Ulhasnagar hit and run case: Police yet to nab the accused Even though six days have passed after the victim Sanjiv Shrivastava had filed a complaint with the Hill Line Police station Ulhasnagar after he was hit by a Innova vehicle bearing the registration number MH 15 5220 but police are clueless about the accused responsible for committing the crime. I had gone for a morning walk at Prabhat Garden in Ulhasnagar and later on went to Shani temple for taking darshan. After the completion of prayers I stepped out of the temple. While I was wearing a shoe suddenly a Innova vehicle arrived from back side and hit me. The driver soon escaped from the spot after the accident. I had fractured my left ankle and sustained severe injuries, said Sanjiv Shrivastava a project sales manager and Ulhasnagar resident. The police have failed to crack this case and are not cooperating with us. They are yet to ascertain the accused's identity and have not traced the vehicle even though we have provided registration number to them. Justice has been denied to my brother. The police must speed up the investigation and nab the accused, said Ussha Shrivastava sister of Sanjay.

Thane: UMC hires eunuchs to make a song and dance at defaulters' homes By Vinay Dalvi Posted 2 hours The eunuch squad will be deployed shortly after Diwali If you owe money to the Ulhasnagar Municipal Corporation (UMC), be prepared for a clap in the face. Fed up of chasing down citizens who owe over Rs 265 crore in property tax, the civic body has now hired a group of eunuchs to make a song and dance about it right outside the defaulters homes. As many as 93,000 people owe money to the UMC, and the civic body has repeatedly sent them notices and reminders to pay up. We also need to pay several contractors and these amounts run into crores. Though we work for the people, they are not paying us taxes, said municipal commissioner Rajendra Nimbalkar, who approved the plan to hire eunuchs to recover the debts. Dancing queens: Officials believe that even the most reluctant defaulters will pay up in the fear that the eunuchs will create a scene outside their homes. NCP corporator Rekha Thakur came to me with the innovative idea she came with a group of eunuchs and asked me to hire them to recover the money. I agreed to the proposal. We will pay the eunuchs for this work, said Nimbalkar. The UMC has to collect Rs 265 crore from defaulters. There are 1.75 lakh properties in the 13-km stretch under the Ulhasnagar corporation. If we count this year's dues as well, the total amount will climb up to Rs 365 crore, he added. Since he was appointed to the top job in September, Nimbalkar has been cracking down on any sort of delay in official work. The IAS officer had earlier also installed CCTVs in all offices to ensure that the staff are punctual. Diwali dhamaka:While it is yet to be decided how much the eunuchs will be paid for their services, the UMC has already hired seven of these special recovery agents, who will be sent out after Diwali. In the meanwhile, the UMC has deployed 90 officers to recover the pending taxes. If they fail, the eunuchs will get to work. After Diwali the eunuchs will start visiting the house of defaulters, said Yuvraj Bhadane, public relations officer of UMC. This will not be the first time that a civic body has resorted to making a scene to retrieve dues from citizens in the early 2000s, several corporations would hire bands to shame defaulters by playing music outside their residence. However, this is the first time that officials are turning to eunuchs for help. Slow clap: Local activists like the idea so much, they are thinking of using it on the UMC itself. Raja Gemnani of the Ulhasnagar Foundation said, This is a good idea to recover dues, but what about facilities for citizens? We lack basic facilities like proper roads, cleanliness and traffic jams. Tired of chasing nearly 90,000 tax defaulters to recover Rs 260 crore in overdue payments, the civic body at Ulhasnagar in Thane, a satellite town of Mumbai, has come up with a plan hire eunuchs, known for being loud and persuasive to get defaulters to pay up. Ulhasnagar Municipal Corporation (UMC) chief Rajendra Nimbhalkar said the tax dues have been pending for over a decade, so when Rekha Thakur, a local corporator from the Nationalist Congress Party went to him with a group of eunuchs and suggested the civic body hires them to collect the money, Nimbalkar jumped at the idea. We have served notices to tax defaulters and have asked them to pay up within eight days. If they don't, the eunuchs we hire will dance in front of their homes and force them to pay tax. We already have eight special teams working to recover the money and 100 officials serving notices to the defaulters, Nimbalkar said. The civic body plans to hire 15 eunuchs, who will be paid for their work. The priority is to collect taxes. We will first use notices and reminders. Asking eunuchs to go to the defaulters homes is our last resort, said Nimbalkar, adding, Most people on our list earn well and make big profits. By law, they should pay up, but they are trying to evade. The civic body has set a Diwali deadline. Hiring eunuchs is currently just an idea, we hope not to use them but if defaulters don't settle their accounts by Diwali, we will be forced to employ them, Nimbalkar said. This is not the first time a civic corporation has resorted to out-of-the-box measures to recover tax dues. Bombay HC issues contempt notices to 2 cops for failing to curb noise pollution Kanchan Chaudhari, Hindustan Times, Mumbai Updated: Oct 26, 2016 20:59 IST The Bombay high court issued contempt notices to two assistant commissioners of police (ACP) on Wednesday for failing to take action against noise pollution during Navratri, despite receiving complaints. Noting that Mumbai's noise pollution rules (NPR) had been completely violated, especially during the recently-concluded festive season, the bench of Justice Abhay Oka and Justice Amjad Sayed directed the Maharashtra chief secretary to file a personal affidavit detailing what steps the state proposed to ensure strict compliance with the NPR. The court was hearing public interest litigations one filed by Thane-based activist Dr Mahesh Bedekar and another by Aawaz Foundation complaining about the lack of compliance with the NPR. Dr Bedekar complained that the rules were not adhered to while organising festivals such Ganeshotsav, Navratri and Dahi Handi in Thane. He cited a lack of action on part of the authorities, even if complaints were made about the violations. Sumeira Abdulali of Aawaz Foundation filed an affidavit, stating that it had forwarded 61 complaints of violation of the NPR, but no action was taken by the police. After perusing a report submitted by government pleader Abhinandan Vagyani, the bench noticed that action was taken only in 11 of the 61 cases. However, the police failed to record decibel levels, stop the noise, seize the loudspeakers or conducting a preliminary investigation at any of the spots. The bench felt that against this backdrop, those accused in the 11 cases would be acquitted. The court has granted the ACPs one from Ulhasnagar and another from Borivli time till December 17 to file their respective affidavits. On Wednesday, the Maharashtra Pollution Control Board filed an affidavit in the high court stating that it proposed to conduct noise mapping in 10 major cities all class A municipal corporations in Maharashtra. These include Mumbai, Thane, Pune, Nagpur, Aurangabad, Nasik, Kalyan-Dombivali, Navi Mumbai, Kolhapur and Ulhasnagar.

