dreams. But thanks to social media, this dream has now turned into reality. “Initially I lied to her that I lived in SantaCruz. I mean it sounds better than Ulhasnagar and I also had to create an impression. But even after knowing where I come from, she still likes me. That’s when I thought there is more to our relationship,” said Satish, his cheeks still red. No sooner the news made its way to the media, local political parties were seen taking credit for Satish’s achievement. The pothole filled road outside his house which was neglected by the authorities all this while, suddenly found a new lease of life with a fresh coat of tar. In contrast, the scenes in South Mumbai were not all that celebratory. Monica’s parents were shocked at their daughter’s choice. “What is Ulhasnagar? Where on earth is this place? I thought Mumbai ends after Bandra. I am appalled to say the least,” said Monica’s father with a dejected look on his face. Association of South Mumbai Girls too have cancelled Monica’s membership for violating what they call ‘unwritten rules’.

Another case against Monarch builders MUMBAI, OCTOBER 03, 2017 00:00 IST UPDATED: OCTOBER 03, 2017 04:10 IST Developers allegedly cheated Dubai businessman of Rs. 4.55 cr. In addition to cases filed against them in Kharghar and Khandeshwar, the partners of Monarch Universal Group now have one registered with the Kalamboli police, this time for cheating a Dubai-based businessman who had booked around 17 flats worth Rs. 4.55 crore. The accused are already in the EOW’s custody for the Khandeshwar case, Senior Police Inspector Shivaji Awate from EOW-I said, “And after their remand gets over, we will seek extension of their remand for the case registered in Kalamboli.” The complainant, Kunal Shevkarmani, runs a steel business in Dubai. In 2011, Mr. Shevkarmani’s father and some other relatives had visited the Monarch offices in Navi Mumbai and booked four flats worth Rs. 1.2 crore at Monarch Imperial, Kalamboli, Sector 17. A few months later, Mr. Shevkarmani booked another 10 flats and put down 80% of the cost, Rs. 2.58 crore, which he paid in US dollars. Later, several of his relatives also booked and made payments for flats: uncle Vishnu Jethani paid Rs. 10 lakh through RTGS, cousin Meeta Sadvani in 2012 paid Rs. 31.6 lakh, and in 2013 Nitesh Kriplani paid Rs. 51 lakh. “All the buyers were told that the flats will be registered and allocated to them a year after booking. But after repeated communication, the builders did not repay the booking amount, Mr Shevkarmani approached Kalamboli police and registered the case,” Mr. Awate said. The police say that around seven of the flats booked by Mr. Shevkarmani and his relatives were sold by the builder to other customers. Mr Awate says that the methods such ‘builders’ use is the same: raise investments to fund the project, and when unable to repay the investors in time, give flats that had bene booked and paid for to the investors. “This is cheating both customer as well as the investors,” he said. “We suspect around 1,000 people would have got cheated by the Monarch group. We urge everyone who has invested in their projects to come forward and report it.” An FIR had been filed in April against Monarch’s partners, but they evaded arrest for more than four months. Finally, two of the partners, brothers Gopal Thakur (41) and Hasmukh Thakur (42), had been arrested by the Economic Offence Wing Unit I, last month; the third partner, Roshan Seth (37) was also arrested last week. They were accused of cheating a complainant who had, in 2013, bought a shop from them and paid Rs. 46 lakh but had neither got possession of the shop nor his money back. The Thakur brothers had been arrested before, in October 2015, when in hiding after two similar cases were registered against them in CBD Belapur and Kalamboli. In April that year, a property investor had registered an FIR against Monarch Builders’ directors for cheating him of Rs. 7 crore which he had paid for 22 flats in Kalamboli and later learnt that they had been mortgaged to a financial firm from whom Monarch had taken a Rs. 40 crore loan. Also in 2015, another buyer had paid Rs. 66 lakh for a flat in a Monarch project in Ulhasnagar, but got neither the flat nor a refund. The accused had been arrested under sections 420 (cheating), 406 (criminal breach of trust) and 34 (common intention) of the IPC and Section 8 of The Maharashtra Ownership Flat Act (MOFA).

2017-10-04Traffic stats expose unsafe roads, 3 die or get grievously injured daily in accidents in Thane - Times of India
Traffic stats expose unsafe roads, 3 die or get grievously injured daily in accidents in Thane Updated: Sep 28, 2017, 16:17 IST Thane: On an average three people die or suffer grievous injuries everyday in road accidents in Thane city. Out of the 653 accidents recorded by the Thane traffic department in the last eight months, it was seen that 20 per cent were fatal cases involving motorists, pedestrians and drivers. The Thane police commissionerate, which includes Thane, Bhiwandi, Kalyan, Ambarnath and Ulhasnagar have recorded cases of around 140 fatal accidents, 299 cases wherein the victim was grievously injured, 168 where one suffered minor injuries and 46 accidents where the victim was unhurt. It was recorded that the highest number of accidents were of bikers as out of the 655 people injured in various accidents, 43 per cent were the ones riding their two-wheelers. "Vehicle to vehicle accidents usually occur while overtaking, changing lanes, etc. When it comes to roads like Ghodbunder, it is a four lane road and the flyovers are of two lanes. Many a time accidents occur when the vehicles are steering to the right from third and fourth lane. Also, the Eastern Express Highway and Ghodbunder Road are such stretches, which are in the main city and the heavy vehicles want to cross these at night as they are not allowed during the date time, so they drive rashly, which eventually leads to accidents. Also, they block all the lanes causing many accidents to occur when bikers overtake these heavy vehicles. Also, on the Mumbra-Panvel bypass many misjudge the speed of other vehicles while changing lanes on the junctions. Most of the vehicle to vehicle accidents occur on the bypass," said a senior traffic officer. The officials claimed that many pedestrian accidents occur as either the victim misjudges the speed of the vehicle or drivers misjudge the pedestrian's speed. It was also seen that around 229 people suffered injuries while 59 people died while crossing the road. "These accidents do not occur in the internal city roads and happen mostly on the Ghodbunder stretch and Eastern Express Highway as there are many settlements around these two highways. Also, a person who is crossing has to walk on around eight lanes and by the time they do that many vehicles that are speeding hit them. But now as there are foot over bridges (FOB) coming up, there are reduced chances of these accidents. We have seen a positive result near Viviana mall after the FOB was constructed. Traffic experts claimed that another reason that there are accidents involving heavy vehicles with other vehicles is because the drivers are tired while driving. It is seen that as they drive in great speed to get out of the city's stretch before morning as they are not allowed during the day. Also, they don't sleep and are tired, which makes them tired and sleepy. This in turn causes them to react less to other vehicles approaching them. Also, it is noticed that the accidents of heavy vehicles mostly occur between 1am and 5am. Maintenance of vehicle is also a bigger aspect, which if not done regularly will lead to accidents, stated traffic officials. "It is seen that many do not go to authorized service dealers to repair their vehicle, which eventually leads to mishaps. Many people do not know that they have to maintain the tyre's air pressure according to the season," said an officer.

COPS UNEARTH NAXAL LINK TO CANNABIS TRAFFICKING CARTEL Updated: Oct 3, 2017, 07.59 AM IST Naxal "levy manager" behind sale of large quantities in city, claims anti-narcotics cell. The Mumbai police is believed to have identified a Naxal link to a well-entrenched marijuana trafficking operation in the city. Officers in the Mumbai Police claim that they have identified a Naxal "levy manager" who uses the proceeds from the sale of marijuana to fund Naxal activities in Chhattisgarh and Odisha. The manager, identified as Narayan Sahu, is still at large, but the Anti Narcotics Cell arrested his compatriots -- Indrapradhan Laddukishor, Prashant Jena, Kalia Prakash and Narayan Dhanurjay - from Kalyan on September 23 and seized 28 kg of marijuana in their possession. The police said that Sahu, along with Indrapradhan, was in charge of collection of funds, mostly from cities such as Mumbai. He directed the movement of marijuana from the Naxal-controlled districts of Malkangiri, Ganjam and Gajapati, in southern Odisha, into Mumbai. Indrapradhan, in turn, arranged for the necessary "human resource requirements" at the delivery end. "Both Indrapradhan and Sahu ensured the supply chain links remained intact until the consignments reached designated targets," said a police officer. Cops are working out leads to establish if Sahu is related to an active Naxal who is part of the "unofficial administration" responsible for collection and levying of "taxes" on the Andhra Pradesh-Odisha border.