They scrubbed clean around 22 statues of national heroes and personalities in the area from October 18-23 under the guidance of Lieutenant Bharat Badgujar, head of the NCC boys unit at the RKT college. Talking to mid-day about his brainchild, Badgujar said, I had heard PM Modi talk on the issue and wondered if we could imitate it. I spoke to our college Principal Lalithambal Natarajan and Professor Prakash Sachdev after discussing the idea with NCC students and we started the drive. We scrubbed clean sculptures of Pandit Jawarharlal Nehru, Mahatma Gandhi, Chhatrapati Shivaji Maharaj, Lal Bahadur Shashtri, Dr Babasaheb Ambedkar, Swami Vivekanand and many more in and around Ulhasnagar area. Saying it was a learning experience, Vinay Yadav, a student from TYB Com of the college said, Some of the statues were in a really bad condition. Two-day old girl abandoned at Ulhasnagar Arvind Walmiki, Hindustan Times, Ulhasnagar Updated: Oct 16, 2016 00:26 IST A two day old baby girl was found abandoned in Ulhasnagar on Saturday. The police are going through the CCTV camera footage of the nearby areas to trace who abandoned the girl. On Saturday afternoon, a passerby from Aji Ama complex at Ulhasnagar spotted the crying infant and alerted the shopkeepers. However, the shopkeepers were clueless about who abandoned the child near their shop. The baby girl was lying abandoned near some garbage in Ulhasnagar. Nobody spotted the person who kept the child there, a police constable from Hill line police station said. The baby weighs around 2 kg and is in perfect health. We have admitted her in Central hospital and she is doing well, he added. The police are investigating the case and are going through hospital records and checking whether someone has registered a missing person's complaint. The family of the child has not been traced yet. The Hill line police have registed a case on theunknown mother under section 317 of the Indian penal code.

25-year-old crushed under truck in Ulhasnagar Arvind Walmiki, Hindustan Times, Ulhasnagar Updated: Oct 14, 2016 09:45 IST A 25-year-old professor of dentistry from an Ambernath-based college was killed in a road accident on Thursday morning. The victim, Neha Mirchandani, 25, is a resident of Ulhasnagar. Neha had been riding pillion with her father as the two was heading towards her college. He tried to overtake a truck near Pappu Kalani Bungalow, when a speeding autorickshaw crashed into them from the opposite side. The impact knocked the two off the bike, after which, the truck's rear tyre crushed Neha's skull. Neha was taken to the nearby hospital but was declared dead on arrival. We have taken down Neha's father's statement. A case has been lodged against the autorickshaw driver, who has fled. His identity is yet to be ascertained. Our officers are on the lookout for him. We are going through the CCTV camera footage to find out more. We will soon arrest the accused. He will be charged under relevant sections of the Indian Penal Code and Motor Vehicle Act, said Shakil Shaikh, senior police inspector, Ulhasnagar police station.

According to a report by The Indian Express, Neha and her father 54-year-old Mahesh Mirchandani, were en route to the Guardian Dental College in Ambernath. We all are saddened by sad demise of Dr Neha Mirchandani in a road accident in Ulhasnagar earlier today.R.I.P Since her father was unable to spot the pothole in time, both were thrown of the bike due to the sudden jerk. Neha was crushed to death by a truck that was moving parallel to them and her father suffered injuries to his back and legs. Neha Mirchandani had just completed her Masters in Dental Surgery. Not the first A 21-year-old youth died after his bike hit a pothole near JJ flyover on late September. Rizwan Khan, who died on the spot, is Mumbai's first pothole victim this season. Thane Crime: 'Shirt' bandits target bank, leave without any booty By Faisal Tandel Posted 13-Oct-2016 Two thieves who wanted to clean out an Ulhasnagar bank, and had entered it after breaking the iron grille on the terrace, left empty-handed as they were unable to break open the safe. The Ulhasnagar police have registered a case and are searching for the accused on the basis of CCTV footage. mid-day has the CCTV footage that shows the accused covering their faces with their shirts and roaming in the bank. According to the police, the two accused attempted the robbery at a Bank of Baroda branch at Nehru Nagar in Ulhasnagar number 2. The bank is in a three-storey building, which has the safety locker on the first floor. They entered from behind. On entering the terrace they broke the iron lock and half of the iron grille, and went on the first floor where they messed up everything. They then tried to break open the safe in which more than R 50 lakh were kept. But they couldn't do so and left empty-handed, said a senior official from Ulhasnagar police station. The robbers entered the bank on Monday at 2:40 am and were trying to get the cash for more than half an hour. On Monday after the bank was opened, the staffers found everything in a mess and the terrace door open. They then informed us. We have gathered CCTV footage from the bank and on the basis of it we are looking for the accused, said Shakeel Shaikh, Senior Police Inspector, Ulhasnagar police station. Shaikh said, We have instructed the bank employees to employ at least two watchmen and increase CCTV coverage on all the three floors. Neha Mirchandani was riding pillion on a scooter driven by her father Mahesh, when an auto hit their scooter near Khemani Road. Mahesh tried to control the two-wheeler but lost his balance due to potholes on the road and they fell down. "I fell on the left while my daughter Neha fell on the right and came below the rear wheel of a passing truck," said Mahesh. This is the second pothole-related death in Ulhasnagar in two months. On September 6, a 45-year-old woman was crushed by a speeding truck immediately after she fell off a scooter when it hit a pothole. Neha recently got her degree and joined a dental college in Ambernath as lecturer just 20 days back. In the evening, she worked at a dental clinic. She lived with her parents and younger sister in Kunj Vihar Building, in Bewas area of Ulhasnagar. Her sister is studying in college. On Thursday morning, she was on her way to the dental college with her father, when the incident occured opposite Kalani Mahal. However, the auto driver who hit the scooter fled after the incident. Ulhasnagar police said they have booked an unknown auto driver for rash and negligent driving and are searching for him. Neha's cousin Manish Mirchandani said, "The accident took place due to the auto driver, but the potholes too are responsible because if the road was smooth my uncle might have been able to control the scooter." Her death prompted her relatives to demand the UMC fill up all potholes so that no more lives are lost. Vinod Talreja, a family friend, said, "Neha died due to the negligence of the civic body. If they had filled up potholes she might have survived." The civic body has ordered an enquiry and Yuvraj Bhadane, public relations officer of Ulhasnagar Municipal Corporation, said, "We will look into the matter and ask the contractor to fill up all potholes."

The thieves stole the bag of a businessman by breaking the glass of his Audi when it was parked at a petrol pump, while the driver's attention was diverted. The incident took place at around 1.30 pm in Ulhasnagar, when businessman Mahesh Agrawal's driver Saji Varghese had taken his car to Kajal petrol pump. Agrawal is the managing director of the Regency Group, which has several big building projects in Mumbai, Thane and Lonavala. Police said after filling petrol, Varghese noticed air pressure in the tyres was low and he went to refill air when two youths on a motorcycle smashed the glass of the car. As soon as they broke the glass, the car's alarm was activated but before Varghese could reach the car they fled with the bag, containing valuables worth Rs 8 lakh including diamond jewellery of Rs 5 lakh. Police said Varghese immediately called up Agrawal who in turn contacted Sanju John, an inspector from Kolsewadi police station whose number he had. John alerted Vijay Dolas, senior inspector of Central police station in whose jurisdiction the incident occurred. Dolas said he passed the information to all his teams, including sub-inspector Nilesh Yevale, who was returning home in the afternoon after completing night duty. Dolas said Yevale, who was travelling on a bike along the same route, started searching for the suspects and finally noticed them near Powai chowk. Yevale followed them for over three kilometres and later near Chakki Naka in Kalyan East, he overtook them and tried to nab them. However, both the accused fled leaving the bag and even their motorcycle on the road. Dolas said, "All the valuables were recovered within one hour of the incident and we are now searching for the accused. The work done by Yevale is appreciable as night duty usually ends at 9 am but despite being on duty till 1.30 pm, after my call he successfully foiled the bag lifting attempt." Dolas said they recovered CCTV footage of the accused and expect to nab them soon.

While one faction of BJP leaders has extended its support to Omie's entry into the party, another group is up in arms against his entry. A rumour sparked off a four-hour search for two children allegedly stuck under an avalanche of garbage at the Ulhasnagar dumping ground on Sunday. When eventually not a trace of the children was found, authorities concluded that it was just a rumour. Ulhasnagar Municipal Commissioner Rajendra Nimbalkar is angry about the rumours and has warned of action if this is repeated. Strict action will be taken against such rumour mongers henceforth, he said. On Sunday afternoon, news was doing the rounds across Ulhasnagar that two small children who had been playing at the dumping ground were buried under a mountain of garbage that fell on them while it was being dumped. A crowd soon gathered at the dumping ground that is situated near Maralgaon in Ulhasnagar 2. Around 400 metric tonnes of garbage is dumped here every day. As soon as the news reached the authorities ears, they launched a rescue operation for the children. The search operation that started at 1.30 pm, went on till 5.30 pm but we did not find any children there, said Nimbalkar. He said the dumping ground has been in existence for two decades, but locals have been opposing it and hence spreading baseless rumours. These rumours create unnecessary panic among residents, Nimbalkar said. Locals searched the dumpyard for the two children allegedly stuck under the garbage. Not a single person had seen any children being stuck. People saw the garbage falling, but if any children were caught inside it, their parents would have approached the authorities. People should verify facts before spreading rumours, said Yuvraj Badane, Public Relations Officer, UMC. Sources from the municipal corporation said every single day people pelt the dumpers with stones and try to stop them from entering the dumping ground.

The gang was also involved in firing at the office of a builder in Ulhasnagar, at the behest of Poojari. Those arrested have been identified as Hanumant Gaikwad, Rahul Londhe, Ravindra Ghare, Rohan D'costa and Iklaq Shaikh. According to KMM Prasanna, additional commissioner of police, crime, on Thursday, specific information was received by a team of the Anti-Extortion Cell (AEC), headed by inspector Vinayak Vast, that three persons would be arriving at Chembur with firearms and would target someone. Subsequently, a trap was laid and the trio were nabbed. Two pistols and six rounds were recovered from them. "During interrogation, they revealed that more firearms were stashed at the Pune residence of one of the accused. Three firearms, its magazines, four extra empty magazines and seven master keys of motorcycles were seized from the Pune residence," said Prasanna. "Further probe revealed that on July 11, 2016, the gang had committed a shootout at the Ulhasnagar based office of builder Sumit Chakrabarty for extortion at the behest of Poojari. A case was registered in this regard with Ulhasnagar police," said MM Dahikar, deputy commissioner of police.

The accused were allegedly informers for gangster Suresh Pujari in connection with the shooting at a builder from Ulhasnagar in July. The Mumbai police have already arrested five people, who are accused of firing at the builder, Sumit Chakravarty, at Ulhasnagar on July 7. The two were taken into custody on Wednesday. They were identified as Mithun alias Vilamani Karmokar,36, and Vishnu alias Soni Chandumal Tejwani,47. Both of them are labourers and are residents of Kalyan. They were arrested from Ulhasnagar after the police came to know about them through their sources. According to police, two people wearing helmets barged in to his office and fired two rounds when they were told that the owner of the office was not there. However, both the accused fled away from the spot after firing and no one was injured. Senior police inspector N Kadam said, A total of seven people have been arrested. After investigation by the Mumbai police, we will take the other five accused into our custody. The police have recovered firearms from them. The accused has given the names and numbers of more than 40 people who work for Pujari.
